Opening Rite
He was once an empty man with an empty heart, filled only with questions and doubts. He knew himself to be an abomination, a blasphemous aberration hidden within the trappings of the faith his father had raised him into. He sought in vain for the answers to his own existence and, failing that, made himself a willing tool of the Church and the Magi.
He dedicated himself to the likes of his father and Tohsaka Tokiomi, joining in their schemes to manipulate the Grail War to their own ends. But it was during this rigged conflict that he met the King of Heroes, an unholy creature who mined the depths of his twisted soul and helped him finally understand true joy. There was a man sent by God, an inscrutable man like himself; this man was the priest’s enemy, his bane, and his salvation. For Emiya Kiritsugu shot out the priest’s empty heart and then destroyed the object of his own desires. Restored to life by the Grail’s destruction, the priest found that all his questions had convalesced into one, a wordless, formless question that could only be answered by God Himself… or perhaps, failing that, the omnipotent power of the Grail.
He now knows joy. He now knows sorrow. The world that once bored him is now home to infinite potential as the divine mysteries play themselves out before his very eyes. This world, created in the image of holy perfection, so filled with corruption and evil. All of humanity lies before him, trapped in its endless cycle of eternal sin. It is not the priest’s desire that they be punished, it is the work of God. And if the priest finds some joy in carrying out this holy mission, then so much the better.
Everything happens for a reason. All is in accordance with God’s plan. He has been given the role of the villain, and he carries it out happily. To punish the sinner. To humble the prideful. The players on the world’s infinite stage will fight, struggle and fail; through their suffering, they will know the fullness of life.
This is the heresy of Kotomine Kirei. No doubt his fellow priests will see it as sacrilege, but even if he is betraying them he is not betraying his Lord. His faith is pure, far purer than it was before. And his life’s work will speak of that faith to the very end.

Members of the Eighth Sacrament do not normally make use of firearms, which are less effective against magical defenses than Black Keys. However, during the Fourth War Kirei recovered a small revolver from the body of Kayneth Archibald El-Melloi, the weapon used to murder his father. Kirei's latent fascination with his father's death, along with his fixation on Emiya Kiritsugu's unique blend of firearms and magecraft, has compelled him to keep the weapon over the years. Hidden within his cassock, the revolver provides a useful contingency in situations where the regular tools of an executor are not open to him.

Fuyuki Church

A Fuyuki City landmark and central location for the Holy Grail Wars, the Fuyuki Church is in theory the neutral ground from which the Holy Church can oversee the conduct of the magical conflicts. It serves as a meeting place for masters, safe haven for those eliminated from the battle, and as a headquarters for the Church's agents.
Kotomine Risei served for some years as an acolyte in Fuyuki; it was during this time that he struck up his friendship with Tohsaka Tokiomi. He was later reassigned by his superiors within the Eighth Sacrament and did not return to Fuyuki until the Fourth Holy Grail War. Following Risei's death and the war's disastrous end, Kirei was recalled to Rome to answer for the fiasco before the Vatican. The inquiry lasted several years, but Kirei convinced his superiors that the magical potency of the Fuyuki region warranted a permanent overseer from the Eight Sacrament to ensure that the Magi Association did not use the area for its own ends.Despite the reservations of the Vatican, the Eight Sacrament deemed Kirei the only suitable choice to take up leadership of the Fuyuki parish.
Although members of the Eighth Sacrament are usually ineligible to preside over mainstream rites, Kirei took it upon himself to tend to the Fuyuki Church's miniscule congregation. Though the faith of the Church is rare in Japan, the Western influence on the rebuilt Fuyuki along with Kirei's own personal charisma has seen church membership rise in recent years. Aside from regular parish services, the church is also a regular meeting place and headquarters for the clandestine activities of the Eighth Sacrament.
As a supervisor for the Grail Wars, Kirei maintains a strict open-door policy while maintaining the Church's neutrality. He offers to mediate any disputes between the wars' participants or to facilitate meetings or ceasefires should the need arise. Few masters or servants ever take him up on this, which suits Kirei's purposes quite nicely--there are some things about this musty old church that he would prefer be kept hidden.
