In DR1, some of Celestia’s free time events have her share stories of high stakes gambling tournaments she’s won. Including a shogi tournament when she didn’t even know how the game is played. She attributes her gambling success to just being born luckier than other people.

Being Celestia is Celestia, grain of salt. She references some pop culture gamblers which could mean she’s stealing these anecdotes from stuff she’s read. Or considering Sakura is dating Kenshiro from Fist of the North Star it could just be another example of Danganronpa being an absurd place.

But say Celestia is telling the truth about all her wins. And that all she does is win because she’s just that lucky.

It’s weird that she wasn’t given the title the ultimate lucky student. She would seem to have multiple examples of actually being lucky.

I suspect that there’s some bias from Hope’s Peak declaring that actually, the luckiest thing is to win a spot in their school.
