Billy R Bowman Jr, Florida inmate H71358, born 1990, incarceration intake March 2022 at age 31, scheduled for release August 2033
DUI manslaughter, DUI vehicular homicide and misdemeanor DUI damage to a person
A Pensacola man was sentenced to state prison in a final and emotional hearing after he pleaded no contest to the DUI manslaughter of 62-year-old Cylea Maria Lyrio.  The judge was given a presumptive sentencing range of 124 months (10 years 4 months) to 166 months (13 years 10 months).  The final sentence was 13 years with 2 years post prison supervision.
Billy Ray Bowman Jr., 31, crashed his Jeep into the back of Lyrio's Toyota Camry at 10:15 p.m. one evening as the woman drove home from her shift at Perdido Beach Resort.
In the hearing, the prosecution said Lyrio's car flew just over 400 feet, demonstrating how reckless Bowman's driving was. Lyrio likely died on impact but was pronounced dead later at Baptist Hospital, according to officials.
"With these DUI manslaughters, their consequences spiral out in into every direction," said Assistant State Attorney Matt Gordon. "This was two tragedies."
According to court documents, toxicology results revealed that Bowman had a 0.137 blood alcohol content level five hours after the crash. It also detected THC in his system.
Gordon said he thinks Circuit Judge John Simon worked hard to craft a sentence that reflects the severity of the crime, impact on Lyrio's family and reflected Bowman's remorse.
Moore agreed. She said that she and her brother, Yuri Ramos, discussed during the hearing how active her family is in the community and emphasized the importance of safety to local residents when it comes to quality of life.
"We felt that the judge represented our city well by giving the sentence," Moore said. "In Pensacola, we don't tolerate unsafe drinking and driving."
Moore said it was healing for her family that Bowman showed a lot of remorse and stated that he would like to do community service to use his mistake to educate others.
Bowman's arrest report said he had been at Beach Access No. 2 with two friends consuming a bottle of Bombay Sapphire Gin while they threw a football around on the beach that day. They then went to Flora-Bama bar and each consumed one more beer.
Bowman was driving to yet another bar when he struck Lyrio's vehicle on Perdido Key Drive approaching Johnson Beach Road.
Victim’s surviving daughter is married to a sitting member of the Pensacola City Council (who was present at the sentencing hearing).

