New top story from Time: At Least 4 Killed as Tropical Storm Isaias Whips Up Eastern U.S.

(WINDSOR, N.C.) — At least four people were killed as Tropical Storm Isaias spawned tornadoes and dumped rain Tuesday along the U.S. East Coast after making landfall as a hurricane in North Carolina, where it caused floods and fires that displaced dozens of people.

Two people died when Isaias spun off a tornado that struck a North Carolina mobile home park. Authorities said two others were killed by falling trees toppled by the storm in Maryland and New York City.

Isaias sustained top winds of up to 65 mph (105 kph) more than 18 hours after coming ashore, but it was down to 50 mph max winds as of 8 p.m. EDT Tuesday, according to the National Hurricane Center. The storm’s center was passing through the middle of Vermont, moving north-northeast at about 40 mph (65 kph).

As Isaias sped northward, the hurricane center warned of flash flood threats in New York’s Hudson River Valley and the potential for severe river flooding elsewhere in the mid-Atlantic region.

In Philadelphia, the Schuylkill River was projected to crest early Wednesday at 15.4 feet (4.7 meters), its highest level in more than 150 years. By Tuesday night, the river had already overtopped its banks in low-lying Manayunk, turning bar-lined Main Street into a coffee-colored canal.

Two people died after a tornado demolished several mobile homes in Windsor, North Carolina. Emergency responders finished searching the wreckage Tuesday afternoon. They found no other casualties, and several people initially feared missing had all been accounted for, said Ron Wesson, chairman of the Bertie County Board of Commissioners. He said about 12 people were hospitalized.

Sharee and Jeffrey Stilwell took shelter in their living room about 1:30 a.m. Tuesday as the tornado tore through Windsor. Sharee Stillwell said their home shook “like a freight train.”

“I felt like the house was going to cave in,” said Jeffrey Stillwell, 65, though once the storm passed, the couple found only a few damaged shingles and fallen tree branches in the yard.

The mobile home park less than 2 miles (3 kilometers) away wasn’t so fortunate. Aerial video by WRAL-TV showed fields of debris where rescue workers in brightly colored shirts picked through splintered boards and other wreckage. Nearby, a vehicle was flipped onto its roof.

“It doesn’t look real; it looks like something on TV. Nothing is there,” Bertie County Sheriff John Holley told reporters, saying 10 mobile homes had been destroyed. “All my officers are down there at this time. Pretty much the entire trailer park is gone.”

In New York City, a massive tree fell and crushed a van in the Briarwood section of Queens, killing Mario Siles, a 60-year-old construction contractor who was inside the vehicle, police said. A woman in Mechanicsville, Maryland, died when a tree crashed onto her car during stormy conditions, said Cpl. Julie Yingling of the St. Mary’s County sheriff’s office.

Isaias toggled between hurricane and tropical storm strength as it churned toward the East Coast. Fueled by warm ocean waters, the storm got a late burst of strength as a rejuvenated hurricane with top sustained winds of 85 mph (136 km/h) before coming ashore late Monday near Ocean Isle Beach, North Carolina. Its tropical storm status was sustained, but weakened, as it headed north toward Canada early Tuesday night.

Many homes flooded in Ocean Isle Beach, and at least five caught fire, Mayor Debbie Smith told WECT-TV.

Before making landfall late Monday, Isaias killed two people in the Caribbean and battered the Bahamas before brushing past Florida.

Tornadoes were confirmed by the National Weather Service in Virginia, Maryland, Delaware and New Jersey. Power outages also spread as trees fell, with more than 3.7 million customers losing electricity across multiple states as of 8:30 p.m. EDT Tuesday, according to PowerOutage.US, which tracks utility reports. New Jersey had the most outages of any state, with more than 1.3 million earlier in the day. New York City’s power utility said it saw more outages from Isaias than from any storm except Superstorm Sandy in 2012.

