Remembering LASH
In 1969, while working for a ship agency in downtown New Orleans, one of the agents announced there was a ship at general anchorage which loaded barges into the vessel! A group took a launch to view the Acadia Forest, the first LASH vessel. 
She was quite a sight, at 49,000dwt, with the bridge forward, and an unusual crane on the aft end. It was a gantry type crane transiting the length of the cargo space, working the barges aft. This was a LASH (acronym for Lighter Aboard SHip) vessel, carrying small, box-type barges (lighters) approximately 60 feet long, 30 feet wide and 15 feet high. 
Depending on the specs, a “mother vessel” could accommodate 84 to 89 barges, utilizing the onboard crane. Periodically, empty barges were stacked on the top tier, with the assistance of a shore crane, for the purpose of repositioning empties. A few LASH vessels were able to accommodate some containers. 
LASH can be described as an early version of the intermodal concept, utilizing barges instead of containers. Like a hub and spokes, the barges were towed between the mother vessel and many ports and private facilities along inland river and intracoastal systems. In the U.S. Gulf, barges were worked at many ports between Brownsville, TX and Port St. Joe, FL – with the mother vessel calling only one port.
The LASH system was developed by a U.S. maritime architect firm in New Orleans. The mother vessels and barges were built in U.S. and abroad. It is interesting to note the Russians built two nuclear powered LASH vessels, presumably for military use. However, they were restricted from many ports, and not used commercially. LASH operated from 1969 to 2007.
The cargo capacity of a barge was 385 metric tons (mt) and 550 cubic meters. The maximum draft was about nine feet. Average tare weight of an empty barge was 80mt. The mother vessel was able to drop and pick barges at anchorage. The operation required multiple tow boats to coordinate the movement of barges between the vessel and local fleeting areas. This was an advantage at congested ports, where conventional vessels had to wait for a berth. 
Most barges were constructed of steel, with three inter-locking steel hatch sections weighing 1.3 mt each. Some barges had a single fiberglass top. A handful of fiberglass barges were built as an experiment to reduce weight, but were never used commercially. Several specialized barges were developed, including a “long steel” barge, which featured a slot in the fore and aft combings, to accommodate cargo up to 60 feet long. The standard barge had a hatch opening of 44 feet.
One American flag carrier operated a fleet of three LASH vessels from the U.S. Gulf to the North and East Coast of South America. As this carrier was a member of the Inter American Freight Conference, and was the sole LASH carrier in the conference, it was dictated that cargo could be loaded to and discharged from barges only at berths which could accommodate ocean going vessels. While this limited the advantage of LASH, it was countered by the fact that the vessel could serve as many as three ports in the same day, and was not subject to berth congestion while working barges at anchorage. 
The vessel also had a cellular hold aft of the house, with a self-sustaining container crane, where containers were stowed athwartship. At Houston, the containers were drayed to Barbour's Cut, where only a “T” shaped pier existed. There was a small fenced area for the containers to be staged overnight for the vessel to arrive. Today, Barbour's Cut on the Houston Ship Channel is a major container facility.  
Another carrier built an innovative terminal in Memphis, equipped with the crane from a LASH mother-vessel. The crane ran on sponsons over the cut in the river, lifted barges from the water, and tracked them into a warehouse to load and discharge in all weather conditions.
An American flag carrier had LASH barges fitted with AC/DH equipment (air condition/dehumidified) and carried ammunition and missiles for the U.S. Military. These vessels could be positioned at strategic locations and remain on station for long periods of time to be deployed as needed. This worked successfully for many years, until the shift to containers. LASH barges were frequently utilized in foreign ports as secure floating warehouses for military goods.
Specialized self-propelled, and towed, semi-submersible feeder vessels were built to shuttle LASH barges across open water to smaller “outports” to limit the amount of port calls for the mother vessel. One of the self-propelled vessels is still in service, as it was seen in 2019 loading an old paddle-wheel boat in the lower Mississippi River.
The barges carried a multitude of breakbulk and bulk cargos – including forest products, lumber, steel products, non-ferrous metals, grains, ores and minerals, machinery, vehicles, military equipment, vessel supplies, household goods and project cargoes.
Advantages of LASH
A major advantage of LASH was the ability to load and discharge the barges at inland river terminals and private facilities, in order to reduce inland truck and rail transportation costs for shippers and receivers, to and from deep-water ports. Many breakbulk exporters and importers in the U.S. owned facilities along the Mississippi, Ohio and Arkansas River systems; and realized the advantages of using LASH. A similar scenario with river systems existed in other areas, such as Western Europe.
The LASH system reduced potential claims, since the cargo was not transloaded and re-handled at a deep-water port, after being loaded and secured upriver in a LASH barge.
The costs of loading and unloading the barges at non-union inland river terminals was typically less expensive. And it was cheaper to tow barges for loading at several coastal ports, instead of the mother vessel making multiple calls.
Port costs were reduced with the mother vessel working at anchorage, and not waiting in line for a berth.
LASH offered flexibility. Customers were able to sell and ship smaller quantities of products (especially bulk), in increments of 385 mt, to many different ports, over a longer period of time. Essentially creating a pipeline of product. As opposed to moving larger quantities per shipment, as typically required on a bulk vessel.
Disadvantages of LASH
As the barges were single skinned port and starboard (double fore and aft), sweating was a problem at certain times of the year. A remedy was to line the barge with plywood to separate the cargo from the barge hull this was a cost item.
Rough handling of barges by tow companies caused damage, and claims. A fully laden LASH barge had little freeboard, and sat low in the water – which became an issue in tows which combined LASH and standard river barges (approximately 195 feet long and 35 feet wide) which sat much higher. The barges were not easily incorporated into river tows, so they were placed within the tow with a rake type barge in front. 
Some towers would charge much higher rates, or decline to move these barges. This forced some LASH operators to create their own towing companies in the U.S. and overseas. LASH was at the mercy of the towing companies.
Cargo was generally limited to length of 44 feet and height of 13 feet. If cargo did not stow well in the barge, creating dead space, then it was not a cost-effective means of transport for the shipper.
The mother vessels were expensive to operate and maintain. The cranes were slow and susceptible to breaking down. Some of the older vessels had steam turbine propulsion, fueled by bunker C. The diesel propelled vessels were more efficient.
From the beginning, this system caused problems with organized longshore labor, as the vessel could drop and pick up barges with only a few personnel, rather than the 18-man gangs which was the norm at the time.
There were several innovative experiments with LASH barges, none of which were cost effective. Containers were becoming more prevalent, but they did not stow well in LASH barges, since there was no consideration for integrating these two systems. Plans for new generation LASH vessels and barges were created, but never utilized.
In the end, LASH had a finite lifespan, and was doomed to obsolescence at the hands of the container carriers. It was an expensive way to move low revenue cargo. However, it was a very interesting and unique service, and worked extremely well for many commodities and customers. In nearly 40 years of service, millions of tons of cargo were hauled, and many jobs were created. LASH will always have a place in the annals of maritime history.

