"It always comes back to you and me," the Doctor answers. "It has always come back to you and me. There’s not a day, an hour, a minute that I don't think about you when you're not here next to me."
He doesn't know if the Master will believe that, but it's true. The little things he finds himself liking about his companions, he liked because that was something that reminded him of being Theta and Koschei, two children against the world.
He wants to reach out towards the other, provide physical comfort -- something he finds himself desperately wishing he could do the more time they spend together. The more he remembers what it was like to be children together.
"I'm not asking you to forget, Master," the Doctor says, soft, eyes trained on him. He knows the struggle the Master is facing, because they've been here other-knows how many times before. He doesn't push him to choose, one way or the other. "I'm not even asking for your forgiveness of the things I've done to hurt you."

I just want my friend back. My lover.
"I just want the chance to make it up to you."
"OH, and it's meant to come full circle now, is it?"
The Master can feel that one solitary force ever-pulling on his steel resolve. It's not the doe-eyes or the skillful weaving of words; it's something more inexhumable, deep and inarticulable, and yes, the Doctor is right: it's from the first moments they met.
Koschei has to fight it; it's the principle of the thing, not to surrender, even when it violates his primary mandate, to survive.
"I'm meant to forget centuries upon centuries of things I can't even believe you can forgive? HOW?"
How did you forgive them--things I set so carefully in place, to make it impossible--so you couldn't tempt me to come back?
"EVERY TIME--how do you DO this?!"
No, no, really, I know how.
It's not fair.
Not fair that without you, I'm incomplete, and that's how you, beloved, thriving, able to afford the novelty of a bit of drama, lure me back in.

And, of course, our Doctor can’t say it. Why can’t he say it? He can’t say it because he can’t ever be completely human (…) and it’s terrible, that he knows he’s going to be alone. But he loves this woman so much that he gives her the chance to have a life. - Julie Gardner.

The Doctor, stopped in his frantic setting up of the machine, focused on her, frowns. She's human, as far as he knows, she should be fine. But he understands her worries, lets go of the equipment to step towards her.
"Keep yourself safe, Ophelia," he says, cradling her face to keep her focused on him. "Whatever happens, if you're ever in danger, come back to the TARDIS. This is the safest place in the universe."
The assembled hoards of Ghengis Khan, and whatever. He kisses her forehead, something fatherly in him springing up from a place in him that hasn't been opened in such a long time.
"You tell her to get out of here and leave me behind and take you somewhere else, and she'll do it," he says, glancing at the console over Ophelia' head. 40 would probably do such in a heartsbeat if it meant keeping one of her favorites safe. And Ophelia, he could tell, was one of 40's favorites. "Don't worry about me, after."
Chameleon arch. No, no, no, she wouldn’t go through that again. Twice was more than enough, she wouldn’t do it a third unless she absolutely had to. The fact that the Doctor felt that it was the only option for them right now didn’t do anything to calm her nerves as he ran about the console, trying to explain it all to her as if she was a bloody human, and not a Gallifreyan herself.
Ophelia’s eyes lock onto the machine, not wanting to go back under it, or watch her father endure that pain either. The memories of it were bad enough for her, and that fear was only amplified as it lowered before her. There had to be some other way. “Am I okay? No, I’m not! I’m…”
Could she tell him? Would she tell him now who she really was, in the middle of them being hunted down for what they were? Right before he’d make himself human? Would she have to make herself change after him so they’d stay safe? But if they both were human, would they know to open the fob watches later? Was she even really at much of a risk, given people didn’t know the Doctor had a daughter? Should she have called her other father for help and deal with the aftermath of that conversation rather than face whatever came next?
She didn’t voice a single one of these questions aloud, eyes wide as she looked between the machine and her father. “What about me? They’ll come after me too, won’t they? What am I meant to do?”