In Doylestown, Pennsylvania, officials said four children were treated for minor injuries after high winds partially tore the roof off a day care center. Also in the Philadelphia suburbs, rescue workers in Delaware County were searching for a young person who fell or jumped into the fast-moving water of a swollen creek, said Timothy Boyce, the county emergency services director.

In New York City, fierce wind and rain forced the Staten Island ferry and outdoor subway lines to shut down. The New Jersey Turnpike banned car-pulled trailers and motorcycles.

Some of the worst damage Tuesday seemed to be east and north of where the hurricane’s eye struck land in North Carolina.

“Fortunately, this storm was fast-moving and has already left our state,” Gov. Roy Cooper said Tuesday afternoon.

In North Myrtle Beach, South Carolina, the storm sent waves crashing over the Sea Cabin Pier late Monday, causing a big section to collapse into the water as startled bystanders taking photos from the pier scrambled back to land.

“I’m shocked it’s still standing,” said Dean Burris, who watched from the balcony of a vacation rental.

The Hurricane Center had warned oceanside dwellers near the North Carolina-South Carolina state line to brace for storm surge up to 5 feet (1.5 meters) and up to 8 inches (20 centimeters) of rain.

Eileen and David Hubler were out early Tuesday cleaning up in North Myrtle Beach, where 4 feet (1.2 meters) of storm surge flooded cars, unhinged docks and etched a water line into the side of their home.

“When the water started coming, it did not stop,” Eileen Hubler said. They had moved most items of value to their second floor, but a mattress and washing machine were unexpected storm casualties.

“We keep thinking we’ve learned our lesson,” she said. “And each time there’s a hurricane, we learn a new lesson.”

Spring Lake

As you drive to Spring Lake, a small community in Eastern Hernando County here in the Nature Coast region of west-central Florida, what you may be struck most by is the sense that you are no longer in Florida at all. As if through some magical combination of temperature (such as when it’s 74 degrees and breezy on a Spring day), low humidity, high blue cloudless skies, and the beautiful rolling-hill topography here atop the Brooksville Ridge, it will be like you have left Florida behind. The congested, flat, strip mall infested Florida of the U.S. 19 corridor through Pasco and Hernando Counties suddenly becomes a thing of the past, and for all you know you could be driving through the foothills of South Carolina into North Carolina and in a few hours the Blue Ridge Mountains will appear on the horizon in front of you. Indeed, as you summit a hill just north of the Spring Lake town limits an entire vista opens up in front you and hundreds of rolling acres and the crest of a second ridge await on the horizon to the north.

You may be moved to stop to take a picture. If you stop at that very spot on the crest of that very hill, you won’t even have to pull onto the shoulder of the road. You can pull into the parking lot of Boyett’s Grove. Boyett’s Grove Citrus Attraction is an old-school Florida roadside tourist stop in Spring Lake that dates back to the middle of the 20th Century. Here, despite the hills, you will know you’re in Florida.

Originally a functioning citrus grove, Boyett’s Citrus attraction was born in the early 1960s when a hard freeze damaged many of the citrus trees that provided the family that owned them with a living. They were forced to find an innovative way to preserve the remaining trees and keep the business afloat.

In the attraction’s gift shop, you can buy wildflower honey by the gallon, chocolate alligators, oranges and grapefruit, and even Grape Nehi Soda if you’re so inclined.

Spring Lake, Florida Community

The community of Spring Lake was established in the middle of the 19th Century partly through Armed Occupation Act land grants. The Armed Occupation Act of 1842 was designed to encourage settlers to occupy Florida land seized during the Seminole Wars. Any man over the age of 18 could apply for up to 160 acres of land on the condition that he keep and bear arms and be prepared to man local militias in the event of any disturbances that may arise. Many such grants were made of fertile land here along the high country of Florida’s Brooksville Ridge. Some of Hernando County’s oldest and most prominent families called Spring Lake and the surrounding area home, including the Hope family, the Howell family, the Lykes family, the Lee family, and the Rogers family. Each of those family names ring out in discussions of Brooksville's history. Many landmarks and roads are named for them today.

