Dholera SIR divided in three different Town Planning 1 to 6 schemes.

The Airport Authority of India issued Rs. 987 Crore operation of Dholera International Airport Contruction and Ahmedabad to Dholera SIR Greenfield Expressway will be completed on 2023. Ahmedabad to Dholera Rapid Metro Rail transport system will be completed on 2023 and will be extended till Bhavanagar in future.

WHAT IS THE STATUS OF DHOLERA SIR NOW?
Currently, Dholera SIR Work progress was started in March, 2016 after DICDL allotted projects to two different companies working.
· 1st phase of 22.94 Sq KM is done now to welcome the activation area industrial companies.
· L&T was given the contract of construction done by 72 KMs of roads at the cost of 1734 cr.
· Cube Construction was given the contract to construct to ABCD Building where they will build the structure of 16500 sq.mtr at the cost of 73.00 crore.
· L&T is construction well and as per my last visit to Dholera SIR, it has completed almost 45% project where they are targeting the deadline of September, 2023.
· Cube construction had completed 75% of structure work where their projects deadline is September, 2023.
· The Dholera Industrial City Development (DICDL) has undertaken the implementation of 50 MLD Water Treatment Plant at Dholera in Ahmedabad District.
· Ahmedabad-Dholera Express or Dholera Metro Rail project got Environment Clearance in February, 2018 and we are expecting it’s development to be started by this year end.
· The Dholera International Airport is a part of Dholera SIR of Gujarat, India.
.The greenfield airport will be built on 1700 acres of land and 1426 hectares of Government land has been reserved for Airport at Navagam Village of Dholera, Taluka in Ahmedabad District, 29 km from Dholera SIR and 80 km from Ahmedabad. Dholera Greenfield international airport located at a distance of 100 kilometers South West of Ahmedabad.

What all government authorities are functioning and operational in Dholera?
DSIRDA (Dholera SIR Development Authority)– Under the SIR Act 2009 a regional development authority were formed in February 2010 with the name of DSIRDA. Primary responsibility of this authority is planning and development like Land use Finalisation, Town Planning Schemes, Development Plan of SIR, co-ordination with local farmers, giving permissions etc. will be responsibility of DSIRDA only.
DICDL (Dholera Industrial City Development Limited)– In January 2016 a Special Purpose Vehicle company were formed with the name of DICDL in which Gujarat government has 51% stake through DSIRDA and Central government has 49% stake through DMIC trust.

RERA (Real Estate Regulation and Development Act) – As Town Planning Schemes are getting finalised in Dholera SIR now so slowly and steadily RERA is also getting active in Dholera SIR. This is certainly a good move because it gives a lot of comfort level to an investor as well.
SEVA SADAN DHOLERA – It is the same place where registries of Dholera Taluka properties are done and all the mutation work is also done in the same premises.
DIACL (Dholera International Airport Company Limited) – A Special Purpose Vehicle company was formed by Government of Gujarat with the name of DIACL which at present is operating from Udyog Bhavan at Gandhinagar in Gujarat. Airports Authority of India (AAI) has majority 51% stake in the company, Gujarat government has 33% stake and the National Industrial Corridor Development and Implementation Trust (NICDIT) has the remaining 16%
Before commencing work on ground did Government made any Master Plan and why it took a more than a decade to see something on ground?
Yes, absolutely. Dholera SIR is an extremely planned city for which various multinational companies were hired to make its blue print.
Master Planning of Dholera SIR is done by British Infrastructure giant Halcrow which has executed projects in more than 70 countries from planning phase to deigning & management as well. American multinational engineering company AECOM has done designing of Dholera SIR and is completely responsible for implementing trunk infrastructure including roads, rail, drainage, water supply, water treatment etc. State government has hired Wipro as ICT consultants and companies like IBM and CISCO were hired for implementing technology used in the making of a smart city.
Starting from forming a legislative framework SIR Act 2009, Gujarat government formed a regional development authority DSIRDA in year 2010 and then in year 2012 Development Plan of Dholera SIR was sanctioned along with draft Town Planning 1 and 2 schemes were also sanctioned. In year 2012 only draft Town Planning schemes 3, 4, 5 and 6 were submitted to apex authority GIDB. Environmental clearance notification was received on August 22, 2014. Activation area pre-designs for roads and services was obtained in January 2015 and Roads and Services Contract for Activation Area was awarded in June 2015. In January 2016 DICDL was formed a city level special purpose vehicle company.
Dholera SIR is huge, it is one of the Largest Smart and Sustainable Cities to be developed in India. Total area is 920 sq kms comprising of 22 villages of Dholera Taluka. Government has taken up Town Planning Schemes practice and the region is divided in 6 Town Planning Schemes as of now which is to be developed in three development phases. Development Phase 1 we will see Town Planning 1 and 2 getting developed and one it is done after a decade we will see Town Planning 3 and 4 getting developed and after another decade we will see Town Planning 5 and 6 getting developed under Development Phase 3.
Dholera SIR is completely divided in zones and in all we have 15 zones in Dholera SIR which are like follows:

