I. What the fuck is the context
This was a civil asset forfeiture case. The Herdiers were alleged to be used for dogfighting, which violates laws on how Pokemon Battles can be conducted. To lower the burden of proof, they seized the assets via this case, therefore shifting the burden of proof on the people who ran the alleged dogfighting ring to prove they weren't. None were able to, and the Herdiers were successfully seized.
Civil Asset Forfeiture is controversial in my world, and it looks to be that way in this world as well, however in this case I would argue it was effective. I could get into a long discussion about its specifics and why it's seen as controversial, but that wasn't asked here. If you'd like to know, though, I will gladly explain the concept.

A bottle of liquid anxiety. It moves erratically around in the bottle, bubbling and hissing. The bottle is starting to melt from the anxiety it contains, with some of its contents leaking out through small cracks in the bottle.

Alright, I'll bite. What is Civil Asset Forfeiture?
[Note: The following contains real world legal discussion and why the topic is seen as controversial. If you don't want to read that sort of discussion, do not click the Read More.]
This is a law in the United States that stems from English law before the independence of the country. In short, it allows the government to seize the property of an individual. Every country has some variation of this, however the United States is different from many in how it executes it.
Note the word "Civil" in the name. Civil courts have a much lower bar to clear in order to be awarded victory than a criminal court. Most countries must clear the bar that is set in criminal court, but for the United States, you don't need to be convicted of a crime for the state to seize your property. If they clear the bar of civil court, the burden to prove that it was not used in criminal activity is placed on you, the owner. This is costly, and can often be too expensive, meaning many have no recourse if something is unjustly taken.
During proceedings, the case is brought against the property itself, not the person or corporation that owns the property. This can lead to rather humorous titles such as "State VS A pallet of Macaroni and Cheese boxes" as an example title.
