Declassified U.S. Intelligence Documents Describe Taliban History with Illicit Narcotics Trade
On January 13 of this year, Hasibullah Ahmadi, head of Afghanistan’s Ministry of Interior’s counternarcotics department, asserted that drug trafficking from the country has dropped, but admitted this illicit trade continues in some provinces. These comments raise the question of the Taliban’s ties to the narcotics market and previous attempts to curb drug production. The declassified documents featured in today’s post, all released under the Freedom of Information Act (FOIA), are a selection from the new Digital National Security Archive collection, Afghanistan War and the United States, 1998-2017, which was published in December of last year. The three documents examined in this post detail the Taliban’s ties to international trafficking networks in the late 1990s and attempts to regulate the market in the early 2000s in an effort to curry favor from the international community. Taken together, the documents describe the Taliban’s ties to drug trafficking schemes and how poppy bans, even when effective, financially benefited the Taliban and associated trafficking consortiums.

As the early Taliban movement emerged, from 1994 to 1996, narcotics production skyrocketed in Afghanistan, with declassified documents asserting that the group aligned themselves with international drug traffickers. There were indications from U.S. officials that narcotics production in the country significantly increased following the Taliban’s control over large swaths of the country. In a now-declassified Secret May 2001 National Intelligence Estimate (NIE), the Office of the Director of National Intelligence outlined that by 2000 the country supplied an estimated 72% of the world’s “illicit opium”. This heavily redacted document included a map noting opium poppy growing areas in Afghanistan (page 26), and a chart showing rising opium cultivation between 1991 and 2000. The NIE noted that producers in Afghanistan had switched to supplying and producing more heroin over several years before 2001. 
This analysis was reinforced by a now-declassified Top Secret December 1998 CIA research paper, prepared by the Director of Central Intelligence (DCI) Crime and Intelligence Center, and recently released under the FOIA to the National Security Archive. This heavily-excised Top Secret report details the explosion of the narcotics market under Taliban rule, noting the ties of the group to Quetta Alliance, an international drug trafficking ring, which shared ties to Osama bin Laden. Furthermore, this report asserts that the Taliban’s increasing role in the country caused the narcotics business to explode. The paper also assesses the group’s involvement in illicit drug traffic, stating that it included top Taliban leaders and that this trade intensified “over the last several years,” leading to immense profits for the fundamentalist organization. Notably, the DCI Crime and Intelligence Center states that Afghan narcotics suppliers had shifted towards international markets, beyond distributing to drug traffickers in Turkey. The paper outlines that Taliban fighters provided “logistic support” and “protection” for drug trafficking and laboratories within the country. Most significantly, the paper argues that the Taliban forged ties to the Quetta Alliance, a major regional trafficking group, and terrorist sponsor of Osama bin Laden.
This paper was not alone in describing the Quetta Alliance. A publicly-available August 1994 report compiled by the Drug Enforcement Administration (DEA) Intelligence Division, describes the Quetta Alliance as an alliance between three powerful trafficking groups operating out of Quetta, within Pakistan’s Baluchistan Province. The DEA report stated that this loose alliance was based on familial ties, and described the operation as “similar to a large manufacturing or service consortium.” This connected to the assertion in the aforementioned paper by the DCI Crime and Intelligence Center, which argued that once the Quetta Alliance became the dominant narco-trafficking group in southern Afghanistan, it provided financial support and recruits to the burgeoning Taliban.
By late 1999, the Taliban had banned poppy cultivation. This would be followed by a ban of opium cultivation and trafficking in July 2000, the latter in an edict by Taliban leader Mullah Omar. However, these bans did not interfere with trafficking and sale of opium or poppy. A declassified Secret July 2001 cable from the Defense Intelligence Agency (DIA) stated that while the ban was primarily effective, it still substantially increased the Taliban’s revenue from illicit drug trafficking. The ban followed the U.N. Security Council resolutions 1267 and 1333, in 1999 and 2000 respectively, which condemned “the significant rise in the illicit production of opium” and demanded that the Taliban work to “virtually eliminate the illicit cultivation of opium poppy.” Later, the DIA cable notes that the Taliban likely weighed recognition from the international community from its own interests when considering an extension of the ban. 
This now-declassified DIA cable further stated that while the Taliban’s ban would likely reduce the worldwide opium production by at least 50%, the ban resulted in the quadrupling of the Afghan price for opium, morphine base, and heroin – which were previously at record lows. The cable explicitly states that one year after the ban the Taliban was still benefiting substantially from drug revenues, “… chiefly from its taxes on continuing narcotics trafficking and from Taliban-owned narcotics stockpiles, whose value has increased substantially.” The DIA cable also notes that the ban would likely not have an impact on the U.S. over the coming months, because its main heroin sources were from Southeast Asia and Latin America. While the Taliban never faced having to weigh its interests in extending the ban due to the U.S. invasion beginning in October 2001, the DIA cable notes all of the influences that the Taliban would likely weigh in the decision making processing, including the potential recognition from the international community, major narcotics traffickers’ reactions to an extension, the size of stockpiles, and the impact on their own finances.

