We infer that A is a bit more forward(though possibly not a lot, given their reaction to B's flinch) than B, who seems more reserved. We see that B is possibly surprised or startled by the contact, but it is not an unwanted advance, since they relax almost immediately. They reassure A, who is about to draw away, that contact is not only okay but desired. An understanding is reached, a successful communication of affection, and they hold hands. You can tell the genre is a romance and the characters have personalities. It's a complete story structure in just a few frames of subtle hand movements.
