if you don't mind my askin, why would you need FIVE ocular castigation's? I mean I understand the peeper beetle but even that in itself is brutal. does it go on levels? like one's worse than the other to fit the offences?

It does indeed "go on levels", as you say.

Not all crimes merit the permanent loss of an eye. After all, a Skeksis who is permanently blinded (or otherwise too badly maimed) would not be able to serve the Empire. The peeper beetle is the most severe of the five, reserved only for very serious crimes.

[He grins] It is, however, very effective as a threat. Many who fear it have considered one of the lesser castigations a mercy.