What is status of Dholera Greenfield Airport and Ahmedabad-Dholera Greenfield Expressway?
Let’s first talk about the much talked Dholera International Airport. I’ve already mentioned about DIACL that is the company which is going to plan and get airport work implemented.
1426 hectares of Government land has been reserved for Airport in Navagam Village of Dholera Taluka. Airport Authority of India has already prepared Feasibility Report, Detailed Project Report and EIA based on which all the required NOC’s and in-principle approvals have already been obtained for the Airport.
As per the latest news, central government has allotted Rs. 100 Crores as 1st instalment of funding for the said Airport and work of Land Filling in the region is getting started.
Besides handling logistics requirements of Dholera SIR, this Greenfield Airport will also handle the spill over traffic of existing Ahmedabad International Airport.
In adjacent Government land parcels available along with the Dholera International Airport, DIACL plans for an Aviation Zone and a MRO hub for manufacturing various parts of aircrafts or Aviation Academy, Flight training institutes etc.
At the same time, Ahmedabad-Dholera Greenfield Expressway tender has been assigned by NHAI and work is to commence now. NHAI is targeting expressway work to get completed in 18-24 months time frame. Initially it is designed as 4 lane expressway and later on it will be extended to 6 lanes and the best part is that scope of increasing lanes is considered from now only. This is the beauty about Greenfield projects actually. Along with the Expressway parallel Metro Trains are also planned.
What sort of technology is used to develop this new smart city and which all companies are involved in doing so?
Dholera being developed as a first Greenfield Smart and Sustainable city along with DMIC alignment in Gujarat, India is to witness a huge technical infrastructure like ICT, IoT, City Wide Applications, Data Centres, Networking, Wi-Fi etc. and companies like WIPRO, IBM and CISCO are already in planning and execution phase in Dholera Smart City.

What Is DHOLERA SIR and How Does It Work?
Dholera SIR is a Greenfield Industrial City planned and located approximately 100 km South West of Ahmedabad. The Government of Gujarat has created a legislative framework for the formation of a Special Investment Region Act 2009. Under the act, a regional development authority for DSIR has been established.
The Dholera Special Investment Region Development Authority (DSIRDA) has the responsibility of planning and developing Dholera City and will encompass the function of administering government land within DSIR. An SPV named Dholera Industrial City Development Limited (DICDL) has been created between the Central Government (DMICDC Trust) and the State Government (DSIRDA) of Gujarat to implement the project. Delhi Mumbai Industrial Corridor Development Corporation Limited (DMICDC), a special-purpose company, was incorporated to establish, promote and facilitate the development of the DMIC Project.

Spanning approximately 920 sq km, encompassing 22 villages of the Dholera Taluka in the District of Ahmedabad, is envisaged to be bigger than the city of Ahmedabad. It is strategically located between the industrial cities of Ahmedabad, Baroda, Rajkot and Bhavnagar.
Dholera Smart City will have its own self-sustaining eco-system consisting of economic drivers through industrialization, utility & logistic infrastructure, and Social Infrastructure including education, healthcare, and other public amenities.
DMICDC, with the support of the Government of Gujarat, plans to create an economically and socially balanced new-age city with world-class infrastructure and the highest quality-of-life standards with sustainability in the urban form including a sustainable urban transportation system within and mobile/efficient regional connectivity with neighboring cities and the rest of the country.
It will be connected with Ahmedabad by a 6-lane access controlled Dholera Expressway & MRTS (Metro Rail) in one common corridor providing seamless connectivity & Rail-Road transition as an effective means of transportation between the 2 cities.
An Dholera International Airport is being developed to the North-East of Dholera SIR by an SPV called Dholera International Airport Company Limited (DIACL). The airport has already received Environmental & Site clearance.
INDUSTRIES IN DHOLERA SIR:
Defense, Aviation, Electronics, High-Tech emerging technologies, Pharmaceuticals & Biotechnology, Heavy engineering, Auto & Auto ancillary, General Manufacturing, Agro & Food processing, Metals & Metallurgical products, etc. are the sectors identified with a high potential for Dholera Industrial City among other sectors. DSIR will be home to non-polluting industries, promoting a clean, green and sustainable urban development, which can contribute to the growth of the region and India.