Lubeck’s merchants were principal originators of the League, trading from a hub between the German hinterland, Scandinavia and the Kievan Rus (itself a Federation of areas that now comprise parts of western Russia, Belarus and Ukraine).
You can still see this active society reflected in the buildings and communities in places such as Lubeck, Rostock and Stralsund, which were important Baltic sea ports at the time. It still figures in German culture, from the name of their airline to the local football clubs, and an “H” put before the town letter on car number plates.
Lubeck
Lubeck has a large and well-defined medieval city area, which is an island that the Trave River flows round. It is very walkable and has a neat port area on its northwest side along An der Untertrave with a few historical ships, including a lightship, for your nautical fix. The city’s renaissance-era ceremonial gate, the Holstentor, with its chubby ceremonial towers that appear to lean in to each other, is suitably impressive. You can “almost” not see post-renaissance buildings as you walk towards it.

Heading into the central Markt, south of the 13th-century Marienkirche, you find many well-preserved (or restored – Lubeck was bombed in WW2) medieval features, including the medieval city hall.

Hansamuseum. Lubeck’s European Hansamuseum (An der Untertrave 1) is well worth a visit to understand how trade developed in the early middle ages and developed today’s Baltic cities into prosperous commercial centers, driven by considerations separate from the Church and aristocracy. Gunter Grass House. Lubeck was home to Gunter Grass, one of Germany’s most important 20th-century writers, who was born (1928) and raised in Danzig. Danzig, now Gdansk, Poland, was part of East Prussia and mostly ethnic German at the time, and absorbed into the German state in 1939. It was the city in which the novel and film The Tin Drum was set. After wartime service and art school in Dusseldorf, Grass eventually settled in Lubeck, and the Gunter Grass House (Glockengiesserstrasse 21) is well worth a visit. Grass was politically active and attempted to articulate West Germany’s postwar identity in much of his work. Notably, he failed to reveal until 1996 that part of his forced wartime service had been in the SS, which was considered an oversight at the time.
Willy Brandt House.The garden of Gunter’s house adjoins the birthplace of Lubeck’s other famous son, the postwar politician Willy Brandt, who is best known for Ostpolitik – advancing detente between Germany and the Soviet Bloc during the 1960s and 1970s. Brandt was West Germany’s Chancellor between 1969 and 1974 but had worked his way up as Mayor of Berlin (hosting John F. Kennedy’s famous 1961 speech), Foreign Minister and other posts since the 1950s. His tenure as Chancellor was cut short by the revelation that one of his aides was an agent for the East German intelligence service, the Stasi. The Willy Brandt House (Königstrasse 21) is a good place to get an understanding of Germany’s postwar history.
Other things worth seeing as you wander round this pretty town include the Buddenbrookhaus (Mengstrasse 4), which is a museum dedicated to the author Thomas Mann, and the Holstentor Museum, which is a good way to understand Lubeck’s history and to explore the two towers.
Food & Beverage. Lubeck has a local brewery, Brauburger ze Lubeck (Alfstrasse 36), that is also worth a visit afterwards. Brewed on-site, their traditional zwickelbier is highly regarded, although they have dipped a toe into IPAs.
There are plenty of solid (some literally) food options in town. For a traditional north German effort, Alstadt-Bierhaus Lubeck (Braunstrasse 19) is worth visiting. The Kartoffelkeller (Koberg 8) is a popular cellar restaurant offering plenty of options around the potato. The Junge Die Bäckerei, a regional chain on the south side of the main square, is a good breakfast or cake/coffee stopoff, and the Kaffeehaus Lübeck (Hüxstrasse 35) is a nice out of the way place.
Rostock
In contrast to Lubeck, Rostock has a more modern feel, largely due to it’s role post-WW2 as the German Democratic Republic’s (GDR) main sea port and shipbuilding center. Coming from Lubeck, which was in West Germany during the Cold War, Rostock contrasts with postwar reconstruction carried out by the GDR, which existed between 1949 and 1990. It’s a pleasant mid-sized town that doesn’t deal with overtourism and is a good base for the surrounding region.
Rostock’s city is worth a look to see Soviet-era architecture, such as its postwar Communist parade, Lange Allee, which splits the city north and south. What is left of Rostock’s rebuilt old town, to the north and east of the center, is pleasant and unassuming and you can pass through it on the way to the waterfront on the north side of town.
Rostock maintains many of the Communist-era street names, so it will be possible to find Karl-Marx Strasse and Rosa Luxemburg Strasse – although this isn’t unusual in former GDR cities.
Rostock is a good base to see two nearby attractions, the beach town of Warnemunde and the preserved East German merchant ship Typ Frieden, which has a unique exhibit of East German shipbuilding and its merchant marine. Both can be done in the same journey as they are along the same local S-Bahn rail line that runs north to the beach.
Warnemunde. Warnemunde is a rather touristy (receiving cruise ships) but fun German seaside resort which as a fishing village grew from the late 19th century, when working and middle-class Germans – especially from Berlin and other large cities – started to be able to take vacations. It’s not really worth an overnight stay unless you are a beach person. You can either go to Rostock Hauptbahnhof and take the S-Bahn local train up, or if located in central Rostock, take the No. 1 or 5 trams west to the Rostock Holbeinplatz S-Bahn station and take the train north from there.
From the train station, you can cross west over the Alte Brucke and wander up Am Strom to the beach, and grab a backfisch and a beer along the way. It’s quite pleasant and laid back. There are also some decent places for lunch away from the main crowd if you head south along Am Strom from the Alte Brucke – zur Krim was good and had a nice garden out front.
The Typ Frieden. Rostock’s Shipbuilding and Maritime Museum is located in the cavernous cargo hold of the Typ Frieden, a 1957-vintage merchant ship built in Rostock that operated as the Dresden until 1970. It has a very comprehensive museum of shipbuilding and the merchant marine of the industrially diligent GDR. Now that that the GDR has been gone for 30 years, it’s an insight into a bygone era of communist heavy industry.
The ship’s large multi-deck cargo hold contains the museum, which has mainly photographic, equipment and model exhibits. If you are interested in heavy post-war industry or how socialist shipping lines served Soviet Bloc routes to Cuba, this is the place to go.
The bridge, engine room and crew quarters are preserved in all their 1950s glory.
To reach the museum, take the train to the Rostock-Lütten Klein stop and walk east via the conference center and the park (which is a wetlands area) to the riverfront. (www.schifffahrtsmuseum-rostock.de)
Food, Beverage & Accommodation. Rostock has a good range of food options and doesn’t suffer from overtouristed clip joints. The Braugasthaus Zum alten Fritz brewpub, located on the waterfront at Warnowufer 65, has a typical German menu and fresh draught or bottled Störtebeker beer (https://www.alter-fritz.de), brewed in nearby Stralsund. The Altstädter Stuben, in the old town to the east at Altschmiedestrasse 25, is a good neighborhood restaurant. Kaminstube, at Burgwall 17, is another low-key place in the northern old town with a large outdoor veranda to get a beer from the local brewery or a meal. I stayed at the Pentahotel, Schwaansche Strasse 6, which is central and modern, with a good lounge area on the ground level and outside.
Transport Logistics. Rostock and Lubeck are easily reached from Berlin. I went via Copenhagen to Lubeck, and both bus and rail journeys (about 4 hours) connect via the Rodby-Putthaven ferry link. AWB:
Air Waybill
Accessorial Services/Fees:
Services provided by an airline in addition to the normal transportation service. These charges are not included in the basic weight rate charge.
Common accessorial services include:
advancement of charges, pick-up, delivery, C.O.D. service, signature service, storage, demurrage, and loading/unloading.
Account Number:
A specific number assigned by any airline, to an approved customer, used for billing and other computerized functions.
Actual Weight:
What the shipment actually weighs on a scale.
Advance Arrangements:
The shipper must make arrangements with the carrier prior to the intended date of shipping. See Booking.
Advancement of Charges:
A service under which airlines, in some instances, pay incidental charges arising before or after airhaul. Examples would include cartage and warehousing costs. These charges can be paid in advance for the convenience of either the Shipper or Consignee.
Agent (IATA):
A forwarder, agent or broker who is recognized and approved by IATA, appointed by a carrier and authorized by the respective carrier to receive and prepare shipments and to collect charges. See Cargo Sales Agent.
Air Freight:
The goods for transport in any volume, and the type of service airlines provide to transport the goods. The term most commonly used is Cargo.
Air Freight Forwarder:

