                                   TELL ME, WOULD YOU KILL TO SAVE A LIFE?
—CORONADO, CALIFORNA, 2019 THE CALIFORNIA NATIVE was stationed at work at the inception of the end of the world. Before mayhem brought the world burning to the ground, only top government officials were aware of the impending pandemic. At the time, foolishly underestimated, until it was too late. Lukas was a high-ranking NAVY SEAL, residing an hour out of his hometown of Los Angeles to be closer to base. A career in the military had proven to be a strain on his marriage. Today he was trying to block out thoughts of his wife, and how he’d been betraying her nightly with another person on base. How in love they’d been on the day of their marriage had slowly gradated into what it was now. He was more aloof. Closed off. He didn’t share with her like he used to. He didn’t hold her at night like he used to. 
After so many deployments, Lukas was stoic against the terror he’d faced. One might have thought the near death experiences were enough to keep a man up at night, but Lukas had always been something of a machine on the battlefield. He’d risen in rank so quickly because of his ruthless, unremitting approach. It was kill or be killed, and he was still sitting there, alive, to ruminate over his experiences. That was what plagued him instead. He’d always been a protective man. His desire to do good in this world had now been shrouded by the blood on his hands. Within his mastery of the fight, he’d lost himself. How many lives he’d taken weighed on him nightly. He could never explain to his wife how their faces haunted him in his sleep, how he wrestled out of a nightmare and back into consciousness because he could hear the last cries of a man about to die. When the gravity of reality hit them. Most men became hysterical, and even begged for mercy, begged for their mothers. Now Lukas could not escape what he’d done in the name of patriotism. How little of a patriot he slowly eroded out of, and instead, became someone he could only recognize as a monster. In quiet nights, looking back at the man in his reflection, he did not see anything more than the shell of who he once was.
At the same time, his marriage with Keeva was turbulent and burning down. Eventually, he withdrew, and what little intimacy they’d been able to muster for one another went stale. They no longer held one another, or complimented each other, or even acknowledged the other’s presence in their home. Lukas began cheating on her with a soldier on base, but they’d brought a daughter into this world five years before the Infection began running rampant. She was his world, and where he could not find the love to give to his wife any longer, his daughter had become the sun in what felt like an endless night. The day he’d been briefed, she’d drawn him a picture and dumped glitter all over it. In a confidential meeting,  Lukas was told that there was a dangerous infection spreading, causing people to succumb to what appeared to be something like the rabies virus, but worse. The government officials he’d been on that call with had made it clear—this was not to be taken lightly, even if they weren’t releasing the information to the public yet.
To realize they were actually experiencing a zombie apocalypse was incomprehensible. His wife wouldn’t listen to him when he tried to explain that she and Opal couldn’t leave the house anymore. They weren’t safe to leave the house. She thought he was becoming deranged, losing it, when he began boarding up their windows, and staking out on their front porch in the night with his gun. She thought the missions he’d been on had cracked something in him; made him irrationally paranoid. She wouldn’t listen to him.
As a second meeting occurred and they were urged, more vehemently, about the seriousness of the situation and that they might have to deploy SEALs to kill the country’s own citizens, the reality of what this was dawned on him. To consider killing citizens for being infected meant... this was not just some influenza. Deep in his gut, he knew what this meant. He’d ended the call business as usual, but silently had made his decision. Where his loyalties lied.
Lukas had jumped into action, loaded his vehicle up with gallons of water, and announced to his family that they were going to be moving into the woods, far away from civilization now. He planned to go AWOL from the military to protect his family, and himself, and they took the mind-numbing trip up into the middle of nowhere Washington.
It was here where his wife and him argued into the night, she called him insane, and told him she was taking Opal back to California—she was going to miss kindergarden and, they had a dinner with the Masons, didn’t he remember? She didn’t listen to him when he explained what was happening, the direness of the situation. She didn’t listen to him on the day she left their cabin and went into the nearest town to get fresh produce and cupcakes for Opal. 
That day everyone fled the grocery store from a man who twitched and became deranged with anger.  Lukas’ wife had fled too, but not before rapidly scooping up Opal and throwing her into the car.  During the drive, Opal was afflicted with the same twitching, the same deranged anger. His wife chalked it up to her being in shock, and to being upset that she didn’t get the cupcakes she wanted. Finally, his wife was beginning to believe him. On the porch, she’d fumbled with her keys, as Opal screamed out her fury, until she suddenly bit down into her mother’s arm, vicious, breaking skin. The sound that erupted from his wife was what drew Lukas back, out of his hunting trip, and to the cabin. What waited for him there was not his wife and child. It was the shell of his family, the undead coursing through their veins. When he saw the change in demeanor of his wife, who he could recognize in any crowd but could not now, the SEAL knew what needed to be done.
First he’d tried to bargain with her, but she was incoherent with anger. She and Opal began advancing on him, and he bellowed at them to stop, to please, don’t make me do this, to please, I love you, please stop. Until they had both been flown back by the impact of bullet, struck from the barrel of the hunter’s rifle in his hand. He watched the blood of the two people he loved the most in this world splatter out of the back of their heads and onto the cabin’s outer walls. His decision weighed on him heavier than any other murder at his hand had. 
What marked the end of the world was Lukas Vale disappearing from his role as Vice Admiral and killing his family.