Saudi Muslim kills 3, wounds 8 in shooting at Naval Air Station Pensacola in Florida
Mohammed Saeed Alshamrani was shot dead but not before killing 3 and wounding 8 others.
Tumblr media
PENSACOLA, Fla. — A Saudi man training at the Naval Air Station Pensacola opened fire on the base early Friday morning with a handgun, killing three and injuring eight before deputies fatally shot him, authorities said.
President Donald Trump, who spoke with King Salman of Saudi Arabia shortly after the shooting, said the monarch called the attack "barbaric."
The shooter was identified as Mohammed Saeed Alshamrani, a member of the Saudi military, a U.S. Defense official told USA TODAY. The official wasn’t authorized to discuss the matter publicly and spoke on condition of anonymity. A motive for the attack is unknown.
Alshamrani was one of 852 Saudi nationals in the United States training under the Pentagon’s security cooperation agreement with the Kingdom of Saudi Arabia, according the Defense official. Alshamrani, began his three-year course in August 2017 with English, basic aviation and initial pilot training.
The shooting began around 6:30 a.m. CT and the suspect was halted by two Escambia County sheriff's deputies, who arrived on scene in less than five minutes, Sheriff David Morgan said. One of the deputies fatally shot the gunman, he said.
An official who was not authorized to speak publicly told USA TODAY that the Saudi national did not use his military-issued service weapon.
One of the officers was shot in arm and treated at a local hospital. The other was shot in the knee and was undergoing surgery. Authorities expected both to survive. The shooting happened on two floors of the building.
"The best of our community was on scene today and that's why it turned out the way it did," Morgan said of the deputies who responded. "They ran to the fight, not from the fight."
Morgan said his deputies train regularly with base personnel for the type of attack that they encountered.
Defense Secretary Mark Esper said he and others are watching the situation closely.
"I've spoken with the Secretary of the Navy, and Deputy Secretary (David) Norquist and am considering several steps to ensure the security of our military installations and the safety of our service members and their families," Esper said. "I'm grateful for the heroism of the first responders and law enforcement who helped confront both situations and kept further loss of life from occurring."
The FBI has taken the lead in the investigation, though there has been no immediate determination on whether the shooting was terror related, two sources told USA TODAY.
The shooting was the second in a week at a U.S. Navy base.
Navy Adm. Mike Gilday, chief of naval operations, said it has been "a devastating week for our Navy family."
"Our hearts break for those who lost their lives in Pensacola and the wrenching pain it causes their loved ones," he said. "When tragedy hits, as it did today, and Wednesday in Pearl Harbor, it is felt by all."
Like most military installations, personal firearms are not normally permitted on the base, which provides a wide variety of training to both U.S. and international aviators, dating back to the British Royal Air Force during WWII.
The Pensacola base is also home of the Blue Angels, the Navy's Flight Demonstration Squadron, and the National Naval Aviation Museum.  Located in the far western Panhandle, the base employs more than 16,000 military and 7,400 civilian personnel.
Florida Gov. Ron DeSantis, a Navy veteran, asked all Americans to remember the dead and wounded, along with their families: "They need your prayers and they need your comfort."
Eight patients, including the deputies, were taken to nearby Baptist Hospital. One of the victims died at the hospital, and two died on the base. The shooter also died on the base. The names of the victims will not be released until the next of kin have been notified, authorities said.
"Walking through the crime scene was like being on the set of a movie," Morgan said. "This doesn't happen in Escambia County. This doesn’t happen in Pensacola . . . So now we’re here to pick up the pieces."
The shooter was in aviation training at the base, along with "several hundred" other international airmen, authorities said. DeSantis said the shooter's nationality will complicate the investigation.
"Obviously, the government of Saudi Arabia needs to make things better for these victims," DeSantis said in a press conference. "They’re going to owe a debt here."

Is it not past time to end training foreign Muslims on U.S. soil at taxpayer expense? Is this an America First policy?
via In the 2018 fiscal year, the U.S. trained 1,753 Saudi military members at an estimated cost of $120,903,786, according to DoD records.
In the 2018 fiscal year, some 62,700 foreign military students from 155 countries participated in U.S.-run training, the total cost of which was approximately $776.3 million, according to DoD records.
Among them is a contingent Saudis who recently arrived at Naval Air Station Pensacola.
In recent weeks, 18 naval aviators and two aircrew members from the Royal Saudi Naval Forces were training with the U.S. Navy, including a stint at Pensacola, according to a November 15 press release from the Navy.
It was not clear if the suspected shooter was part of that delegation.
The delegation came under a Navy program that offers training to U.S. allies, known as the Naval Education and Training Security Assistance Field Activity.
A person familiar with the program said that Saudi Air Force officers selected for military training in the United States are intensely vetted by both countries.
The Saudi personnel are 'hand-picked' by their military and often come from elite families, the person said, speaking on condition of anonymity because they did not have permission to speak to a reporter. Trainees must speak excellent English, the person said.
Saudi Arabia's embassy in Washington did not respond to questions.
Saudi Arabia, a major purchaser of U.S. arms, accounts for a massive portion of America's spending on foreign military training.
In the 2018 fiscal year, the U.S. trained 1,753 Saudi military members at an estimated cost of $120,903,786, according to DoD records.
For fiscal year 2019, the State Department planned to train roughly 3,150 Saudis in the U.S.

