As we established last week, ‘Army of Two’ was not a single release that Olly had been entirely happy with. ‘Troublemaker’ had launched the third album in a blaze of success and glory – not just in the UK but globally - and the ‘Right Place Right Time’ album was ticking over nicely sales wise. But he needed another single from there that could, if not better, at least match the success of that. Thankfully, the very song to be the third single was more obvious than he realised.

‘Dear Darlin’’ was one of the very first songs to come out of his sessions with Ed Drewett back in the summer of 2012. The genesis of it began when Ed – recently split from his long-term girlfriend – was talking about how he was struggling to process the fallout of the separation. During the sessions, on an iTunes binge, they’d been listening to ‘Stan’, the landmark 2000 hit for US rap superstar Eminem – well noted for its conversational style with each line starting ‘Dear Slim’, as an obsessed fan writes to their idol.

Obviously, no one in an Olly song was going to psychotically lock their girlfriend in the car of a boot and drive off a bridge to their untimely demise when the fan letters went unanswered by their hero - he’s not that kind of artist - but the idea of turning a ‘Dear John’ style letter into a pop song hadn’t really been done before. And thus from such little seeds of an idea, the mighty oak of a modern pop classic was born.

Many reviewers immediately highlighted the song as one of the key moments on the album when that was released. Olly’s vocal was at its most powerful, most broken-hearted and emotionally connecting here, the vulnerable simplicity of that and the piano contrasting with the song’s shuffly trip hop inclinations that called to mind 90s giants of the genre like Massive Attack and Urban Species.

Interest in the song on a public scale was initially heightened when he performed stripped back acoustic versions of it on both The Xtra Factor and This Morning during the early part of the album promo campaign before Christmas 2012. The reaction to it from the audience on tour the following spring consolidated its popularity, and in a three-way tie to be the next single (‘Hey You Beautiful’ and the song we’ll be meeting next week were the other options put forward), ‘Dear Darlin’’ was chosen.

It certainly seemed to be a risk to release such a slower paced song as a single just as the weather started to turn the corner towards summer, but with the likes of Daft Punk with Pharrell and Robin Thicke already owning the dancefloor that year, it immediately stood a better chance of standing out amongst their nu-disco thumpers like ‘Get Lucky’ and ‘Blurred Lines’ that characterised the long hot summer of 2013.

When released at the end of May, it took everyone by surprise, not least of all Olly, how well the single flew when it went to radio and TV, not only eventually crowning him with his first UK top 10 smash outside of his number ones since ‘Thinking of Me’ two years previously, but also bringing the ‘Right Place Right Time’ album back to the UK top 10 for much of the summer.

Internationally, it also hit the top 10 in twelve other countries – including Austria and Luxembourg, where it crowned him with a second number one hit in each of those countries, as well as being the 20th biggest selling single of 2013 in the UK. All really impressive stuff for a third single off an already huge selling album, but it just demonstrates how much he was riding the crest of a wave at this point, and this was the theme tune to that.

Along with ‘Troublemaker’ and ‘Dance With Me Tonight’, ‘Dear Darlin’’ is in the holy trinity of Olly’s all-time great singles for a reason. Even when performed on tour now, it only takes seconds for torches on phones to be held aloft because it’s the most universally connecting of all his back catalogue. And when you have a record like that in your canon, you know you’re on the way to pop legend status.

Both the digital bundle and the Germany/Europe only CD single paid host to the commercial release of one of many tracks first performed by Olly for the popular ‘Live Lounge’ slot on BBC Radio 1’s mid-morning show, famously hosted by Jo Whiley, then by Fearne Cotton (who was the host at the time of this particular recording during promo for ‘Army of Two’ in March 2013) and more recently Clara Amfo.

‘Don’t You Worry Child’ had been a huge hit for EDM supergroup Swedish House Mafia the previous year, and Olly’s take on it is stripped back, soulful and immediately likeable. His other covers he’s performed over the years in the slot, for reference: ‘Without You’ by David Guetta and Usher (November 2011), ‘Changing’ by Sigma and Paloma Faith (December 2014) and ‘Can’t Stop The Feeling’ by Justin Timberlake (September 2016).