—CHICAGO, ILLINOIS, 2019 - 2022  He’d gone back to Los Angeles in search of that picture. They hadn’t brought it with to the cabin in their frenzy to leave the city, and now it was the last piece of his daughter he would carry. It was impulsive, and done in the daze of incredible grief, driven to pedal on metal by the need to rectify what he’d just done... but when he arrived to Los Angeles, what was waiting for him there was the end of the world.
Survival had made him hardened, but oh, how useful it was now. Two weeks after he killed his wife and daughter, a viral video of one of the infected hit the top of every new source. The apocalypse had begun, and now the entire country was aware of it. In the mayhem that ensued, Lukas found himself tapped into the most instinctual parts of him. In the following month, before the government shut down the country, he’d killed so many undead he stopped counting. He’d become ruthless. Shooting people in the street in broad daylight. The looks of horror he got when he killed another man’s child before him, because the child was infected... it made Lukas feel like the devil. 
But he did what had to be done. And he would continue doing so until everything crumbled around him, and even then he would continue. He was relentless, and as the summer drew on any residual emotion he’d had had left him.
Still, somewhere deep inside of him, an echo of a happy and loving man, felt protective within his self-serving. He migrated across the country, and settled in Chicago, along with a traveler he’d picked up along the way: someone too defenseless for their own good. He taught them how to protect themselves, how to shoot a gun, how to skin an animal and how to fight like hell for their life. They became companions of sorts, and as they settled into their new shelter, ride or die for one another. The shelter in question was originally protested against by his traveling companion, but due to its structurally unstable condition, Lukas was convinced it was their best shot at both evading the infected and other travelers. Most would pass by the leaning, rubble of a building and decide against entering for their own self-preservation. Lukas found a way into a section of the complex that was blocked off by rubble, though it took dangerous climbing and maneuvering to get to. 
Now he exists as Leviathan, believing he is larger than the life that he toes the line of continuum with. He has become detached, merciless, and selfish in this hellscape of a reality. Machine-like and boundary-less. 
He’d sold his soul to live, but at what cost?
                                                               PRESENT DAY
Today, Lukas exists within the same mind frame, though he is deeply loyal to protecting the rest of the camp. When they must venture out into the undead, he leads with an iron fist, and does whatever he has to do to make sure they all return to the Observatory. Or, at least, as many people as possible. 
In moments of downtime, Lukas spends a lot of time strength training and preparing himself for what he considers to be a never ending battle. He’s intense and unapproachable, and doesn’t have many relaxed conversations, but when someone can draw a smile from him the feeling lingers with him. Though he to date has never admitted it to anyone, not even his wife, he has a habit of looking at the night sky to calm his anxiety, and can be found stargazing in his most private moments.
In combat with the undead, he is unrelenting. Nothing scares him anymore, and when he comes face to face with his own death, he is a reaper of the infected. He stops at nothing, and sacrifices morality in the name of his own existence.

