Half Failure
According to an intercepted Soviet Union telegraph, some member states of OPEC have signed a treaty with the USSR to stop ALL oil exports to the Western nations and direct resources to the USSR. 
Austria and other non-NATO western countries have declared a state of emergency. 
Due to the lack of support from NATO, Israel has also fallen to the ground; with the USSR now holding a monopoly over all oil trade.
In response to the statement made by the delegate of Iceland in the most recent meeting of NATO, the USSR has condemned their reaction and has threatened nuclear conflict with them. Stating that their actions were solely operational and done as a peaceful measure to ensure safety of their civilians due to observed NATO troop advancements in NATO.
The secretary general addresses the NATO to resolve this issue as soon as possible, otherwise communism will take over the world.

Tactical Retreat…? 
The USSR’s joint army has just announced a complete withdrawal from Afghanistan, rather than moving into a complete and strengthened attack on Israel. However, with NATO’s support, Israel has managed to hold up a strong defense. However, the implementation of newer Hydrogen-fueled jets by the Syrian army has pushed the Israeli army completely out of their oil fields and back towards their border. The now abandoned oil fields have been taken and are actively being reinforced by Soviet troops. It appears that a convoy of black oil trucks have begun making their way towards these newly captured oil fields, but due to the large distance and open fields, it would take them 2 weeks to reach the nearest refinery. In addition, scattered mines and occasional retaliatory airstrikes have slowed down and destroyed parts of the convoy. The Israeli government has announced an immediate seizure of independent government action and has handed responsibility of their army to be under the direct orders of the DPC. The DPC may now command the Israeli army as they wish to.

The USSR troops, having militarized the entirety of Eastern Germany since their previous advancements, have begun moving multiple black cargo trucks into Eastern Germany factory locations. These trucks are highly defended by many of the troops, with Eastern Germany border patrols at times dropping in frequency to move some of the troops to defend the trucks in the convoy. Our intelligence agents have managed to catch the logo that is printed upon the cargo trucks, which can be found attached to this document. In addition, the following text has been found printed on some of the doors of the trucks: “Взрывчатый!”

Bridging the Gap

In a continuation of an escalation in global tensions and a turn into armed combat, the PRC and the NRT have collectively declared war against Burma and Laos in a joint statement the previous night. This is with regards to an undisclosed “foreign threat of utmost emergency” that has “threatened the immediate stability of Asia”. ASEAN has gone on to denounce this act of war, but due to arguments over accountability and provision of intervention, has completely failed to intervene in this action. Our journalists present have reported major troop movement into the borders of Burma and Laos by both the NRT and the PRC, with the use of aerial bombing and their much-feared biological weapons to scatter troops. Laos has denounced this as “an act of evil”, whilst Burma has called for “immediate intervention to hold down the line”, with many locals in the borders turning to using makeshift weapons to slow down the advance. In addition, the PRC has moved a fleet of 20 warships and 5 cargo ships through the South China Sea, and estimates reports that within 2 months, would cut through the South China Sea (while avoiding Vietnam’s immediate trading routes) and enter the Gulf of Thailand. It remains to be seen how this attack will develop.

Package on the Move
There is good news and bad news. Our intelligence agents in Thailand have managed to get their hands on classified reports with regards to upcoming plans, but in doing so they have been caught by the NRT Administration. The decoded reports reveal an upcoming “sunset” plan by the PRC and the USSR, with mentions of an “experimental nuclear weapon” through Thailand. Further details are either encoded or censored. The caught agents have yet to report back, nor has the NRT released a statement on this. It is likely they are actively being tortured now, and we warn of the risks.