One Florida Senator has requested a review - but is it just reactionary posturing? via Twitter:

Saudi Airman Suspected in Shooting at U.S. Navy Base That Left Four Dead
A member of the Saudi Air Force visiting the United States for military training was the suspect in a shooting attack at a U.S. Navy base in Florida in which four people were killed and eight were injured on Friday, the state governor and other officials said.
Four people including the shooter were killed in the episode at Naval Air Station Pensacola, the Navy and local sheriff’s office said, the second deadly shooting at a U.S. military installation this week.
President Donald Trump said that Saudi Arabia’s King Salman called him to send condolences and his sympathy to the victims.
King Salman of Saudi Arabia just called to express his sincere condolences and give his sympathies to the families and friends of the warriors who were killed and wounded in the attack that took place in Pensacola, Florida….
— Donald J. Trump (@realDonaldTrump) December 6, 2019
“The King said that the Saudi people are greatly angered by the barbaric actions of the shooter, and that this person in no way shape or form represents the feelings of the Saudi people who love the American people,” Trump wrote on Twitter.
Florida Governor Ron DeSantis said that the suspect was a Saudi national attending training at the base as part of long-standing Navy program open to U.S. allies. The motive for the violence was still under investigation.
“There is obviously going to be a lot of questions about this individual being a foreign national, being a part of the Saudi Air Force and then to be here training on our soil,” DeSantis said at a news conference on Friday. “The government of Saudi Arabia needs to make things better for these victims. They are going to owe a debt here, given that this was one of their individuals.”
The suspect fired a handgun in the attack, which played out over two floors in classroom building at a base whose main function is training.
“Walking through the crime scene was like being on the set of a movie,” Sheriff David Morgan said.
The first reports of an “active shooter” on the base came through to the Escambia County sheriff’s office at about 6:51 a.m., officials said.
A few minutes later, a sheriff’s deputy fatally shot the shooter in a classroom on the base, Morgan said.
"There was some real heroism today," base commander Tim Kinsella says of fatal naval base shooting in Pensacola, Florida. "I'm devastated, we are in shock, this is surreal—but I couldn't be prouder to wear the uniform that I wear." https://t.co/8ZfeDyGeay pic.twitter.com/WVsCXJexzK

In recent weeks, 18 naval aviators and two aircrew members from the Royal Saudi Naval Forces were training with the U.S. Navy, including a stint at Pensacola, according to a Nov. 15 press release from the Navy. It was not clear if the suspected shooter was part of that delegation.
The delegation came under a Navy program that offers training to U.S. allies, known as the Naval Education and Training Security Assistance Field Activity.
The Saudi trainees went “through the same student naval aviator or aircrew training that their U.S. Navy counterparts experience,” the press release said.
Saudi Arabia’s embassy in Washington did not respond to questions.
Two sheriff’s deputies were injured, one shot in the arm, the other in the knee, but both were expected to survive, officials said at the news conference.
Eight people were taken to Baptist Hospital for treatment, hospital spokeswoman Kathy Bowers said.
Sheriff’s officials said one of the three victims died after being taken to the hospital, but it was unclear whether that victim was one of the eight who arrived at Baptist. Bowers declined to say.
While military bases house the nation’s most powerful armaments, military personnel normally are restricted from carrying weapons on base unless they are part of their daily duties. Nonetheless U.S. military bases have seen deadly mass shootings before, including one in Ford Hood, Texas, in 2009 that left 13 dead and one at the Washington Navy Yard in 2013 that killed 12.
On Wednesday, a sailor shot three civilians at the historic Pearl Harbor military base in Hawaii, killing two of them before taking his own life.
The Pensacola base, which is near Florida’s border with Alabama, is a major training site for the Navy and home to its aerobatic flight demonstration squadron, the Blue Angels. The base employs more than about 16,000 military and 7,400 civilian personnel, according to the base’s website.
Pensacola Mayor Grover Robinson said at the news conference that the base is “an incredibly important part of our community.”
“We’re a military town,” he said. “Our hearts and prayers are connected to all of those that serve us every day.”

