MY NEIGHBOURS ARE MOVING OUT!

This morning i get woken by an alert on our Ring camera that someone has parked outside at some ungodly hour for a Saturday morning... through bleary eyes i unlock my phone and get the best sight of the last 14 months... a removals truck!
I’m sure most of you know the saga of my neighbours; the house next door is rented and the landlord leased it to a very dysfunctional family. Two teenage kids that may or may not have been biological siblings but would fuck (loudly) when their parents were away on holiday. The entire family were heavy Cannabis smokers and because our houses are so close together the smoke would pour out of their windows and into ours. It made me sick multiple times as whatever it was laced with was more than just weed. My business took a huge blow because i could no longer schedule clients for wedding consultations at home in case they turned up and next door were trying to rival someone sending smoke signals. The teenagers would have such violent fights that things would fall off the walls in our house, the parents would have equally violent fights that would spill out into the street. My kid learnt some new curse words that i had to explain never to say again (Fucking Cunt and Cum Stain were just two terms the husband used to yell at his wife.  Our electricity bill went through the roof in the summer where we had to run air-conditioner units to cool our house rather than have our windows open and suffer the smoke (we have to keep the house cool as my 8yo has type 1 diabetes and hot temperatures can increase insulin resistance).
We made official complaints multiple times over the 14 months they’ve lived next door, both to the rental agency and directly to the landlord/owner, but every time we did the tenants gaslight them saying ‘oh its cannabis scented incense’. Well guess what? We bought some of that incense, it smells nothing like pot. In fact it smells really nice! It smells like a typical hippy store that would sell crystals and tie dye shirts. It doesn’t smell of incest and gaslighting.
So now we wait. We wait to see if the landlord will refurbish the property. Its a 4 bed 2 bath townhouse that currently rents for £1400 a month, but its in dire condition. Its been a rental for a decade and no-one has stayed longer than a year. The bathroom, kitchen, and heating system are all original. Half the windows are single glazed wooden frames that are rotting as the owner only replaces them one at a time. If he spent £10,000 on refurbishing the property he could raise the rent to £2500-£3000 a month, to a family that would actually look after the property.
The nightmare is now over.

The mood at the Sankofa Cultural Arts and Business Center on Chicago’s west side was celebratory on June 25, 2019, as hundreds gathered to watch Illinois make history.
With the stroke of a pen, Gov. J.B. Pritzker made it legal for adults in Illinois to possess up to 30 grams of marijuana without fear of arrest. When sales began in 2020, legalization was expected to be a financial boon for the state, but the promise went deeper for some supporters.
“Today, we're hitting the reset button on the war on drugs,” the bill’s sponsor, Rep. Kelly Cassidy, D-Chicago, said to applause. “Today, we begin the process of undoing the harm of the war on drugs.”
People who had been arrested for, but not charged with, low-level cannabis offenses would have those records erased automatically. Pritzker pardoned thousands more who were convicted of possession of less than 30 grams. Anyone who had been prosecuted for possession of up to 500 grams – a little more than a pound – would be able to petition the court to have those records expunged.
“Today we're giving hundreds of thousands of people the chance at a better life, jobs, housing and real opportunity,” Pritzker said.
Around a third of Americans have some kind of criminal record by the time they are 25, said Daniel Kuehnert, a staff attorney in the western office of Land of Lincoln Legal Aid, a nonprofit serving a swath of Illinois from the Metro East to the Quad Cities. While it may just be an arrest record, “those records are consulted by basically all sorts of entities for important life decisions,” he said.
“And particularly with employment, we see employers who have better jobs doing the heavier criminal background checks,” said Megan Kinney, the managing attorney at Land of Lincoln Legal Aid’s central office, which serves clients in six counties in southwest Illinois. “So it really is not only a barrier to employment, but it's a barrier to good, well-paying, stable jobs with benefits.”
Land of Lincoln Legal Aid was one of 18 nonprofits that joined a coalition called New Leaf Illinois. The state funded the initiative, which provided free legal representation to people who wanted cannabis convictions off their record.
Christopher Bradford was among thousands helped by New Leaf. He was in his mid-20s when he was convicted of felony possession in 2003, giving him a criminal record that potential employers would not overlook.
“And I just felt like, that wasn’t right,” he said in a video posted to New Leaf’s website. “I felt like I was being singled out from others because I had a felony conviction.”
New Leaf helped Bradford clear his record, which allowed him to get a job as a kitchen manager at a restaurant in Springfield, Illinois.
“I’m working, I’m providing for my family, so you know, I’m happy,” he said.
PITFALLS IN THE PROCESS
The law wasn’t perfect.
The word “automatic” was a misnomer, said Kinney. An individual with a criminal record for marijuana had to take an active role in the court system to make that record go away, and every single court in the state is its own entity.
"You have to file a petition in every single county in which there was a charge and arrest or conviction,” Kinney said. “There's not just some magic button that someone can press and all these records just go poof, and they go away.”
The law also failed to address local restrictions on marijuana, said Kuehnert. While some counties were willing to expunge those ordinance violations, “we’ve been encountering some counties where the Judge is like, ‘Oh, hey, wait a minute, this law doesn't say anything about ordinance violations.’”
Despite those complications, Kuehnert said, Illinois generally gets high marks nationwide for how its law is structured.
“It’s been pretty good at helping people get their records cleared, helping folks move forward in their lives and helping heal some of the damage to both individuals and our communities from the war on drugs,” he said.
EXPUNGEMENT IN MISSOURI
When advocates for recreational marijuana in Missouri drafted their ballot measure, they made sure to include expungement provisions as well.
All nonviolent marijuana offenses, except for operating under the influence or sales to a minor, were to be automatically removed by the court, said John Payne, the campaign manager for Legal Missouri 2022.
While there was no formal organization like New Leaf Illinois in Missouri’s initiative, the campaign coordinated with groups like the ACLU and Empower Missouri, Payne said.
“A government program is never 100% accurate the first time,” he said. “We've talked to attorneys from some of these organizations and other attorneys who are just not necessarily affiliated with them but who have said, we'd be happy to help assist.”
Misdemeanors were supposed to be expunged by June 8, while the deadline to remove felony records is Dec. 6. But experts told KCUR those dates did not take into account how time-consuming and complicated it can be to expunge even a misdemeanor case. And while the courts asked for additional money from the state, lawmakers have not provided the assistance.
“I do know that they're making a hell of an effort because I know that the clerk's offices have hired extra people to come in and help,” Stephen Sokoloff, senior counsel for the Missouri Association of Prosecuting Attorneys, told KCUR. “In some places, I think retirees have been asked to come back and help.”
The law does not outline a penalty for missing the expungement deadlines.

