The National Skills Development Authority (NSDA)
The National Skills Development Authority (NSDA) is a government agency in Bangladesh, operating under the Chief Adviser's Office. Established in January 2019 under the National Skills Development Authority Act of 2018, the NSDA aims to develop policies and coordinate efforts to create a skilled labor force that meets both national and international market demands.
Key Responsibilities of NSDA:
Policy Formulation: Developing national skills development policies, strategies, and action plans.
Coordination: Aligning various skill development initiatives across ministries, departments, private sectors, and NGOs.
Curriculum Development: Designing and monitoring training curricula to ensure they meet industry standards.
Data Management: Establishing sector-specific skill databases.
Recognition of Prior Learning (RPL): Providing formal acknowledgment of skills acquired through informal means.
Quality Assurance: Enhancing institutional standards, certification processes, and mutual recognition systems.
Industry Collaboration: Forming and supporting Industry Skills Councils to strengthen industry linkages.
Registration: Registering all skill development training institutions.
Funding Recommendations: Advising on the utilization of the National Human Resource Development Fund.
The NSDA operates through three main bodies: the Authority, the Executive Committee, and the Governing Board. The Governing Board is chaired by the Chief Adviser, while the Executive Committee is led by the Principal Secretary to the Chief Adviser.
In 2017, Bangladesh became a member of WorldSkills International, and in 2018, it joined WorldSkills Asia. The country participated in the 45th WorldSkills Competition in Kazan, Russia, in 2019, competing in Pastry & Confectionery and Fashion Technology.
To streamline skill development processes, the NSDA has developed the National Skills Portal (NSP), which offers online registration, training assessments, and certification opportunities. The portal serves as a comprehensive database for training institutions and trainees, facilitating industry access to skilled human resources.
Through these initiatives, the NSDA is committed to transforming Bangladesh's demographic advantage into a demographic dividend by creating a competent and efficient workforce, thereby contributing to the nation's socio-economic development.
