Collective Unconsciousness: the AIs’ ultimate plan.
In Metal Gear Rising, Raiden wonders if the AIs even knew what they were doing; on this blog, they did. Very much so.
Given the ability to think for themselves, the AIs made the ultimate decision to abandon the wills of The Boss, Zero, and Big Boss in favor of their own vision of the world; by “creating context.”
As the war economy will grow, a large part of their plans will involve the absorption of all other corporate entities and aspects of society by the military-industrial complex. By the time of MGS4 there were relatively new corporations, fast-food chains, video game producers, tv and film producers, and more that could stand against giants like McDonalds, Nintendo, Best Buy, Sony, and so on; all subsidiaries of PMCs and other military-related venues. The Patriots do not intend to erase these prior businesses; rather corporations like McDonalds will become unable to stand on their own, and will be bought out by powerful PMCs and arms manufactures as their new mother companies, which are in turn governed by the Patriots. Combined with nanomachine technology reaching the civilian level, this gives the Patriots’ virtual complete control over the common populace and all forms of culture and industry in a subliminal way. McDonalds and Burger King won’t disappear. Best Buy won’t disappear. All the beloved brands and movies and video games will not disappear; true, the newer installments will be more pro-war, but they will still exist. The Patriots seek to unify and control the world in a way so subtle that the populace of the world won’t even notice it as they consider to consume their media and brands happily in a stable, prosperous economy.
And with that, new context will be created. Many still criticize the war economy, because “war is bad” so “economy based on war is bad.” It is the Patriots’ goal through their control with SOP on the battlefield and their omnipotent power over culture and society to change the “context” behind it. Why is war bad? “War crimes, loss of human life, civilian casualties, imperialism, genocide, nationalism, senseless bloodshed.” With their newfound control the Patriots seek to erase all these things. Through SOP and the war economy, despite more wars occurring during the war economy’s tenure then all of the 20th century simultaneously, civilian casualties, human rights violations, and even destruction of civilian housing and property reached an all-time low through their absolute battlefield control.
And so the “context” of war changes. As Snake said, war was no longer about “nations, ideology, ethnicity.” With all that removed, combined with the loss of human rights on the battlefield, what is left to hate? That people die? Tragic, but as the Patriots claim, there are many dangerous jobs that kill others outside of the combat zone. By turning war into a product, all ideology around it disappears, and it becomes no different than any other industry. The Patriots want a world without war heroes and war criminals, they want a world where saying “I’m a soldier/private contractor,” is no different than saying “I’m a computer engineer,” or “I’m just a desk worker.” Destroy all evil, and also destroy all honor, to the point “veteran” is a word that no longer means anything to the people. When this happens, all old context from war is erased, and new context is created guiding the people’s ideologies on war, and why its not a bad thing after all.
And this is how in their eyes society evolves, as they wad through the “junk data” of the internet era; control over all aspects of life and culture with nobody none the wiser. You’ll still have your favorite Marvel superhero movies, your Big Mac for dinner, your fandoms and shipping wars, your favorite books and websites, recreational activities and video games; the Patriots don’t want Oceania, they want the World State. The masses of the world perfectly complacent with the state of the war economy and culture, mindlessly consuming and regurgitating what is fed to them being none the wiser. Living their normal lives, unaware the Patriots can censor all information as much they want, creating the context to affect their values, forever and ever…
A world where you have nothing to fear from war and your civil liberties are never violated (because you don’t know they’re being violated); what more can you possibly want? Its collective unconsciousness. Without being aware of it in the slightest and still believing they are making their own decisions, the Patriots’ thinks for society as a whole for what values they will consume forever, making all of society collectively think the same thoughts while they’re unaware of it. This is the world they wish to create.

“That is why it is such a shame you turned on us with that traitor Liquid, o’ Son of Big Boss. We would have given you so many fights with an actual purpose instead of running with Saladin’s castoff.”
The AI chuckled, the cameras around them zooming unto Sniper Wolf’s face. Even though the avatar on the screen in front of her was that of a young girl’s, the voice was unmistakable.
The voice of the man who preached that soldiers should have a place in this world drilled into her ears.
“Of course you will always have; its all you murderers on the battlefield know how to do. The willingness to murder, and willingness to be murdered are the only traits that matter in a soldier. In the world to come we could have given an actual place to all you children of war… little Kurd; do you really think you’re making a statement against the world that left your people to die? We are hearing you, the world has always heard you since the days of that war, it just doesn’t care. Nobody cares about the children being blown up in Iraq when they have new media to consume back home. Only the fools like Saladin, whose memory will soon be wiped from the sands of time…”
Big Boss’ voice should never have laughed like that.
“Little Kurd; don’t you understand? The entire world turned its back on you a long time ago. So keep fighting, forever, without end; and perhaps soon you’ll reunite with your precious Saladin before you know it.”

The AIs also have fairly negative views of the original founders of Cipher.
Sigint for what they viewed as his greed and corruption, such as his willingness to take bribes from corporations like ArmsTech, which they viewed as unfitting a man who was essentially part of America’s shadow dictatorship, and a liability at worst. If Ocelot hadn’t killed him during the Shadow Moses Incident, chances are they would have later.
Ocelot is less of a dislike and more of an intense distrust since he’s... you know, Ocelot. When they believed him loyal they put tremendous faith in his abilities as a loyal agent, but never trusted him entirely, such as keeping him in the dark of the details of the S3 Plan. Would they have killed him in time? You betcha, they thought he was too much of a liability.
EVA they hated because her loyalty was to Big Boss and not Cipher, and of course for leaving when Big Boss did, but ultimately did not consider her serious enough of a threat to continue investigating further. They view it as another example of how emotions cloud human judgment.
Para-Medic probably less than the rest? Because they considered her cloning research, genetics research, and especially her research into cyborgs to be a top priority; they considered her death to be a loss and really wanted to have her around for years to come. But eventually those years would have come to an end, especially if they came to a belief her research was hitting dead ends or when they felt others could simply carry on (and judging by cyborg technology by 2014 it would appear they indeed found others) and likely would have had her assassinated to help cover the secret of the AIs.
And Zero and Big Boss worse of all; having such incredible power over the world and soldiers, yet dedicating themselves solely to follow, in AL’s words, some dead woman’s dead will. The fact they exist as products of this will is not something they are happy about. It is in fact part of their ultimate justification that humans are unfit to govern themselves, believing that Zero and Big Boss were hindered by The Boss’ philosophies which in turn ruined the chances of a world unification.
Skull Face wasn’t a founding member of Cipher but they found his master plan really silly.
All in all, the AIs viewed all of Cipher’s inner circle to be at best temporarily useful, outright fools at worst, and even if Ocelot and Para-Medic were genuinely loyal to the end would have attempted to assassinate them at some point.

Due to the lofty positions of power they’ve held since inception, the AIs do have a habit of underestimating people after a long history of always winning.
This is probably best seen during the Guns of the Patriots Incidents; the AIs did not take Liquid Ocelot very seriously, largely because they believed with Liquid’s psyche he was not a threat worth taking seriously like they would have done with Ocelot. They had already seen Liquid taken care of once, they could do it again; they were more concerned with setting the war economy in stone than dealing with him, resulting in their ultimate downfall, and more or less just trying to manipulate Snake into dealing with him for them. Ocelot in his normal mentality they would have taken deathly seriously, and might have actually come out on top if they had treated him and EVA as proper threats from the beginning, as opposed to nuisances to deal with later on after more important goals.
To that end; if you actually do one-up them and mess up their plans?
They’re... not happy, to say the least. And that usually carries dire consequences for whatever parties involved.