The Government of Gujarat and DSIRDA have adopted the mechanism of Town Planning Schemes (TPS) to ensure the delivery of serviced land that can benefit the local population and the private sector. TP schemes are being implemented under the Gujarat Town Planning and Urban Development Act, 1976 (GTPUD). The developable area in DSIR is divided into six (6) Town Planning (TP) Schemes and all 6 draft schemes have been sanctioned. Town Planning Schemes 1 and 2 cover the development in Phase-I. TP 1 is spread over approximately 51 sq km or 12750 acres & TP 2 is over 102 sq. km or 25000 acres.
TP 1 will have approximately 186 km of road & TP 2, 340 km. Right of Way (ROW) varies from 12 m to 70 m i.e. 2 to 6 lane roads, have been master planned. Services and utilities running parallel to the roads & within the ROW will include Storm water drainage, Water supply, Sewerage/Waste Water, Recycled Water, Power, Telecom and PNG.
PROJECT BACKGROUND – Dholera SIR PHASE I:
The Development Plan for DSIR has been prepared and sanctioned by DSIRDA. Phase-I constitutes TP1 and TP2 covering 153 sq km.
Apart from urban development, overall trunk and external infrastructure will be developed to support the development at DSIR. These include the following:
· Roads and services/utilities
· Raw water transmission line from source
· Wastewater treatment and recycle
· Solid waste management
· Power T&D network

1) Dholera International Airport:-

Varaha infra limited got a contract from the Airports Authority of India for the Development of New Greenfield Airport at Dholera, Ahmedabad.

Its 1426 hectare site at Navagam village (view on google maps) is located north of Dholera Smart City & Bhavanagar, and south of Ahmedabad. In the future, the airport will be connected to Ahmedabad through the under construction 109 km Ahmedabad – Dholera Expressway.
2) Dholera Largest Solar Park:-
Tata Power Solar, India's largest integrated solar company and a wholly-owned subsidiary of Tata Power, has received a & Letter of Award (LoA) & to build 320 MW of ground mounted Solar PV project for NTPC, a company statement said.
The order value of the project is approximately Rs 1,200 crore ( USD 162 million). The commercial operation date for this project is set for May 2022.
With this addition, the order pipeline of Tata Power Solar stands at approximately 4 GWp with approximate value of Rs 12,000 crore.
3) Dholera SIR Activation Area:-
Dholera Activation Area has been selected based on immediate availability of land and its future status after implementation of TP scheme (area with highest opportunity of commencement of site work). Larsen & Toubro (L&T) has been awarded the INR 1,734-crore EPC contract to work on the construction of roads and services The Activation Area is approximately 5.25% of the total developable area of DSIR. It can cater to a residential population of 1.2 lakhs with an employment of approximately 80,000 persons after completion. The development will activate a major portion of government land (80%) in Activation Area for the investors/industrialists and it will also help to trigger investments in rest of DSIR.

Everyone want for one question? when will Dholera Smart City complete? Dholera SIR is right now and the government has not declared any particular timeline to complete the Dholera SIR 1st smart city. Dholera SIR official declare, phase 1 will be completed soon and after that phase 2 will pick up. Let’s explain know about to Dholera Smart City progress and investment & Development and Current Work Progress.

Dholera SIR divided in three different town planning 1 to 6 schemes.
Dholera Special investment Region is an upcoming first Platinum Rated Greenfield smart city. All phases complete smart city done by 2040.

The Airport Authority of India issued Rs. 987 Crore operation of Dholera International Airport Contruction and Ahmedabad to Dholera SIR Greenfield Expressway will be completed on 2023. Ahmedabad to Dholera Rapid Metro Rail transport system will be completed on 2023 and will be extended till Bhavanagar in future.