Accountants Behaving Badly: 367 *Years* In Jail, Scamming the Elderly, Wire Fraud Indictment

Accountant sentenced to 367 years in prison [Onlanka.com] A court in Colombo, Sri Lanka, sentenced Hikkaduwa Liyanage Nandasiri, the former accountant of a public company, to 367 years of rigorous imprisonment [emphasis added] after he was found guilty of defrauding over Rs 2 million from the company by presenting forged documents.

It was uncovered that the accountant engaged in the fraud between January 2000 and January 2001.

He was found guilty of 19 charges by the Colombo High Court.

Newton accountant sentenced for wire fraud and filing false tax return [Justice Department] Jeffrey Kellem was sentenced to 42 months in prison on Dec. 4 for embezzling $1.6 million from elderly clients and failing to pay taxes on the embezzled funds.

He was also sentenced to three years of supervised release, and ordered to pay restitution of $1,289,002 and a fine of $250,000.

Kellem pleaded guilty in September to four counts of wire fraud and one count of filing a false tax return.

Kellem used his position as an accountant for an elderly client, and the estate of a deceased client, to steal more than $1.6 million for his own use. He transferred his clients’ funds, without their authorization, to bank accounts he opened and controlled. He also failed to report more than $500,000 in income from the funds he took on his tax returns. As a result, in 2017, Kellem avoided paying taxes totaling more than $150,000.

Former Upper Valley accountant to plead to wire fraud; allegedly stole $1.2M from clients [New Hampshire Union Leader] Ryan Wall, the owner of TSBS Payroll in West Lebanon, NH, is set to plead guilty after he was indicted on federal wire fraud charges alleging he stole $1.2 million from his clients.

Wall was indicted by a grand jury in Vermont on one count of wire fraud and one count of unlawful transportation of firearms. Wall now intends to change his not guilty pleas; he is scheduled for a change of plea hearing on Dec. 19 at the federal courthouse in Rutland, VT.

“(Wall) accomplished this theft by regularly issuing checks payable to himself, in excess of his authorized compensation, then cashing the checks or depositing them into a personal bank account,” the indictment states. “He also issued, without authorization, hundreds of checks to third parties. Those third parties then cashed the checks and gave the money back to Wall, or used the funds to buy [prescription] drugs that were given to Wall.”

Danbury dealership embezzlement case to resume next month [Greenwich Time] The case of a former Kia Motors bookkeeper accused of misappropriating tens of thousands of dollars from the car dealership has been continued to next month.

Larnell Colontonio, 40, is scheduled back in court for a first-degree larceny charge Jan. 22, 2020, after her case was continued on Dec. 6 at state Superior Court in Danbury, NY.

Colontonio was arrested July 2, after police say she stole more than $100,000 from Kia Motors of Danbury over the course of nearly five years. She pleaded not guilty to the class B felony charge.

Waco tax return preparer sentenced to prison for defrauding the United States [Justice Department] Janell Lightner was sentenced to 27 months in prison on Dec. 5 for her role in a conspiracy to defraud the U.S.

Lightner and her co-defendant, Stacey Anderson, prepared false tax returns for clients of Anderson’s tax return preparation business, Anderson Professional Tax Services. Anderson operated the business out of her residence in Waco, TX, but she and Lightner prepared tax returns for clients in Texas, Maryland, and the District of Columbia.

From 2013 through 2014, Lightner assisted Anderson in preparing fraudulent returns that inflated deductions and claimed false education credits in order to increase client refunds. Lightner’s conduct caused a tax loss of more than $1.3 million to the IRS.

Lightner was also ordered to serve three years of supervised release and to pay restitution in the amount of $1,337,800.88. Anderson was given an 87-month jail sentence on Oct. 9, and ordered to pay more than $8 million in restitution.

Richland tax preparer indicted for filing fraudulent tax returns [Tri-City Herald] Jonathon F. Schumann, the owner of J’s Income Tax in Richland, WA, was indicted Dec. 3 on federal charges he filed individual returns for clients who claimed inflated refunds.

He allegedly prepared and filed at least 16 false and fraudulent returns for 2015 and 2016.

Federal prosecutors allege Schumann knew his clients were not entitled to the money when he prepared individual income tax returns claiming inflated refunds.

The illegal refunds were based on itemized deductions by falsely claiming things like charitable contributions, unreimbursed employee business expenses and personal property and sales taxes, the indictment states.