Air Waybill:
Shipping document used by the airlines for air freight. It is a contract for carriage between shipper and carrier covering Intra-US and international transportation of cargo to a specified destination. It includes carrier conditions of carriage highlighting such items as limits of liability and claims procedures. The Air Waybill also contains specific shipping instructions to airlines, a description of the commodity, and applicable transportation charges. Air Waybills are not negotiable.
Airbill:

Aircraft:
Most commonly used term for airplane. See Equipment.
Airport-to-Airport:
From one airport facility to another airport facility. (No pick-up/delivery service applies.)
Allotment:
A blocked space by airlines, on behalf of forwarders / shippers.
Articles of Extraordinary Value – (AEV):
Commodities identified as high-value items that require advance arrangements and special handling.
Assembly Service:
A service by which an airline assembles shipments from one or many shippers and transports them as one shipment (not necessarily at one time or flight) to one Consignee.
Astray:
Cargo that is traveling without paperwork or on paperwork in place of the original
ATA:
Actual Time of Arrival, or Airport-To-Airport Attractive Merchandise:
Commodities such as cameras, radios, electronic equipment, etc., that are handled as high-value shipments but not rated the same.
Backhaul:
To move a shipment back over part of a route already traveled.
Banded/Banding:
Cargo wrapped and/or secured with metal or plastic strips
Bank Release:
An import shipment requiring notification and release from a bank or in care of a bank. The release must be on the bank’s stationary and must be an original copy. Photocopies, fax, and phone calls are not acceptable. Also see Letter Of Credit
Belly or Belly Pits:
Compartments located beneath the passenger deck used for cargo, baggage storage and mail.
Bill of Lading:
A document by which a carrier acknowledges receipts of goods and contracts to move them. The Air Waybill is a form of bill of lading. See Air Waybill.
Bonded Carrier/Trucker:
A firm that has posted bond with the government and is licensed to carry and hold in their facilities’ goods that have not been granted a clearance by countries’ Customs Authorities.
Booking:
A shipper has prearranged cargo space on a specific flight(s) creating a booking, or reservation. See Advanced Arrangements.
Broker (Customs):
A person or firm licensed by the Customs Authorities to transact business with customs on behalf of importers for a fee. See Customshouse Brokers
C.O.D.:
Collect on Delivery
C.O.D. Fee:
The fee charged for collecting the COD amount for the shipper.
CWT:
Hundred weight
Cargo:
The goods for transport in any volume, and the type of service airlines provide to transport the goods. Exceptions:
(a) Mail or other property under the terms of an international postal convention. (b) Baggage carried under a passenger ticket and baggage check. Unaccompanied baggage moving under an Air Waybill is cargo. See Air Freight.
Cargo Sales Agent:
An agent appointed by IATA to solicit and process international cargo for shippers. IATA Cargo Sales Agents are paid commissions by the airlines without added cost to the shipper or consignee. See Agent IATA
Cargo Transfer:
Cargo arriving at a point by one carrier and continuing its journey through another carrier. See Interline.
Carnet (ATA Carnet):
A document issued by Chambers of Commerce, permitting the holder to carry or send merchandise temporarily into certain foreign countries (for display, demonstration, or similar purposes) without paying duties or posting bonds.
Carrier:
A term synonymous with airline. Each airline is a carrier of passengers and cargo.
Carrier Certificate:
A document prepared by the Carrier containing the master Air Waybill number, house Air Waybill number, flight number and date the shipment arrived and the storage date. The consignee/broker needs this information in order to clear customs.
Certificate of Origin:
A document to prove the place of origin for specified goods, required by certain foreign countries for tariff purposes.
CNEE:
Consignee
Co-Loader:
The participants in a consolidation other than the master loader. Each provides all the documentation required for their shipment to the master loader. See Consolidation, MAWB, HAWB, Master Loader.
Collect Charges:
Charges entered on the Air Waybill for collection from the consignee. Freight collect, charges forward or charges collect also have the same meaning.
Collect on Delivery – (C.O.D.):
A transportation service under which the purchase price of the goods is collected by the carrier from the receiver at the time of delivery, and subsequently, payment is transmitted by the carrier to the shipper. Carriers charge a nominal fee for this service. As the term COD implies, payment is due upon delivery. There are no credit provisions in COD service.
Commercial Invoice:
Shipper’s documentation describing the goods and their value which must accompany all international and transborder shipments
Commodity Code:
A system for identifying a given commodity by a number as a means of facilitating, for example, the application of computerization to freight transportation.
Conditions of Contract:
The terms and conditions established by the air carriers for the carriage of goods. These conditions are printed on the Air Waybill and include such items as limits of liability, claims limitations, indemnity and dimensional weight rules.
Connection Time:
Allowable published time to connect cargo from one flight to another
Consignee:
The receiver of a shipment, or to whom the shipment is consigned
Consignment:
Shipment of one or more pieces of property, accepted by the carrier from one shipper, receipted for in one lot, and moved on one Air Waybill, to one consignee at one destination.
Consular Invoice:
A document required by some foreign countries, describing a shipment of goods and showing information of the shipment. It is certified by a consular official of the foreign country. It is used by the country’s customs officials to verify the value, quantity and nature of the shipment.
Container:
A shipping device, airline provided or shipper provided, allowing a convenient and lower cost method of shipping. See ULD – Unit Load Device.
Containerization:
The use of box-like or other unit load devices (ULD) in which a number of packages are stored, protected, and handled as a unit in transit. See Container and ULD.
Conversion Rate:
The rate used to convert one currency to another. See Exchange Rate and Rate of Exchange. Customs:
A government authority designated to regulate flow of goods to and from a country and to collect duties levied by a country on imports and exports. The term also applies to the procedures involved in such collections.
Customs Airport:
Designated airports in each country which have customs facilities.
