By ISU standards, they're not. By Olys standards it's a different story and we're seeing it already for the Paris Games so it should very much work the same for Milan. Men are pretty much screwed since they're either military or have participated in pro war rallies/festivals/whatevershitshows.
It's bound to happen at some point I fear. Also, if you're letting Israel compete then you can welcome back Russia with open arms but that's another story for another headache.
The question is more: will russian athletes WANT to come back at all? If/when they do, the backlash/banners/social media protest will be LOUD, even against athletes who never supported the war. And they have a good thing going in Russia with their own competitions and stuff.
The fact that the ISU is letting russian coaches/staff/weknowwhoimtalkingabout attend competitions is very telling because they could just ban every russian from their rinks and not just athletes, who for some have never supported the war and could compete under neutral flag. Why not ban them all, if you truly condemn the war and are not just responding to social media outrage? And I'm putting the "skaters representing Georgia" in the mix as well.
