So while I haven't seen all of the works of Don Bluth from the 80s/90s I think he might be a red herring. Of all his output of the time, American Tail with its Russian mice would probably be most likely, and while I haven't seen it in decades I think I'd remember if the potato described had been in it.
For the Bluth films I didn't see from the period, I tried Googling various titles with potato and didn't turn up anything useful. This may be because of Google going to shit and not any failure of my google-fu.
But there are plenty of other films that look like Bluth's style. 1992's Ferngully: The Last Rainforest springs to mind, is era appropriate and has some small animals. My searches turned up a line from the "Batty Rap" sung by Robin Williams:

…which is suspiciously specific, but never having watched Ferngully I can't speak to any other potato content or lack thereof in the film.
Also studios loved to make (mostly direct-to-video) sequels of Bluth's cartoons without his involvement whatsoever, and this even goes for his work at Disney. Rescuers Down Under features Dwight "Lt. Broccoli" Schultz as the voice of a character listed as "Lazy Potato Mouse", but again, having never watched it, I have no idea if that has any relevance.
I wish I had answers but maybe something here prompts in the right direction.

some of you really aren’t gonna like this, but a creator’s wishes should never dictate what fan content is produced for a piece of media.
in the past, authors like anne rice have tried to limit the production of fanfiction. but at least rice was honest - she thought this infringed on her copywrite. back in the day, this was considered a valid argument to not create any fanfiction at all for her works.
do you understand what i’m saying? while you may sound valiant for placing a creator’s “discomfort” above the fan’s natural proclivities in fandom, really you’re just continuing to advocate for censorship in fan spaces.
and for anyone who is a creator, or who wants to become one - get comfortable with the rules of the internet. there will be erotic content made of your characters, there will be weird AUs made with your characters. there will be strange pairings and headcanons, no matter if you interact religiously with the fans or not. you cannot stop people from connecting with and wanting to be creative with your characters.

Once while wearing a pijama, Jimmy tried to climb to get more food (greedy) and his pijama got caught and he started just.. hanging there lmao
I’m giggling just remembering it lol
And he was not hurt, he was just kind of laying there which is what made it funnier. We eventually freed him and he did not learn any lessons
