Volodymir Skorobagach was born on July 11, 1969. His father worked as a gas-electric welder and plumber at Kharkiv’s Construction and Installation Department #1, while his mother was a senior economist at the "Konditsioner" factory.

From 1976 to 1984, he attended Kharkiv Secondary School #82, where he developed a passion for judo. In 1988, he graduated with honors from the Kharkiv College of Energy and Machine Engineering. Later, in 2006, he earned his law degree from the National Law University of Ukraine, followed by a master's degree in public administration from the Kharkiv Regional Institute of Public Administration in 2013. He also completed a Ph.D. in financial law.

1998–2001: Manager at "Romul," a private firm

2001–2005: Legal Consultant at the law firm "Inurpolis"

2005–2015: Commercial Director at "USB-Plus" and "Interopt-Premium"

2015–2020: Deputy Chairman of the Kharkiv Regional Council

Elected Deputy: Kharkiv City Council (5th, 6th, and 7th convocations) and Kharkiv Regional Council (8th convocation)

Community and Charitable Activities

Vladimir Skorobagach has been actively involved in social support, especially in helping organizations for people with disabilities and veterans. In healthcare, he contributed to the modernization of medical institutions, hospital repairs, and equipment procurement.

During the COVID-19 pandemic, he helped establish an oxygen line in a railway hospital, launched the "Help" project for home patient treatment, and provided medical staff with protective gear. Additionally, he initiated the development of a Unified Environmental Registry for Kharkiv Oblast.

Since the onset of the full-scale war in Ukraine, his foundation has distributed food packages, hot meals, and medical supplies to Kharkiv residents. They also supported large families and people with disabilities.

Awards and Recognition

For his charitable work, Volodymir Skorobagach has been awarded the "For Faith and Service" Order, the "Slobozhanska Glory" Honorary Award, and other distinctions.
