John Quentin Wesley, age 93 of Morganfield, KY went home peacefully on Wednesday, May 24, 2023. Quentin believed the promise of eternal life and that Jesus has prepared a home for him in heaven (John 14:2-4). He was born on October 29, 1929 at the very start of the Great Depression. Times were hard. He did not have an official birth certificate until 1964. With God’s grace, he and his 5 siblings endured a rural life in Sturgis, KY.
After graduating from Sturgis High School in 1948, Quentin attended Bob Jones University 1948-1949 in Greenville, SC. After one year, he transferred to Western Kentucky University where he was on the track team. He went on to law school at UK. While in Lexington, he met the love of his life, Hildegarde Taylor from Hardinsburg, KY. They married in 1955 and had 4 children. He served in the United States Air Force from 1954 until his honorable discharge in 1965 as Captain. While based at Wright Patterson, he worked on contracts for the B52 bomber.
Quentin practiced law for 50 years in a bustling office on Court St. across from the courthouse. Mr. Wesley represented the people of his community with honor and compassion. He was dedicated to his beloved community and answered the call to serve. Quentin utilized his popularity and his integrity to serve in many positions. Early in his professional years, he presided as Sturgis Kiwanis club president and served on the Henderson Community advisory board. He served as Morganfield City Attorney for 25 years and Union County Attorney. He represented the U.C. Board of Education for 50 years and the U.C. Water District. Quentin was selected Union County Judge Pro-Tem. In 1968 he was elected to the Kentucky House of Representatives and represented his constituents of the 7th district at the State Capital in Frankfort and served on the Executive Branch Ethics Committee. He was a Commonwealth Attorney. Quentin served on the Tennessee Tombigbee Waterway for 8 years. Mr. Wesley was a Charter Life Fellow of the Kentucky Bar Association.
Through his education, military service, community service, and career, he traveled and collected many friends along the way. He and Hildegarde loved to travel. Their destinations included China and Russia. He and Hildegarde enjoyed driving across the country to see the wonders of this country he so loved; always returning to realize his blessings in Union County. On many occasions he proudly drove around “to look at crops”. Quentin was devoted to his faith. He was an active member of the First Baptist Church in Morganfield, where he led an adult men’s Bible study class for 50 years. In recent years, he helped with children’s vacation Bible school and facilitated the construction of the steeple on the existing sanctuary in Morganfield.
Quentin enjoyed the game of golf and cherished his regular golfing buddies. He planted many of the trees, bushes, and flowers by hand at the Breckinridge Golf Club. He wanted to preserve the course’s beauty for future generations of golfers. Quentin was a fan of all sports. He followed the Union County Braves, UK Wildcats, Oakland Raiders, and the Cincinnati Reds. Uncle Quentin adored all of his nieces and nephews. He kept up with their lives and supported their interests. He was always proud of their many accomplishments. He appreciated that his family frequently came to visit to just catch up on current events and news of family members.
Quentin is preceded in death by his parents, Charles Ray Wesley and Roberta Wynn Wesley; 2 brothers, Bob Wesley and wife Ida and Bo Wesley and wife Lillian; 3 sisters, Mary Cowan and husband Fred, Kas Sprague and husband A.D., and Susie Davis and husband Bob.