[Internal Report] Funding Updates and Covert Operations
The following will provide an update with regards to the immediate effects of the resolution passed in the DPC:
Intelligence agents have now entered Thailand but are unable to gain a foothold in the government due to strict and close oversight into the officials in higher-ranking positions. They await further orders. 
Anti-communist guerilla airdrops were partially successful as some planes were shot down by anti-air systems. In addition, many airdrops were captured by the army, and many hidden camps were easily detected with a massive floating airdrop floating over them. 
Extraction of the government-in-exile is impossible without a solid plan or directive. Sabotage of infrastructure is currently in progress, but needs time to fully achieve. 
NATO’s defection offer has been broadcasted. The USSR is currently in lockdown. 
Given the lockdown, infiltration is impossible. The clause is struck down. 
The covert operations in Afghanistan are underway. So far, there have been no major faults in the plan. 
Pakistan refuses to comply and are not bound to since they are not a part of the DPC. The remaining countries have provided the funds as stated.

[Internal Report] Updates to the Soviet Question
Successfully, NATO published a joint statement condemning the USSR for their aggression in West Germany and Afghanistan. 
The Soviet Union declined these talks; and their foreign minister, Andrei Gromkyo, released an official televised statement stating that the “Soviet Union is not responsible for any of the actions published in the statement”. He continued to claim that this is propaganda stirred up by NATO as a means to take over USSR’s dominant position in the world. “If NATO makes more statements that will stir unnecessary trouble, the USSR will not hesitate to retaliate. What has been observed in the past is simply a taste of what is to come in the future” he quoted.
The Soviet Union has also declined any talks of disarmament, claiming that the very country that boasts military bases throughout the world is in no position to ask for demilitarisation. Their reason to militarise is due to their right under article 51 of the United Nations Charter. 
NATO troops positioned along the Iron Curtain have observed the USSR doing the very same. An image is attached for reference (blue: NATO, red: Soviet)

It is also visible that the Soviet Union has position military naval ships in the shared nautical zone between Sweden and Poland, claiming peaceful passage defined by the UNCLOS.
There is no aggression from the Soviet Union yet.
Despite the NATO’s best efforts to jam USSR communications, this was unsuccessful.

[Internal Report] Updates to the Current Situation of NATO
Dear Delegates,
Well done on taking action to resolve the current state of the world! Here are our preliminary results: 
You cannot compel Iran or Pakistan, non-NATO members, to take actions relating to their foreign policy that NATO wishes to take. In addition, we have set up an aid programme for neighboring countries, but since no country has accountability over this programme, we are unable to compel NATO to take action. In addition, there are no requirements for how many of each type of aid to provide on what frequency, something that could be misinterpreted. We have struck down this clause as such. 
The United States has put 120 million USD into the programme. We have set up an aid programme already, as mentioned above. To your request, we have started handing out military gear to all parties involved, including refugees. 
We have airdropped food to Afghanistan. Some were captured by Soviet forces, but generally this is well-received. However, we are unsure of what “covert terms” to negotiate with Pakistan, so the subsequent clause is struck down.
You have invited Iran and Pakistan to talks. Neither have responded as both are actively being flooded by refugees. 
We have no recollection of a pre-existing “Operation Cyclone”. Do clarify if this was referred to in a previous resolution.
We await further action.

Gilded Fervor
BREAKING: The Syrian Government has just declared war on Israel, launching a full-scale invasion in the early morning. The Syrian Government has released a statement determining that this is in relation to “the greedy hoarding of oil by the Israeli Government". Soviet and Chinese intervention was announced shortly afterwards, with the PRC now beginning high-altitude airstrikes upon major civilian infrastructures within Israel. It appears that Soviet troops are aiming to capture oil refineries early on in the war, whilst Syrian troops have been redirected to attack civilian centers. Noting this humanitarian crisis, the Nordic Council has moved to both resolve this issue in the closest instance possible, but due to a deadlocked vote, has failed to reach a consensus. The Secretary-General of the Nordic Council, noting the paralysis of their council, has referred this issue to NATO, recommending all responsible nations to repel Soviet influence as quickly as possible.

