Temporary SST Card for NYC – What Is It And How To Get One
A temporary SST card is a way for new entrants into the New York City construction workforce to start working as quickly and safely as possible. The New York City Department of Buildings (NYC DOB) requires that anyone starting work on a construction or demolition site after 1 December 2019 completes OSHA 10 (at a minimum) for the construction industry and obtains a Temporary Site Safety Training (SST) card as a proof of minimum Site Safety Training before starting work on a construction site. If you already have an OSHA 30 card issued within the last five years you are also eligible to receive the Temporary SST card.
Temporary SST Card for NYC – I received one. What happens next?
A temporary SST card is valid for six months and cannot be extended or renewed. Once you obtain your Temporary SST card, you have six months to complete additional 30 hours of SST courses and obtain the Site Safety or Worker SST card. The Site Safety SST card requires 40 credits of training so, the additional 30 hours of SST training (together with the OSHA 10 taken to obtain the Temporary SST card) satisfies the 40 hour safety training requirement. The Site Safety Card is valid for 5 years.
I Already Have An OSHA 10 Card, Can I Get A Temporary SST Card?
Yes, provided your OSHA 10 card has been issued within the past five years and can be verified with the issuing OSHA Training Institute. The same applies if you have an OSHA 30 card.
I Have Not Received My OSHA 10 Card Yet, Can I Get My Temporary SST Card?
Yes, but only if you apply for your Temporary SST card through the same course provider where you have taken your OSHA 10 or OSHA 30 training.
When you complete your OSHA training you should get a Certificate of Completion as proof that you have completed your training, until your official OSHA card arrives. OSHA cards typically arrive in the mail within 3 to 4 weeks but can take up to 90 days, the maximum time allowed by OSHA for your course provider or instructor to mail you your card.
The New York City Department of Buildings allows approved course providers to issue SST cards (including Temporary SST cards) based on Certificates of Completion only in case the trainee has completed the OSHA course through the same course provider as the one issuing the SST card. This is to ensure that the course provider will receive a copy of the OSHA card that they need to upload to the DOB Training Connect platform through which all SST cards are issued. So, if you have completed your OSHA 10 course with a provider and you only have the Certificate of Completion (you are yet to receive your OSHA card), only that course provider can issue your Temporary SST card. The same applies when it comes to the Site Safety SST card that you will become eligible to apply for once you obtain 40 hours of prescribed Site Safety Training.
Can I take the OSHA 10 and OSHA 30 training courses online?
Yes, provided they are taken through one of the online course providers approved by OSHA. In addition, for OSHA online courses to be accepted in New York, they need to be “actively proctored”. Is OSHA 10 Card A Mandatory Requirement In New York?
OSHA 10 Card for New York State
In New York State, workers on all publicly funded projects over $250,000 are required to have an OSHA 10 DOL card. The OSHA 10 Legislation applies to workers on a public work contract that is required under Article 8 to receive the prevailing wage. New York State does not require a renewal of OSHA 10 training, but your employer may ask you to renew your OSHA 10 card every 3 to 5 years.
Article 8 §220-h, requires that every worker working on a public project under Article 8 of $250,000 or more, must be certified as having completed an OSHA 10 training. They must complete the OSHA 10 training before performing any work under the contract. This provision applies to all contractors and subcontractors, and they must submit proof (OSHA card, Certificate of Completion, or training roster from the certified OSHA trainer) of OSHA 10 completion to the first certified payroll submitted to the contracting agency. An attestation by the employer that employees have completed OSHA 10 course is not sufficient.
Other states such as Connecticut, Massachusetts, Missouri, Nevada, New Hampshire, and Rhode Island have similar requirements for training and certification.
OSHA 10 Card for New York City
In New York City your OSHA 10 card must be renewed every 5 years. The NYC Department of Buildings has also introduced the Site Safety Training (SST) card, requiring all workers on demolition and construction sites that require a Site Safety Manager, Site Safety Coordinator, or Construction Superintendent, to have a minimum of 40 hours of Site Safety Training (SST). This training typically consists of OSHA 30 for Construction and 10 hours of SST training: 2-Hour Drug and Alcohol Awareness and 8-Hour Fall Prevention courses. Supervisors or Competent Persons on these sites must complete 62 hours of Site Safety Training, typically consisting of OSHA 30 and 32 hours of SST courses.
You can also use your OSHA 10 card to obtain a Temporary SST card which will allow you to work in New York City for six (6) months. You then have six months to complete additional 30 hours of SST training to be eligible to obtain the Site Safety SST card, valid for five (5) years.
Can I Take OSHA 10 Training Course Online?
Yes, as long as the online training is “actively proctored” and is completed with one of the OSHA-approved online training providers, the training will be accepted in New York. PDH STAR courses (developed by Pure safety) are OSHA-approved and you will receive the official DOL card after completing the training.
Where Can I sign Up For the Approved OSHA 10 Online Training?
You can sign up for the OSHA 10 online training on the PDH STAR website. Please note that you would need to enter your full mailing address where you want your OSHA card to be mailed. You have six (6) months to complete the training once you start, and you can complete a maximum of 7.5 hours per day.