After sheltering at home for nearly two months, tens of thousands of autoworkers have started streaming back into car and truck plants across the South and Midwest, a critical step toward bringing the nation’s largest manufacturing industry back to life. In April, automakers, which were closing plants at various times, produced just 4,840 cars, pickup trucks and sport utility vehicles in North America, according to Automotive News, down from 1.4 million a year earlier. Sales of new vehicles in April fell by about 50 percent, according to Cox Automotive, a market researcher. “The auto industry is America’s economic engine,” Ford Motor’s chief operating officer, Jim Farley, said during a recent conference call on the company’s reopening plans. “Restarting the entire auto ecosystem is how we restart the economy.” Ford, General Motors, and Fiat Chrysler plan to restart production on Monday, after Toyota, Honda and Tesla began reopening plants last week. Hyundai restarted a plant in Alabama on May 4. But production will not bounce back quickly. The revival will unfold over a week or more as dozens of auto plants and hundreds of factories owned by parts suppliers gear up and start making and shipping products. The speed with which companies can move will depend in part on how quickly national, state and local governments loosen stay-at-home orders in the United States, Canada and Mexico, because the industry’s supply chains are closely intertwined across North America. Some automakers have already run into complications. Tesla, for example, and its chief executive, Elon Musk, were so eager to resume production last week at the company’s factory in Fremont, Calif., that they defied local officials and sued the county. Mercedes-Benz restarted an S.U.V. plant in Alabama on April 27, but stopped production on Friday after running short of parts. Volkswagen was scheduled to start making cars at a plant in Chattanooga, Tenn., on Sunday — two weeks after it had originally hoped to bring workers back, because many of its suppliers needed more time to get up and running. The automakers announced in mid-March that they would shut down their plants as the coronavirus spread and cases started surging in the Northeast, Louisiana and the Detroit area, where the three biggest U.S. automakers are based. The risk of infection is considered high for assembly-line workers because they often spend long hours working alongside one another. While many of the automakers’ white-collar employees have been able to work from home, the shutdowns idled nearly 400,000 automotive production workers in April, according to the Bureau of Labor Statistics. The industry accounts for about 4 percent of the nation’s economy. There is little precedent for such an across-the-board shutdown, said Erik Gordon, a business professor at the University of Michigan. Of course, strikes have forced individual car companies to shut down periodically; one last fall idled G.M. plants for 40 days. But Mr. Gordon, who has long tracked the industry, couldn’t think of a time when the three big companies, their suppliers and many dealers had to shut down at the same time. During World War II, the industry stopped making cars, but its plants were retooled to make armaments and kept millions of people employed, Mr. Gordon noted. “There’s really nothing we can compare this to because it’s the entire industry, and its supply chain, that has closed down completely,” he said. Now, the industry faces another daunting task that it has never faced: restarting production during a pandemic. Automakers have made numerous changes to reduce the risk of infection, including slowing down the rate at which they churn out cars. Most manufacturers plan to shorten shifts, with more down time in between for cleaning. Employees will also be required to stagger their arrival and departure to reduce contact with others during shift changes. Ford, G.M. and Fiat Chrysler will ask workers to fill out questionnaires and have their temperatures taken before reporting for work. The goal is to identify anybody who may have symptoms or has been in contact with somebody who is or has been ill. Workers will be required to wear masks, gloves and eye protection while on the job. Fiat Chrysler has installed thermal-imaging cameras in some hallways and entryways to check workers for fevers. On its assembly lines, the company has set up transparent curtains to prevent transmission between people who work next to each other. At some stations where two workers install under-the-hood components at the same time, the company has developed screens that can be placed on engines. Ford has placed portable sinks and hand-sanitizer dispensers throughout its plants and installed no-touch faucets and soap dispensers in restrooms. Under guidelines worked out with the United Automobile Workers union, employees will have to get tested for the virus if they show symptoms. G.M., Ford and Fiat Chrysler, however, are not planning to test workers daily or weekly even though the U.A.W. has pushed for it. On Saturday, Ford said it had secured contracts with health care providers in southeastern Michigan; Louisville, Ky.; Kansas City, Mo.; and Chicago to test symptomatic employees and provide results within 24 hours. “We continue to advocate for as much testing as possible at the current time and eventually full testing when available,” the union’s president, Rory Gamble, said in a statement. In Louisville, the home of two Ford plants that make trucks and large S.U.V.s, many workers are looking forward to getting steady paychecks again but also a little worried, said Todd Dunn, president of U.A.W. Local 862. “Everybody is burning cash,” he said. “And the company needs to produce, or we won’t have a company to go back to.” Still, the risk of sickness and the complexities of a new safety policies are weighing on workers. “A lot of members have parents or in-laws at home,” Mr. Dunn said. “So you wonder, ‘Should I take off my clothes in the garage and take a shower?’ A lot of members have issues with child care.” It will probably take many months before the industry is producing as many cars as it was before plants shut down. Honda reopened its plants but isn’t seeking to increase production quickly, to give crews time to become accustomed to new safety procedures and working conditions. For now, there is no great urgency for automakers to ramp up manufacturing, because auto sales are not expected to recover fully anytime soon. AutoNation, the country’s largest dealership chain, reported last week that sales of new and used cars at the end of April were down about 20 percent from a year earlier, after falling 50 percent in the first 10 days of the month. Department of Justice officials are looking into serious accusations about Live Nation’s behavior in the marketplace.
They have been reviewing complaints that Live Nation, which manages 500 artists, including U2 and Miley Cyrus, has used its control over concert tours to pressure venues into contracting with its subsidiary, Ticketmaster. The company’s chief competitor, AEG, has told the officials that venues it manages that serve Atlanta; Las Vegas; Minneapolis; Salt Lake City; Louisville, Ky.; and Oakland, Calif., were told they would lose valuable shows if Ticketmaster was not used as a vendor, a possible violation of antitrust law.
In the Atlanta case, the complaint stems from a 2013 tour by the band Matchbox Twenty. Live Nation bypassed the Gwinnett Center, a popular arena outside the city, for another venue in town.
Gwinnett’s booking director, Dan Markham, worried his venue was being punished, according to emails he wrote at the time. The center had just replaced Ticketmaster with a service controlled by AEG.
“Don’t abandon Gwinnett,” he wrote to a Live Nation talent coordinator. “If there’s an issue or issues let’s address.”
“Issue?” the Live Nation coordinator wrote back. “Three letters. Can you guess what they are?”
Live Nation says that, no matter what its employee wrote, the decision to bypass the center was not punitive. The other venue was managed by Live Nation and simply fit more people. But the following year, Live Nation cut the number of tours it brought to Gwinnett in half, from four to two.
Live Nation described the drop as a routine fluctuation. But Mr. Markham later said in an email that he had expected the drop-off because Live Nation “warned us that they would put us in a literal boycott.”
AEG provided The New York Times with copies of those emails, and others, to support its account of threats.
“What happened in Atlanta is just one example of what has been occurring much more broadly,” said Ted Fikre, the chief legal officer for AEG.
Live Nation officials say they never threaten or retaliate. They dismissed the complaints as tactical, deliberate mischaracterizations by AEG.
“You have a disgruntled competitor that is trying to explain their loss around the boogeyman that there were threats made that nobody can document,” said Daniel M. Wall, Live Nation’s antitrust lawyer.
The bloodletting between Live Nation and AEG has grown fierce in recent years and rippled through the industry. Last month, another of Mr. Wall’s clients, the heavy-metal icon Ozzy Osbourne, sued AEG on antitrust grounds, saying that it tried to bar him from playing its O2 arena in London, unless he played its Staples Center in Los Angeles.
AEG said its policy was a response to Live Nation’s steering concerts to its Los Angeles rival, the Forum.
The Justice Department’s inquiries into possible antitrust violations have gone beyond the bitter rivalry, with regulators in the past year looking into reports of Live Nation threats at venues that AEG does not manage: at the H-E-B Center outside Austin, Tex.; and at Boston’s TD Garden, according to executives familiar with the federal review.
Justice officials declined to comment on the status of their inquiries. Several of the venue owners have denied the accounts of threats reported by others.
The inquiries come as Justice officials review two more proposed mergers of huge companies — AT&T with Time Warner, and the Walt Disney Company with 21st Century Fox. In discussing those proposals, the department’s new antitrust chief has pointed to the Live Nation deal and several other mergers as problematic because, he said, they relied too much on the federal government’s ability to police corporate behavior.
“Even if we wanted to do that, we often don’t have the skills or the tools to do so effectively,” Assistant Attorney General Makan Delrahim said in a speech last November.
Beau Buffier, the chief of the New York Attorney General’s Antitrust Bureau, was blunter in assessing whether the government had done enough to ensure a vital ticketing marketplace.
“The Consent Decree was supposed to prevent Live Nation from using its strength in live entertainment to foreclose competition in ticketing,” said Mr. Buffier. “But it is now widely seen as the poster child for the problems that arise when enforcers adopt these temporary fixes to limit the anticompetitive effects of deeply problematic vertical mergers.”

