I think it’s obvious that Spain figured out that Adalia and Asuna are the same person by her looks. They didn’t even need to look at her wrist to she the kudo emblem. Her hair and eyes gave it away. Only the kudo family has brown hair with natural blonde highlights

Like I said, they're a bunch of lying pricks and probably just as corrupt as other governments. Although I can't shake off the feeling that Asuna's father plays a major role in that rather fishy situation.
