Thinking about how Luke was imprisoned in Elysium instead of granting rebirth and Nico might visit him from time to time - a form of supervise, as Hades has claimed - and Luke welcomes the kid. Because it's the closest glimpse Luke would ever have of the better life he had fought to bring to the demigods.

Elysium is forever and the only thing that changes is Nico - Nico, who grows up between visits, who brings him stories from the living souvenirs to brighten up Luke's lonely house, saying "we can't have you gone mad again". Luke looks at Nico - taller, older than he would ever be - and sees the life he should have had, sees himself growing old, falling in love, getting married, building a family, enjoying what he does, and generally just aging away under layers of scars that litter across their battle-worn skin. Nico is death personified, but Luke sees a life in him. And didn't Luke die for that? For life.

So Luke welcomes him. If anything, at least he can pretend that he was living, too.