A Family Tradition: 1972 Plymouth Duster 340

Following the deprivation and hardship experienced during World War II, Americans basked in the excesses of the 1950s and the auto industry certainly reflected this. As the decade progressed, cars got larger, heavier, and increasingly ornate. When the 1950s turned into the ‘60s however, a funny thing happened – Detroit’s Big Three got into the low cost, low frills, compact car game. For model year 1960 Ford introduced the Falcon, GM launched its Corvair, and Chrylser unleased the Valiant.

The Valiant was restyled twice in its ten-year lifespan, first in 1963 and then again in ’67. During that second refresh the character of the platform was dramatically changed, with the elimination of the sportier two-door hardtop and convertible body styles, leaving only the four-door Valiant. While the Valiant-based Barracuda was offered as a convertible or fastback with a good range of performance options, it had grown larger, heavier, and sufficiently expensive to create a significant void in Plymouth’s offerings. Beginning in 1970 this void would be filled by the Duster, which shared its structure and front end sheet metal with Valiant, but looked dramatically different owing to its semi-fastback design and dramatically curved side glass.

With the optional 275-horsepower 340 V8 a relatively lightweight Duster offered very spirited performance. Contemporary road tests saw 0-60 mph times in a little over six seconds and the standing quarter mile in the mid-14 seconds range. Add in compelling styling and cargo carrying capacity, and a starting price of only $2,172 for a base model and $2,547 for a 340-powered car and it’s obvious why Plymouth sold an impressive 217,192 Dusters in 1970, and an astounding 1,332,846 cars in total from 1970-76.

In spite of their attributes however, most people did not enjoy long-term love affairs with their Dusters. Time and technology moved on, countless examples succumbed to rust, and, as most were owned by young people, they suffered the usual indignities that come with youthful exuberance (my sister sent at least three Dusters over the rainbow bridge back in the day). But as with every rule, there are exceptions, and the striking ’72 featured here is one of them. Mike Cummings bought this car thirty-two years ago and though there have been some bumps in the road he remains in love with it to this day.

Cummings grew up in a military family and learned to wrench on the family Mopars from his father. “I learned basic auto mechanics from my father,” he recalls, “who learned from his father. My grandfather was a manager for Armory Chrysler in Albany, New York and my father worked part time at a service garage. My brother and I would watch and help do simple repairs on our 1969 Plymouth Fury III and 1973 Dodge Dart Swinger.”

When it came time for Cummings’ first car he found a 1968 383 Super Bee but his father wasn’t keen on him starting off with a big block, so he ultimately ended up with a 318-powered 1975 Road Runner, which he drove all through high school. After high school he wanted to serve his country, as is traditional in his family, so he joined the U.S. Navy and trained in advanced electronics. After being sent by the Navy to Newport, Rhode Island he was in need of another car and naturally was on the hunt for a Mopar.

“A friend of mine told me about a 1972 340 Duster for sale in front of Williams Auto Salvage Yard in Schenectady, New York for $600 with about 52,000 miles on it,” he remembers. “The car was in rough shape, but for the money it was a good deal, so I bought it.”

Cummings began modifying the car shortly after buying it, and quickly came to regret the changes he made. “The first modification to the car was the addition of a glass, pop-up style sunroof. That was a big mistake. The sunroof never sealed correctly and I regretted altering the original headliner. I then tried to install a 440 with an automatic transmission. It never really ran right so I put the original motor back in, and decided to keep the car an original Formal Black, numbers-matching, 340 4-speed Duster.”

Cummings drove the car for about a year and a half until being assigned to Pensacola, Florida for C-School training, which led to him putting the car into storage for about two years. After completing the training, and marrying his high school sweetheart, he went back to Rhode Island and took the Duster out of storage. “My first task was to rebuild the engine in our spare room as we had no garage living on the Navy base. The short block was given to Master Machinist Gary Askins and Ori Askins at Napa in Saratoga Springs, New York. They installed a sleeve and turned the original steel forged crankshaft. The heads were reconditioned with hardened seats to run super unleaded.”

In 1991, after leaving the Navy, Cummings and his wife moved back to Saratoga Springs, New York, bought their first house, which needed some work, and increased the size of the family with the addition of two children. These major life changes often mean the end of the fun car but Cummings never even thought about selling his Duster. Instead, he simply put it aside for some time, while continuing to accumulate parts for the restoration he planned to eventually do. After about five years he was able to devote enough time and attention to the car to get the ball rolling.