3 victims dead and several injured in shooting at Naval Air Station Pensacola

PENSACOLA, Fla. — Three people were killed in a shooting at Naval Air Station Pensacola on Friday, according to the Escambia County, Florida, Sheriff’s Office.
The shooter was also killed, Sheriff David Morgan told reporters in a news conference, after two deputies engaged the shooter in a classroom building on the base.
Both deputies were shot — one in the arm and one in the knee. Both are expected to survive.
Eight people are receiving treatment at Baptist Health Care, Chief Deputy Chip Simmons said.
The base remains on lockdown, a Navy spokeswoman told CNN.
“Multiple injured personnel have been transported to local hospitals. We will continue to work closely with law enforcement agencies,” Lt. Cmdr. Megan Isaac said in a statement.
Friday’s lockdown in Pensacola comes just two days after an active duty US sailor, Gabriel Romero, killed two civilian employees and injured another before killing himself at Pearl Harbor Naval Shipyard in Hawaii. Investigators have not announced a motive for the Wednesday shooting.
White House monitoring Pensacola shooting
President Donald Trump has been briefed on the Pensacola shooting, according to White House Deputy Press Secretary Judd Deere. The White House is monitoring the situation.
Naval Air Station Pensacola employs more than 16,000 military and 7,400 civilian personnel, according to the base’s website. Many families also live there, said retired Rear Adm. John Kirby, CNN’s military and diplomatic analyst, who was once stationed there.
“They love the base there,” Kirby said of the sailors. “It’s a great relationship between the people of Pensacola and the Navy and the base there. It’s a terrific Navy town.”
FBI personnel from Pensacola, Jacksonville and Mobile, Alabama, are responding to the station, an FBI spokeswoman said.
Florida Gov. Ron DeSantis offered “full support to law enforcement” investigating the incident.

Girl Dies After 325-pound Adult Sat On Her As Punishment
A 9-year-old Florida girl died after her 325-pound cousin reportedly sat on her as a punishment for acting “out of control.”
Dericka Lindsay, of Pensacola, went into cardiac arrest Saturday after she complained she couldn’t breath when her 64-year-old cousin Veronica Green Posey sat on her, the Pensacola News Journal reported.
Paramedics responded to the scene and the 9-year-old girl was rushed to Baptist Hospital, where she was pronounced dead.
Posey told deputies that she sat on the girl in an armchair to discipline her for “being out of control.”
When she stood up, she discovered the girl was unresponsive and started CPR, according to the Pensacola News Journal.
Posey, who told officers she weighed 325 pounds, was arrested and charged with homicide and cruelty toward a child.
Dericka’s parents were also charged following the incident. Grace Smith, 69, and James Smith, 62, face charges of child neglect for failing to report the abuse. Additionally, Grace Smith was charged with cruelty toward a child.
All three were taken into custody at Escambia County Jail.
Posey was released Monday on $125,000 bond, while Grace and James Smith remained in jail, according to court records.
Florida Department of Children and Families said the agency is investigating Dericka’s death.
“Dericka’s death is appalling and DCF will continue coordinating with the Escambia County Sheriff’s Office to hold anyone responsible for her death accountable,” Secretary Mike Carroll said in a statement. “As the family has a prior interaction with the child welfare system, a thorough quality assurance review will be conducted to review all prior interactions this family has had with the child welfare system.”

It was after a shift at the hospital that a family member found Broz dead in her yard. Deputies with the Baldwin County Sheriff's Office (BCSO) were called to the scene around 8 a.m. Family members and friends have stopped by to find out the news. Deputies say that Broz's car was taken Friday morning around the time she was killed. They are now looking for the car, but they have not said how Broz died. "We've been careful working this scene," explained BCSO Major Anthony Lowery. "It's taken most, part of the day you've been here, it's one of those things you only get one opportunity to work a crime scene. We've gone very slow and very diligent with what we are doing and at this point we still want to hold some of that information close to the vest. We want to keep the integrity of the investigation held together." Deputies say Broz's car, a white 2003 Chrysler Concorde with a dent or scratch on the front right panel, is missing. It has an Alabama plate with the tag number 1HM46. It's possible more than one person took the car. Investigators say there maybe two people involved, but there is no description available at this time. If you come in contact with anyone driving that car call 911 immediately and do not approach those near or inside the car. Deputies are considering them to be armed and dangerous. In a statement, Baptist Health Care confirmed she worked for the medical center as a respiratory therapist. "We are grieving over the loss of Peggy Broz. She worked here for more than 30 years. Our prayers are with her family and loved ones." (📰: http://weartv.com/news/local/womans-body-found-in-lillian-home) #violenceagainstwomen #restinpeace (at Lillian, Alabama)
