 गैंगस्टरों की बुलेटप्रूफ कारें: हाईकोर्ट का बड़ा सवाल, पंजाब और केंद्र से मांगा जवाब

पंजाब एवं हरियाणा हाईकोर्ट ने राज्य में गैंगस्टरों की गतिविधियों को लेकर गंभीर सवाल उठाए हैं। विशेषकर बुलेटप्रूफ गाड़ियों के इस्तेमाल को लेकर कोर्ट ने कड़ा रुख अपनाते हुए पंजाब और केंद्र सरकार से जवाब तलब किया है।

 मामले की पृष्ठभूमि: होशियारपुर की एक महिला ने याचिका दायर कर अपनी बुलेटप्रूफ फॉर्च्यूनर गाड़ी वापस मांगी थी, जो पुलिस ने जब्त कर ली थी। जांच में सामने आया कि गाड़ी का इस्तेमाल उसका बेटा दीपक कुमार उर्फ बिन्नी करता था — एक ए-श्रेणी का गैंगस्टर, जिस पर 41 से अधिक आपराधिक मामले दर्ज हैं और 14 मामलों में सुनवाई चल रही है।

 हाईकोर्ट के सवाल:

क्या पंजाब में बुलेटप्रूफ गाड़ियों को संशोधित करने की कोई नीति है?

क्या कोई नियम है जो तय करे कि किसे इस तरह के वाहन रखने की अनुमति मिल सकती है?

"फिलहाल पंजाब में ऐसी कोई नीति नहीं है, लेकिन हमने राज्य सरकार को इस दिशा में नीति बनाने की सिफारिश की है।"

इसके बाद, हाईकोर्ट ने केंद्रीय गृह मंत्रालय और पंजाब सरकार के मुख्य सचिव को नोटिस जारी कर 9 मई तक जवाब दाखिल करने का निर्देश दिया है।

 निष्कर्ष:

हाईकोर्ट की इस सख्ती ने यह स्पष्ट कर दिया है कि पंजाब में संगठित अपराध की गतिविधियों पर अब नीतिगत और कानूनी हस्तक्षेप आवश्यक हो गया है। ऐसे मामलों में नीति का न होना राष्ट्रीय सुरक्षा और कानून व्यवस्था पर गंभीर प्रश्न खड़े करता है।

न्यूजवेव @ कोटा डीएससीएल की यूनिट श्रीराम रेयंस में ‘मेक इन इंडिया’ के तहत देश का पहला प्राइवेट डिफेंस उपकरण मैन्यूफेक्चरिंग प्लांट कोटा में स्थापित होगा। प्लांट से 2020 तक बुलेट प्रुफ वाहनों का निर्माण शुरू होने की उम्मीद है। भारत सरकार के इंडस्टियल पॉलिसी एंड प्रमोशन डिपार्टमेंट ने लाइफटाइम डिफेंस उपकरण, बुलेट प्रुफ गाड़ियां और पायलट रहित एयरक्राफ्ट की मैन्यूफेक्चरिंग करने के लिए डीएससीएल की इकाई श्रीराम रेयंस को लाइसेंस दिया है। श्रीराम रेयंस के सीनियर वाइस प्रेसीडेट एवं यूनिट हेड वीके जेटली के अनुसार, केंद्र सरकार अभी बॉर्डर सिक्यूरिटी के लिए बड़ी संख्या में डिफेंस के अत्याधुनिक उपकरण व आर्म्स इम्पोर्ट करती है। प्रधानमंत्री नरेंद्र मोदी द्वारा ‘मेड इन इंडिया’ के तहत ऐसी कंपनियों को प्राथमिकता देना है जो डिफेंस के अत्याधुनिक उपकरणों व विभिन्न डिवाइस का निर्माण देश में ही कर सके। इसके लिए श्रीराम रेयंस को औद्योगिक नीति एवं संवर्धन विभाग (डीआईपीपी) के तहत हथियार लाइसेंस प्राधिकरण से लाइफ टाइम इंडस्ट्रियल लाइसेंस मिला है। इस योजना का लक्ष्य वर्ष 2025 से पहले देश के लिए डिफेंस उपकरण, बुलेट प्रुफ गाड़ियां और पायलट रहित एयरक्राफ्ट की मैन्यूफेक्चरिंग शुरू करना है। हालांकि 2020 तक बुलेट प्रुफ गाड़ियों का निर्माण शुरू करने की योजना है। जेटली ने बताया कि 10 एकड़ क्षेत्रफल में बनने वाले प्लांट में बडे़ निवेश से निर्माण कार्य होंगे, जिससे 500 से अधिक कुशल व अकुशल लोगों को प्रत्यक्ष व अप्रत्यक्ष रोजगार मिलेगा। प्लांट से सालना 500 पायलट सहित विमान (यूएवी), 3000 बुलेट प्रुफ गाड़ियों की मैन्यूफेक्चरिंग के अतिरिक्त ग्राउंड डाटा टर्मिनल व ग्राउंड कंट्रोल स्टेशन और लांचर के लिए भी लाइसेंस दिया गया है। खास बात यह कि एडवांस्ड टेक्नोलॉजी से निर्मित ये बुलेट प्रुफ गाड़ियां सेना, बीएसएफ, सीआरपीएफ व पुलिस द्वारा जमीन, पानी, बालू या बर्फ आदि पर भी दौड़ सकेंगी। इस गाड़ियों के टायर भी बुलेट प्रुफ होंगे। ऐसे अत्याधुनिक उपकरण देश की सुरक्षा करने वाले सेना, बीएसएफ, सीआरपीएफ व पुलिस के जवानों की सुरक्षा को और मजबूत करेंगे। देश के लिए यह गर्व की बात