“I started the main body work on the car and over the next two years replaced both rear quarters and the driver’s side floor pan. The trunk was another issue as it didn’t even exist. After these parts where replaced it was time to prep the rest of the car for epoxy primer and PPG single-stage acrylic urethane paint. Four coats were applied in my garage in a homemade paint booth. The process of wet sanding the paint began and then I finished up with a multi-stage polish process. I then started on the interior, which included a new carpet and front seat covers from Legendary Auto Interiors and putting the horrible glass pop up sunroof back in the car. It was the summer of 2000 and I was headed to my first car show since restoring the car. The show was at Clifton Park Dodge World. I received a second place trophy in the A-Body class!”

Over the next several years Cummings devoted most of his time to his family but continued to work on the car sporadically, as time allowed. “I located a 1970 T/A 340 six pack manifold with carburetors for $200. The set needed a major overhaul which was completed with assistance from Chicago Carburetors. The motor needed to be modified so the six pack could breathe properly, so I had the block bored 0.060-inch over and the heads opened up to accept 2.02-inch intake valves. The cam was upgraded with a mild COMP Cams grind. My brother-in-law Rick helped me reassemble the engine. I also acquired an Air Grabber induction setup from a 1969 Dodge Super Bee and fabricated a new hood by replacing my original under hood support with the one from a Dodge Super Bee Air Grabber hood to mount the induction system that sits over the six-pack air cleaner. I added power steering from another ’72 Duster that I found at the Englishtown Mopar show, and installed front disc brakes from another ’72 Duster that I got from a good friend, “Mopar Dan” in Lebanon Valley, New York. I started looking for a factory style sunroof from a ’72 or ’73 Duster and finally found one from a ’73 in Wisconsin. Once the sunroof arrived, I spent the next three weeks preparing the roof to receive the new opening. It was a nice addition to the car after the first attempt. This lead to the second painting of the car around June of 2007.”

Following the second complete repaint Cummings continued to drive and enjoy the car, but there were a few areas he was not satisfied with, so in 2015 he decided to go through the whole thing once again. “The most recent time I painted the car I used PPG’s Shop-Line base coat/clear coat. It turned out to be my best paint job mostly because of the advice from my father-in-law who use to paint cars. This time extra care was given to the engine compartment. By March 2016 the paint was finished and in May I was at my first show of the year. When June came around the family and I took the car to the Mopar Madness show in Liverpool, New York. Of the thirteen or so cars in my class I was awarded 1st place for the first time in 30 years of owning the car.”

In addition to showing the car, Cummings continues to drive it frequently. Both activities bring him a great deal of happiness, but the relationships the Duster plays a role in is what gives him the most satisfaction. “Throughout the years that I’ve owned the car it has brought me in contact with many people who have become good friends, and I have a wonderful wife and two incredible children who have supported my hobby from day one. Reminiscent of my childhood, my children have watched and helped over the years with repairing and maintaining the Duster, and that is really the best part of owning the car!”

Hey, I just got a full-time job that pays very well. I make roughly $1500 a month, and I was looking to get a new vehicle as a means of celebrating my new step into adulthood. A $1.7 Million/ Year CEO of a Safety Net Hospital - Alleged to Have Hired a Dangerous Surgeon, Paid Unethical Bonuses, and Associated with Organized Crime

We have long contended that a major reason for health care dysfunction is perverse incentives, including those that allow top health care leaders to become rich by putting money ahead of patient care.  We have presented case after case supporting this point, most recently including a collection of generously compensated top executives of non-profit hospital systems whose pay seemed disproportionate to their personal achievement, and unrelated to their hospitals' clinical outcomes or quality of care. Such cases, with their recitations of monetary amounts and repeated public relations talking points, can be rather dry.  So this week we present another case which is a bit more colorful. The Reliably High Pay of the CEO of Bronx-Lebanon Hospital The CEO of the Bronx-Lebanon Hospital in New York City has long been criticized for receiving millions from a hospital which mainly serves the poor. In 2009, the New York Post published an article entitled "Sickening Bonuses" about how

hospital presidents and CEOs ... collect fat bonuses and 'incentive payments,' even as health-care systems cry poverty,...

