"The DM's the one in the cuck chair" is the worst fuckign take on DnD. If you saw that and thought "loool that's so true and so funny" either you've never actually played before or you're a nightmare to play with.

If your DM isn't having fun, you're not fun to play with. Your DM literally creates the world your singular player interacts with. Your DM literally plays ALL of the other characters you interact with.

Your DM should be allowed to have fun creating and playing full characters. Yeah they shouldn't create DMPCs, but that's not a requirement for them to feel involved and rewarded for their time.
