بڑھتی بے روزگاری اور بنو قابل پروگرام

پاکستان میں غربت کی شرح بلند ہے، 40 فیصد سے زیادہ آبادی غربت کی لکیر سے نیچے زندگی گزار رہی ہے۔ بے روزگاری ایک اور اہم معاشی چیلنج ہے، تعلیم یافتہ نوجوانوں کی ایک بڑی تعداد ملازمتیں تلاش کرنے سے قاصر ہے۔ بدعنوانی پاکستان کی ترقی کی راہ میں سب سے بڑی رکاوٹ ہے۔ پاکستان کوچیلنجز پر قابو پانے کیلئے بدعنوانی سے نمٹنا ہو گا۔ پاکستان کے 25 کروڑ عوام نے دیکھ لیا ہے کہ کیسے انہیں دونوں ہاتھوں سے لوٹا جا رہا ہے۔ المیہ یہ ہے کہ لوگ مہنگائی بے روزگاری اور دیگر معاشی مجبوریوں کے ہاتھوں تنگ آکر خودکشیاں کر رہے ہیں لیکن ہمارے قومی ادارے نااہلی اور بے حسی کا شکار ہیں۔ اب تو حال یہ ہے کہ حکومتی کارکردگی سے لوگوں میں دن بدن مایوسی پھیلتی جا رہی ہے۔ پلڈاٹ کے مطابق پاکستان کی گزشتہ 15ویں قومی اسمبلی کے 5 سال کے دوران قومی اسمبلی کے ایک دن کا اوسطاً خرچہ 6 کروڑ 65 لاکھ اور اجلاس کے ایک گھنٹے کا اوسطاً خرچہ 2 کروڑ 42 لاکھ روپے رہا جبکہ ارکان کی حاضری 61 فیصد رہی۔ غریب قوم ایسے شاہانہ اخراجات کو برداشت نہیں کرسکتی۔

رواں سال ہمارے قومی اداروں کا کل خسارہ 500 ارب روپے سے تجاوز کر چکا ہے اربوں روپے کے خسارے کا شکار ان اداروں میں پاکستان ریلوے، نیشنل ہائی وے اتھارٹی، پاکستان انٹرنیشنل ایئر لائن، پاکستان اسٹیل مل اور بجلی بنانے والی کمپنیاں سرِفہرست ہیں، جنھیں فعال رکھنے کے لیے حکومت پاکستان کو ہر سال اربوں روپے قومی خزانے سے ادا کرنا پڑتے ہیں۔ طرفہ تما شا یہ ہے کہ پی آئی اے میں 7 ہزارافسران تنخواہوں اور دیگر مراعات کے نام پر ادارے کوبے دردی سے لو ٹ رہے ہیں۔ اس مایوس کن منظرنامے میں جماعت اسلامی اور الخدمت فاونڈیشن ملک میں امید کے چراغ روشن کر رہی ہے۔ یہ کام کراچی میں حافظ نعیم الرحمن نے الخدمت کیساتھ ملکر بڑی کامیابی سے کیا اور ہزاروں نوجوانوں کو آئی ٹی کی ٹریننگ دیکر انھیں باعزت روزگار فراہم کیا۔ اب الخدمت فاونڈیشن لاہور اور ملک کے دیگر شہروں میں بڑی تعداد میں نوجوان طلبا و طالبات کو مفت آئی ٹی کورسز کرواکے عظیم کارنامہ سرانجام دے رہی ہے۔ 