Customs Clearance:
A shipment must clear customs when it enters any country from another.
Customs Declaration:
A statement, oral or written, attesting to the correctness of description, quantity, value, etc., of merchandise offered for importation into the U.S.
Customhouse Broker:
A broker who is licensed by the Customs Authorities to act for importers and other businessmen in handling the sequence of customs formalities and other details attendant to the legal and expeditious importing of goods.
Dangerous Goods:
Articles or substances which are capable of posting a significant risk to health, safety, or property when transported by air if not packaged according to federal regulations.
Declared Value for Carriage:
The value of goods declared to the carrier by the shipper for the purposes of determining charges or establishing the limit of the carrier’s liability for loss, damage, or delay.
Declared Value for Customs:
The selling price of the contents or the replacement cost if the contents are not for resale. The amount must be equal to or greater than the declared value.
Delivery Authorization Document – (DAD):
A customs term for a 7512 (I.T.) or a 3461 (Clearance) or a straight Air Waybill stamped by customs.
Department of Transportation – (DOT):
An executive department of the U.S. Government established by the Department of Transportation Act of 1966 for the purpose of developing national transportation policies.
Destination:
The final stop of cargo that is being transported. Sometimes referred to as the final destination. exists.
Diversion:
Landing at a location other than the planned destination
Documentation:
The required paperwork accompanying a shipment such as an Air Waybill, a health certificate, invoices, shipper’s export declaration, etc. Dolly:
A piece of equipment with wheels, used to move containers and pallets to/from the aircraft
Door-To-Door:
Used when pick-up and delivery service applies.
Drop-Off:
Shipper delivers shipment(s) to the Air carrier for transportation. See Tender
Drop Time:
A published time frame at each airport city when the shipper must drop off cargo prior to flight departure
Duty:
A tax imposed on imports by the customs authority of a country. Duties are generally based on the value of goods, other factors such as weight or quantity limits, or a combination of value and other factors
ETA:
Estimated Time of Arrival
ETD:
Estimated Time of Departure
Embargo:
Temporary refusal to accept cargo for transportation at certain points or in certain routes due to the type or class of cargo, limitations of facilities, emergencies, or other abnormal circumstances.
Equipment:
Used in the airline industry referring to aircraft or aircraft type, i.e., DC-10, B-727, etc.
Escorts:
People accompanying shipments on the same aircraft
Estimated Time of Arrival – (ETA):
The time at which a flight is expected to arrive as determined by operating conditions. It can differ from the scheduled time of arrival.
Estimate Time of Departure – (ETD):
The time at which a flight is expected to depart as determined by operating conditions. It can differ from the scheduled time of departure.
Exception Ratings:
Rates set at a certain percentage above the general commodity rates because they apply to commodities that require special handling, such as live animals and human remains. See Class Rate and Premium Rate
Excess Value:
The amount of declared value on a shipment that is over the carrier’s liability
Exchange Rate:
The price of one currency in terms of another
Exclusive Truck:
A shuttle truck that operates exclusively for an airline
Export:
To send or transport shipments out of a country for sale or use in another country or for personal purposes.
Export Broker:
An individual or firm that brings together buyers and sellers for a fee, but does not take part in actual sales transactions.
Export License:
A government document that permits the licensee (holder of license) to engage in the export of designated goods to specific destinations.
Firms Code:
A customs location code issued for each bonded warehouse or facility.
Flatbed Truck:
A shuttle truck that does not have an enclosed trailer
Forwarder:
See Freight Forwarder. Free domicile:
A term used in international transportation where the shipper pays all transportation charges and any applicable duties and/or taxes.
Freight Forwarder:
Serves a dual role. To the airlines, the freight forwarder is a shipper. To their customers, the freight forwarder is an indirect carrier or agent. The freight forwarder receives freight from customers under his own tariff, usually consolidating it into larger shipments, prepares necessary documents and makes arrangements for moving freight.
Freighter:
An aircraft that carries cargo only, rather than the combination of passengers and cargo
GBL:
Government Bill of Lading
GCR/GEN:
General Commodity Rate
Gateway City:
The first port of entry into a country, or the last port before exiting a country.
General Commodity:
Any cargo commodity that does not warrant a special or specified rate.
General Commodity Rate:
An air freight rate applicable on all commodities, except those for which specific rates have been filed. Rates are based on weight and distance and are published for each pair of cities an airline serves.
Government Bill of Lading – (GBL):
A document issued by a government agency used to request transportation of goods and support the billing of same in conjunction with carrier’s Air Waybill.
Gross Weight:
The weight of the shipment including all packing, blocking, platforms, special bracing, etc., if required. (includes weight of unit load device, when applicable.)
HAWB (House Air Waybill):
The individual breakdown for each part of a consolidation
Hold for Pick-Up – (HFPU) (At Destination):
Freight to be held at the carrier’s destination location for pick-up by the recipient. See also Notify on Arrival. Harmonized System – HS:
The Harmonized Commodity Description and Coding System is a system for classifying goods in international trade, identifying a given commodity by a single number.
Hazardous Material – (HAZ MAT):
A term referring to dangerous goods
Health Certificate:
A document obtained from a licensed veterinarian that is required to ship ALL live warm-blooded animals.
High Value:
A term used to identify both articles of extraordinary value and attractive merchandise.
Human Remains/Embalmed Human Remains:
Intra-US and international term for deceased human bodies. Sometimes referred to as HR
IAC:
Indirect Air Carrier
IATA:
International Air Transportation Association
IATA Agent:
A forwarder/broker that has been approved and is recognized by IATA to receive cargo, cut Air Waybills and other documents for carriers, and collect charges for air shipments.
IATA Carrier:
An airline which is a member of IATA and may accept, carry, and bill for air shipments. Intra-US counterpart is ATA.

