"After the great Settlin' Down following the Treaty of Vegas in 2125, the many nonstates of the UM and Reserves anticipated a shortage of real estate, and devised means of making do with what they had. Reservists went with squatting the Sahara and Amazon to be as isolated as possible, and a few eccentrics in UM territory suggested the idea of building multiple layers over their territory. The FreeSeas project, the most popular of the ideas, simply suggested resurrecting the Seasteading project. While the Imps had their grand schemes of 'raising' Atlantis, Mu, and Lemuria from the ocean floor, FreeSeas just built mobile platforms for human habitation. Despite the Imp's best efforts to, there's no official count as to how many of these communities exist."
