IBIS THE INVINCIBLE (vol. 1) #4 (March, 1946).
Sources seem conflicted over the identity of the cover artist. Some have him listed as possibly being Gene McDonald. However, others state that the cover artist is Gus Ricca, who also provided the interior art on all the Ibis stories.
I ain't no expert, but it certainly looks like Ricca's work on the cover.

Ibis the Invincible #3 (December, 1945).  Cover by Gus Ricca, not Bob Kingett as attributed in some sources.
After first appearing in Whiz Comics #2 (February, 1940), Ibis was awarded his own title in 1942.  However, sporadic doesn’t even begin to describe the publishing schedule: only one issue was released in 1942, 1943, 1945, and 1948; there were no issues in 1944 or 1947; and a whopping two issues were released in 1946!  The 1948 issue, the sixth, ended up being the last because the book was cancelled.  
Meanwhile, Ibis and his girlfriend, Princess Taia, had a permanent home over in Whiz Comics.  They appeared in every issue until that book was cancelled as well in 1953 when Fawcett Comics ceased publishing.

HA: “The influence of pulp artist Edd Cartier's approach to whimsical figure drawing and his fine lined inking technique is quite apparent in this Golden Age gem drawn by Gus Ricca.”
Notice his signature “RIC” has been whited-out. And GCD credits Charles Sultan pencil and ink.
EDIT: GCD approved my edit, so now Dynamic Comics #14 shows pencil and ink by Gus Ricca.
