I do think as I'm thinking about it the one thing I didn't really strongly impress with the "We need to be less weird about sex crimes" post is that the weaponization of punitive punishments around sex crimes to a lot of people is a bug. In an ideal, "just" world, only the nasty freaks would be punished and no one innocent would be. Everything would be great.

The issue is that I don't see it that way. It's not a bug, it's a feature. You now have an extremely powerful measure under your toolbelt for punishing those you don't like: the reason why conservatives try to frame trans people and queer people as predators and pedophiles is because its...not ineffective. We are so weird about sex crimes that the majority consensus is that it is entirely possible to do sex thoughtcrime and that you should be on the look out for those people.

If you bring up the fact that the justice system is incredibly fallible, usually the response is that maybe then the community should be able to kill sex offenders and its like. No you're not getting the point here. If a sex crime is so individually heinous, so individually evil, than vigilante execution is viewed as a reasonable punishment, then you are as a person are liable to be misled into doing something incredibly wrong. What happens when your community murders someone under the belief they're a sex offender? Who is held responsible? We cannot hold our fingers in our ears and pretend that won't happen.

The whole thing just inspires such...revulsion in me. Instead of trying to figure out why this happens in the first place and what can be done to prevent it in the future, as well as actually helping the survivors of sexual assault, we simply lock up or kill the offender and call it a day. This isn't anything even remotely close to justice if you sit down and think about it for a while, and yet, a huge number of people believe that and it just makes me extremely scared for the future.

While it is a very interesting interpretation, I do have to make specify a point: southern Italy is known for the sunny and warm weather. Northern Italy is pretty much made up of fog, rain and heavely-polluted cities.

The dirty rain of Siracusa is odd.  Italy isn't known for its poor weather; if anything, the opposite.  It could be symbolic rain-at-funeral, the land weeping for all the bloodshed... but Arknights isn't keen on that sort of sentimentality—and that still leaves us asking, why is it dirty?   Arknights is keen on environmentalism, but if the rain is tainted by pollution they'd draw more attention to the cause and effects.

Which leads me to ask: is it film grain?

The streaks and scratches on old projector film, played at speed, can look like rain.  And the dirtiness corresponds to the literal dirt on the film.  It's raining because they're trapped inside an old mafia film.  And it stops raining in Nuova Volsinii because the film has stopped playing.