Spring Lake United Methodist Church By the late 19th Century, the community of Spring Lake had established the Spring Lake Methodist Church, which is still active today. By the late 1880s, a public school was established that met in the church until 1889 when an early settler to the Spring Lake area donated land on which a school was built. This three-room school welcomed students for thirty years before being torn down to make room for a larger school better able to serve the community. Spring Lake Community Center National Historic Site The community of Spring Lake is also home to a National Historic Site. The Spring Lake Community Center was built in 1939 as a joint venture between the Spring Lake Women’s Club and the Hernando County Board of County Commissioners. It was as constructed using labor supplied by FDR’s New Deal program called the Works Progress Administration.

The Spring Lake Community Center is considered to be one of the United States’ finest surviving examples of rubble stone architecture. It was added to the National Register of Historic Places in 2009. When it was constructed, the Spring Lake Community Center not only provided a venue for events within the community itself, but also provided additional facilities to the school such as indoor plumbing, a lunchroom, and a library. The center continues to function to this day and is a center of community activity within Spring Lake. It is also available for event rentals. Florida is flat. There’s no other way to describe it. The Brooksville Ridge In fact, nearly 30% of peninsular Florida’s land barely rises above sea level. That’s what makes the Brooksville Ridge, which runs from the very southern edge of Citrus County just north of Brooksville down the eastern third of Hernando County into the northeast quadrant of Pasco County, so remarkable. It is formed by a layer of rich, fertile soil covering a layer of limerock underneath. This layer of soil prevented the dissolution and erosion of the limerock, preserving the elevation of the ridge, and making the area ideal for farming. The Brooksville Ridge boasts large hammocks of live oaks, incredible views, acres of farmland, limerock caves north of the city of Brooksville, and areas of lower elevation that over time have become lakes and ponds. One such lake is the namesake of the community of Spring Lake itself.

Spring Lake is surrounded by hills, making it easy to forget you are in Florida at all. Just east of Spring Lake Highway on Old Spring Lake road, the lake appears as you come down a gentle slope. The lake is flanked by native grasses and oak hammocks. Several houses with large rolling yards sit atop the surrounding hills. This is another example of the terrain in this region that’ll make you forget you’re in Florida at all. The eclectic, almost hallucinatory hodgepodge of Boyett’s Grove Citrus Attraction notwithstanding, Spring Lake offers little to nothing for the day tourist to do, which is why the place itself is so absolutely charming. It offers one-tank day-trippers an opportunity to free themselves of the relentless and typical get-up-and-go, endure-crowds, stand-in-line, and lay-like-sardines-on-a-crowded-beach offerings of most of Florida’s tourist attractions.

Image by Diane Bedard When is the last time you just got in the car with a loved one for no other reason than to take a scenic drive to someplace offering nothing to do? When is the last time you hopped in the car, put on music you love, rolled down the windows and cranked back the sunroof just to drive and enjoy views that are available in very few places in Florida? When is the last time you stopped at a roadside grove stand and bought some fresh Florida citrus and a chocolate alligator? Places like the community of Spring Lake and Boyett’s Grove Citrus Attraction are quickly becoming a thing of the past in Florida. Floridians and the visitors that come here seem to value the hustle and bustle of our state’s big-time tourist attractions more than the quiet, sleepy throwbacks of old Florida. Some of us, though, still get chills when looking from the crest of one ridge across acres of rolling farmland towards the crest of a ridge in the distance. If you’re one of those people, fill the tank with gas, grab a paper straw for your bottle of Grape Nehi, and head to Spring Lake some morning when the sky is clear. Coronavirus Hot Spots: Real Estate Practitioners Share Market Outlook as Cases Rise

The United States has undergone a series of changes these last few months with businesses shutting down, then reopening on a limited basis and life normalizing (on some level) amid the coronavirus pandemic. As states reopen their economies, however, COVID-19 cases are on the rise.

According to the KFF (Kaiser Family Foundation), a non-profit focused on national health issues, 34 states are currently considered “hot spots”—areas where cases have increased by more than 5 percent over the past 14 days; the positivity rate is greater than 10 percent over a 7-day rolling average; or the positivy rate has increased by more than 1 percentage point over the past 14 days.

