After Kashmir’s summer unrest of 2010 that claimed the lives of 112 protesters in police firing, government deployed pellet guns as a “non-lethal” measure to avoid civilian fatalities. The latest confrontation between civilians and the security personnel gives us an opportunity to have a relook at the issue again.Have pellet guns proved to be an effective deterrent in dissuading people from protesting? In the latest crackdown, the use of ‘non-lethal’ pellet guns have resulted in extensive injuries to many, including a child as young as 12. Union Home Minister has assured Parliament that the government would look into the use of these guns.click here to fetch more info.https://goo.gl/eUJStr

Sustained tension at the Bhutan tri-junction suits neither China nor India
The
boundary stand-off with ina
at the Doka La tri-junction with Bhutan is by all accounts unprecedented; it demands calmer counsel on all sides. The tri-junction stretch of the boundary at Sikkim, though contested, has witnessed far fewer tensions than the western sector of the India-China boundary even as India and Bhutan have carried on separate negotiations with China. China’s action of sending People’s Liberation Army construction teams with earth moving equipment to forcibly build a road upsets a carefully preserved peace. In fact, during Chinese President Xi Jinping’s visit in 2014 the stretch was opened as an alternative route to Kailash Mansarovar for Indian pilgrims as a confidence-building measure. That the PLA decided to undertake the action just as the year’s
first group of pilgrims was reaching Nathu La
cannot be a coincidence. Moreover, it came only days after Prime Minister Narendra Modi’s bilateral meeting with President Xi in Kazakhstan. The warmth that officials reported at the meeting was obviously misleading, and it is important for India and China to accept that relations have deteriorated steadily since Mr. Xi’s 2014 visit. The stand-off comes after a series of setbacks to bilateral ties. Delhi has expressed disappointment over China’s rejection of its concerns on sovereignty issues, and refusal to corner Pakistan on cross-border terrorism or help India’s bid for Nuclear Suppliers Group membership. In turn, India’s spurning of the Belt and Road Initiative and cooperation with the U.S. on maritime issues has not played well in China — neither has the uptick in rhetoric, including statements from the Arunachal Pradesh Chief Minister questioning India’s “One China Policy” on Tibet, and from Army chief Bipin Rawat on India being prepared for a two-and-a-half front war.click here to fetch more.

India will be the guest country at the 21st St. Petersburg International Economic Forum (1st to 3rd June 2017). Prime Minister Shri. Narendra Modi, who has been invited to be the Guest of Honour at SPIEF’ 17, had recently said, “India and Russia are celebrating and building on the achievements of our past. We are working to model a partnership that befits our common ambition and meets our shared goals for the 21st century”.The future trajectory of India Russia ties is well defined and planned and will surely bring benefits for the great people of both the nations. As one would say it in Russian- ‘Indiya I Rossiya ruka-v-ruke v svetloye budushoe’ – India and Russia, hand-in-hand into a bright future”.click here to fetch more info.

More significantly, French citizens by voting for an outsider who established his own party only recently sent out another message, the rejection of political parties. The election results have practically rendered the party system irrelevant. The left is in ruins. The working class living in the by-now defunct industrial areas of the north-east of France voted for Ms. Le Pen’s agenda constructed around the two ‘terrors’ of globalisation and immigration. The Socialist Party of Francois Hollande witnessed a mass exit. And the traditional Left/Right divide, which stood for discrete constituencies and specific agendas, seems to have dissolved.
An old spectre
This is, of course, not the first time that political parties are in trouble. In the 1960s and 1970s, political scientists observed that parties in the U.S. and in Europe had begun to resemble each other. Electoral competition simply did not offer meaningful choices to the voter. In India in the late 1960s, and particularly after the 1975-1977 Emergency, voters lost hope in the ability of the Congress to deliver. By the 1990s, across the world scholars spoke of a ‘crisis of representation’, and preferred to rest their hope in a democratic, loosely organised, non-institutional, civil society. Civil society organisations, it was assumed, would raise issues that political parties had failed to focus on.click here to fetch more info.