France is "submerged by drug trafficking", according to a particularly alarming investigative report delivered by a group of French senators on May 7.
Just one week later, a notorious French drug baron was freed by gunmen in a spectacular attack on a prison van that killed two police officers, wounded three others, and shocked the nation.
Now the story of a small-town mayor on trial for complicity with drug trafficking appears to illustrate the scale of France's drug dealing problem.
Nineteen people went on trial in Paris on Monday in connection with drug trafficking in the northern French town of Canteleu, home to 14,000 residents in the Normandy region. 
The defendants include the town's former Socialist mayor, Mélanie Boulanger, elected in 2014, and her deputy, Hasbi Colak. Both are accused of “complicity in drug trafficking” of cocaine, heroin and cannabis.
A town under control
The Canteleu affair began on September 25, 2019, when police officers stopped two men in an underground parking lot in the northern Paris suburb of Seine-Saint-Denis. One man had just supplied the other with 2 kg of 80% pure cocaine in exchange for €50,000 in cash. Yassine D., aged 34, was stopped at the wheel of a Citroën Berlingo registered to a kebab restaurant in Canteleu. The manager of that restaurant was none other than Colak, who was then Canteleu's deputy mayor in charge of economic development.
Canteleu, in Normandy, has been the centre of a vast drug trafficking operation run by the Meziani family for some fifteen years, according to the police.
Police investigators estimate that the Mezianis make more than €10 million profit a year from their business, largely due to the import of cocaine. “There's a very significant influx of cocaine into France, so the product has to be able to flow. In some areas, cocaine has supplanted cannabis," said Jérôme Durain, a Socialist Party senator and co-chairman of the commission of inquiry into drug trafficking.
In Canteleu, part of this trafficking took place in the Cité Verte, a housing project in a poor neighbourhood where the Meziani family were raised. Colak knew some members of the Meziani family and they used his position as an elected official to facilitate their business.
According to court documents consulted by FRANCE 24, on December 10, 2019, Colak informed then mayor Boulanger that the “bosses” of the Cité Rose, another housing project considered a hotbed of drug trafficking, were unhappy at not being informed about the installation of video surveillance cameras.
On January 29, a drug dealer was arrested in the area, sparking the traffickers' wrath. Boulanger appeared to apologise to Colak over a wiretapped phone line: “They didn't tell me they were going to make the arrest so quickly.”
On February 7, a new arrest set off a firestorm between the traffickers and the mayor's team, who were accused of having “given the green light”. Once again, the mayor was asked where she stood: “I'm willing to work with them (...) You can say it comes from ‘people in the church’, just don’t say ‘it’s coming from the priest'.”
After another police operation in a bar frequented by drug dealers, one of the kingpins actually used Colak's direct telephone line to negotiate with the mayor. “After a long conversation, Mélanie Boulanger agreed to call the police commissioner to stop the patrols,” the investigators wrote in the referral order accessed by FRANCE 24.
“It was clear that Hasbi Colak had links with the Canteleu traffickers. He relayed to Mélanie Boulanger their requests, their recriminations and sometimes pleaded their case."
Standing alone against drug barons
After a three-year investigation, Boulanger and Colak were indicted at the end of April 2022 for complicity in drug trafficking. They deny most of the charges against them. Since her election in 2014, Boulanger had publicly alerted national authorities to the rise in drug trafficking in her city, as reported in Le Monde. “Traffickers and troublemakers are steadily gaining ground,” she wrote in 2017 to the then French interior minister, Christophe Castaner.
Other letters followed, to no avail. The lack of response to her letters raises questions as to whether Boulanger gave in to pressure from traffickers due to a lack of support from the authorities.
At the time of her indictment, Boulanger, who has since resigned, read a statement to the judge in which she underlined her isolation as an elected official in her fight against crime. Presumed innocent, like her deputy, she is expected to explain herself more fully at her trial.
As for the Meziani family at the heart of the affair, one of the brothers, Aziz, is being tried in absentia. He has sought refuge in Morocco, where he has built a lavish villa and is reported to live a quiet life. And for good reason: Morocco rarely extradites French-Moroccan citizens.
Another brother, Montacer, did not appear in court on June 5.  "Noting that Montacer Meziani's hospitalisation prevented his appearance in court," the court ordered a medical examination to determine whether he would be fit to stand trial by July 11, after which date he would automatically be released, the legal time limits authorising his continued pre-trial detention having expired.
But prosecutors fear that once out of prison, Montacer would find refuge in Morocco like his brother Aziz, the other presumed head of the network.
An older brother of Aziz and Montacer Meziani, who was sentenced in 2004 to ten years' imprisonment for drug trafficking in another case, is also presumed to be on the run in Morocco, the court recalled in its summary of the facts on Tuesday.