In 2012, Live Nation submitted a joint bid with another company for a contract to manage the arena. Three people who listened to Live Nation’s pitch said in interviews that the company said some of its tours might skip the arena if it lost the deal.
“One of their main selling points was the relationship with the talent that they had and their ability to determine where that talent chose to play,” said Larry Hayes, who was then chairman of the Louisville Arena Authority, which oversees the venue.

Mr. Fikre and other AEG officials say that two years later, when their company considered replacing Ticketmaster with their own ticketing service, AXS, Live Nation gave a warning.
Over dinner on the night of a Miley Cyrus concert in August 2014, they said, a Live Nation executive told AEG’s local venue manager that some Live Nation tours would likely bypass Louisville if AEG made good on its plan to replace Ticketmaster.
This is one of the incidents that AEG complained about to the Justice Department, pointing out that the consent decree specifically forbids Live Nation from threatening to withhold shows from venues that do not hire Ticketmaster.
The AEG account is supported by an internal email in which its employee reports being warned that the Yum! Center might lose “toss of the coin shows” — the kind that could go to a nearby arena — if Ticketmaster was dumped.

Critics say enforcement of the consent decree has been complicated by what they call its ambiguous language. Though it forbids Live Nation from forcing a client to buy both its talent and ticketing, the agreement lets the company “bundle” its services “in any combination.” So Live Nation is barred from punishing an arena by, say, steering a star like Drake to appear at a rival stop down the road. But it’s also allowed, under the agreement, to redirect a concert if it can defend the decision as sound business.
Mr. Buffier, of the New York Attorney General’s office, said the ambiguity creates “high burdens to prove violations in court.”
Competitors assert that the bundling lets Live Nation pressure venues without ever uttering a threat.
“They don’t need to,” said Marc Leibowitz, co-owner of One Percent Productions, an independent concert promoter in Omaha. “It’s just implied.”
David Willis, a former ticketing executive who left Ticketmaster in 2014, said the company was always careful to instruct the sales staff to respect the rules as to how talent could be mentioned when pitching an arena for business.
“We were not saying, certainly, ‘If you don’t go with us you are losing that,’” he said. But he acknowledged, “I would imagine that that is what they assumed to be the case.”

Live Nation Agrees to Extend Settlement With U.S. on Ticketing Practices

Live Nation said Thursday that it had reached a tentative settlement with the Justice Department, which was investigating whether the company had used its control over the concert touring business to pressure music venues into using its Ticketmaster subsidiary.Such behavior would violate the terms of a consent decree that the Justice Department imposed as a condition of the merger of the two companies in 2010 — a deal that created a colossus in the live entertainment business and has long been criticized for giving the company too much power.Under the proposed new agreement, the decree, which was set to expire in July, would be extended to the end of 2025, and Live Nation would pay the government’s legal fees, people close to the negotiations said.In a brief statement, Live Nation said: “We have reached an agreement in principle with the Department of Justice to extend and clarify the consent decree. We believe this is the best outcome for our business, clients and shareholders as we turn our focus to 2020 initiatives.”The decree will also be adjusted to clarify one of its most contested provisions — how Live Nation should conduct itself in the marketplace when it is selling its ticketing services and deciding where its artists should tour. Under the existing agreement, Live Nation is forbidden from using the might of its concert-promotion division — which puts on tours by stars like Beyoncé and U2 — to coerce venues into signing contracts to use Ticketmaster, which holds the contracts at roughly 80 percent of major music venues. But competitors had complained to the Justice Department about several incidents over the years in Louisville, Ky.; Oakland, Calif.; Los Angeles, and other cities, where it said Live Nation had used its power over concert tours by major stars to strong-arm venues into using Ticketmaster.In the incident in Louisville, in 2014, managers of the KFC Yum! What is Medicare Open Enrollment?
The Medicare Annual Enrollment Period, also referred to as AEP, is the time for those who are already enrolled in Medicare to make decisions regarding whether to join, switch, or drop Medicare plans. Some of the things you can do during this window include:

As the Medicare Annual Enrollment Period draws near, it’s important to review your current Medicare coverage. You may consider the following questions to determine if you have the right coverage for your needs and budget.
1. Has your health status changed in any way that will require more, or fewer, health care services in the coming year? Do you foresee needing any procedures or surgeries in the coming year?
Anytime you have surgery, a procedure, or new diagnosis, your prescriptions and the services you might need may change. You should definitely take a careful look at your current plan to make sure that it covers everything you may possibly need in the coming year. If you are in good health and you don’t foresee any major changes, great! But it might be a good idea to ensure you have adequate coverage for the “just-in-case” scenarios.
2. Does your current plan cover all the services you use or did you have to pay for things that you’d like to have coverage for?
Talk to you insurance agent about the services that you use that are not covered and which plan would provide the best coverage for those services. If you think your plan fits your needs, you are probably good to stay where you are, but be sure to consider any services you might need in the future.
3. Does your current plan cover services that you don’t use or no longer need?
If you’re paying for services that you don’t need, you might consider changing to a plan that offers less coverage so that you aren’t paying for extra coverage that you are not using. Nobody wants to pay for things they don’t need so take a look at your current plan and evaluate whether it’s still the right one for you.
4. Are there changes being made to your current plan in the coming year, such as adding or deleting services or an increase in price?
Be sure you are educated about what changes are being made to your current Medicare plan. Review your prescriptions and your prescription coverage to see if any of your drugs are no longer covered in the coming year.
5. What were your out-of-pocket health care costs this year? Are you comfortable with your current plan premiums, deductibles, co-pays, and coinsurance? Would a plan with a higher or lower premium or deductible better meet your needs?
It is always a good idea to double check your budget, and run the numbers on your income and expenses in the coming year. Unexpected changes can always occur, but it is a good idea to be sure your budget can handle your Medicare costs.
What Happens If You Miss Medicare Annual Enrollment Deadline?
You may be the most organized person in the world, but for some unforeseeable reason, the Medicare AEP just flies past you. Many life events can cause you to miss the AEP deadline.

