Idk what the fuck it is but I believe Rei would like him... Hed have such a different energy from Enji (ew i just typed that lol) that she'd be afraid of at first but I think very slowly she'd open up. Like bro, it doesn't even have to be romantic I think they could be buddies, she'd probably find comfort in him, a lot more comfort than she thought she would.

I personally head cannon that FG knew about what Endeavor was doing (at least to some extent) because one fateful night either Rei called or one of the older kids called the police and FG (who worked closely with the police at the time/is heavily implied to have been part of the force at some point) responded to the call but Enji was able to bribe the other responding officers/the chief officer or something and every time Fatgum tried opening/reopening a case after that he was shot down unusually quickly so despite wanting to do something he just wasn't able to...

I think he'd bring her flowers or little treats, He'd visit her and if anything he becomes a friend for when she may need one.