VK Jaitly, Sr.VP & Unit Head डीसीएम श्रीराम इंडस्ट्रीज लिमिटेड, कोटा के सीनियर वाइस प्रेसीडेंट व यूनिट हेड वीके जेटली के अनुसार, देश का पहला डिफेंस उपकरण आधारित प्लांट राजस्थान के कोटा में डीएससीएल के श्रीराम रेयंस ग्रुप परिसर में स्थापित होगा। नए प्लांट के लिए 10 एकड़ भूमि चिन्हित कर ली गई है। भारत सरकार द्वारा 3 जुलाई को निजी क्षेत्र में देश के पहले डिफेंस उपकरण प्लांट का लाइसेंस हमें मिला है। प्लांट में त्रिस्तरीय सुरक्षा व्यवस्था रहेगी। लाइसेंस से पहले इंटेलीजेंस टीम ने प्लांट व इंजीनियर���स के वर्किंग सिस्टम की मॉनिटरिंग की। उन्होंनेे कहा कि यह राजस्थान सहित देश के लिए गर्व की बात है कि स्वदेशी तकनीक पर अत्याधुनिक डिफेंस उपकरणों का निर्माण होगा। प्लांट में निर्माण का वॉल्यूम सरकारी नीति के अनुसार निर्धारित होगा। डिफेंस उपकरणों की सप्लाई टेंडर बेस्ड होगी। नई तकनीक से बने डिफेंस उपकरण, बुलेट प्रुफ गाड़ियां और पायलट रहित एयरक्राफ्ट देश की सेना को नई ताकत देंगे, जिससे देश के विभिन्न हिस्सों में नक्सलवाद, उग्रवाद या आतंकवाद पर तेजी से नियंत्रण करने में मदद मिलेगी। स्वदेशी डिफेंस उपकरण प्लांट में मजबूत सुरक्षा घेरा - प्लांट में प्रवेश की कड़ी सुरक्षा रहेगी। समूचे क्षेत्र में कोई पंछी भी पर नहीं मार सकेगा। - सिक्योरिटी पर विशेष फोकस रहेगा। - कोटा में लॉ एंड ऑर्डर सामान्य होने से इस शहर को चुना गया। - प्लांट की प्रोजेक्ट रिपोर्ट पर तेजी से काम होगा, 2020 तक प्लांट ऑपरेशनल हो जाएगा। - प्रतिवर्ष 500 पायलट रहित विमान (यूएवी), 3000 बुलेट प्रुफ गाड़ियांे की मैन्यूफेक्चरिंग होगी। - पायलट रहित विमान 500 से 2000 किमी दूरी तक उडान भर सकेंगे। - ये ऑनलाइन सिस्टम से कंट्रोल रूम से जुडे़ रहेंगे। - टेंडर आधारित व डिफेंस आर्डर पर होगी सप्लाई। - मानव रहित विमान से आतंकी गतिविधियों पर रोक लगेगी। - स्वदेशी प्लांट शुरू होने सेे विदेशों पर निर्भरता व इम्पोर्ट में कमी जाएगी। Read the full article