For most Medicare recipients, you will have to remain with your current plan and wait until the following year when the Medicare Annual Enrollment Period rolls around again. Medicare Special Enrollment Period (SEP)
You can qualify for SEP if you experience one or more of the following situations:
You moved outside of your current plan’s service area
You moved to an area inside your current plan’s service area, but this area offers access to new plan options
You moved back to the U.S. after living outside the country
You just moved into or out of a skilled nursing facility or long-term care hospital
You were just released from prison
You were affected by natural disasters specified by the Centers for Medicare & Medicaid Services
You left coverage from your employer
You have a new opportunity for coverage through an employer or union
Medicare has taken official action (“sanction”) against your current plan or terminates their contract with Medicare
You are diagnosed with a chronic illness or condition that qualifies you for a Special Needs Plan (SNP) that serves Medicare beneficiaries with that specific condition
These different scenarios can have different lengths of enrollment periods, so it’s important to talk to an independent Medicare agent who can help you through the process.

Medicare uses information from member satisfaction surveys, plans, and health care providers to give overall performance star ratings to plans. Plans can receive a rating from 1 to 5. A 5-star rating is considered to be the top rating and is awarded a label of excellence. These ratings can help individuals compare different plans based on quality and performance. Each autumn, the ratings are re-evaluated and could change for the upcoming year.
This enrollment period lasts from December 8th, the day after AEO is over, through November 30th of the following year.

The Medicare Advantage Disenrollment Period
The Medicare Advantage Disenrollment Period is commonly referred to as MADP. This is the time when those who are enrolled in the Medicare Advantage plan have the option to switch back to Original Medicare.
This period is only six weeks long and it runs from January 1st through February 14th. Depending on what you plan to do during this time, there are some important things to remember.
For those who want to swap from a Medicare Advantage Plan to Original Medicare:
This time period is designed specifically for those who want to switch from Medicare Advantage or Original Medicare. It is not designed for any other changes to your policy.
In order to disenroll during MADP, you must make a request. All requests are processed the first of the following month. Meaning, if you want to disenroll on January 1st, you must make a request by December 1st. If you make a request in January, you will still have time to disenroll on February 1st.
It’s important to note that this time is not an additional enrollment period, which means that you cannot enroll in Medicare Advantage or switch between Medicare Advantage options. However, if you are planning to disenroll from Medicare Advantage, you may use this opportunity to enroll in a Medicare Supplement policy upon returning to Original Medicare.
For those who want to make changes to Prescription Plans:
Although this is not an additional enrollment period, you can make the necessary changes to your prescription plan if you choose to disenroll from Medicare Advantage. Those enrolled in a Medicare Advantage Prescription Drug plan, also called MA-PD, may disenroll from MA-PD at this time as well.
This gives you the opportunity to enroll in a stand alone Prescription Drug Plan. However, those members with a MA-PD plan who choose to enroll in a stand alone Prescription Drug Plan during this time will not have the option of enrolling in another Medicare Advantage Plan.
All changes to your prescription plan must be complete by February 14th, so it’s important to talk to an independent Medicare agent so you don’t find yourself without coverage. If you currently have a stand alone Prescription Drug Plan, you cannot make changes to your plan during this time. Those changes can be made during the next open enrollment period.

Create monthly guest newsletter
Create itineraries for high-profile guests and celebrities, working closely with Merchandising, Sales Managers, Creative, Social and Marketing teams.
Aid in organizing and facilitating casting calls for Guests
Ensure the guest greenrooms are properly maintained
Lead/execute guest certification training session communications to new guests, SMG and merchandise teams