Headcanon--Troy & Jones
//“In Murder of Innocence it is revealed that the murder of youngster Daniel Denning was Jones' first murder case as a Police Constable. His sympathy lay with Daniel's dad, who owns the Binwell Estate. The murder took place in 1994 which meant between that time and 2005 meaning that he'd been a PC for twelve years by the time of his first meeting with DCI Tom Barnaby in The House in the Woods and perhaps beyond 1994.” Midsomer Murders Wiki https://midsomermurders.fandom.com/wiki/Ben_Jones Sooooo…..I’ve been slowly starting to check out Midsomer episodes that don’t have Troy in them. While poking around the wiki, I found this tidbit on Jones and his timeline. Now I headcanon that Troy, in “The Killings at Badger Drift” was a very freshly minted Detective Sargent. From his interactions with Barnaby, I guess that this was probably one of the first major cases they had worked on together. This was in 1997 and, if my math is right, Troy was probably around 24 (thus fitting the constant reminders that he is VERY young for his title and his prickliness at everyone commenting on that). Timeline for Troy is that he joined the police as a uniform when he was 18 (roughly around 1990/1991 in main canon). I also headcanon that, until he was promoted and transferred to Middlesbrough, Troy never left Causton. That means it is logical to assume that Troy and Jones were Police Constables together until Troy started shooting up through the ranks, fitting his more driven and ambitious personality. At the very least, they both knew each other and, eventually, ended up both being Barnaby’s Detective Sargent at different times of their lives.

O bem-sucedido herdeiro do icónico R19
Há quase 25 anos, quando saiu de vez das linhas de produção, o Renault 19 deixou um legado de mais de três milhões de unidades vendidas (76.8% a corresponderem ao modelo de dois volumes e 23.2% à carroçaria de três volumes), muitas delas ainda em circulação, ou não fossem a fiabilidade e a robustez duas das suas bandeiras.

O caderno de encargos definido por Raymond Lévy, o número 1 da Renault na época, destacava a conceção de uma viatura “robusta, dinâmica, segura e espaçosa”, a partir de ferramentas industriais de uma nova geração”. Anos mais tarde, o Mégane representou um salto de gigante numa série de áreas, mas a robustez, fiabilidade, segurança e a dinâmica continuavam a estar no topo das prioridades para os engenheiros da Renault encarregues de dar corpo e alma ao familiar da marca.

Apresentada em 1995, a primeira geração do Mégane partilhava vários elementos com o R19, incluindo o chassis e algumas soluções mecânicas, mas a evolução era tão evidente e convincente que ajudou a catapultar, desde o primeiro minuto, a carreira do Mégane para um sucesso que acabou por ser um denominador comum ao longo das gerações que a sucederam.

Um nome com história
Curioso é o facto da designação comercial “Mégane” não ser propriamente recente. Com efeito, em 1988, no Salão Automóvel de Paris, a Renault desvendou um concept-car futurista que podia variar o formato da carroçaria (o vidro traseiro deslocava-se 35 cm) entre uma convencional berlina com três volumes e um hatchback. As linhas fluidas e elegantes, da autoria do genial Patrick Le Quément, denotavam uma preocupação acrescida com a eficiência aerodinâmica, enquanto no habitáculo o conforto e a sofisticação davam a nota dominante.

Curiosamente, a primeira geração do Renault Mégane também se desdobrou originalmente em vários formatos de carroçaria, com destaque para uma berlina tricorpo e um hatchback, provando que nada na Renault acontece por acaso... A estes formatos juntaram-se uma bem-sucedida carrinha (Break), um inovador monovolume (Mégane Scénic), um Coupé e até um elegante Cabrio, baseado nesse mesmo coupé.

A história do Renault Mégane como o conhecemos, começa no início da década de 90 com o projeto X64. Os primeiros desenhos foram feitos na primeira metade de 1990 e, antes do final desse ano, já existiam quatro pequenas maquetes à escala. Em 1991, e já com modelos em tamanho real, a direção da Renault optou por uma das propostas de design e deu o “OK” para se avançar. Poucos meses depois, em abril de 1992, o modelo definitivo recebia a luz verde, nascendo as linhas mestras da primeira geração do Mégane.