Immediate Exportation:
Document prepared at port of departure for a shipment traveling through the U.S., which will clear customs in a different country.
Immediate Transport:
A document prepared at the first U.S. port of entry or used to amend the initial documents indicating the shipment is ready to be transported onto the final U.S. customs airport. On the occasion where routing is altered, an immediate transport document must be reissued to ensure that customs can identify exact location of goods at all times until clearance is granted.
Import:
To bring foreign goods into a country
Import License:
A document required and issued by some national governments authorizing importation of goods into their individual countries. See The Air Cargo Tariff – (TACT).
Inbond:
A term applied to air cargo coming into the USA. This designates a procedure under which U.S. Customs’ clearance of cargo is postponed until the cargo reaches an inland customs point rather than at congested gateway cities. Cargo moves under the carrier’s bond (posted with U.S. Customs) from the gateway to the inland customs port.
Inbond Entry:
Entry made at the first U.S. port by a bonded carrier or agent. Incoterms:
International Commercial Terms Maintained by the International Chamber of Commerce (ICC). This codification of terms is used in foreign trade contracts, to define the point up to which the seller is responsible for the delivery of the goods, and the point in which the risk of loss is transferred from the seller to the buyer. The last edition, Incoterms 2000 contains 13 codes:
EXW – Ex – works FCA – Free Carrier (named place) FAS – Free Alongside Ship (named port of shipment) FOB – Free On Board
Indirect Air Carrier:
An entity which purchases cargo space from an airline and sells the space to other shippers. A freight forwarder is an indirect air carrier.
International Air Transport Association (I.A.T.A):
The trade and service organization for airlines of more than 100 countries serving international routes
Interstate:
A shipment traveling between states
Intrastate:
A shipment originating and terminating within one state’s boundaries.
Issuing Carrier:
The carrier who issues the Air Waybill
Joint Rate:
A single rate which applies for carriage over the lines of two or more carriers and which is published as a single amount.
Kennel:
The enclosure in which a live animal is shipped, most commonly for dogs and cats.
Kilo:
An international measure of weight containing 2.2046 pounds.
Known Shipper:
An entity which ships its own products, and has a valid account number with an airline, or appears in the cargo profile list/cargo security profile
Legal Connection:
The amount of time needed to connect cargo from one aircraft to another,or one airline to another. Also referred to as connection time and transfer time.
Letter Of Credit:
A document issued by a bank stipulating that a certain sum shall be paid to the beneficiary named under clearly stated conditions. It is a method of paying for goods where a buyer establishes credit with a local bank, clearly describing goods to be purchased. Upon receipt of documentation, the bank either is paid by the buyer or takes title to goods and transfers funds to seller. NOTE:
On such occasions, the airline cannot release goods to the ultimate consignee until a written release is produced by the bank named on the Air Waybill. Liner terms:

Live Animals:
An airline term to identify live cargo
Local Rate:
Rate for shipments between city pairs, all on the same airline
Lockout:
A set time after which no cargo may be sent to be boarded on a flight

A label or stencil applied to cargo identifying the shipment by Air Waybill number, number of pieces, actual weight of each piece, total actual weight, destination airport, date of shipment, and routing. Lower deck:

Net Weight:
The actual weight of a shipment (not including the weight of the container / unit load device – (ULD)).
Nomination:
When an air carrier authorizes a bonded agent (forwarder, broker) to update Air Waybill information (master Air Waybill or house Air Waybill) directly to customs via Air Manifest System
Non-Stop Flight:
A flight with no stops from origin to destination
No Op:
Abbreviation for Not in operation, or does not operate.

