Kuroshitsuji: Emerald Witch Arc is over, but I still think about the ending because it tells a story beyond this arc, and the waltz scene reflects that.

All the servants applaud Ciel to show their support, but only Finny, Mey-Rin, and Bard dance with him because their loyalty is absolute and unwavering.

Tanaka and Snake side with Ciel, but their support isn't unconditional. Tanaka serves the Phantomhive House first, and Snake is waiting to be reunited with the circus members. Given the right circumstances, both would leave him (iykyk)

Finny, Mey-Rin, and Bard will never betray Ciel, no matter what, and are willing to risk everything for him, regardless of his name, his title, or his actions.