Daqui para a frente, o desenvolvimento foi acelerado. Ainda em 1992 são construídos os primeiros protótipos e, em 1993, já as unidades fabris da Renault de Douai (França) e de Palência (Espanha) eram devidamente equipadas para começar a fabricar os modelos de pré-produção. Esta série durou entre 1994 e 1995, tendo o lançamento oficial sido agendado para setembro de 1995. Curiosamente, o palco escolhido foi o Salão Automóvel de Frankfurt, feudo das marcas rivais teutónicas, o que revela a confiança que a Renault depositava no seu novo modelo.

Apesar de partilhar alguns elementos mecânicos com o seu antecessor, o Mégane destacou-se desde logo na evolução qualitativa, no desenho elegante e na preocupação quase obsessiva por um tema que, ao longo da sua carreira comercial, acabou por marcar todas as gerações Mégane vindouras: a segurança. Se a estes argumentos associarmos a proverbial relação conforto/comportamento e uma oferta competitiva de motorizações, temos a receita para um sucesso que se prolongou nestes últimos 25 anos.

De facto, desde a primeira geração que o Mégane é um daqueles raros exemplos na indústria automóvel em que o conjunto, o todo, supera a soma das partes. A evolução tecnológica que sempre pautou cada nova geração, encontrou expressão nos pré-tensores dos cintos com limitadores de esforço na primeira geração, no motor 2.0 IDE (o primeiro francês com injeção direta de gasolina), no omnipresente 1.5 dCi que ainda hoje dá cartas na economia de utilização, no tecnológico motor 1.7 dCi, na conectividade alargada e nos sistemas de entretenimento R-Link, mas também na evoluída nova geração de motores turbo a gasolina (TCe) que, hoje em dia, combinam as prestações e o prazer de condução com níveis de eficiência recordistas.

Isto traduz-se numa eficiência referencial e em consumos e emissões extremamente baixas, mas sem penalizar as prestações e o prazer de condução. Começar com o pé direito... a fundo
A excelência no comportamento dinâmico sempre caraterizou a Renault e a gama Mégane, em particular, com as diferentes gerações a terem alguns dos mais icónicos desportivos da história do automóvel. O primeiro Mégane R.S. deu o mote para uma família de modelos que, até hoje, dita o “ritmo” entre os chamados hot-hatch. Surgido com a segunda geração Mégane, estava equipado com um motor 2.0 Turbo com 225 cavalos de potência, suficientes para cumprir os clássicos 0 a 100 km/h em apenas 6,5 segundos.

Esta geração R.S. ainda teve dois extremos curiosos: uma versão dCI com 175 cavalos e o R26 R, uma versão que pela sua raridade e referencial comportamento em estrada e em pista, entrou diretamente para o restrito clube dos “clássicos instantâneos”.

