The too cute subtitle "And the imaginative emancipation of a Harley Quinn" underlines the cheeky tone that the film strives for and does not fully sustain. Part of it has to do with jumping around while juggling a selection of characters and eventually bringing them together in what feels like a belated bid for a sequel.

As for the part "Emancipation", the film begins with the lovelorn Harley telling her story about an animated sequence and explaining how she met the Joker (or "Mr. J" as she prefers), fell on him and became his main print.

A nasty separation has left Harley alone and exposed, with many people demanding resentment (or "complaints" flashing across the screen) and eagerly demanding a measure of revenge.

Harley, however, is not Gotham's only violent psychopath. In fact, compared to many of the city's residents,

she looks positively reasonable, including Roman Sionis (Ewan McGregor), a ruthless crime boss whose right-hander Victor Zsasz (Chris Messina) enjoys it.

Elsewhere, there is a driven policeman (Rosie Perez) on Sioni's tail; a vigilant murderer named Huntress (Mary Elizabeth Winstead) and wearing a mean crossbow; and the talented Dinah Lance (Jurnee Smollett-Bell), aka Black Canary, who beats and sings.

Directed by Cathy Yan from a screenplay by Christina Hodson, "Birds of Prey" is the latest DC superhero with a female pedigree, but all the similarities with "Wonder Woman" end there. The mood is less reminiscent of it, or even of

"jokers" than of the 1990s Batman films directed by Joel Schumacher, only with an almost relentless barrage of bone-crunching heme.

After the box office success of "Joker" DC and Warner Bros. Certainly a niche -- a point of differentiation of Marvel -- in R-rated fares, and "Birds of Prey" tilts into that and then some. (The studio is part of WarnerMedia, as is CNN.)

"Nothing gets the attention of a man like violence," Harley tells a young thief (Ella Jay Basco) who is drawn into the larger plot, an amusing line of dialogue that actually reveals a little too much about the film's underlying mindset.

Still, these action scenes -- though abundant -- aren't staged with much imagination, and a steady diet of blunt object blows to the head and kicks to the groin eventually becomes more numbing than exciting.

The inadequacies persist despite the brave efforts of the cast, with Robbie valuing them as Harley -- including a fleeting homage to Marilyn Monroe -- and McGregor lustily chewing through the landscape as the over-the-top villain, also known as the Black Mask.

Ultimately, the flightless "Birds" offers a lot of lightning, but precious substance, which leads to a film that doesn't consistently come off the ground. (A short-lived 2002 TV series with the same title was actually more fun.)

Birds of Prey is welcomed by some for its disrespectful style and visual energy. But the end result -- even with the plentiful appeal of its star -- is a film with feet of clay.