Topping the list with the largest 7-day rolling average positivity rate are:

– Arizona: 26.8 percent – Mississippi: 22.8 percent – Florida: 19.1 percent – South Carolina: 17.2 percent – Texas: 15.6 percent – Alabama: 14.7 percent – Georgia: 13.5 percent – Nevada: 13.1 percent – Idaho: 11.9 percent – Kansas: 10.4 percent

How is real estate impacted in these new coronavirus hot spots? Real estate practitioners share how their markets are faring:

Rei Mesa, president and CEO of Berkshire Hathaway HomeServices Florida Realty, says that not much has changed on the real estate front due to measures the brokerage applied early on.

“We have been very proactive since way back on our approach of in-person customer interactions,” says Mesa. “We put safety at the forefront, so there hasn’t been a major change since we’ve just continued doing the same things: wearing face masks, cleaning with disinfectant, using virtual components, etc.”

What has changed, however, are homebuying trends.

“There has been a significant increase in the number of cash buyers and conventional mortgages due to the competition among buyers to secure the winning bid in multiple-offer situations,” says Beth Goldsmith, owner and team leader of Sold by the Gold of North Eastern Group Realty in Indiana. “This will continue to be a difficult market for buyers who have small down payments or limited cash to cover the spread between purchase price and appraised value.”

Mesa says he’s seen a change in property needs as well.

“We are seeing a huge demand for buyers purchasing single-family homes and not so much condos. It has to do with avoiding hallways, elevators, common areas, etc.—where people tend to gather,” says Mesa. “There’s also a desire to have private pools and areas where they can entertain their family and not be at risk. This is probably a temporary desire, but we’ve gotten a great deal more demand.”

Also of importance? Location. According to Brett Furman, broker/owner of RE/MAX Classic in Pennsylvania, buyers have been gravitating away from the city to the suburbs.

For many, markets are bustling at varying degrees and price points.

Ohio has experienced a spike in cases with a 68.7 percent change over the past 14 days. However, the markets remain strong in the lower price points, according to Victoria Valle, president and lead listing agent of Victoria’s Luxury Home Team at Danberry Realtors.

“The market is picking up in the $300,000-and-under range and has slowed way down in the over-$500,000 range,” says Valle.

In California, which has had a 62.2 percent change in cases over the past 14 days and 6,749 total related deaths, according to KFF, concerns over the coronavirus haven’t weakened homebuyer interest either.

“All markets we serve, from Santa Barbara down to the Mexican border are fast-paced, with homes receiving multiple offers in many cases,” says Mary Lee Blaylock, president and CEO of Berkshire Hathaway HomeServices California Properties. “We’ve seen lots of cash offers as well, indicating the strong consumer confidence in the real estate market as a viable investment.”

Market Impact

In Georgia, consumer confidence has been impacted at some level, according to DeAnn Golden, senior VP and managing broker of Berkshire Hathaway HomeServices Georgia Properties, but that hasn’t caused real estate to stop in its tracks.

“For clients who have experienced COVID layoffs, furloughs or decreases in income, it has impacted their consumer confidence, says Golden. “However, there are many solid buyers, sellers and investors who view this as one of the most opportune times to invest in real estate due to all the other positive economic factors, such as low inventory, low interest rates, demand for rentals, etc.”

Also of concern is the widening income gap, says Furman of real estate in Pennsylvania.

“Historically, a house in the U.S. cost three or four times the median annual income. During the housing bubble of 2007, the ratio surpassed five,” says Furman. “We are watching the spread increase between income and home price, and are concerned that we are getting close to the 2007 market.”

And with rising home prices and increased bids, the inventory challenge that’s plaguing the U.S. has worsened.

