Made a little graphic of how I imagine the Ministry of Magic working in terms of structure.
This works slightly differently to how I’ve seen some fanfics do it – specifically around the Wizengamot, but I definitely drew influence from them. See below cut for more explanation!

At the top of everything is the ICW, which Dumbledore is the leader of as the Supreme Mugwump. The ICW makes international wizarding laws in the form of Decrees and Statutes. Examples are: the Statute of Secrecy and Decree for Justifiable Confiscation.
The Ministry of Magic upholds these laws in Britain + makes their own regulations. As we all know, the Minister of Magic is the head of the Ministry.
There is no set term for a Minister. They can leave office in three ways: death, resignation, or removal. In the third case, it is the Wizengamot that removes the Minister. This comes from the court’s roots as an elite, advisory body to the Council Chief (of the Wizards’ Council). The Wizengamot gathers for a vote of no-confidence and if it succeeds, the Minister is deposed.
The members of the Wizengamot are either high ranking members of the Ministry or they are recipients of the Order of Merlin. In part, this is why you get so many posthumous recipients – to limit the number of members. I opted for 2nd Class being the threshold because that ribbon’s colour is purple, the same colour members of the Wizengamot wear. This leaves the 3rd Class as a purely honorary award. While attending the court, Order awardees are known as “Elders”.
The Wizengamot is not part of the Department of Magical Law Enforcement, but that Department does have a subdivision that handles its administration – such as providing a Court Scribe to record the proceedings (an occupation Percy Weasley fills at one point).
Now, the Wizengamot votes on those who receive an Order of Merlin, which runs the risk of corruption. However, certain criteria must be met before issuing the award (I imagine there is some ancient magic involved). Corruption does seep into the court when it comes to deciding the Class the recipient has earned (which was a later invention). Those who, perhaps, only did enough to be awarded with a Third Class ribbon, might use their wealth and power to lift that to Second or even First Class (such as the case with Arcturus Black). Overall, the Wizengamot does avoid becoming a total Old Boys’ Club, though it is not without its biases.
You might have noticed the Wizards’ Council on this graphic. In the old days, before the Ministry, this was an aristocratic council which met whenever important decisions needed to be made for all wizards in the UK. When not meeting, they carried out the will of the Council Chief.
Not so anymore. With the establishment of the Ministry of Magic, the Wizards’ Council was mostly disbanded. It’s only duty now is to choose a new Minister of Magic. Whenever a Minister dies, resigns, or is removed, the Council is called to meet.
When the Ministry was first established, the 100 or so members of the Council retained their seats. These were set to be inherited by their heirs. Thus, the Council was occupied entirely by pure-bloods who used their influence to control the Ministry.
However, not all of these old families cared much about blood purity and several would eventually become half-bloods. Furthermore, the fact that the Council cannot remove a wizard they have elected from office did have the new Ministers some wriggle room. Thus, over time, the Council was expanded – reducing the influence of the Old Families.
These days, there are 300 seats and the vast majority are held by half-bloods or so-called blood-traitors. Some Old Families hold several seats inherited from the original 100 while others have only managed to cling to one. The unluckiest of all, such as the Weasleys, have lost them entirely. It’s important to note that a single person cannot hold more than one seat, so pure-blood families with only a few members will find it difficult to retain much influence.