اسی تنا ظر میں گزشتہ دنوں الخدمت فاؤنڈیشن نے’’ بنوقابل پاکستان‘‘ پروگرام کے تحت کراچی کے بعد لاہور میں بھی نئی تاریخ رقم کر دی ہے۔ بنوقابل پروگرام اپنی نوعیت کو منفرد پروگرام ہے جس میں کراچی اور لاہور میں اب تک لاکھوں بچے رجسٹریشن کروا چکے ہیں۔ کراچی میں 10 ہزار بچے کورسز مکمل کر چکے ہیں جبکہ 15 ہزار کی تربیت کا عمل جاری ہے۔ اس موقع پر امیر جماعت اسلامی لاہور ضیاء الدین انصاری، ملک کے نامور آئی ٹی ایکسپرٹ، اساتذہ، دانشور اور صحافی حضرات سمیت ہزاروں طلباء و طالبات نے شرکت کی۔ اس موقع پر ضیاء الدین انصاری کا کہنا تھا کہ لاہور کے لاکھوں نوجوان اپنے بہتر مستقبل کیلئے نوکریوں کی تلاش میں ہیں۔ ہم لاہور کو آئی ٹی سٹی بنائیں گے۔ المیہ یہ ہے کہ آئی ٹی کے میدان میں بھارت اور بنگلہ دیش ہم سے بہت آگے نکل چکے ہیں۔ حکمرانوں نے ہمیشہ نوجوانوں کے مسائل کو نظر انداز کیا ہے۔ جب تک نوجوانوں کو اپنی صلاحیتیں دکھانے کے مواقع نہیں فراہم کئے جائینگے اس وقت تک پاکستان اس شعبہ میں آگے نہیں بڑھ سکتا۔ 

الحمدللہ پاکستان کے نوجوان با صلاحیت ہیں اور الخدمت فاونڈیشن ان نوجوانوں کو یہ مواقع فراہم کر رہی ہے، 171 اضلاع میں اس تنظیم کا وسیع نیٹ ورک موجود ہے پاکستان کی کل آبادی کا 60 فیصد حصہ نوجوانوں پر مشتمل ہے مگر وہی سب سے زیادہ اِس وقت پریشان ہے۔ اس تقریب میں جماعت اسلامی کے سیکرٹری جنرل امیر العظیم، اذکر اللہ مجاہد، اکرام الحق سبحانی خصوصی طور پر شریک ہوئے۔ الخدمت فاونڈیشن کے پلیٹ فارم سے شہر کے نوجوان لڑکوں اور لڑکیوں کو آئی ٹی کی مہارت کی تربیت اور تعلیم حاصل کرنے کے مواقع فراہم کریں گے۔ اس انتہائی اہم پروگرام بنو قابل پاکستان کے ذریعے نوجوان چھ ماہ میں آئی ٹی کورسز میں مہارت حاصل کر کے باعزت طریقے سے روزگار کمانا شروع کر سکیں گے۔ آئی ٹی کورسز کیلئے امیدواروں کو منتخب کرنے کیلئے قابلیت جانچنے کے ٹیسٹ کا انعقاد کیا گیا جس میں ہزاروں لوگ شریک ہوئے۔ اس پروگرام کے تحت نوجوانوں کو ای کامرس، ڈیجیٹل مارکیٹنگ، سائبر سیکورٹی، گرافک اینڈ موشن ڈیزائن اور دیگر مہارتوں پر مبنی کورسز کروائے جا رہے ہیں۔ 

کوشش ہے کہ شہر کے قابل نوجوانوں کو ایسا بنا دیا جائے کہ نہ صرف وہ اپنی فیملی کو غربت کے اندھے کنویں سے نکالنے میں کامیاب ہو جائیں بلکہ وطنِ عزیز کے لئے زرمبادلہ کما کر قومی خدمت بھی سرانجام دیں۔ اس پروگرام میں نوجوان خواب لے کر آئے ہیں اور ان خوابوں کی تعبیر کیلئےہر ممکن کام کیا جائے گا، بنو قابل لاہور سے یقیناً مایوسی کا شکار نوجوان نہ صرف اپنے خاندانوں کیلئے بلکہ ملک و قوم کیلئے سود مند ثابت ہوں گے۔ اس موقع پر شریک ہزاروں نوجوانوں نےاس عزم کا اظہار کیا کہ وہ بنو قابل پاکستان پروگرام کے ذریعے اپنے لیے باعزت وسائل کمانے کے قابل ہو سکیں گے۔