How To Get An OSHA Card In NYC
OSHA card in NYC can be obtained in several ways. There are many course providers offering in-person, online on-demand, and online webinar classes that will allow you to obtain either OSHA 10 or OSHA 30 card. OSHA training can be taught only by OSHA-authorized trainers who may teach 10- and 30-hour safety courses and issue OSHA Outreach Training completion cards.
The OSHA 10-hour course covers safety and hazards for entry-level workers. The OSHA 30-hour course covers greater variety of safety topics and is intended for supervisors and workers with some health and safety responsibility.
In New York State, OSHA 10-hour training is required on most publicly funded construction projects. In New York City (NYC) OSHA 10-hour or 30-hour training is required to obtain the Temporary Site Safety Training (SST) card, valid for 6 months. The trainee then has 6 months to complete additional 30 hours of SST training to obtain the Site Safety SST card, valid for 5 years. An SST card is a mandatory requirement on all construction projects in NYC that require Site Safety Manager, Site Safety Coordinator, or Superintendent.
Is OSHA Online Training Acceptable in NYC?
Yes. OSHA online training courses are acceptable in NYC, as long as they are “actively proctored”. Actively proctored simply means that the course provider must ensure the identity of the student taking the online training, and that they shall be monitored at random intervals that they are the individual completing the training. The trainee must also attest that they are the individual who attends the training and that the training is completed without any assistance by others. PDH STAR OSHA online training complies with these requirements and is accepted by NYC Department of Buildings.
How Do I Ensure I Will Get A Genuine OSHA Card?
OSHA carries a list of all OSHA Authorized Outreach Trainers that you can find online. In addition, OSHA has approved a handful of online OSHA course providers – PDH STAR OSHA courses (developed by PureSafety) are one of the approved online OSHA courses. Taking an OSHA online training with PDH STAR ensures that you will get a genuine Department of Labor OSHA Outreach Training card.
How Long Does It Take To Receive An OSHA Card?
OSHA regulations state that the OSHA trainer must deliver the OSHA card to the trainee within 90 days of completing the course. In practice, it usually takes 2-4 weeks to receive your OSHA card in the mail. You must provide a US mailing address to receive your OSHA card.
Do OSHA Cards Expire?
Although OSHA cards do not expire, your employer may ask you to refresh your training periodically, to ensure you are familiar with the hazards on your site. For the purpose of issuing the first SST card to a trainee, the OSHA card cannot be older than 5 years. If your OSHA card is older than 5 years, and you are applying for your first SST card, you must either repeat your OSHA training, or “refresh” your OSHA card by taking additional 8 hours of prescribed SST training.

PDH Online Courses for Professional Engineers
PDH online courses for Professional Engineers are an approved, convenient, cost effective, and safe alternative to fulfill your Continuing Education (CE) requirements for PE license renewal. The number of Professional Development Hours (PDH) required in each renewal cycle varies based on which state issued your license and is a requirement in most states.
Type of PDH Online Courses for Professional Engineers
There are three primary formats of PDH online courses:
On demand courses: an asynchronous process where the licensee receives a document that they review in their own time and come back to do the assessment or quiz. In most states you can fulfill your CE by only completing on demand online courses.
Timed and Monitored courses: specific requirement of the state of Ohio, partial CE must be completed with “Time and Monitored” (T&M) online courses, i.e. the time licensee spends on each part of the course must be monitored to ensure minimum time is spent on each course section. PDH STAR has developed a number of T&M courses to fulfill Ohio specific requirements. Our on-demand as well as live or interactive webinars are also accepted as T&M online courses.
On demand webinars: all states accept on demand webinars, essentially pre-recorded narrated videos. On demand webinars can also be used as “Timed and Monitored” courses to satisfy Ohio licensing requirements. The licensee must pass the assessment at the end of the course.
Live and interactive webinars: accepted by all states, live and interactive PDH online webinars are instructor led sessions that typically do not have an assessment at the end of the webinar. However, presence and participation throughout the webinar is required in order to obtain the Certificate of Completion at the end of the webinar. Some states require that part of your online CE is obtained via webinars where you can have live interaction with the instructor, either via voice, chat, or email. PDH STAR Live Interactive Webinars comply with these requirements. For example, New York State require 18 hours (out of the total of 36 hours) to be completed through courses with live interaction between the instructor and participants.
Approval of PDH Online Courses for Professional Engineers