Moreover, Berman confuses opinion for authority in international law. International law is not some kind of geopolitical version of reality shows like Survivor. If it were a popularity contest, Israel, and the U.S. for the matter, would have been voted off the island a long time ago. Recall that in 1975, the U.N. voted for a resolution saying the entire idea of a Jewish state is illegal. Fortunately, international law can only be authoritatively interpreted by duly authorized entities, and nothing in the U.N. Charter makes it a decider of international law.
Similarly, Berman also cites the International Court of Justice, referring presumably to its Advisory Opinion in the Wall case of 2004. But that decision was explicitly not legally binding. It has no more authority than a ruling on the meaning of Romanian law by a U.S. court. It is only entitled to deference based on the quality of its analysis, of which it had none, but rather relied on citing U.N. resolutions that had said the same thing, all solely in the context of Israel. Indeed, the other supposed authorities Berman cites, such as the ICC and ECJ, all merely reiterate the political positions of U.N. resolutions, notorious for their obsessive focus on Israel. They do not even address the primary arguments for the legality of settlements, but rather engage in an endless cycle of circular citation. It is turtles all the way down.
Turning to actual sources of law, Berman cites Art. 49(6) of the Fourth Geneva Convention, a treaty that applies to situations of wartime occupation. But he completely skips most of the argument for the legality of Israeli settlements, which is that the territory was not in fact occupied in the legal sense by Israel, making Art. 49(6) irrelevant. The arguments for lack of occupation focus on the lack of Jordanian sovereignty over the territory. The Cession of Vessels and Tugs for Navigation on the Danube case held that territory that was not under the sovereignty of any state could not become occupied. That means that the West Bank, which was not under Jordanian sovereignty, could not be deemed occupied. Danube Navigation was decided before 1967, and would thus reflect the law as it was when Israel took control of the territories, unlike the ICJ and other cases cited by Berman, which were decided decades later.
Moreover one cannot occupy one’s own territory: If Ukraine retakes Crimea from Russia, it will not be an occupation just because it had long been administered by Moscow. As professor Avi Bell and I have demonstrated at great length, under general rules of international law applicable around the world, Israel would have a sovereign claim to the West Bank from 1948 (not so for the Golan Heights). That is because newly created states inherit the borders of the prior administrative units in the territory, in this case, Mandatory Palestine. Berman mocks reliance on mandatory borders, but the very existence of Jordan, as well as most of the borders of the Middle East, are based fully on mandatory borders. There is nothing lawlike about a unique rule of borders just for the Jewish state.
Finally and alternatively, even if an occupation arose in 1967, the 1994 peace treaty would end any state of occupation, as emphasized in a memorandum written in 1977 by the State Department legal adviser under Jimmy Carter.

The Comi of Apricus (part one)
Ever since the great split between Apricus and Fideli roughly 200 years ago the ruling houses of Apricus have remained some of the most stable in the isles. Or rather, lacked the infighting a lot of the other nobili families across the isles display. This is usually credited to the fact that the oldest child of the current head of the family is always legally assumed to be the heir at birth instead of the normal electoral system seen in other great Sorori families. It has its drawbacks as it can be very hard to challenge an heir that may not be suitable for the job. 
As for their actual powers, they are considered a mouthpiece and protector for their territory. They do not get a hereditary seat in their parliament, instead they have a counsel that is more of an advisory committee for the "civilian” government. They are also expected to use whatever wealth generation they get from their production deals with the temple system to support social programs within their territories (which is the same in Viridis). There’s probably more to this I’m forgetting but this is enough. Anyway, let’s meet these folks. 
Crown Prince Esai Arman Ramone Aguilar Medani, Comi of Aurori

So yeah you know this guy. The Crown Prince of Apricus is usually invested as Comi of Aurori as soon as they reach their majority. It’s supposed to help them get used to holding a ceremonial office under the close eye of the other heads of house and the monarch. At 28 years old Esai has held the position now for about 11 years and his term is considered to be generally unremarkable (partially because his grandma and older members of the counsel think his ideas are a bit extreme).

Xima came to her position as comi two years ago after the death of her father. Before that happened there were a number of rumors that she and Esai were going to eventually go under contract and her sister would end up inheriting the seat instead but that never came to pass.  Before taking her position, she studied ecology at the International School in Viridis and now spends most of her time working to strengthen the protections on her sections of the Aprici Wildlands. 
Livan “Van” Violeti, Comi of Margarilla

The hereditary “Lord of Pearls” is easily one of the most influential leaders in the country. His family not only controls the majority of the chain’s main high luxury export - pearls, but also the multimedia company known as The Deluge Network. Pretty much all news media, print, digital, or televised goes through this company in some way. Diluvio (the main newspaper), and  Diluvinunci! (a daily news program) are directly and openly funded by him but Salve Sorori receives support through back door funding. He is rumored to be the richest man in the isles but as a lot of his holdings are private no one knows for sure.  On top of all this he is very close with the Queen, his wife Cira (lovingly called “Queen of Pearls” by the media) is one of her many noble companions, and their three daughters (including Onora) grew up in Esai’s highly cultivated childhood circle. 
Since these guys have a lot going on I’m stopping here so this won’t be overwhelming. There are four more but they have less story behind them so it probably won’t be as long.