It's Raining Paper!
In a shocking show of force and technological advancement, the Soviet Union has tested their latest Tupolev Tu-155 airliner by airdropping pro-Soviet posters into West Germany. While the alarm was eventually raised, early warning systems completely failed to detect this airliner due to flights of Antonov An-12 Electronic Warfare Planes, funded fully by the PRC. Jets scrambled by West Germany failed to reach the Soviet planes before they entered Eastern Germany airspace. Aircraft specialists speculate this may be from a newer breakthrough in the Soviet Union’s experimental Hydrogen Fuel Program, which was originally made defunct just 2 years ago. Western Germany residents are severely concerned for obvious reasons, but with the complete inaction of the Western German Administration, some question if the Western Bloc is capable of keeping up with the rapidly expanding Eastern Bloc. The USSR denies such an action being taken by them, citing "rogue pilots having fun".

Another One Bites the Dust 
The New Republic of Thailand has followed suit in the footsteps of China, announcing plans to negotiate with the USSR to address their newer security concerns. In addition, a recent push into Afghanistan following the Chinese military intervention has seen a major shift in the tides of war. It is estimated no less than a 10km charge was made as trenches were shelled, bombed and raided. Most shockingly however, is a new development into war strategies. Military strategists have noted the use “green glass canisters” by Soviet troops wearing gas masks and heavy apparel. These canisters have caused many freedom fighters to fall incredibly sick within 24 hours of breathing in the gas emitted, with reports of uncontrollable vomiting, nausea, seizures and even comas amongst those unfortunate enough to be caught in the attacks. The USSR, PRC and the NRT have all refused comments on this issue.

Bleed Red, Think Red, See Red 
In a historic moment of transnational unity, the leader of the People’s Republic of China Deng XiaoPing has announced intentions to amend military relations with the USSR. Since the passing of previous leader Mao ZeDong, the PRC has been in a state of internal turmoil, turning away from any form of international affairs. However, in a recent and major move by the CCP, they have made a decision to work with the Eastern Bloc, led by the USSR, in their war against the Afghanistan people. The United Nations Security Council has just failed another resolution condemning this action through a veto by the USSR, and the United Nations General Assembly has recommended action by the international community at the nearest instance. Recent developments, particularly those in Asia, have reflected the current state of the world; many remain to see what NATO, who has previously promised to handle the Soviet threat, could possibly offer now.

[Emergency Report] Armed Skirmish
At exactly 1300 earlier in the day, Border Patrol Unit 6, led by Sergeant Roland Herschel, was caught in an armed skirmish along the borders between East Germany and West Germany. Initial reports have stated that they have been directed towards their standard post along the wall to reinforce defenses in light of Soviet activity. However, a separate group of soldiers, led by who we believe to be Sergeant Mikhail Volkov of the USSR, had gotten into a verbal dispute with Sergeant Herschel’s unit. Not long after, it was reported that gunfire rang out from the vicinity, leading to a sudden gunfight along the border. Sergeant Roland Herschel, alongside 20 of his 25 soldiers, were found deceased by the time the medics arrived at the scene. Soviet casualties have not been accounted for. The border is currently in emergency lockdown.

Threat in the Horizon 
As of 0700 today, we have noticed increasing Soviet activity along the Eastern Germany border. Of the increasing troop movement and military vehicles present, we have counted roughly up to 7000 new militarymen, but also have spotted several Soviet M4A2 Shermans present. While they have yet to take any direct action, increasing patrols and almost constant weapon drills have caused concerns for many residents. The Delegation of West Germany has yet to respond.

The Singapore Police Force, under direct orders of the Singaporean Administration, has begun a week of crackdowns upon all communist-affiliated institutions. This is with regards to the lack of aid by their Western or European partners. With the SPF given unilateral power over their control of Singapore, casualties are high, but the Singapore Administration justified this as a “necessary evil”, all whilst wishing the best of luck for NATO’s future plans.
