Why does Sharon have feelings for Steve when they're complete opposites of each other?
The weird thing is, they actually aren’t all that different in a lot of ways.
They’re both idealists. They’ve both had their faith in others tested, but at the end of the day, they both believe that people can be brilliant, and that they deserve the chance to survive and see that brilliance come to fruition.
They both come from strong military backgrounds. Steve geared up for war as soon as the call to arms went out and fought for his chance to fight. Sharon was inspired by Peggy to join SHIELD, and she wasn’t just eligible when she turned 18. To be Agent 13, to be one of Fury’s most trusted agents, she would have had to have worked her ass off from a young age.
They both have a strong respect for women. Steve had his mother; Sharon had Peggy.
They do have differences, though, and I think that’s what makes the relationship work.
For instance, they’re both idealists, but they have completely different ways of serving their ideals. Steve tries to keep things as pure and idealistic and admirable as possible. It was Bucky who did the dirty stuff. Steve was propaganda, made to embody an American ideal and advertised that way. And like Bucky, Sharon does dirty stuff so Steve can keep his hands clean. But she also does it on a day-to-day basis. SHIELD isn’t all-powerful, and she’s learned that sometimes the best you can hope for is morally gray. So she and Steve almost always agree on what needs to be done, but they almost always butt heads about HOW it’s to be done. Sharon prefers to have backup when Steve prefers to go alone, for instance.
Also, Steve can get carried away with his idealism sometimes. He has faith in people. He thinks he should lead the troops in person. She’s the one who reminds him that not everyone worships Captain America, that not everyone shares that idealism, and that signing up for a Commander job means he has to lead from afar sometimes. But V3 shows that she needs that idealism he has just as much as he needs her realism.
He’s a soldier, she’s a spy. Despite the military stylings of SHIELD, Sharon is still a spy. She’s more comfortable with going undercover and keeping secrets than Steve is. He’s a brilliant tactician in the field and well… a super soldier (forgive the pun, please?) This actually works for them, though. He makes her a better soldier, and she makes him a better spy.
I think they’re drawn to each other because they admire and respect how dedicated the other is to helping people. That’s at the root of their relationship. But their differences are why the relationship has lasted and overcome as many hurdles as it has.

Can't Look Back | Natasha & Sharon
Sharon could feel her heart pumping in her chest while her legs felt ready to give way under pure exhaustion. It'd been a long day, and she would be the first to admit she was ready for it to be over. The second, she was certain, would have been the redhead currently running next to her and slowly pulling ahead. She could hear the heavy footsteps of rather large men chasing them, but forced herself to focus on her own running rather than the fact that she was pretty sure they were catching up. The men behind them would tear them apart if they gave them the chance to catch them. It didn't help that the rain was falling in heavy sheets making her hair stick to her face and the possibility of slipping much more likely. "Can't look back," she muttered to herself before raising her voice to be heard over the downpour. "You doin' okay?"