نعمت اللہ خان، کراچی کی آواز

سابق میئر کراچی نعمت اللہ خان اب ہم میں نہیں رہے، ایک متحرک سیاسی وسماجی شخصیت جنھوں نے اہل وطن کی خدمت جان و دل سے کی۔ تحریک پاکستان سے تکمیل پاکستان کے عمل میں ہرلمحہ بھرپور حصہ لیا۔ ان کی شب وروز مصروفیات عوامی خدمت کے جذبے سرشار تھیں، سماجی وفلاحی کاموں کے ذریعے وہ خلق خدا کی خدمت میں پیش پیش رہے۔ زمانہ طالب علمی میں اسلامی جمعیت طلبہ سے وابستہ رہے اور بعد ازاں جماعت اسلامی میں شمولیت اختیار کی، کراچی کے امیر بھی رہے۔ نعمت اللہ خان یکم اکتوبر 1930 کو ہندوستان کے علاقے اجمیر شریف میں پیدا ہوئے۔ 1948 میں پاکستان ہجرت کی اورکراچی میں آن بسے۔ وہ ایک کامیاب وکیل و متحرک فلاحی شخصیت تھے اورکراچی کی خدمت پر بابائے کراچی کہلائے جاتے تھے، پیشے کے لحاظ سے وکیل تھے، انھوں نے پنجاب یونیورسٹی سے جرنل ازم میں ماسٹر کیا اور کراچی سے قانون کی ڈگری حاصل کی۔

انھوں نے الخدمت فاؤنڈیشن میں بھی خدمات انجام دیں اور وہ جماعت اسلامی کراچی کے امیر بھی رہے۔ 1985 کے غیر جماعتی الیکشن میں آپ سندھ اسمبلی کے ممبر منتخب ہوئے ، اور تقریبا ساڑھے تین برس اپوزیشن لیڈر کے منصب پر فائز رہے۔ اس دوران آپ نے کراچی اور سندھ کے عوام کی ترجمانی حق ادا کیا اور بھرپور انداز میں عوامی مسائل صوبائی میں اٹھائے۔ کراچی میں ترقیاتی کاموں کا ایسا جال بچھایا جس نے آگے چل کر شہریوں کی زندگی میں آسانیاں پیدا کیں۔ دیانت، شرافت اور بے داغ شخصیت کے حامل نعمت اللہ خان تمام سیاسی جماعتوں کے لیے قابل احترام شخصیت تھے۔

نعمت اللہ خان : کراچی کی شہری حکومت کا سنہری دور

نعمت اللہ خان 2001 سے 2005ء تک کراچی کی شہری حکومت کے ناظم اعلی رہے اور ان کے دور نظامت کو کراچی کا سنہری دور قرار دیا جاتا ہے۔ وہ زمانہ طالب علمی میں اسلامی جمعیت طلبہ سے وابستہ رہے اور بعد ازاں جماعت اسلامی میں شمولیت اختیار کی۔ وہ جماعت اسلامی کراچی کے امیر تھے لیکن شہری حکومت کے ناظم کا عہدہ سنبھالنے سے قبل ضابطے کی کارروائی کے تحت جماعت اسلامی کی رکنیت سے استعفی دے دیا۔ نعمت اللہ خان یکم اکتوبر 1930ء کو ہندوستان کے علاقے اجمیر شریف میں پیدا ہوئے تھے۔ 1948ء میں پاکستان ہجرت کی اور کراچی میں آبسے۔ وہ ایک کامیاب وکیل و متحرک فلاحی شخصیت تھے اور کراچی کی خدمت پر بابائے کراچی کہلائے جاتے تھے۔

نعمت اللہ خان نے پنجاب یونیورسٹی سے گریجویشن اور فارسی ادب میں کراچی یونیورسٹی سے ماسٹرز کیا۔ کراچی یونیورسٹی سے ہی انہوں نے صحافت میں ڈپلومہ کیا اور ساتھ ساتھ ایل ایل بی کا امتحان بھی پاس کیا۔ وہ کامیاب وکیل اور انکم ٹیکس معاملات کے ماہر جانے جاتے تھے۔ نعمت اللہ خان نے 1957ء میں جماعت اسلامی میں شمولیت اختیار کی۔ 1985ء کے غیر جماعتی الیکشن میں سندھ اسمبلی کے رکن منتخب ہوئے اور ساڑھے تین سال تک اپوزیشن لیڈر کے منصب پر فائز رہے۔ انہوں نے انتھک محنت اور دیانت کے ذریعے شہر کراچی کی بے مثال خدمت کی اور 4 سال کے مختصر عرصے میں شہر قائد کی شکل بدل کے رکھ دی۔