O Mégane R.S. da terceira geração continuou o legado anterior, mas com uma superior dose de refinamento, prestações ainda mais impressionantes e o habitual nível de eficácia. Top Secret Drum Corp Member pre show Royal Edinburgh Military Tattoo 2015 by FotoFling Scotland Via Flickr: Acclaimed as one of the world’s most sensational assembly of percussionists, the Top Secret Drum Corps was formed in 1991 by seven talented drummers from the Swiss city of Basel. With 25 drummers and colorguard members, the corps became famous for its demanding six-minute routine performed at the Edinburgh Tattoo in 2003. With its invitation to Edinburgh, Top Secret became one of the first non-military, non-British Commonwealth acts to perform on the Esplanade at Edinburgh Castle. Since its success in 2003, Top Secret has returned to Edinburgh many times and under the leadership of Erik Julliard, the band is also responsible for the founding of the Basel Tattoo, a military tattoo show similar to the Edinburgh Military Tattoo, now held annually in Basel. Top Secret has its roots in the rich drumming traditions of the band's home city, Basel, Switzerland, which is known for its annual carnival called Fasnacht. The city is said to have over 3,000 active drummers at any one time. These drummers perform at traditional events such as Fasnacht, the Vogel Gryff, Charivari, and various parades associated with the city's guilds. A Trommelkönig (Drummer King) competition is also held every year by the city's Fasnacht Committee. Drumming Style: Basel drumming style is militaristic, derived from the military drumming drills of Swiss soldiers dating back to the Middle Ages. Top Secret in many ways adheres to the military nature of Basel drumming, but differs in many respects. Its drummers play at a much faster rate. Also, while traditional Basel drumming is somber and favours traditional marching tunes (accompanied by fifes during the Fasnacht), Top Secret's drumming style is upbeat and playful. Over the years, the corps adopted many elements from Drum Corps International (DCI), Scottish, and American rudimental drumming. Segments of their routines feature a "rhumba", a drummer's duel (where a number, if not all, of the drummers will fight one another, using their sticks as one-handed swords or fencing foils; at Gymotion 2014, the drummers fought the colour guard, who used their flags as double-blades), drumstick juggling (seen at every show, where the drummers and sometimes the colour guard throw their sticks and flags, respectively, to one another (the colour guard always throw the flags over the bass drummers' heads)), flagpoles and bass drums which produce sparks and other crowd-pleasing details, such as removable bass drums (first seen at Gymotion 2014) and fire-sticks (usually the last act of their show, where the drummers produce two special sticks, light the ends and perform a very fast drumbeat, after which the fire is extinguished). Their 2012 routine at the Edinburgh Tattoo included strobe lights within their drums that appeared to be activated by the drummer's beats; there were also similar lights at either end of their flags. Perhaps because of their 18th Century uniforms and precision work, the Corps is often referred to as a military band or a part of the Swiss Army, but it is not affiliated with any military unit. Members: Top Secret's members are highly dedicated college students to drummers with diverse day jobs—bankers, civil servants, factory workers, etc. They give up their free time to practice nearly every day of the year. Due to the demanding nature of the work, its membership is frequently changing.

世界衛生大會(WHA)召開已進入倒數計時,儘管民進黨當局打著“口罩國際盃”、“台灣南波萬(No.1)”的“防疫神話”旗子自嗨得驚世駭俗,美國等國家的“挺台”吆喝也似乎史無前例,但“出嘴”炒作歸炒作,台灣再次被世衛大會拒之門外,早已毫無懸念。
根據世衛大會的組織程序,大會開幕前一周還沒收到邀請函,就可以確定“出局”。今天,外交部發言人趙立堅針對台灣參與問題回答記者提問時再度強調:台灣島內民進黨“執政”以來,頑固堅持“台獨”分裂立場,拒不承認兩岸同屬一個中國,導致中國台灣地區參加世衛大會的政治基礎不復存在。這個基礎是被民進黨當局單方面拋棄的,台灣地區無法參加世衛大會的局面也是民進黨當局造成的,民進黨當局對此心知肚明。在中方及多數國家堅決反對台灣地區參會的情況下,總幹事自然不能發出邀請。
面對結局已定,老謀深算如美國為了“證明自己依然行”,也為了繼續把“挺台”把戲演下去,又拿出了在“中國家門口碰瓷”的劇本,只不過這次加了點套路——

據美國太平洋艦隊官方發布的消息,美國海軍的“麥克坎貝爾”號驅逐艦於5月13日航行通過台灣海峽,太平洋艦隊還公佈了該艦在台灣海峽航行的現場畫面。台防務部門14日則表示,美國海軍太平洋艦隊一艘導彈驅逐艦於當天清晨由北向南航經台灣海峽,執行一般航行任務,目前繼續向南航行,台軍方運用聯合情監偵掌握區域情勢,狀況正常,並稱“這是一個月來美艦第三次通過台海”。
根據台防務部門的公開資料顯示,此次美國軍艦通過台灣海峽,為今年以來第6次。對美艦屢屢“路過”台灣,有台灣網友吐槽,美國軍艦通過台灣海峽純屬“演戲”,這樣才好爭取軍費,不要以為美國會保護台灣。值得注意的是,對於美國太平洋艦隊發布消息,綠營媒體則表現得興奮異常,還特意強調這是美國太平洋艦隊主動披露,分分鐘透露出民進黨當局押寶美國遏制大陸的醜態。對此,有台灣網友則給出“打臉”回复:“沒見過自己家來賊了還這麼開心的”。
對美國裝樣子“挺台”,實則精打細算出“台灣牌”,民進黨前主席許信良胞弟、民進黨籍前民代許國泰在受訪時強調,民進黨的政策就是往美國靠攏,慢慢跟大陸疏離。但美國從頭到尾就是“坑”台灣,想想台灣經濟表現最好的時候,美方丟出1個“301”法案,台灣經濟就垮了;美方現在又說“要挺台灣參加世界衛生大會” ,台灣有什麼好高興?無非是要刺激大陸。