PDH Online Continuing Education State by State Requirements
Each state has its CE requirements. The license renewal period can vary and is typically either biennial or triennial. How to Become a Site Safety Coordinator in NYC
All construction sites in New York City (NYC) must have a licensed professional on-site who is certified by the Department of Buildings (DOB) to supervise Site Safety.
There are three types of licenses and certifications that are issued to Site Safety professionals:
Site Safety Manager: required to oversee safety on construction sites of buildings 15 stories and higher in NYC
Site Safety Coordinator: required to oversee safety on construction sites 10-14 stories in NYC.
Construction Superintendent: required to oversee safety on construction sites up to 9 stories in NYC.
A certified Site Safety Coordinator is required on new buildings 10 to 14 stories under construction or demolition.
What is Required to Become a Site Safety Coordinator
There are several steps that need to be taken to become a Site Safety Coordinator. You must be able to show the following:

Step 1: Required Qualifications
To obtain a Site Safety Coordinator Certificate, you must meet all of the following qualifications:
Be at least 18 years old
Be able to read and write the English language
Have good moral character so as not to adversely impact your ability to perform your duties and responsibilities
Have completed a DOB-approved 40-hour site safety course
Possess a valid Supervisor Site Safety Training (SST) card
Step 2: Certification Qualifications
To be eligible to apply for the Site Safety Coordinator license, you also must meet at least one of the following conditions:
Be a NYS Professional Engineer or Registered Architect and have 2 years of experience, within previous 5 years
Supervising workers engaged in construction or demolition at major buildings subject to a site safety plan in NYC
OR
Providing site safety oversight during the construction or demolition of major buildings in New York City
Hold a Certified Safety Professional (CSP) certification from the Board of Certified Safety Professionals (BCSP) and have 2 years of experience, within previous 5 years
Supervising workers engaged in construction or demolition at major buildings subject to a site safety plan in NYC
OR
Providing site safety oversight during the construction or demolition of major buildings in NYC
Have 3 years of experience as a NYC registered Concrete Safety Manager during the construction or demolition of major buildings in New York City, within previous 7 years
Hold a Construction Health and Safety Technician (CHST) designation from the Board of Certified Safety Professionals (BCSP) and have 3 years of experience, within previous 7 years
Supervising workers engaged in construction or demolition at major buildings subject to a site safety plan in NYC
OR
Providing site safety oversight during the construction or demolition of major buildings in NYC
Have 4 years of experience within previous 7 years with 3 years supervising workers full-time in the construction or demolition of major buildings subject to a site safety plan
Have 5 years of experience within previous eight 8 years as a NYC DOB Code enforcement official, with 2.5 years of that experience include the inspection or major buildings for compliance with Chapter 33 of the Building Code
Step 3: Background Investigation
To become a licensed Site Safety Coordinator, you must pass a background investigation. You need to submit PDF scans of several documents via the DOB NOW Portal The following documentation is required to be submitted:
Notarized Background Investigation Questionnaire
Completed LIC2 application,and other forms (please see the DOB website for additional forms required)
LIC62: Physical Exam Form, must be completed within 90 days prior to application date
Experience Verification Forms from all supervisors for the years you are claiming as experience
Social Security History of Earnings for the years you are claiming as experience
Photo ID (Driver’s License or Non Driver’s License ID Card)
Original Social Security Card
Original Birth Certificate, Current Passport, or Green Card
Proof of Residence: utility bill, lease, or deed (cell phone bills will not be accepted).
Child Support Certification Form, whether you have children or not (also for renewals)
Most Recent Pay Stub or Latest W-2 Statement
Original proof of certification as a New York State Licensed Professional (if applicable)
Applicable Site Safety Manager Course Certificate
OSHA Course Certificate (if applicable)
Construction Health and Safety Technician Certificate and wallet card from the BCSP (if applicable)
There are also fees you would need to pay within the DOB NOW Portal:
$500 for Background Investigation Fee
$100 for License Issuance Fee
Step 4: Obtaining the Registration Card
Once you submit all of the above documentation and it has been approved by the Licensing Backgrounds Unit, you can schedule an appointment to take a picture and receive the Site Safety Coordinator registration card.