£1.6bn LHC public building framework winners
Forty-seven contractors have won places on a new £1.6bn framework to deliver new build, infrastructure and refurbishment works for the public sector.
The new generation Public Buildings Construction and Infrastructure (PB3) framework from LHC has been widened in scope from schools buildings to also include construction and refurbishment of healthcare, emergency service and community buildings.
It can also be used for residential properties within mixed-use developments, student accommodation, conversion of commercial building for residential use, and can include associated infrastructure works.

Of the two ambitious projects from the same client to make the shortlist, the Town House is the more conventional architectural project. It is very accomplished. The challenging brief framed a bold aspiration to design the beating heart for Kingston University within a building worthy of the international stage. Combining two dynamically opposed uses – dance studio and library – the result is both technically and spatially excellent, generating a warm, dynamic energy that truly captures the spirit of learning.

Conceptually, the building exploits two key devices: the colonnade and the courtyard. Wrapping the building in a tall colonnade gives it presence on the street, successfully balancing the need to make a landmark statement with the wider need to respond respectfully in size and scale to its context. This objective is further aided by the exquisite detailing of the exposed concrete frame, its language running inside and out, replicated and rotated at each junction but never repeated.

The collision and separation of opposing uses, like a dance itself, creates endless connections through voids, views, stairs and windows. When occupied by people, the dynamic interplay will prevent the building from feeling sterile or institutional. The acoustics, too, are expertly controlled, with quiet and noisy uses set symbiotically side by side. Spaces flow freely around the inner courtyard where students meet, surrounded by creativity on all sides.
The building performs well environmentally, achieving BREEAM Excellent in design. Its embodied carbon has been reduced through structural efficiency, the use of better concrete mixes, and designing out the need for a carbon intensive basement. As well as performing architectural and aesthetic functions, the concrete frame’s thermal mass helps to regulate indoor temperatures, reducing the overall energy load.

This building is about high quality at every scale, from the choice of materials, to the more abstract characteristics of warmth and flow. The muted colour palette and detailing too is controlled and expertly executed: nothing is out of place, everything is considered, and the result is a rich, beautiful canvas against which to set young creative minds free.

Sustainable £7M stem facility completes in Bristol

Work on a £7m specialist STEM (science, technology, engineering and maths) and creative further education centre at a college in Bristol has now completed.
The three-storey Brunel Centre building at South Gloucestershire and Stroud College (SGS) puts sustainability and wellbeing at its heart, with a number of key features prominent in its design.
Leading independent property, construction and infrastructure consultancy, Pick Everard provided cost management services throughout the project, working closely alongside the project manager Provelio, the main contractor Willmott Dixon and architect Hewitt Studios.
Barry Reeves, associate quantity survey at Pick Everard has been working on the project. He said: “Sustainability and user wellbeing were really important to the client when considering this new facility and you can really see that has been integrated into the design throughout the building.
“During the pre-con phase the decision was made to switch from a traditional steel frame for the building to a CLT (cross-laminated timber) one instead, which had a significant positive impact on the building’s carbon footprint – the switch itself meant we have prevented 445 tonnes of carbon from entering the atmosphere.
“This approach also meant that the number of people on site at any one time was drastically reduced – something which meant managing COVID restrictions on site was much less challenging than on some traditional constructions.
“The building is naturally ventilated throughout, uses air source heat pumps, and there is a photovoltaic system integrated into the building’s brise soleil – just one of the examples of putting renewables at the fore of design for students to see every day. The building also features a ‘live’ monitoring panel in the foyer where students can see exactly how much energy, water and other services the building is using.”
The project team adopted a ‘fabric first’ approach meaning the scheme is highly insulated and sealed, combined with natural ventilation and lighting, solar panels and the CLT frame, delivering a highly sustainable building.
The project also saw the replacement of 400 sq. m of car park and tarmac replaced with wildflower meadows aimed at encouraging biodiversity on site. The brise soleil also features a number of LED lights, making an artistic feature of it at night.
Now complete, the 1722 sq. m building sits across three storeys and will provide teaching and learning spaces for hundreds of students for STEM and creative subjects.
SGS Group Chief Executive, Kevin Hamblin said: “I am delighted with the fantastic development of this new centre for high tech skills at SGS. The build will provide increased capacity in the area for the next generation of scientists, technicians, engineers, and creatives and inspire them to push harder to achieve their educational goals. Credit must be given to WECA (West East of England Combined Authority) who had the foresight and confidence to make this investment, as it will provide a world class environment for another 400 students a year to study at SGS.”
The building has been funded by the West of England Local Enterprise Partnership (LEP) through the Local Growth Fund, administered by the West of England Combined Authority (WECA).