بحیثیت ناظم کراچی نعمت اللہ خان نے شہر میں سڑکوں، فلائی اوورز، انڈر پاسز اور پلوں کا جال بچھا دیا۔ اربن ٹرانسپورٹ اسکیم شروع کی، امراض قلب کے جدید ترین اسپتال قائم کیا، سیکڑوں ماڈل پارکس بنائے، کے تھری واٹر سپلائی پروجیکٹ شروع کیا جبکہ المرکز الاسلامی بھی قائم کیا۔ وہ الخدمت ویلفئیر سوسائٹی کے سربراہ بھی تھے اور اس حیثیت سے کراچی میں اسپتالوں، ڈسپنسریوں، اسکولوں اور مدارس کا جال بچھا دیا۔

آج اتوار ہے۔ میری خانۂ محصوری کا 45واں دن۔ میں اتوار بچوں کے ساتھ گزارنے کا کہا کرتا تھا۔ اب تو ہر دن ہی اتوار ہے۔ آپ ساتوں دن بچوں کے ساتھ گزارتے ہیں۔ عالمگیر وبا نے دن رات، اتوار، ویک اینڈ سب کا فرق مٹا دیا ہے۔ اس کے خوف میں یا اس سے نبرد آزمائی میں ہم اپنے بچوں کی معمول کی ویکسی نیشن بھول گئے ہیں۔ آپ بھی بیٹوں بیٹیوں، پوتوں پوتیوں، نواسوں نواسیوں والے ہیں۔ ذرا دیکھ لیں کہ خسرے اور دوسری بیماریوں کے جو ٹیکے لگنے ہیں وہ لگوا لیے ہیں یا نہیں۔ ہمارے ڈاکٹرز بھی سب مصروف ہیں۔ اگلے محاذ پر لڑ رہے ہیں۔ یہ سطریں پڑھتے ہی بیٹوں بیٹیوں سے پوچھ لیں۔ ہو سکے تو پڑوس میں بھی جائزہ لے لیں۔ پاکستان میں اگرچہ ایک بڑی لہر کا خدشہ ہے مگر یورپ میں جہاں بچھڑنے والوں کی تعداد ہزاروں میں ہے وہاں بہار کے کچھ امکاں پیدا ہوئے ہیں۔ بنی نوع انسان نے صدیوں کی ریاضت اور فکر کے بعد جمہوریت میں اپنے درد کا درماں تلاش کیا۔ 

جمہوریت کا سب سے بڑا ستون قومی سیاسی جماعتیں ہوتی ہیں۔ جو ہر چار پانچ سال بعد آپ کے گھروں میں اپنے کارکنوں کے ذریعے پرچیاں بھیجتی ہیں کہ آپ کا ووٹ نمبر کیا ہے۔ اور پولنگ اسٹیشن کہاں ہے۔ انتخابی دنوں میں آپ کے در پر دستکیں ہوتی ہیں۔ امیدوار آپ سے ملنے بھی آتے ہیں۔ اب جب ہم سب گھروں میں بند ہیں۔ کورونا کے متاثرین کی بڑھتی ہوئی تعداد سے خوف زدہ ہیں۔ ایک بڑی اکثریت بےروزگار ہو چکی ہے۔ روزانہ اجرت پر گھر چلانے والے گھروں میں پریشان بیٹھے ہیں۔ جمہوریت کا تقاضا تو یہ تھا کہ ہماری قیادت کی دعویدار سیاسی جماعتیں اور سیاسی رہنما ہمارا درد بانٹنے آتے۔ چاہے چھ فٹ کے فاصلے پر کھڑے ہوتے یا آن لائن رابطہ کرتے۔ واٹس ایپ گروپ میں شامل ہو جاتے۔ ٹی وی چینلوں پر اپنے کارکنوں کے لیے ان کی ہدایات سننے میں آتیں۔ وہ اپنا نیٹ ورک تشکیل دیتے۔ مجھے تو ان 45 دنوں میں نہ اپنے انتخابی حلقے میں کوئی ایم این اے، ایم پی اے نظر آیا، نہ کسی نے آن لائن میرا درد بانٹا۔ ساری قومی سیاسی پارٹیوں کی شاخیں ہیں، دفاتر ہیں، سیکرٹریٹ ہیں، میں نے تو کوئی اعلان پڑھا نہ سنا کہ لاک ڈائون کے دنوں میں کسی پارٹی کے سیکرٹریٹ یا دفاتر کب کھلیں گے، کب بند ہوں گے۔

