What is the BOE's relationship with each other?
Things became strained within a year, which is understandable given the circumstances.
ACOSAF has Lucien feeling excited, seeing how well Jurian and Vassa complement each other despite their frequent arguments over how to rule the Human land in Prythian. I also feel that Lucien likes being around people. He lived alone in Velaris, which isn't something he enjoys. He feels like he's intruding into the Inner Circle. Mor said that he and Elain weren't ready yet to face their bond, advising Feyre to let Lucien figure out his priorities and decide who he wants to be—same for Elain.
Lucien was willing to skip the Night Court Solstice in ACOSAF for other people.
In ACOSF, however, Lucien seems annoyed by both Jurian and Vassa, and it's interesting that Nesta couldn't get a read on him.
Early in ACOSF, Cassian observed that Lucien sat down beside Jurian after he poked at Vassa, as if he "had settled similar arguments between them before." So, maybe he's getting tired of being the middleman for a sexually frustrated pair.
Given what we know, Vassa's time in the Human Lands is coming up, and the treaty still hasn't been signed. I'm not sure how much the remaining queens factor into this, but it seems SJM is tying some of this to the Valkyrie storyline, as hinted at in ACOSF from Nesta's POV.
Considering Nesta's dismissive attitude towards Tamlin and Eris, these issues still need resolution, as Azriel outlined early in the book the current problems the Night Court faces.
But Nesta smoothed his bunched brow, as if she could see those worries there. “Later,” she promised. “We’ll deal with all that later.” Including the remaining queens, Koschei, and a still-looming war.
Feyre couldn't understand why Lucien wanted to move to the Human lands in ACOSAF, and Nesta couldn't understand what Lucien meant by his words in ACOSF. I find it interesting that the Human Lands and the Spring Court, places Lucien stayed in ACOSAF, are now places he didn't want to delve much into in ACOSF, choosing to celebrate Solstice in the Night Court, accepting Rhys and Feyre's invitation.
I wonder what's up with that.
Personally, I've talked about how Elain and Lucien have a stronger emotional bond. Given that Elain also had her fair share of emotional turmoil over the year and following the Hewn City Solstice where Cassian described the place as cruel for Elain, it's possible that Lucien showed up to provide support for Elain if she needed it. Especially when the year before, both of them couldn't stand to be in the same room, and this year, they were able to withstand it until they interacted with each other.