In particular it noted that presumably pre the 2008 global financial crisis:

A $1.2 million bonus went to Miguel Fuentes Jr., CEO of the 958-bed Bronx-Lebanon Hospital. His $4.8 million package included $878,024 in salary and an $858,000 pre-retirement payout. He’s also set to get $1.8 million in retirement cash next year.

In 2013, after the great recession, the New York World reported on a measure proposed by New York Governor Andrew Cuomo to cap salaries at hospitals that receive significant amounts of money from Medicaid.  It stated:

The hospitals that will be targeted by Cuomo’s salary cap sit in poorer neighborhoods and serve large volumes of patients who depend on Medicaid. They include Bronx-Lebanon Hospital Center,...

At that time it was known that Mr Fuentes still was making a lot of money, although less than before:

Bronx-Lebanon Hospital Center ... President and CEO Miguel Fuentes made more than $1.7 million in 2011, according to tax records....

In 2014, Modern Healthcare published an article that questioned whether hospital CEO pay was justified by their or their hospitals' performance.  In particular, it quoted a JAMA article that:

found no association between CEO pay and very important benchmarks, including a hospital's 'margins, liquidity, capitalization, occupancy rates, mortality rates, readmission rates, or measures of community benefit.' Researchers found wide variation in what trustees chose to pay the CEOs of their not-for-profit hospitals.

It also noted

One community hospital is a perennial on the list [of those with highly paid executives]. Bronx-Lebanon Hospital Center's Miguel Fuentes Jr. has spent decades at his institution, and arguably needs no retention pay. His $1.8 million package includes about $200,000 in a supplemental retirement plan payment.

So what does a CEO have to do to earn millions at a safety-net hospital? Hospital boards and public relations officials often justify high CEO with standard talking points: their CEOs are brilliant, and such brilliant people must be paid well to be recruited and retained (look here).  However, I found no published record of any attempt to probe justifications for this particular CEO's pay.  Mr Fuentes does seem to have won an award from the local YMCA for "outstanding leadership" (look here).   In a 2015 news release about an affiliation between the Mount Sinai Health System and Bronx-Lebanon, the hospital was described as

a remarkable institution that has shown leadership through its commitment to delivering high quality care to patients and the communities in the Bronx

But I could not find anything in public about the particulars of this outstanding leadership. Allegations of Organized Crime Ties On the other hand, in June, 2017, the New York Post published two articles suggesting that Mr Fuentes' leadership might be a bit more dubious than advertised above. The first article, published June 4, 2017, included allegations of shady dealings between the hospital and organized crime:

The mob turned taxpayer-backed Bronx-Lebanon Hospital expansion into its own piggy bank. Construction expenses at the hospital’s new nine-story outpatient center ballooned by some $5 million — with cash allegedly ending up in the pockets of the Lucchese crime family and hospital executives, The Post has learned. Lucchese underboss Steven 'Wonder Boy' Crea Sr. and associate Joseph Venice were charged with wire and mail fraud in connection with the project at 'a major New York City hospital,' according to a federal indictment unsealed last week in a major mob takedown. But the document didn’t identify the hospital or reveal the scheme’s dirty details. No Bronx-Lebanon executives were named in the indictment, but the federal probe, which began four years ago, is ongoing, and focused on hospital honchos whose palms may have been greased. Crea, 69, had close ties to Sparrow Construction, the Bronx firm in charge of building the $42 million annex at Bronx-Lebanon. He was a regular visitor to the firm’s offices while the center was under construction, a source told The Post. Crea worked for Sparrow before he was busted in a 2000 state racketeering case. At that time, he was considered the acting boss of the Luccheses. Work began on the outpatient center in 2009 and was supposed to take 19 months. But the Health and Wellness Center wasn’t finished until 2014 and was plagued with cost overruns. Sparrow was the general contractor and billed the hospital $26 million for only $21 million worth of work, sources told The Post. The heating and ventilation system cost $2.3 million to install. Yet 'the hospital still paid somebody $5 million' for it, the source said. The alleged scheme was carried out through falsified invoices and change orders, the source said. 'The hospital didn’t question one change order,' the source said. The bulk of the project was paid for through the sale of $36 million in state Dormitory Authority bonds. The hospital is paying back the Dormitory Authority over 25 years.