میں تو پورے خلوص سے سمجھتا ہوں کہ خطرناک مہلک عالمی وبا کے دن ہی ہیں جن میں جمہوریت کو باقی رکھنے کیلئے قومی سیاسی جماعتوں کی فعالیت سب سے زیادہ ضروری ہے۔ یہ ملک گیر موقع ہے نوکر شاہی اور غیرسیاسی قوتوں کی سیاسی امور میں مداخلت ہمیشہ کیلئے روکنے کا۔ سیاسی رہنما، قومی سیاسی جماعتیں اپنے لوگوں کے دل جیت سکتی تھیں اور اب بھی موقع ہے۔ عجیب ستم ظریفی ہے کہ ایک سیاسی مذہبی جماعت ہر مشکل وقت کی طرح اب بھی سرگرم عمل ہے، وہ ہے جماعت اسلامی۔ اس کے عہدیدار کارکن خود بھی فعال ہیں اور جماعت بھی۔ کراچی کے ایک ایم پی اے اور اِن کے اہلِ خانہ کورونا سے متاثر بھی ہو گئے ہیں۔ جماعت اسلامی اب تک کروڑوں روپے کی امداد اور راشن بانٹ چکی ہے۔ مگر جب ووٹ دینے کا موسم آتا ہے تو خدمت کام نہیں آتی۔ غلبہ، مافیا، روابط کام آتے ہیں۔ اب کہا جارہا ہے کہ کورونا کے بعد جینے کے انداز بدل جائیں گے۔ سماجی تبدیلیاں آرہی ہیں۔ تو کیا یہ توقع کی جا سکتی ہے کہ ہمارے معزز ووٹر ووٹ دیتے وقت خدمت کو پیش نظر رکھیں گے۔

ہمارے زیادہ تر ایم این اے، ایم پی اے، سینیٹر صاحبِ ثروت ہیں۔ اپنا موروثی بھی بہت کچھ ہے۔ ہر الیکشن کے بعد حکومت میں آنے سے بھی اثاثے بڑھ جاتے ہیں۔ وہ چاہیں تو اپنے اپنے حلقوں میں خود غریبوں، بےروزگاروں کو راشن اور امداد فراہم کر سکتے ہیں۔ وفاق، پنجاب اور کے پی میں حکمراں پارٹ�� بھی کہیں بطور پارٹی متحرک نظر نہیں آرہی ہے۔ حکومت ایکشن میں ہے۔ ساری مدد سرکاری خزانے سے کی جا رہی ہے۔ بڑے بڑے سرمایہ داروں، جاگیرداروں کی طرف سے ایسی کسی مہم کی خبر نہیں آرہی ہے۔ پاکستان پیپلز پارٹی 50 سال سے زیادہ عمر کی ہے۔ پورے ملک میں اس کی جڑیں ہیں۔ حکومت اگرچہ صرف سندھ میں ہے۔ یہاں بھی وہ حکومت کی حیثیت سے نظر آرہی ہے۔ پارٹی کے سیکرٹریٹوں، دفاتر سے عوام سے کوئی رابطہ نہیں ہے۔ برطانیہ سے تعلیم یافتہ، جواں سال، تازہ دم بلاول بھٹو زرداری، صرف ردّعمل کی سیاست کرتے ہیں۔

