While the former-prince-now-king had some time to grow and understand the weight of his new position, he was very aware that he still wasn’t totally fit to rule over the whole Earth Kingdom by his lonesome. There was a reason why he was given ministers and advisors – and clearly the whole Kuvira-Great-Uniter fiasco made it very clear to him that he lacked the power, both physically and mentally, for that much control. Of course that’s not to say that’s what he wanted power this position offered in the first place. He grew up thinking that once he reached the throne, he would just be spending his days living off his family’s riches in Ba Sing Se without ever having to lift a finger. 
Now, he had only met with President Moon a handful of times before, but he felt a certain affinity, at least on his behalf, with her knowing that she didn’t really have much of a political background either, but even then he knew she was still more put together than he was.

“Oh,” Wu started. “Going right to business I see.” He cleared his throat as he laced his fingers together, resting his hands on the tabletop which gave a very official air about him. “Well, I don’t have any, like, solid numbers or anything on me at the moment about the amount of Earth states that have completely ousted Kuvira-conspirers, but, uh, I do know that change is happening and there are a bunch of them willing to go through under their own conditions. But.” 
He paused, this time unlacing his fingers to spread his hands face down on the surface. “Madam President, this ‘very important meeting’ I called on isn’t really about that. It’s more like…. a check-in. You know. Leader-to-leader.” Quickly his demeanor changed as he leaned forward, now more out of his seat and all formalities dropped instantly. “You doin’ okay? When’s the last time you had a day off? Those are very important, you know, even for those ruling over a country. You could just ask Bolin to drop all your appointments for the rest of the afternoon and just have a little retreat day if you wanted, you know.”
She smiled. Even though there was a serious situation, she still found it funny, but also kind. She never really got asked that much as Varrick’s assistant, though her husband is a lot more apt to asking these kinds of things.
“I appreciate the sentiment, but for one I am governing, not ruling. The people put me where I am and I must answer to them. For another, it’s a lot easier since I don’t have nearly as much as Raiko had to do. We have decided to separate some of the governing powers during this election.”
“Since my time in office is so limited, I don’t know how much days off or vacation I can get, considering that I need to be on top of the goings on around our nation. I assure you, I am doing just fine.”

“I hate to get more down to business, but you and I both know that any Empire holdout is a threat to the great experiment of democracy, which we both believe in. We need to be sure that your elections are successful, and we need to closely monitor anyone seeking high office in the United Republic.”
“We cannot allow anyone from the empire to become a governor, or representative. And we absolutely cannot let them get to this office.”

“The Fire Nation has always supported the United Republic. If you would like that support in writing, then I have no problem signing an alliance. But these people will not care. If they feel comfortable making attacks before a written alliance, they will continue to remain comfortable doing so afterwards. A piece of paper and a signature won’t change much.”
“I suggest finding out exactly what the Earth Empire is doing on your boarders and going from there. A rogue militia typically have a set operandi with a military focus. They tend to use force to get what they want. But an extremist group like the Red Lotus is a different entity altogether. They’re hidden, and typically stay hidden until they want to be found.”

“If what you say about the Red Lotus is true, they could potential cripple any nation.” Izumi didn’t like the thought of her life or that of her children being in danger, but she had long ago accepted that to be a byproduct of being Firelord.
She thought carefully about the Fire Lord’s statements, and it was definitely true that they would not honor any kind of alliance or treaty. But it was still symbolic and it meant something to other allies. Her suggestions were much more precise. 
“I’ll brief the representatives of the threat and have them authorize the use of the United Forces. Your son should know the best way to handle each of these situations.”

The new president had been sworn into a mess. The economy was in shambles, millions of residents were still homeless, and they had just taken down a crazy triad leader who was bent on taking the spirit and physical worlds for himself.
Not to mention, unlike her predecessor, the people had elected representatives for themselves who would make the laws and govern alongside her. All eyes were on her, as the people gave their representatives the power to remove a president who went over the line.
The classified briefing she had just received told her that things were even worse. It was from an ally of the United Republic. The King had requested to speak with her at once.
After the standard greetings and publicity opportunities, the two sat down at a short but long table in the main office of the president.