WHAT IS THE STATUS OF DHOLERA SIR NOW?
Currently, Dholera SIR Work progress was started in March, 2016 after DICDL allotted projects to two different companies working.
· 1st phase of 22.94 Sq KM is done now to welcome the activation area industrial companies.
· L&T was given the contract of construction done by 72 KMs of roads at the cost of 1734 cr.
· Cube Construction was given the contract to construct to ABCD Building where they will build the structure of 16500 sq.mtr at the cost of 73.00 crore.
· L&T is construction well and as per my last visit to Dholera SIR, it has completed almost 45% project where they are targeting the deadline of September, 2021.
· Cube construction had completed 75% of structure work where their projects deadline is September, 2020.
· The Dholera Industrial City Development (DICDL) has undertaken the implementation of 50 MLD Water Treatment Plant at Dholera in Ahmedabad District.
· Ahmedabad-Dholera Express or Dholera Metro Rail project got Environment Clearance in February, 2018 and we are expecting it’s development to be started by this year end.
· The Dholera International Airport is a part of Dholera SIR of Gujarat, India. The greenfield airport will be built on 1700 acres of land and 1426 hectares of Government land has been reserved for Airport at Nava gam Village of Dholera, Taluka in Ahmedabad District, 29 km from Dholera SIR and 80 km from Ahmedabad. Dholera SIR - Biggest Smart City Of India Has Begin
The Delhi Mumbai Industrial Corridor (DMIC) project envisaged by the government of India has now come into action as the Modi government has given a formal approval to commence work on the trunk infrastructure in the activation area identified in Dholera Special Investment Region.
Dholera Smart City Phase 1 of construction in Dholera SIR, the biggest smart city of India has begun. An activation area spread over 22.5 square kilometers of land has been exclusively identified and construction work on it has been given a green signal. The construction which has started in financial year 2015-16 is expected to be completed by financial year 2018-19.The land of the activation area has been carefully chosen and belongs to the state government. It has been done so that the work can be started immediately without the hassles of having to purchase land and follow extensive steps.
Dholera Development Current Status:-
The trunk infrastructure that has been planned for it includes components like activation area, roads and services, ABCD building dholera, water treatment plan, sewerage treatment plan and common effluent treatment plan. The purpose of this activation area is to attract investments and funds through private players and foreign investors. The ready to use roads and services as well as improved accessibility shall encourage investors to put funds in this project without which the project is difficult to complete.
Dholera SIR is divided into six town planning areas of which Town Planning scheme 1 and 2 are chosen for development in phase 1 of the project. The activation area selected belongs to the northern half of DSIRDA land which enables excellent connectivity to other town planning schemes thus making it even more lucrative for investors.
The town planning scheme 1 and 2 is spread over a total area of 153 square kilometers; 51 square kilometers and 101 square kilometers each. To enable ease of implementation, the Town planning scheme 2 (TP2) areas has further been subdivided into two sections with Central Spine road (SH6) serving as a dividing factor- TP2 West is spread over 43.11 sq. km while TP 2 East covers 57.41 sq. kms and an additional 2.3 sq. km area falls on the expressway. Town Planning Scheme 2 has extensive roads with length measuring to 340 kilometers while Town Planning Scheme 1 roads measure 186 kilometers.Both the schemes have plans for river training and bunding for flood management, a feature specific to smart city.
Dholera SIR:-
Dholera Special Investment Region is spread over a sprawling 920 square kilometers of land and covers 22 villages of Ahmedabad district including Dhandhuka and Barwala Taluka. Its proximity to important industrial hubs like Ahmedabad, Rajkot, Vadodara, Surat and Bhavnagar certainly gives it the locational and industrial edge. It is aimed to be the first step towards the rapid urbanization campaign taken up by the government that shall deliver a high standard of living through its ultra-tech infrastructure and environment friendly initiatives. It shall have underground utilities such as storm water drainage, water supply, sewerage system , gas lines, telecom connection and power supply ; first of its kind in India
Dholera Smart City Project Funding:-
While the land is being contributed by the state government as its share of equity capital (as per the institutional and financial structure approved by the Government of India for DMIC project), the central government shall be contributing its share of equity in form of cash required for the project. The estimated cost of the project is Rs. 2784.83 crores and central government has permission to make similar contributions with a maximum ceiling of Rs. 3000 crores.
Balance funding requirements to complete the trunk infrastructure components shall be taken care of through internal accruals of Special Purpose Vehicles or by raising debts as necessary by the SPV. In the year 2011 -12,the Government of India had decided to contribute a total of Rs. 17,500 crore in a phase wise manner over succeeding five years towards implementation of trunk infrastructure components of the Delhi Mumbai Industrial Corridor Project.This project and all other projects planned under the DMIC project shall be jointly implemented by special bodies called Special Purpose Vehicles (SPV) that is a joint venture between the state government and DMIC trust.

As per the cabinet decision, a trust called DMIC trust was formed whose primary function is to handhold the funds for the project. The Board of trustees are empowered to evaluate all proposal placed towards development of the project and after due recommendations from the DMICDC, it sanctions funds towards development of project subject to a ceiling of Rs. 300 crores. In case of a proposal exceeding the ceiling limit, it is forwarded to and reviewed by Cabinet Committee on Infrastructure post necessary evaluation by PPPAC of the Ministry of Finance or DMIC trust as the case may be. The final proposal for sanctioning Rs. 3,000 crores towards Dholera SIR Project was forwarded by DMIC trust post appraisal on 19th March 2015.
Hopefully, the development of the activation will trigger off the expected activity on the funding side and attracts investors as per project requirement.
