Last November 26, I conducted a short interview with the barangay captain/chairman Mr. Rexon C. Cortez at Barangay 468 Zone 46, Sampaloc, Manila. Since I live in a dorm, I was finding the nearest barangay hall near my school. When I was asking some people where are the nearest barangays, they said 2 places. I was kind of shocked that there are a lot of barangay halls near school and I did not know that the division of barangay in Manila is kind of small compare to other cities. That barangay somewhat only covers a block or more approximately 2500 individuals or more than 100 families. The interview went by smoothly because the there are no life threatening disasters that happened or recently happened in that area yet. With Manila’s small division of barangays, it is pretty obvious that the other barangay will be affected when natural disasters happen.
They know when disasters happen through media which is told by PAGASA when there’s a storm. They spread information through the boards that are around the area but most of the time the citizens who live there already knows when there is a disaster coming through. The people are aware with what to do. Barangay officials are trained to provide help when needed. Funds are enough with the help of the local government of Manila. But with the barangay itself, they have a separate budget when disaster happens. When disaster happens, they let the city government know that something happened. The barangay has a DRRMC plan who has its head and committee that goes through seminars. They have meetings in order for their plan to execute well.
I can see the advantage of having a small barangay because it is easier to spread information and easy to ask for help when needed. When I conducted the interview, I noticed that everyone knows everyone and they greet the chairman too.
We should address the issue of the disasters that happens or will happen in our country so that we can go back to how our life used to be and become prepared when a big disaster will hit us. We can address it by continuing to practice the different nationwide drills like the fire and earthquake drills. By doing so, we should be serious about it and not joke around when we are participating to these kind of drills.
As a member of this community, I can address solutions when vulnerabilities happen by posting or sharing articles online that a specific community needs help and also by volunteering if I can. By my own ways, I can help by giving simple means like canned good, noodles, rice grains, and other things needed. Usually schools are donating food, money, clothes to a community that needs help and these things come from the students. Not just when a calamity hits a community, students can easily donate to schools that has an organization that helps other communities.
What I learned from the short interview is that we should not only depend to the local government when we need help. Surely, they will help us but we should also be prepared and ready. We could get ready with disasters by storing food that are easy to cook, first aid kits with flashlight, ready the important documents and other things. The possible solution is being prepared. Not just with the barangay being prepared but also the individuals must know how to prepare when a calamity happens.