India is facing the brunt of climate change on a large scale. The severe weather conditions with rise of temperatures above normal during the month of March in 2017 and severe water shortages have adversely affected the food production. One of the main drivers of climate change is the emission of carbon due to the increased use of fossil fuel energy sources. It is predicted that the country may lose up to 1.7 per cent of GDP if the temperature increases by 1 degree Celsius. In order to arrest this trend India has voluntarily agreed to reduce the carbon emission intensity of its GDP by 33 to 35 per cent by 2030 at 2005 level. While launching India’s Nationally Determined Contribution (INDC) on Gandhi Jayanti Day on 2nd October 2015 Prime Minister gave a call for ’convenient action’ in order to deal with ‘ inconvenient truth’ of climate change.India is faced with the double challenge of meeting the demands of the development to reach its poorest groups and follow the low carbon emission pathway. In order to achieve this it is anchored on the premise of sustainable lifestyles and climate justice to protect the interests of vulnerable groups. What is the roadmap to reach this goal? A low carbon economy will require a paradigm shift in the way energy is produced and used in different sectors of the economy. The INDC set the target of producing 40 per cent of electric power from non fossil fuel based sources.click here to fetch more info.https://goo.gl/gXvjQv

Mr. Macron now stands at the threshold of an opportunity to bring change and greater unity to a country that is perceived by its people as having a stagnant economy, an ineffective political class and growing social divisions. Outgoing president Francois Hollande did not capitalise on a similar opportunity five years ago. Having promised to heal a divided country and change Europe, Mr. Hollande’s presidency was marked by scandals, terrorist attacks and a betrayal of his Socialist base. He leaves office with record low approval ratings. Only time will tell whether France is now at another Hollande moment or something quite different.click here to fetch more info. https://goo.gl/xT4fsv

The two biggest parties in the coalition, the Communist Party of Nepal (Maoist-Centre) led by Prime Minister Pushpa Kamal Dahal and the Nepali Congress of Sher Bahadur Deuba, have accused her of interfering with executive powers. However, the timing of the motion and its implications, with the judge due to retire in a month’s time, suggest a narrow-minded political strategy. Since the motion was signed by more than one-fourth of the members of the legislature, Justice Karki was suspended immediately under a constitutional provision that has been misused by the CPN(M-C) and the Nepali Congress. She is seen by Nepal’s civil society as being fairly independent-minded in a judiciary that is politicised. The Maoists were upset by a recent court decision to reject clemency for a Maoist leader convicted for a murder committed during the civil war. Mr. Deuba reportedly feared being hauled up on contempt charges, which could have made his elevation to the post of Prime Minister difficult. The government’s initiation of impeachment proceedings over a debatable issue of judicial overreach and for such expedient reasons threatens the separation of powers in the fledgling republic.click here to fetch more details. https://goo.gl/eUJStr

Mughal rulers and the Sultans of the Ottoman Empire exchanged diplomatic missions. The poet Rumi and the Sufi movement there found easy synergy with the Bhakti and Sufi movements here. In the 20th century India’s freedom fighters supported the Turkish independence movement. Turkey under Mr. Erdogan has in recent years turned away from the old equation, as he sought to bolster his image as a leader of the Islamic world. It is to New Delhi’s credit that it chose to persist in its diplomacy with this important West Asian country, with the hope that sustained contact will refresh the relationship in a way that reflects shared concerns and is not hyphenated with ties with Pakistan — as India has been able to do with the UAE and Saudi Arabia.click here to get more info. https://goo.gl/xT4fsv

The primary objective of RCS – UDAN is to facilitate regional air connectivity by making it affordable as stated in the RCS document released by the Ministry of Civil Aviation. The document says that promoting affordability of regional air connectivity is envisioned under RCS by supporting airline operators through concessions by Central or/and State Governments and airport operators to reduce the cost of airline operations on regional routes and other support measures. It also envisages financial viability gap funding (VGF) support to meet the gap, if any, between the cost of airline operations and expected revenues on such routes. The RCS document also points out that consumption-led growth in populated metros is expected to spill over to the hinterland areas with the Indian economy expanding. The dearer land and labour in the metro cities is likely to lead to shifting of economic activities in smaller cities. Needless to say that air connectivity will provide required impetus to the economic growth of such towns and cities in the years to come.click here to know more details.https://goo.gl/zqxwG5

But the court said the guidelines might not prove sufficient for “systematising the entire process of accreditation, fund utilisation and audit of NGOs”.The Centre on April 4 handed over to the Supreme Court the new guidelines framed for accreditation of nearly 30 lakh NGOs and voluntary organisation in the country. The Union Rural Development Ministry had framed the accreditation guidelines to regulate the “manner in which the VOs/NGOs, which are recipient of grants, would maintain their account, the procedure for audit of the account, including procedure to initiate action for recovering of the grants in case of misappropriation and criminal action”.Black listThe court, however, gave the government the liberty to start civil and criminal proceedings against 703 NGOs, which according to CAPART, have defaulted.