Apple’s handling of Siri snippets back in the frame after letter of complaint to EU privacy regulators
Apple is facing fresh questions from its lead data protection regulator in Europe following a public complaint by a former contractor who revealed last year that workers doing quality grading for Siri were routinely overhearing sensitive user data.
Earlier this week the former Apple contractor, Thomas le Bonniec, sent a letter to European regulators laying out his concern at the lack of enforcement on the issue — in which he wrote: “I am extremely concerned that big tech companies are basically wiretapping entire populations despite European citizens being told the EU has one of the strongest data protection laws in the world. Passing a law is not good enough: it needs to be enforced upon privacy offenders.”
The timing of the letter comes as Europe’s updated data protection framework, the GDPR, reaches its two-year anniversary — facing ongoing questions around the lack of enforcement related to a string of cross-border complaints.
Ireland’s Data Protection Commission (DPC) has been taking the brunt of criticism over whether the General Data Protection Regulation is functioning as intended — as a result of how many tech giants locate their regional headquarters on its soil (Apple included).
Responding to the latest Apple complaint from le Bonniec, the DPC’s deputy commissioner, Graham Doyle, told TechCrunch: “The DPC engaged with Apple on this issue when it first arose last summer and Apple has since made some changes. However, we have followed up again with Apple following the release of this public statement and await responses.”
At the time of writing Apple had not responded to a request for comment.
The Irish DPC is currently handling with more than 20 major cross-border cases, as lead data protection agency — probing the data processing activities of companies including Apple, Facebook, Google and Twitter. So le Bonniec’s letter adds to the pile of pressure on commissioner Helen Dixon to begin issuing decisions vis-a-vis cross-border GDPR complaints. (Some of which are now a full two years’ old.)
Last year Dixon said the first decisions for these cross-border cases would be coming “early” in 2020.
At issue is that if Europe’s recently updated flagship data protection regime isn’t seen to be functioning well two years in — and is still saddled with a bottleneck of high profile cases, rather than having a string of major decisions to its name — it will be increasingly difficult for the region’s lawmakers to sell it as a success.
At the same time the existence of a pan-EU data protection regime — and the attention paid to contravention, by both media and regulators — has had a tangible impact on certain practices.
Apple suspended human review of Siri snippets globally last August, after The Guardian had reported that contractors it employed to review audio recordings of users of its voice assistant tech — for quality grading purposes — regularly listened in to sensitive content such as medical information and even recordings of couples having sex.
Later the same month it made changes to the grading program, switching audio review to an explicitly opt-in process. It also brought the work in house — meaning only Apple employees have since been reviewing Siri users’ opt-in audio.
The tech giant also apologized. But did not appear to face any specific regulatory sanction for practices that do look to have been incompatible with Europe’s laws — owing to the lack of transparency and explicit consent around the human review program. Hence le Bonniec’s letter of complaint now.
A number of other tech giants also made changes to their own human grading programs around the same time.
Doyle also pointed out that guidance for EU regulators on voice AI tech is in the works, saying: “It should be noted that the European Data Protection Board is working on the production of guidance in the area of voice assistant technologies.”