Early one winter morning, Kim Jong Un stood at a remote observation post overlooking a valley of rice paddies near the Chinese border.

It was an unprecedented event. North Korea had just run its first simulated nuclear attack on an American military base.
This scene from March 6, described in government propaganda, shows how the North’s seemingly crazy, suicidal nuclear program is neither crazy nor suicidal. Rather, this is North Korea’s very deliberate strategy to ensure the survival of its ruling regime.
Back in the days of Kim Il Sung, North Korea’s “eternal president” and Kim Jong Un’s grandfather, the ruling regime decided it needed two things to survive: reliable, long-range missiles and small, but potent, nuclear warheads. For a small and relatively poor country, that was, indeed, a distant and ambitious goal. But it detonated its first nuclear device on Oct. 9, 2006.
Today, North Korea is testing advanced ballistic missiles faster than ever — a record 24 last year and three in just the past month. With each missile and each nuclear device, it becomes a better equipped, better trained and better prepared adversary. Some experts believe it might be able to build a missile advanced enough to reach the United States’ mainland with a nuclear warhead in two to three years.
So forget, for the moment, how erratic Kim Jong Un and his generals may seem. North Korea conducted two nuclear tests last year; one was of the strongest nuclear device it has ever detonated and the other, Pyongyang claims, of its first H-bomb. The U.S. for its part is also escalating — in an explicit warning to Pyongyang, it successfully shot a target ICBM launched from a Pacific island out of the sky with a California-based interceptor missile on Tuesday.
The question is this: if war breaks out and North Korea launches a pre-emptive nuclear strike on an American military base in Japan — for real — would the U.S. recoil and retreat? Would it strike back, and risk losing Washington DC in a second wave of nuclear attacks?
For Pyongyang, forcing Washington to seriously weigh that calamity is a win. And it may become a real-world possibility on President Donald Trump’s watch.

RISING FROM THE RICE PADDIES
The 7:36 a.m. launch on March 6 was conducted in North Pyongan Province near North Korea’s Sohae Satellite Launching Center. It sent the four Scuds into the ocean 300 to 350 kilometers (185 to 220 miles) from the coast of Japan.
Reporting on it the next day, North Korea’s Rodong Sinmun, the ruling party’s newspaper, stated it was not a test to see if the missiles would work, but rather a “drill” to train the troops who will “strike the bases of the U.S. imperialist aggressor forces in Japan in a contingency.”
To back that up, the North released several photos of Kim in a black overcoat holding a plastic pointer to a map laid out on a wooden table that showed the missiles’ flight path and other data. Analyst Jeffrey Lewis and his colleagues at the Center for Nonproliferation Studies in Monterey, California, quickly realized the Scuds were on a trajectory that, with a simple southerly tweak, would have sent them raining down on Marine Corps Air Station, Iwakuni.
Iwakuni, located 50 kilometers (30 miles) southwest of Hiroshima on the southern tip of Japan’s main island, is home to some 10,000 U.S. and Japanese personnel. It was used as a staging area during the 1950-53 Korean War, when it was called the “Gateway to Korea” by U.S. and U.N. forces, and continues to be one of the largest and most important U.S. military facilities in Japan.
Such an attack wouldn’t need to be nuclear to be effective. The deadly Sarin nerve agent or some other chemical weapon could also cause tremendous casualties. But training a nuclear attack on Iwakuni had a special psychological twist for those who follow the ceaseless military game of cat and mouse in the region. North Korea’s media stressed Kim was accompanied at the launch by nuclear weapons specialists.
“Before the Iwakuni simulation strike, U.S. and South Korean forces were conducting joint military drills, which involved F-35s based out of Iwakuni,” said analyst David Schmerler, who works with Lewis. “As the U.S. and South Korea were practicing their military drills in the event of a conflict on the peninsula, the North Koreans, in turn, practiced their strike plans.”
The U.S.-South Korea drills reportedly included an F-35 stealth fighter “decapitation strike” on Kim Jong Un and his top lieutenants.
Kim, apparently, was practicing how to take them out first.

WHY THIS COULD ALL GO NUCLEAR: THREE SCENARIOS
The Cold War concept of “mutually assured destruction” that kept the United States and the Soviet Union from attacking each other requires a “balance of terror” to encourage restraint: Once each side has attained a certain level of destructive power, neither will attack because they are convinced that neither will survive.
North Korea doesn’t have that assurance. If a war were to break out now, it could very well be destroyed. That’s the way things have been for decades.
But here’s where the urgency comes in for the United States and its allies. If North Korea succeeds in building nuclear-tipped ICBMs that can reach the U.S. mainland, the dynamic in a contingency would be highly volatile.
A nuclear-armed North Korea would have a strong incentive to go nuclear quickly and go nuclear first if it believed, correctly or not, that it was about to be attacked. But that also would increase Washington’s first-strike incentive, since it doesn’t want its strategic advantage taken away by a surprise attack on its own cities or military bases.
So both sides have good reason to be trigger happy.
Bruce Bennett, a leading North Korea expert and senior defense analyst with the RAND Corporation, offers these possible scenarios:
— Consider a case in which North Korea has a stockpile of nuclear warheads and the ability to launch them from submarines or remote, hard-to-detect sites on land. Fearing an attack from the U.S., it launches a pre-emptive nuclear strike on the South Korean port of Busan, then tells the United States that if there is any nuclear retaliation, it will fire nuclear weapons at U.S. cities.
Would Donald Trump, or whoever follows him, back away? Would he risk losing Los Angeles, or Chicago, to defend America’s allies?
— Or North Korea tries another ballistic missile launch like the one on March 6. This time, just before the missiles hit the water near Japan, a nuclear weapon on one or more of the missiles detonates, downing a few commercial aircraft or sinking some cargo ships. This would convince the world that Kim Jong Un has a real nuclear arsenal and isn’t shy about using it.
Would Trump react with a nuclear attack on North Korea?
— Now, picture war breaking out on the Korean Peninsula. North Korea, to convince the United States not to intervene, launches an ICBM that appears to be coming down short, well west of California. But on the way down it bursts in a nuclear explosion, possibly causing some damage to U.S. territory. Pyongyang then threatens more serious damage to the United States if there is any nuclear retaliation or U.S. intervention in the conflict.
Is the U.S. president going to risk millions of people dead and major cities destroyed?
“With the weight of history on his shoulders, how would a U.S. president respond?” Bennett asks. “How should he respond?”

