Francine weakens as it moves inland bringing additional rain
Almost all warnings for what had been Category 2 Hurricane Francine were canceled Thursday night, a day after the storm named slammed into the Louisiana coast with heavy rains and 100-mph winds. By late Thursday, Francine was a post-tropical cyclone, and flood watches and wind advisories were in effect for parts of the Mississippi Delta, the Tennessee Valley and the Southeastern U.S. at 11 p.m. ET, the National Hurricane Center said. But what did remain in the wake of the storm that made landfall in Terrebonne Parish, Louisiana, were more 150,000 customers without power in the state, according to the tracking website poweroutage.us. Louisiana Gov. Jeff Landry toured the hardest-hit areas across his state Thursday. “Power is the most important thing that we need right now,” he said on NBC News’ “Hallie Jackson NOW.” Landry said he hoped to have power fully restored by Sunday and urged residents to stay off the roads so utility workers could do their jobs. There have been no reports of deaths related to the storm. In New Orleans, the din of portable generators was the soundtrack across much of the city Thursday as entire neighborhoods lost power, and streets were blocked by debris and downed oak and cypress trees. The aftermath of a deluge from Hurricane Francine in Metairie, La., in Jefferson Parish, on Wednesday night. Matthew Hinton / AP Amid the mayhem, stories began to emerge of ordinary people performing extraordinary exploits to save their neighbors from harm. A good Samaritan named Miles Crawford smashed a window to rescue a driver from a fully submerged pickup truck that was caught in the floodwaters Wednesday evening beneath the Canal Street underpass in New Orleans, NBC affiliate WDSU reported. Crawford said he sprang into action after WDSU reporter Jonah Gilmore, who was doing a live shot in the area, spotted the submerged pickup and flagged down a nearby police officer. “I’m a nurse, so got to save lives, right?” Crawford, who works at the University Medical Center, told The Associated Press. Packing 100 mph winds, Francine roared ashore in Terrebonne Parish at around 5 p.m. local time as a Category 2 hurricane, battering a fragile coastal section of Louisiana that hasn’t fully recovered from a series of devastating hurricanes in 2020 and 2021. Moving at a fast clip, Francine barreled into New Orleans, pounding the hard-pressed city with torrential rains and tearing the roofs off hundreds of buildings. The low-lying city was quickly deluged, with 7.33 inches of rain reported at New Orleans International Airport. In the New Orleans suburb of Kenner, 100 homes were swamped by rainwater. Over in nearby Metairie, floodwaters turned streets into impassable canals. “Now is not the time to be out on the roads,” Jefferson Parish President Cynthia Lee Sheng warned on X in the midst of the storm. “All residents are urged to stay home.” In Lafourche Parish in southern Louisiana, 26 people trapped by rising floodwaters were rescued, local officials said. Some of those affected by power outages may not get electricity back for days. The utility company Entergy says it may not be able to restore power to 90% of Terrebonne, Lafourche and Assumption parishes until 10 p.m. Monday. The east bank of Orleans Parish has an estimated restoration time of 10 p.m. Saturday, the company said in a list of expected times released Thursday. The storm, even though it is now a post-tropical cyclone, was still posing a heavy rainfall threat for parts of northern Mississippi, northeast Arkansas, southwest Kentucky and western Georgia on Thursday night, and those areas could get up to 4 inches of additional rain, the National Hurricane Center said. That could be enough to cause considerable flash flooding and urban flooding, it warned. Corky Siemaszko Corky Siemaszko is a senior reporter for NBC News Digital. I thought Louisiana had passed their silly 10 commandments law last year, but it just passed this month and schools have 5 months to comply. I'm sure teachers can instill good values without the 10 commandments.
It's the legislators and governor who need them. 100% of them are liars. At least 50% are adulterers. They allow companies like entergy to rob the poor people of this state. They allow chemical companies to kill people with cancer. It's the only state with a region called cancer alley. They rob the imprisoned by enslaving them and requiring them and their families to pay exorbitant fees for phone calls and basic necessities. They think they're gods- imposing their will and beliefs on everyone unfortunate enough to have been born here without the means to escape.

The document's title is incomprehensible, a garbled sequence of letters and numbers. It seems to be some kind of code, or a set of instructions. It's impossible to say what it means. But it's intriguing, and you can't help but start to decode it, to see if you can make any sense of it.

Excerpt from this story from Rolling Stone:
Four days after Hurricane Ida hit Louisiana as a Category 4 hurricane, much of New Orleans and its surrounding areas remain in the dark, both literally and metaphorically: Power outages persist and Entergy, the corporation responsible for fueling the region, has still not said clearly when power will be restored.
In this vacuum, a coalition of climate activists are maneuvering to temporarily bring approximately $1 million worth of solar equipment to the region to both immediately aid relief efforts and hopefully lay the groundwork for the kind of greener New Orleans Entergy has previously tried to stifle.
Josh Fox, the documentary filmmaker and environmental activist behind 2010’s Gasland, tells Rolling Stone that his non-profit, Solutions Grassroots, along with Empowered by Light and the Footprint Project, have acquired 12 10KW solar systems, donated by Tesla, and an array of other smaller solar systems (Fox has also contributed to Rolling Stone in the past.) Linking up with local organizations, from other climate groups like the Alliance for Affordable Energy to cultural institutions, the goal is to begin distributing this solar tech around New Orleans and other hard-hit areas as soon as Sunday or Monday.
“People are really struggling to get information and just stay safe in this heat. There are folks who are going to the hospital because of carbon monoxide poisoning from traditional generators,” Logan Burke, executive director of the Alliance for Affordable Energy, tells Rolling Stone. “We’re trying to to figure out a way to support folks who are there because they couldn’t afford to get out, and those who are there to rebuild since we need to get power to drills, saws and those kinds of things.”
“Rather than parachuting in and doing this with FEMA and the Red Cross and all that garbage, we’re working directly with the local organizations that are the most keyed in to where need is and to what specific geography these solar systems can be deployed,” Fox adds. “And not only as a relief organization, but as a political statement.”

On Tuesday, Politico reported that Biden is appointing US Rep. Cedric Richmond (D-LA) to lead the White House Office of Public Engagement, where he is “expected to serve as a liaison with the business community and climate change activists.”
During his ten years in Congress, Richmond has received roughly $341,000 from donors in the oil and gas industry — the fifth-highest total among House Democrats, according to previous reporting by Sludge. That includes corporate political action committee donations of $50,000 from Entergy, an electric and natural gas utility; $40,000 from ExxonMobil; and $10,000 apiece from oil companies Chevron, Phillips 66, and Valero Energy.
Richmond has raked in that money while representing a congressional district that is home to seven of the ten most air-polluted census tracts in the country.
Richmond has repeatedly broken with his party on major climate and environmental votes. During the climate crisis that has battered his home state of Louisiana, Richmond has joined with Republicans to vote to increase fossil fuel exports and promote pipeline development. He also voted against Democratic legislation to place pollution limits on fracking — and he voted for GOP legislation to limit the Obama administration’s authority to more stringently regulate the practice