At the end of the article we found that Mr Fuentes' compensation has remained large, and stable.

Longtime CEO Miguel Fuentes’ total compensation came to $1.7 million in 2015, according to its latest tax filings.

But it added that he has had a lifestyle to match:

Fuentes lives a luxury lifestyle with a condominium on the Upper East Side and a Southampton retreat with a pool.

Allegations of Unethical Conduct to Enhance Revenue A second article published June 24, 2017, raised further questions about Mr Fuentes' management.  First, it questioned his direct appointment of a chief of orthopedic surgery.

Hospital CEO Miguel Fuentes hired [Dr Ira] Kirschenbaum as a division chief without consulting Dr. John Cosgrove, who was then chief of surgery and would have overseen him, Cosgrove told The Post. Cosgrove said he did not have a chance to vet Kirschenbaum.

The article suggested  that Dr Kirschenbaum was hired to push "moneymaking surgeries such as hip and knee replacements."   However,

The hospital lavished six-figure bonuses to its chief of orthopedics, Dr. Ira Kirschenbaum, despite brass being told of four deaths after he arrived in 2008 and about others patients who suffered serious complications, according to sources. Kirschenbaum received a $314,210 bonus in 2014 and a $180,940 bonus in 2015, according to Bronx-Lebanon’s tax filings. The extra pay came on top of his $851,000 salary. Seven hospital employees, who identified themselves as doctors, nurses and technicians, sent The Post a copy of a letter they said they presented to a state medical disciplinary panel to complain about patients more recently injured under Kirschenbaum’s care �� including one who allegedly lost a leg. The letter was sent anonymously, and the state Health Department would not comment on any complaints to the Office of Professional Medical Conduct.

Furthermore, Dr Cosgrove, who appears to have become a whistleblower, alleged dodgy payments to hospital employed physicians at the behest of Mr Fuentes, apparently to increase patient volume.

Cosgrove also said he saw another troubling practice at the hospital: bonus payments of up to $60 paid to doctors for each visit made to the institution’s clinics — in order to tout that it treated 1 million patients annually. The hospital realized that number in 2012, according to the MD. 'Seeing a patient in the clinic is your obligation as a hospital physician and that should not be incentivized,' Cosgrove said. 'Mr. Fuentes said at many meetings he wanted to hit a million-visit mark at their 55-or-so outpatient clinics.' Doctors were already paid salaries by Bronx-Lebanon, and the clinic bounties came from the Medicaid reimbursements, according to Cosgrove. Such an incentive system was ripe for abuse because it could entice doctors to schedule additional, and possibly unnecessary, visits, he said. 'It’s really counter to what we as doctors stand for,' said Cosgrove, who left the hospital in 2013 and is now chief of surgery at Eastern Long Island Hospital.

Finally,the article reiterated Mr Fuentes' total compensation of $1.7 million in 2017, but added that

Yet,

Fred Miller, a hospital lawyer, said Bronx-Lebanon doctors were not paid clinic bonuses, only salaries, and that compensation was 'consistent with Medicare/Medicaid principles.' Miller acknowledged that a shower had been installed, but called it 'modest' and disputed its cost.

Summary So the CEO of Bronx-Lebanon Hospital has been paid more than a million a year since at least 2008 (and much more than that in 2008 before the great recession), without any apparent public explanation for this pay, and particularly without any apparent attempts to  justify it based on quality of care or clinical outcomes.  Yet recently there have been allegations that the CEO was directly involved with efforts to increase revenue regardless of ethical or patient safety concerns.  Worse, there have also been allegations that organized crime has been allowed to create a "piggy bank" out of the hospital, perhaps in ways also benefiting top executives, although none of this has been proven in a court of law. Nonetheless, it seems that high executive pay in health care, particularly at non-profit institutions serving the poor, should be justified by more than lack of proof that the executives broke the law. In fact, how could anyone justify paying the CEO of a non-profit hospital that primarily serves the poor using government money unless that person had a sterling record of accomplishment promoting the quality of clinical care at his or her institution, accompanied by integrity and accountability? Instead, we get questions of mob influence and $20,000 showers. So here we go again.... We will not make any progress reducing current health care dysfunction if we cannot have an honest conversation about what causes it and who profits from it.  True health care reform requires publicizing who benefits most from the current dysfunction, and how and why.  But it is painfully obvious that the people who have gotten so rich from the current status quo will use every tool at their disposal, paying for them with the money they have extracted from patients and taxpayers, to defend their position.  It will take grit, persistence, and courage to persevere in the cause of better health for patients and the public.  Article source:Health Care Renewal