How Do I Renew My Site Safety Coordinator Certification?
Before you start your renewal process, you must create an eFiling account within the DOB web site.
To complete the online renewal process, Site Safety Coordinators must submit the following documents in PDF format via the DOB NOW Portal in the BIS Options section:
Original, typewritten LIC2 License Application, LIC34 Licensing Supplemental Affidavit (if applicable), and LIC50 or LIC51 application
Copy of your 8-Hour Site Safety Manager Refresher/Chapter 33 course or 8-Hour Site Safety Coordinator course certificate, course must have been completed within one (1) year prior to renewal
LIC62: Physical Examination Form signed by a physician, completed within last 90 days
Completed Child Support Certification Form
Current Department-issued card
$50.00 renewal fee – paid at the time of renewal via online portal
$100.00 late renewal fee – (includes $50.00 renewal fee and $50.00 late fee) paid at the time of renewal via online portal. To avoid a late fee, renewal applications must be submitted 30-60 days before the expiration date indicated on the registration card.

Supervisor SST Card for NYC – What is it and How to Get One
Supervisor Site Safety Training (SST) card for New York City (NYC) is a Local Law 196 requirement for all supervisors to have 62 hours of Site Safety Training and a valid SST Supervisor card to enter any NYC job site requiring a Site Safety Plan, or require a Site Safety Manager, Site Safety Coordinator, or Superintendent. The Supervisor SST card requires a minimum of 62 hours of safety training to obtain the Supervisor SST Card.
Who Needs the Supervisor SST Card
The Department of Buildings (DOB) requires construction supervisors at any NYC jobsite listed above to hold an SST Supervisor card.
The supervisors required to have the Supervisor SST card include:
Site Safety Managers
Site Safety Coordinators
Concrete Safety Managers
Construction Superintendents
Competent Persons
Even if you are a worker but serve and have job duties as a Competent Person, as required by Chapter 33 of the NYC Building Code, you are required to have an SST Supervisor card.

If you already have your OSHA 30 card, you have to complete the 32 hours of SST training as listed above. My OSHA Card is Over 5 Years Old, What Can I Do?
If your OSHA card is over 5 years old, you have two options to obtain your Supervisor SST card:
Complete the OSHA 30 Outreach Training for the Construction Industry
“Refresh” your OSHA card by completing 8 hours of additional SST courses
Once you obtain your initial SST card the 5-year OSHA card rule is no longer applicable, and you would just renew your Supervisor SST card before it expires.
Will My Supervisor SST Card Expire?
Yes. Your Supervisor SST card will expire 5 years from the date it was issued. To renew your Supervisor SST card, you need to complete additional 16 hours of SST training before the card expiry date.
Can I Receive Credit for Other Courses I have completed?
Yes. If you have completed any DOB-approved courses, you may be eligible to receive training credits towards your 62-hour training requirement, if you have completed the courses within the last 5 years. For example, if you have completed the 40-Hour Site Safety Manager course, you can claim credit for any of the following SST courses:

5 Hour Foundations for Safety Leadership (SP)
2-Hour Site Safety Plans

How long does it take to Get the Supervisor SST Card?
As soon as you complete all 62 hours of the required safety training, you can apply for the Supervisor SST card. If you have completed all your training with PDH STAR, we can typically print and mail your card within 1 to 2 days. If you have completed some of the training with another DOB-approved course provider, you need to provide copies of all certificates and a copy of your OSHA 30 card and fill in the SST Card Application Form. Copies of OSHA 30 Certificate of Completion are not acceptable if you have completed the course with another course provider or OSHA authorized instructor.