The establishment of a birthright citizenship requirement came about out of fear from Guan’s attempted political coup of the Earth Kingdom. The idea was that if someone was born in the United Republic, and was educated in its history (both achievements and shortcomings) they would be able to guide it in the right direction. As such, President Jingyi Kim was the last President to not be born on United Republic soil
President Sato ran under the new rules of the United Republic constitution,  which demanded the President be 30 years of age, and a natural born citizen of the United Republic.
The new orders were set into law by President Moon and the First Board of Representatives, but later struck down via override of President Tan’s veto before President Kim took office. The First Congress who ratified the Constitution later wrote the clause back in before its final approval.

Political parties didn’t start forming in the United Republic until the Kim administration. However, from the development of the Board of Representatives in 174-175, the groups quickly split into two sides, and furthered their divisions when the Council of States came to be in 177.
There was simply a Pro and Anti president faction.
This continued up to the election of President Jingyi Kim, who was a Representative and Anti-Tan administration. To drive the message home that they were what the people wanted, and that too much Pro and Anti administration had divided the United Republic, they developed the People’s Party for Unity.
The left wing of the government remained nameless until President Sato was inaugurated. They simply were referred to as Anti-Kim, until the party decided they wanted to stand for the values of an ancient society. 
They would name themselves after the Order of the White Lotus.

“President Moon. If I may be open to speak, the Red Lotus and Earth Empire have two very different modes of operandi. Trying to focus on both groups at the same time might very well thin our numbers, and make it more difficult for our personnel to return if something were to happen. And if you want to insure these stealth missions go without incident, then the number of officers I would be able to send lessons even further.”
“This is why you’re a general, General. That is an excellent point.” She thought of the idea, but never really gave it merit. She was not a military strategist, and felt it best to leave such ideas to the professionals. Just because she had the power to command troops didn’t mean she had the wisdom or experience.
“Then it is so ordered, we’ll have to take them one on one. I would consider the Earth Empire to be our greatest threat, so let’s focus on them. I have reports from the administrations of the states of Kuruk, Jiangsu, and New Kyoshi that Earth Empire camps are being set up just outside of their borders.”

“The problem is, both organizations are without heads. Zaheer is in prison, as is Kuvira, and the second in command of the Empire is on house arrest.”
“The key to this mission will be to determine that. If I remember correctly from my time there, a Commander could assume leadership over the Empire. I’d say we start looking for Commanders and Generals, and see who is calling the shots. I have a justice advisor who might be able to find this information from Kuvira as well.”

Izumi didn’t like hearing either of those organizations spoken of, and she scowled at the very thought of them. “I thought the Red Lotus went into hiding after the deaths of three of its most powerful benders, and the capture of Zaheer. They’re without a leader, and their muscle is gone. They’re weak. I can’t imagine them mobilizing so soon.”

She took a seat before continuing. “As for the Earth Empire, I’m not sure what you expect me to do unless they’re planning an outright attack on the Fire Nation or United Republic. They are most likely in Earth Kingdom territory, after all.”
“We thought so too, but the latest intelligence reports suggest they are still at large and plotting. Avatar Korra should be safe, but I’m concerned about their motives and attitudes towards world leaders.” she wished none of this was true... Something she probably better get used to.
“With regards to the Earth Empire, we’ve found camps set up on the border of the United Republic. While we don’t have the intelligence to suggest a full scale attack, we do believe they are going to try smaller strikes on neighboring states. I am in contact with the Governors and the Representatives of Jiangsu, Kuruk, and New Kyoshi.”

“What I propose is an alliance between our nations, formally in writing to defend each other from either threat. It would be mostly symbolic, but should show these rouges we’re taking the threats seriously.”

One of the first orders of business for the new president was meeting world leaders. Though she had never met the Fire Lord before, she knew that she was deeply devoted to her father’s mission of keeping the Fire Nation at peace. She had been receiving intelligence that Kuvira’s Earth Empire was not as dead as it seemed. She didn’t want the Fire Nation’s military help, but she figured the two women could approach a diplomatic solution.

“Thank you, your highness.” she responded after some consideration. “My concern is the Red Lotus and the Earth Empire is not as dormant as we would hope. I believe this threat requires our nations’ full and undivided attention. My second-in-command will be briefing the newly-elected Board of Representatives as well.”