Company sentenced after worker suffers life changing injuries in fall

A company, two directors and a self-employed contractor have been sentenced and fined after an electrician fell two storeys through an unprotected stairwell.
Manchester and Salford Magistrates Court heard how, on 1 December 2016, Mr T Quirk was carrying out electrical work at Mile House, Main Road, Worleston, Nantwich, Cheshire, CW5 6DH.This property was owned and was being refurbished by self-employed contractor Mr Steven Dixon.  Mr Quirk, whilst exiting the loft, fell from a damaged Youngman Board spanning the stairwell, landing on the concrete floor below and suffering multiple fractures, a bleed on the brain and facial nerve damage.
An investigation by the Health and Safety Executive (HSE) found that two directors of the company, Mr Karl Grice and Mr Sean Mullan, were fully aware, along with Mr Dixon, that the damaged board was being used as a makeshift ladder and had used it themselves.  They were also aware of the unprotected edges of the stairwell, but had not carried out risk assessments, identified which control measures were needed, or implemented suitable safety measures to protect workers on site.
Green Generation Renewable Services Ltd of Knowsley Industrial Park, Liverpool, pleaded guilty to breaching Regulation 15 (2) of the Construction (Design and Management) Regulations 2015 and was fined £20,000 and ordered to pay costs of £2,548.28
Mr Karl Grice of Highmarsh Crescent, Newton-Le-Willows, pleaded guilty to breaching Regulation 15 (2) of the Construction (Design and Management) Regulations 2015, by virtue of Section 37 of the Health and Safety at Work etc. Act 1974 and was sentenced to 16 weeks in prison (suspended for 18 months) and fined £1,000 and ordered to pay costs of £2,000.
Mr Steven Paul Dixon of Warmingham Grange Lane, Sandbach, pleaded guilty to breaching Section 3 (2) of the Health and Safety at Work etc. Act 1974 and was sentenced to 16 weeks in prison (suspended for 18 months) and fined £1,000 and ordered to pay costs of £2,000.
Mr Sean Mullan of Argyle Road, Garston, Liverpool, pleaded guilty to breaching Regulation 15 (2) of the Construction (Design and Management) Regulations 2015, by virtue of Section 37 of the Health and Safety at Work etc. Act 1974 and was fined £1,500 and ordered to pay costs of £2,000.
After the hearing, HSE Inspector Deborah Walker said: “This incident could have so easily have been prevented. Falls from height remain one of the most common causes of work-related injuries and the risks associated with working at height are well known. Those in control of work have a responsibility to devise safe methods of working and to provide the necessary safety measures.”

Willmott Dixon to start main build on £60m Rochdale site
Willmott Dixon has been formally appointed as main contractor on a £60m scheme to build 242 new apartments for rent and a Hampton by Hilton hotel in Rochdale town centre.
The contractor has been readying the Upperbanks site for months and will now start main construction within days.
Willmott Dixon recently built the neighbouring shopping and leisure development Rochdale Riverside and is aiming to ensure 40% of its local spend is committed within a 20 mile radius of the Upperbanks site, while 75% of it will be spent within 40 miles.

The scheme has been awarded £20m of external funding from the government’s Future High Streets Fund and the Greater Manchester’s Combined Authority’s Brownfield Development Fund.
Councillor John Blundell, cabinet member for economy and communications, said: “The appointment of Willmott Dixon is another crucial step forward for this fantastic scheme, which will regenerate this key brownfield site, and create a brand new housing and leisure offer which is unlike anything we currently have in this area.
“Willmott Dixon is a known and trusted company, which previously constructed the Rochdale Riverside retail and leisure development. On that project, they contracted key local companies like Hovingtons, and created a number of local employment opportunities, including for ex-armed forces personnel.

“I’m looking forward to seeing them build on this track record to deliver wider social benefits once again this time round.”