U.S. household debt tops 2008 peak, but this time Americans' finances are better

The recovery from the Great Recession has hit a milestone: Total household debt climbed to $12.73 trillion in the first quarter to top the peak reached in 2008 before the housing market crash and severe economic downturn led to a historic reduction, according to government data released Wednesday.

But this time, Americans are doing much better handling their mortgages, credit cards, auto loans and other borrowing, the data from the Federal Reserve Bank of New York showed.

Consumers were delinquent on 4.8% of total debt, a marked improvement from the 11.9% of debt that was at least 30 days late at the end of 2009.

Rising household debt — up from $12.58 trillion in the fourth quarter of last year — can indicate that Americans are confident in their jobs and the overall economy.

But, as it did in the years leading up to the Great Recession, the increased borrowing also could signal lower loan standards, predatory lending and eager consumers getting overextended.

“This record debt level is neither a reason to celebrate nor a cause for alarm,” said Donghoon Lee, research officer at the New York Fed.

“Borrowers look quite different today,” he said — older and more creditworthy than a decade ago.

But there are some potential warning signs in the latest data. Auto loan and credit card delinquencies have started trending up in recent months, and student loans delinquency rates “remain stubbornly high.”

Here are the key takeaways from the Fed’s quarterly report on household debt and credit.

A long climb back

In the fourth quarter of 2008, total household debt hit $12.68 trillion. It took “an unusually long time from a historical perspective” for debt to get back to that level, Fed researchers said.

The data are not adjusted for inflation or population growth, so it generally had been rising since officials began tracking it in the 1940s.

But borrowing increased sharply during the real estate boom in the mid-2000s. When the housing market crashed, leading to the Great Recession and the 2008 financial crisis, total debt fell off dramatically.

Some of the decline was involuntary as a wave of foreclosures and other loan defaults hit unemployed and overextended consumers. But some of it was voluntary as Americans tried to adjust to the struggling economy by reducing their borrowing.

From the peak in 2008, household debt sank 12% to its low point in the second quarter of 2013.

Since then, debt has risen 14% as the economy slowly recovered.

Growth in new mortgages slowed in the first quarter with origination balances of $491 billion, down from $617 billion in last year’s fourth quarter, the report said.

After a record year for auto loans in 2016, growth in that category slowed as well in the first quarter. The $132 billion in originations was down from the fourth quarter but up from the same period a year earlier.

Mortgages are a smaller share of debt

Mortgages now are a much smaller percentage of total household debt than in 2008, the Fed said.

At the previous peak, mortgage debt accounted for 73% of the total. The figure now is down to 68%, in part because of tougher lending standards mandated by federal regulators.

At the same time, auto and student loans have increased their shares while credit cards have remained about the same.

In the first quarter, student loans accounted for 10.6% of household debt, more than double the 2008 figure. Auto loans accounted for 9.2%, up from 6.4%.

Delinquency rates are low for most debt

Household debt has been increasingly shifting toward older and more creditworthy borrowers, Fed researchers said.

The Fed said changing borrowing patterns have led to very low delinquency rates for most debt.

One measure, debt at least 90 days past due, was 3.4% in the first quarter of the year. That was up slightly from the fourth quarter of last year but still down significantly from the recent high of 8.7% in the first quarter of 2010.

“While most delinquency flows have improved markedly since the Great Recession and remain low overall, there are divergent trends among debt types,” Lee said.

Delinquency measures for auto loans and credit cards are trending up, he said. Student loan delinquencies remain high.

The report also broke down data for the largest states and those hit hardest by the Great Recession, including California, Arizona, Nevada and Florida.

California is doing the best of those states, with just 2.3% of debt at least 90 days delinquent. That is lower than the national figure.

Florida is doing the worst, with 4.8% of debt at least 90 days delinquent. Nevada’s figure was 3.8% in the first quarter, and Arizona’s was 3.4%.