“At the end of May, there were 1,698 resale residential properties on the market for all of Greater Tucson, which is 1.5 months of inventory,” says Eric Gibbs, designated broker of Realty ONE Group Integrity in Arizona. “At the end of June, the inventory decreased by another 349 homes, which brings our inventory to 1.2 months for a total of 1,349 homes on the market. Sellers are only listing their homes if they have to and are waiting until there is a downtick in COVID cases.”

In addition to an inventory shortage, lending restrictions are tightening, posing further challenges.

“With cases rising most recently, the same health and financial concerns are ever-represent, but lending restrictions have become clear since then, and interest rates have remained low, which, in our already-speedy market, has kept buyers from competing for properties as they become available,” says Sage Francetich, associate broker of Team Idaho Real Estate.

On the other end of the spectrum, in Texas, which has had a total of 133,086 related deaths and a 72.7 percent change in cases, consumer confidence remains strong. And that has a lot to do with the inventory crunch felt across the nation.

“We have not seen a decline in consumer confidence but rather an increase,” says Nimesh Patel, broker/owner of RE/MAX Fine Properties. “We are fortunate to be in areas of new construction, so more buyers are heading in this direction. As for sellers, we continue to practice safe showings methods, and they know that inventory is fairly low in our marketplace, so they too are confident in listing.”

Patel says he’s seeing multiple-offer situations about 40 percent of the time.

As many states roll back their reopening phases, real estate continues to move forward.

For example, in Florida, many beaches closed for the Fourth of July holiday weekend to minimize crowds, says Mesa. And in California, Gov. Gavin Newsome ordered Los Angeles to close bars and restaurants and to halt indoor dining to slow the virus spread.

But real estate professionals continue serving clients while keeping everyone safe, leaning on technology for help, in addition to the usual precautions for any in-person interactions.

“We are definitely focused on using tech, and buyers and sellers are saying they are comfortable. The number of in-person interactions has reduced, but we’re still transacting,” says Mesa.

Golden says that “evolving the real estate services offering into the ‘now new world of socially safe residential real estate sales,'” is one of the most important evolutions the industry has faced.

“The fast-expanding, comprehensive offering of virtual showings, tours, open houses, floor plans and staging is also meeting consumers’ needs. Leveraging the potential for change in our industry is exciting to better meet the expectations and needs of our buyers and sellers, and will only affirm the confidence they have in us as we move forward,” adds Golden.

Furman says his brokerage is recommending that sellers reach out to them earlier than typical to give them time to “position our clients for virtual showings in the event of a COVID-19 fall spike and the possibility that the governor of Pennsylvania orders REALTORS®, inspectors and photographers to cease in-person business.”

What’s the market outlook for these next few months?

Blaylock anticipates continued low interest rates, pent-up demand and low inventory with an “extremely robust and strong market” through the end of 2020.

Mesa hopes to see a more serious approach on the part of state government to curb the infection rates.

“I believe that if Florida can be serious about curbing the infections, we will continue to be a very desirable place for people who want to live here,” says Mesa.

But if the spread doesn’t slow, other market segments like construction could be impacted, he says, and that could worsen an already aggravated problem.

“On the seller side, we continue to have challenges getting inventory, and home builders are still way behind on the housing shortage,” says Mesa.

“If the inventory continues to decrease as it has over the last 10-plus months, it could pose more havoc on the market,” says Gibbs. “Our hope is to obtain more listings in the coming months to help with the supply and demand. New construction is doing their part, offering incentives to the buyers, plus building more spec homes—this will all help.”

Golden remains cautiously optimistic about the remainder of the year, forecasting pent-up demand, low interest rates and a diversified economy that is resilient.

“We will proceed with a positive mindset and an abundance of caution and safety and respect for all,” says Golden. “There are challenging times indeed, but we have choices for how we choose to respond in times of setbacks. I am inspired by our REALTOR® community who is employing safe guidelines to evolve in these changing times and still making homeownership happen safely.

Francetich agrees, stating the virus likely isn’t going away anytime soon, so it’s best to move forward and educate clients.

“It’s essential that buyers and sellers speak with an agent that understands their needs, accommodates them and implements good practices to keep our communities safe,” he says.