Worker SST Card for NYC
Worker SST card, or Site Safety SST card as it is officially known, is a Local Law 196 requirement for all construction and demolition workers on sites in NYC requiring a Site Safety Plan or Site Safety Manager, Site Safety Coordinator, or Superintendent. The Worker SST card typically requires a minimum of 40 hours of safety training to obtain the Worker (Site Safety) SST Card.
There are two ways to obtain your Worker or Site Safety SST Card:
New Entrants to NYC Construction Market
If you started work in New York City after December 1, 2019, you are classified as a “new entrant” by the NYC Department of Buildings (DOB) and you must obtain an OSHA 10 Department of Labor card before starting to work on any construction site in New York City. To obtain the full Worker or Site Safety SST card valid for 5 years, a total of 40 training hours are required. The following courses are required in order to obtain the Worker SST card:

4-Hour Supported Scaffold User / Refresher

4 hours of General Elective SST courses

If you already have your OSHA 30 card, you need to complete additional 10 Hours of SST training to be able to apply for your Worker SST card. The following courses are required to bring you to the required 40 hours of safety training and that you become eligible to receive the Worker SST card:

How Long is the SST Card Valid For?
The Worker SST card obtained with a minimum of 40 credits is valid for 5 years from the date of issue. The card can be renewed by taking additional 8 Hours of SST training for an additional 5 year period. OSHA card does not expire although, to apply for your first SST card, your OSHA training must be not older than 5 years.
Which Courses Are Acceptable for Obtaining the Worker SST NYC Card?
You must complete your training through an DOB approved training provider. PDH STAR is an approved provider with license number 6M86. Courses can be either online (actively proctored) or in person / Zoom. All of PDH STAR online training courses comply with the DOB requirements.

HAZWOPER - Hazardous Waste Operations and Emergency Response Online Training
OSHA issued the Hazardous Waste Operations and Emergency Response (HAZWOPER) standards, 29 CFR 1910.120 and 29 CFR 1926.65, to protect workers and enable them to handle hazardous substances safely and effectively. The HAZWOPER standard for the construction industry (29 CFR 1926.65) is identical to the general industry one (29 CFR 1910.120).
The HAZWOPER standard applies to employers and employees performing the following general categories of work operations:
Hazardous waste site cleanup operations
Operations involving hazardous waste that is conducted at treatment, storage, and disposal (TSD) facilities, and
Emergency response operations involving hazardous substance releases.
The HAZWOPER standard provides employers, emergency response workers, and other workers potentially exposed to hazardous substances information and training criteria to improve workplace safety and health and reduce workplace injuries and illnesses that could occur from exposures to hazardous substances.
Who needs HAZWOPER Training?
A training program is required under the safety and health program and is also part of the site Health & Safety Program (HASP). This training must be provided to all employees who will work on the site such as equipment operators, general laborers, and supervisors or managers who may have exposure to hazardous substances.
Before performing any work on a hazardous waste site, the employer must provide its employees with initial training based on the tasks and operations that employees will perform and the exposures they are anticipated to experience.
Training makes employees aware of the potential hazards they may encounter and provides the necessary knowledge and skills to perform their work with minimal risk to their own, and other employees, safety and health. Both supervisors and employees must be trained to recognize hazards and prevent them; to select, care for, and use respirators properly, as well as other types of PPE; to understand engineering controls and their use; to use proper decontamination procedures; to understand the emergency response plan, medical surveillance requirements, confined space entry procedures, spill containment program, and any appropriate work practices. Employees also must know the names of personnel and their alternates responsible for site safety and health. Site personnel who are expected to respond to emergency situations at the site must receive additional training in how to respond to anticipated emergencies (e.g., fires/explosions, hazardous spills, etc.).
Below is the training requirements for workers, as per the OSHA 1910.120(e)(3) rule:
General site employees (e.g., equipment operators, general laborers, etc.):
40-hour Initial training (HAZWOPER 40)
8 hours annual refresher (HAZWOPER 8 HOUR REFRESHER)
Employees are occasionally on-site for a limited task (e.g., groundwater monitoring, land surveying, etc.) with minimal exposure
24 hours initial training (HAZWOPER 24)
8 hours annual refresher (HAZWOPER 8 HOUR REFRESHER)
Employees regularly on site who are not exposed to health hazards
24 hours initial training (HAZWOPER 24)