کوئی بڑی تجویز یا نیا آئیڈیا اس میڈیکل بحران میں ان کی طرف سے سامنے نہیں آیا۔ آصف علی زرداری سابق صدر مملکت ہیں۔ ان کی طرف سے کوئی بیان یا ذاتی طور پر کوئی عطیہ نہیں دیا گیا۔ پارٹی کارکنوں کے لیے کوئی ہدایت نہیں آئی۔ پاکستان مسلم لیگ (ن) کے صدر آخری پرواز سے واپس وطن آئے تو امید تھی کہ (ن) لیگ اس وبا کا مقابلہ کرتے اپنے ووٹر کی دامے، درمے، سخنے مدد کرے گی۔ پارٹی سطح سے کوئی امدادی سلسلے اپنے انتخابی حلقوں میں راشن، امداد کی کوششیں، پارٹی کے سپریم لیڈر میاں نواز شریف کی طرف سے ایک بیان بھی جاری نہیں کیا گیا۔ جمعیت علمائے اسلام کے بھی اپنے حلقے ہیں، اپنی مساجد ہیں، مدارس ہیں، دھرنے کے دنوں میں ان کی فورس بھی نظر آئی تھی، اب یہ سب کہاں ہیں۔ بلوچستان میں نوزائیدہ باپ (بلوچستان عوامی پارٹی) کی شفقت سے بلوچ پشتون محروم ہیں۔ 

سرداروں کے پاس بھی بےحساب وسائل ہیں۔ کچھ ان میں سے خرچ کریں۔ عوامی نیشنل پارٹی کی سرخ پوشی کی روایات ان علاقوں کے لوگوں کو یاد ہیں۔ اب کچھ ہورہا ہے تو معلوم نہیں۔ ایم کیو ایم کسی زمانے میں بہت سرگرم ہوتی تھی مگر اب اندرونی ٹوٹ پھوٹ میں مبتلا ہے۔ پھر بھی خدمتِ خلق فائونڈیشن سے کچھ سرگرمی نظر آئی مگر وہ پہلے والی بات نہیں۔ فلاحی تنظیمیں بہت سرگرم ہیں۔ ایدھی، چھیپا، سیلانی، اخوت، عالمگیر اور بہت سی۔ انہوں نے بہت سہارا دیا ہے۔ پوری دنیا کا سماجی ڈھانچہ، ملکوں کے باہمی تعلقات، مذہبی عقائد اقتصادی رشتے بدلنے والے ہیں۔ مرکزیت کو غلبہ حاصل ہو گا۔ صوبائی خود مختاری کمزور پڑنے والی ہے۔ قومی سیاسی جماعتوں کے لیے لمحۂ فکریہ ہے۔ اپنی اپنی جماعت کی تنظیم مکمل کریں۔ نوشتۂ دیوار پڑھیں ورنہ، تمہاری داستان تک بھی نہ ہوگی داستانوں میں۔

Pakistan is drowning, and we need help

Since July of this year, Pakistan has been affected by heavy nonstop monsoons and is yet to stop. It is only getting worse. Rural areas in Balochistan, Sindh, KPK, Punjab and Gilgit Baltistan are the most affected.

As of September 4th, over 1300 people have died and over 500,000 homes have been destroyed along with livestock deaths and ruined infrastructure. The floods have left more than 33 million people affected.

Most of Balochistan is still submerged. Locals are forced to flee and cannot account for their missing relatives until much later. More than 100 districts all across the provinces have been impacted.

Quetta, a major city of Balochistan, has been cut off from the rest of the country as the roads and highways are destroyed.

We get monsoons every year and we are used to them but this is not normal. We are in our 8th monsoon cycle when we usually get 3-4 cycles.

Two of the worst-hit provinces – Balochistan and Sindh – have received 298mm and 689mm rains respectively this year, which is about 400 percent more than the 30-year average. (c)

Along with the floods, there are also landslides and glacier bursts that have claimed lives and made the situation worse.

People from other cities were unable to get in contact with their affected relatives because they did not have electricity. The cloud cover meant no solar power either.

There are more monsoon predictions till September. I don't know how we're going to come back from this.

This is worse than the 2010 floods and the government doesn't give a shit.

This is going to have disastrous impacts on our economy and society but what does it matter? after all, the people are only there to vote, right? :)

It is the volunteers and NGOs helping, it is the public. There was no help when Karachi flooded and people died and they don't care now either.

California congressman, Michigan governor honor terror-linked Muslim group ICNA

Democrats Lou Correa and Gretchen Whitmer laud those linked to South Asian terror.

