while otto spent years attempting to convince her that rhaenyra was a threat to her children, alicent's rejection of rhaenyra in "we light the way" was ultimately inspired by a betrayal of trust that conflated personal disagreement with political alignment. in other words, alicent doesn't wear the green dress, a representation of her acceptance of otto's indoctrination, because rhaenyra suddenly became a verifiable threat; alicent wears the green dress because rhaenyra lied to her. in the godswood scene in "king of the narrow sea," rhaenyra swears on her mother that "she remains a maiden;" criston and larys affirm otherwise in "we light the way," catalyzing alicent's decision to wear the green dress which simultaneously allies her with the greens. it is from this amalgamation of her intrinsic desire and otto's extrinsic influence that alicent's severe cognitive dissonance arises. the personal is political is personal, but alicent doesn't initially realize the affect of her behavior on rhaenyra's status because she's under the impression their conflict is their own. it's not until alicent's actions have a tangible impact on rhaenyra—harwin's death, cut on driftmark, threat of death during the usurpation, lucerys's death—that she distinguishes these ideas in her mind and begins to reject otto's influence.