GOOSE-STEPPING TO THE ‘FINAL VICTORY’
It’s mid-morning on April 15, the “Day of the Sun,” the 105th anniversary of Kim Il Sung’s birth.
Some 100,000 North Koreans are amassed in Kim Il Sung square waving plastic bouquets and holding up lettered cards to create designs like the ruling party’s hammer, sickle and brush logo when seen from the balcony of the Grand People’s Study House. That’s where Kim Jong Un is standing.
Kim watches as military units from each branch of his million-man armed forces goose-step by in what North Koreans like to call “single-minded unity.” He then smiles and applauds at the most varied array of missiles and their transport vehicles the North has ever displayed.
The message of the parade, held before reporters from all over the world, is clear. North Korea is, or is near to being, able to launch a pre-emptive strike against a regional target. It is preparing to withstand a retaliatory follow-up attack if it does, and it is building the arsenal it needs to then launch a second wave of strikes, this time at the U.S. mainland.
Unlike the Soviet Union, North Korea can’t annihilate the United States. But if it can clear those three steps, it could conceivably destroy a major U.S. military base in the region or a city on the U.S. mainland.
This vision of a new “balance of terror” built to its crescendo as six submarine-launched “Pukguksong” missiles and their land-based cousin, the “Pukguksong 2,” rumbled through the square.
Submarines are the ultimate stealth weapon, mobile and notoriously hard to find. North Korea is believed to have one experimental ballistic missile submarine, and this missile would go in its silos. The Pukguksong 2, meanwhile, represents advances on the ground. It uses solid fuel, which means it can be stored and hidden, is ready for rapid launch and fits on a transport vehicle that can be deployed off-road in rough terrain. Kim Jong Un has ordered it be mass produced.
The big reveal came next.
No one really knew what it was until, in its first flight test a month later on May 14, it was sent an astounding 2,111 kilometers (about 1,240 miles) in altitude — higher than satellites in low Earth orbit. It remained airborne for 30 minutes before plunging to the Pacific. With great fanfare, the North’s media declared it the “perfect weapon system” capable of carrying a “large-size heavy nuclear warhead.”
Many analysts believe the missile — which the North calls “Hwasong 12” — could be a stepping stone to the ICBM North Korea needs to attack the U.S. mainland. Kim Jong Un was on hand for its early morning launch, too. He hugged his elated rocket scientists and, according to his official media, claimed he can now hit the United States with an “all-powerful means for retaliatory strike.”
That is bravado. For now. The missile’s estimated striking range is 4,500 kilometers (2,800 miles), give or take.
But, put another way, it’s halfway to Chicago.