另據法國媒體報導稱,1991年,當時的法國湯姆森-CSF公司曾以28億美元價格向台灣地區出售6艘不裝備武器的康定級護衛艦。今年4月7日,台灣方面表示,計劃對這些法國製造的護衛艦進行現代化改造,以便為它們配備誘餌發射系統,免遭導彈襲擊。改造合同由法國DCI-DESCO公司獲得,金額約為2500萬歐元。

The evolution of police interrogations on screen

POLICE INTERROGATIONS are by their very nature dramatic. The stakes are high. There is an imbalance of power. Those involved are under pressure. Narrative is essential to the proceedings: both the police and the suspect have their own version of events, and seek to convince the other that theirs is correct. Interrogations are also an exercise in character—detectives might play “good cop, bad cop” in an attempt to winkle out a confession. Important clues can be found in what a suspect says, and what they omit.
Little surprise, then, that interrogations have long featured in police procedurals and buddy-cop shows. Television dramas often saw interrogations as a set piece from which the police would emerge as brave, smart and victorious. In “Prime Suspect” (1991), the wily and quick-witted DCI Jane Tennison (Helen Mirren) would come alive in front of the one-way glass; DCI John Luther (Idris Elba, pictured below) knew how to push a perpetrator’s buttons. The audience was encouraged to trust the judgment of law enforcement.

But in recent years, as police brutality and misconduct have made headlines, confessions—and the means by which they are elicited—have been examined more closely on television. “Making a Murderer” (2015), a true-crime documentary, shows Brendan Dassey, a 16-year-old with learning difficulties, confessing to the murder of Teresa Halbach, a photographer, in 2005. Using footage from the interrogation room, the film-makers argue that the police in Manitowoc County, Wisconsin, unconstitutionally coerced him in order to bolster their version of events, which until then had little substantial evidence. “The Confession Tapes” (2017) likewise takes contentious real-life confessions and inspects them with a rigour that (according to the show) the justice system has failed to.
“When They See Us” (2019), a four-part series directed by Ava DuVernay, looks at how interrogations, institutional racism and injustice interact. It dramatises the true story of the “Central Park Five”, a group of minority-ethnic boys wrongly convicted in 1990 of rape and assault. During questioning, the accused—all aged between 14 and 16 at the time—were denied food and drink and access to legal counsel. In the show, they are portrayed as sleep-deprived and desperate, subjected to intense off-the-record questioning in cleaning closets and filing rooms. The police threaten the boys with violence if they do not cooperate; detectives are depicted as more interested in finding someone they can pin the crime on than in nailing the actual perpetrator. In that they were successful: their bullying resulted in taped false confessions, and time in prison for the five boys. (In 2002 a court vacated the convictions.)
In “A Confession”, a new British drama also based on true events, the failure of Detective Superintendent Steve Fulcher (Martin Freeman) to act above board has severe repercussions for the prosecution of a case. In his eagerness to interrogate a taxi driver suspected of murdering a young woman, he ignores the procedures in the Police and Criminal Evidence Act 1984. The man does confess both to the murder in question and to another, but his statement is inadmissible as evidence in court. Here, once again, law enforcement is shown to be prone to making rash, emotional decisions.
“Criminal” (pictured top), released on Netflix on September 20th, pursues that idea and sets up a fictional game of cat-and-mouse between detectives and suspects. The drama in each of the 12 episodes—set in either Britain, France, Germany or Spain—is confined to an interrogation room in an anonymous police station. On one side of the mirror, bright lights illuminate police officers, the accused and, sometimes, a lawyer; on the other, a red-lit backroom hosts office politics, a running commentary on the case’s progress and a ticking digital clock which informs the officers how long they have left until they have to charge the suspects or release them. Lies are exposed, but often not the ones the detectives had intended to uncover. Investigators are manipulated, led down wrong paths and frustrated in their quest. The suspects’ guilt—or innocence—is not always clear.
Where interrogations once allowed TV’s protagonists a chance to outsmart their opponents and heroically solve cases, now they show them to be fallible: think of the interview in “Bodyguard” in which David Budd’s reading of the situation is dangerously wrong. These characters bring their own foibles to bear on cases, and are willing to do whatever is necessary, morally permissible or not, to reinforce their version of events. They can make for difficult viewing, but these new shows offer a satisfying combination of suspense, friction and the search for truth.

Maybe this is cheating but I’m going for TV series and Prime Suspect. She was soooooo good in Prime Suspect and when it first aired in 1991 her role as DCI Jane Tennyson was pretty ground breaking (No I was not allowed to watch it in 1991 - I was too little!).