The Islamic Circle of North America (ICNA) has a long history rooted in terror. However, recently the group has been giving out food, in response to the coronavirus pandemic. Can a few bags of fruits and vegetables remove ICNA’s horrors of the past and threat to the present? Two lawmakers, US Congressman Lou Correa and Michigan Governor Gretchen Whitmer, seem to think so, as they have showered ICNA with praise and commendations, while ignoring the organization’s extremism and bigotry. Correa and Whitmer should rescind their unwarranted words and awards immediately.

ICNA was established, in September 1968, as the American arm of Jamaat-e-Islami (JI), the largest Islamist group in South Asia. Not long after ICNA’s founding, JI’s then-paramilitary wing, al-Badr, was helping to massacre people in East Pakistan, what is now called Bangladesh, in a genocide that took the lives of up to three million individuals. One of al-Badr’s commanders, Ashrafuz Zaman Khan, who was sentenced to death (in absentia), in November 2013, for multiple murders, held the positions of Vice President of ICNA National and President of ICNA-New York and, according to his LinkedIn page, is still involved with ICNA.

In August 2006, JI announced on its website that its charitable apparatus, the Al-Khidmat Foundation (AKF), had taken a delegation to the Damascus, Syria home of then-global head of Hamas, Khaled Mashal, presenting Mashal with a check for $100 thousand. Mashal thanked the delegation and said that Hamas would continue terrorist activities against Israel. At the time of the transaction, ICNA was a partner to AKF and topped the list of donors on AKF’s website. AKF’s current President, Muhammad Abdus Shakoor, is a former Secretary General of ICNA; ICNA continues to be a partner to AKF; and JI continues to openly support Hamas.

In December 2017, ICNA’s overseas relief function, Helping Hand for Relief and Development (HHRD), organized an event masked as something to help people with disabilities that featured representatives from AKF as well as the Timergara, Pakistan chief of Falah-e-Insaniat Foundation (FIF), Qari Rehmatullah. In November 2010, the US government designated FIF a front for the Pakistani terrorist organization Lashkar-e-Taiba (LeT).

In October 2000, on the homepage of the website for ICNA’s South East Region, links could be found to the official websites of Hamas, Hezbollah and the Taliban. The group also published a link to qoqaz.net, a now-defunct financing and recruitment website for al-Qaeda. The webmaster of the ICNA site, Syed Khawer Ahmad, was also a webmaster for Hamas, itself.

Syed Ammar Ahmed is the Government Affairs Specialist for ICNA Relief USA, the division of ICNA that has been giving out food during the coronavirus pandemic. In February 2010, following a debate he participated in at a school, Ahmed wrote on Facebook, “I hate white people” and joked that he “should have threatened to blow up the school.”

None of this should be overlooked. Yet, two powerful lawmakers have ignored all of it.

Last month, on May 21st, US Representative Jose Luis Correa presented ICNA with a Congressional Certificate of Special Recognition. And not only did he honor the group, but he made it seem as if the entire US Congress did so as well. With the Congressional Seal atop the certificate, Correa wrote, “I join with Congress to recognize your outstanding and invaluable service to the communities of Anaheim in hosting food distributions for families in need during the COVID-19 Pandemic.”

On May 27th, Governor of Michigan Gretchen Whitmer penned a letter of praise to ICNA. It says in part, “On behalf of the state of Michigan, I would like to extend my utmost gratitude for the caring and compassionate services you have provided to people across our state and nation during the COVID-19 pandemic… ICNA Relief’s sacrifice and service reflect the compassion, generosity, and leadership of its members and have been crucial to providing valuable resources... to those in need of help. Your actions have made a positive difference in the lives of many people and have become an inspiration to myself and to countless others.”

While it is indeed commendable to provide food to the needy, for ICNA it is only seen as a method of whitewashing the group’s extremist and bigoted past and present. Congressman Correa and Governor Whitmer, who is also reportedly a consideration for Vice Presidential running mate of Democrat Joe Biden, should consider this and rescind the certificate and letter immediately. By not recognizing the terrorist and hateful relations of ICNA, the two lawmakers are legitimizing it.

Congressman Correa and Governor Whitmer, do the right thing. Rescind your awards and words honoring the terror-linked ICNA, now!
