Bail Oregana was leading the rebellion before the Empire had officially formed.

He started a rebellion when he went to try and help the Jedi, and continued to try after he watched a padawan be murdered in front of him. It didn't scare him - it infuriated him and drove him to do something about it.

Bail saw the Temple burning and didn't hesitate to go try and help. He lands at the temple, walks up to the clone trooper, demands to know what's going on and is about to shove past them when they're not answering until they threaten him. Even then, I absolutely guarantee you he was going to go to another entrance to try and get in.

That man was armed with a blaster. I'd wager his outfit had armor built in. He didn't buy the lie about the Jedi for one second and was horrified by the padawan getting killed in front of him.

Bail went to help, and even after being told about a "rebellion" and having to flee for his life, he still immediately started working on trying to help as many Jedi as he could.

He didn't care if it put him at risk, he didn't care what the government said - he knew it was wrong and he cared about the Jedi enough to immediately try and help - and I'd wager if he didn't help establish the Path, he damn well threw his full support behind it when he learned about it.

If Bail had survived somehow, he would have established a new Temple on Alderaan, and good luck to anyone trying to hurt Jedi there.

Jedha was the first run of the Death Star, but Alderaan was the second not only because of Leia, but because of Bail and Breha.