Remembering LASH
In 1969, while working for a ship agency in downtown New Orleans, one of the agents announced there was a ship at general anchorage which loaded barges into the vessel! A group took a launch to view the Acadia Forest, the first LASH vessel. 
She was quite a sight, at 49,000dwt, with the bridge forward, and an unusual crane on the aft end. It was a gantry type crane transiting the length of the cargo space, working the barges aft. This was a LASH (acronym for Lighter Aboard SHip) vessel, carrying small, box-type barges (lighters) approximately 60 feet long, 30 feet wide and 15 feet high. 
Depending on the specs, a “mother vessel” could accommodate 84 to 89 barges, utilizing the onboard crane. Periodically, empty barges were stacked on the top tier, with the assistance of a shore crane, for the purpose of repositioning empties. A few LASH vessels were able to accommodate some containers. 
LASH can be described as an early version of the intermodal concept, utilizing barges instead of containers. Like a hub and spokes, the barges were towed between the mother vessel and many ports and private facilities along inland river and intracoastal systems. In the U.S. Gulf, barges were worked at many ports between Brownsville, TX and Port St. Joe, FL – with the mother vessel calling only one port.
The LASH system was developed by a U.S. maritime architect firm in New Orleans. The mother vessels and barges were built in U.S. and abroad. It is interesting to note the Russians built two nuclear powered LASH vessels, presumably for military use. However, they were restricted from many ports, and not used commercially. LASH operated from 1969 to 2007.
The cargo capacity of a barge was 385 metric tons (mt) and 550 cubic meters. The maximum draft was about nine feet. Average tare weight of an empty barge was 80mt. The mother vessel was able to drop and pick barges at anchorage. The operation required multiple tow boats to coordinate the movement of barges between the vessel and local fleeting areas. This was an advantage at congested ports, where conventional vessels had to wait for a berth. 
Most barges were constructed of steel, with three inter-locking steel hatch sections weighing 1.3 mt each. Some barges had a single fiberglass top. A handful of fiberglass barges were built as an experiment to reduce weight, but were never used commercially. Several specialized barges were developed, including a “long steel” barge, which featured a slot in the fore and aft combings, to accommodate cargo up to 60 feet long. The standard barge had a hatch opening of 44 feet.
One American flag carrier operated a fleet of three LASH vessels from the U.S. Gulf to the North and East Coast of South America. As this carrier was a member of the Inter American Freight Conference, and was the sole LASH carrier in the conference, it was dictated that cargo could be loaded to and discharged from barges only at berths which could accommodate ocean going vessels. While this limited the advantage of LASH, it was countered by the fact that the vessel could serve as many as three ports in the same day, and was not subject to berth congestion while working barges at anchorage. 
The vessel also had a cellular hold aft of the house, with a self-sustaining container crane, where containers were stowed athwartship. At Houston, the containers were drayed to Barbour's Cut, where only a “T” shaped pier existed. There was a small fenced area for the containers to be staged overnight for the vessel to arrive. Today, Barbour's Cut on the Houston Ship Channel is a major container facility.  
Another carrier built an innovative terminal in Memphis, equipped with the crane from a LASH mother-vessel. The crane ran on sponsons over the cut in the river, lifted barges from the water, and tracked them into a warehouse to load and discharge in all weather conditions.
An American flag carrier had LASH barges fitted with AC/DH equipment (air condition/dehumidified) and carried ammunition and missiles for the U.S. Military. These vessels could be positioned at strategic locations and remain on station for long periods of time to be deployed as needed. This worked successfully for many years, until the shift to containers. LASH barges were frequently utilized in foreign ports as secure floating warehouses for military goods.
Specialized self-propelled, and towed, semi-submersible feeder vessels were built to shuttle LASH barges across open water to smaller “outports” to limit the amount of port calls for the mother vessel. One of the self-propelled vessels is still in service, as it was seen in 2019 loading an old paddle-wheel boat in the lower Mississippi River.
The barges carried a multitude of breakbulk and bulk cargos – including forest products, lumber, steel products, non-ferrous metals, grains, ores and minerals, machinery, vehicles, military equipment, vessel supplies, household goods and project cargoes.
Advantages of LASH
A major advantage of LASH was the ability to load and discharge the barges at inland river terminals and private facilities, in order to reduce inland truck and rail transportation costs for shippers and receivers, to and from deep-water ports. Many breakbulk exporters and importers in the U.S. owned facilities along the Mississippi, Ohio and Arkansas River systems; and realized the advantages of using LASH. A similar scenario with river systems existed in other areas, such as Western Europe.
The LASH system reduced potential claims, since the cargo was not transloaded and re-handled at a deep-water port, after being loaded and secured upriver in a LASH barge.
The costs of loading and unloading the barges at non-union inland river terminals was typically less expensive. And it was cheaper to tow barges for loading at several coastal ports, instead of the mother vessel making multiple calls.
Port costs were reduced with the mother vessel working at anchorage, and not waiting in line for a berth.
LASH offered flexibility. Customers were able to sell and ship smaller quantities of products (especially bulk), in increments of 385 mt, to many different ports, over a longer period of time. Essentially creating a pipeline of product. As opposed to moving larger quantities per shipment, as typically required on a bulk vessel.
Disadvantages of LASH
As the barges were single skinned port and starboard (double fore and aft), sweating was a problem at certain times of the year. A remedy was to line the barge with plywood to separate the cargo from the barge hull this was a cost item.
Rough handling of barges by tow companies caused damage, and claims. A fully laden LASH barge had little freeboard, and sat low in the water – which became an issue in tows which combined LASH and standard river barges (approximately 195 feet long and 35 feet wide) which sat much higher. The barges were not easily incorporated into river tows, so they were placed within the tow with a rake type barge in front. 
Some towers would charge much higher rates, or decline to move these barges. This forced some LASH operators to create their own towing companies in the U.S. and overseas. LASH was at the mercy of the towing companies.
Cargo was generally limited to length of 44 feet and height of 13 feet. If cargo did not stow well in the barge, creating dead space, then it was not a cost-effective means of transport for the shipper.
The mother vessels were expensive to operate and maintain. The cranes were slow and susceptible to breaking down. Some of the older vessels had steam turbine propulsion, fueled by bunker C. The diesel propelled vessels were more efficient.
From the beginning, this system caused problems with organized longshore labor, as the vessel could drop and pick up barges with only a few personnel, rather than the 18-man gangs which was the norm at the time.
There were several innovative experiments with LASH barges, none of which were cost effective. Containers were becoming more prevalent, but they did not stow well in LASH barges, since there was no consideration for integrating these two systems. Plans for new generation LASH vessels and barges were created, but never utilized.
In the end, LASH had a finite lifespan, and was doomed to obsolescence at the hands of the container carriers. It was an expensive way to move low revenue cargo. However, it was a very interesting and unique service, and worked extremely well for many commodities and customers. In nearly 40 years of service, millions of tons of cargo were hauled, and many jobs were created. LASH will always have a place in the annals of maritime history.

Description
An air waybill (AWB) or air consignment note is a receipt issued by an international airline for goods and an evidence of the contract of carriage, but it is not a document of title to the goods. Hence, the air waybill is non-negotiable.

Air waybills are issued in 8 sets of different colours. The first three copies are classified as originals. The first original, Green in colour, is the Issuing Carrier's copy. The second, coloured Pink, is the Consignee's Copy. The third, coloured Blue, is the Shipper's copy. A fourth Brown copy acts as the Delivery Receipt, or proof of delivery. The other three copies are white.
Functions
There are several purposes that an air waybill serves, but its main functions are:

When the shipper delivers goods to be forwarded, he will get a receipt. The receipt is proof that the shipment was handed over in good order and condition and also that the shipping instructions, as contained in the Shipper's Letter of Instructions, are acceptable. After completion, an original copy of the air waybill is given to the shipper as evidence of the acceptance of goods and as proof of contract of carriage
C. Freight Bill
The air waybill may be used as a bill or invoice together with supporting documents since it may indicate charges to be paid by the consignee, charges due to the agent or the carrier. An original copy of the air waybill is used for the carrier's accounting
D. Certificate of Insurance
The air waybill may also serve as an evidence if the carrier is in a position to insure the shipment and is requested to do so by the shipper.
E. Customs declaration
Although customs authorities require various documents like a commercial invoice, packing list, etc. the air waybill too is proof of the freight amount billed for the goods carried and may be needed to be presented for customs clearance.

The format of the air waybill has been designed by IATA and these can be used for both domestic as well as international transportation. These are available in two forms, viz. the airline logo equipped air waybill and the neutral air waybill. Usually, airline air waybills are distributed to IATA cargo agents by IATA airlines.
