🔹Iraq 🇮🇶 will ban cash withdrawals and transactions in U.S dollars as of Jan. 1 2024 in the latest push to curb the "misuse of its hard currency reserves" through evasion of U.S. sanctions on Iran 🇮🇷 and Syria 🇸🇾. The move aims to stamp out the "illicit use" of some 50% of the $10 billion that Iraq imports in cash from the Federal Reserve Bank of New York (FRB-NY) each year. The country has been facing USD 💵 shortages for a long time.
🔹It's also part of a broader push to de-dollarize an economy that has seen the greenback preferred over local notes by a population weary of recurring wars and crises following the 2003 U.S. 🇺🇸 invasion. Dollars deposited in 2024 could only be withdrawn in local currency at the official rate of 1,320. The parallel market rate of the Iraqi dinar sat at 1,560 on Oct. 5th 2023. The ban would only apply to accounts receiving transfers from abroad.
🔹Iraq's regulation of wire transfers is set up with authorities in the U.S., where Iraq's $120 billion in reserves from oil 🛢 sales are held. Many local banks have already been limiting dollar cash withdrawals in the past months. Iraq is seeking a special shipment of $1 billion in cash from the FRB-NY, but U.S. officials have withheld approval.
🔹Iraqi 🇮🇶 officials with ties to powerful militias deeply involved in dollar transactions have denounced new restrictions imposed by Washington, calling them an infringement on Iraqi sovereignty. The FRB-NY has also blacklisted several Iraqi banks suspected of money laundering and carrying out suspicious transactions.
🔹The Gulf War in 1991, followed by harsh UN 🇺🇳-imposed economic sanctions and the US-led invasion in 2003, caused a substantial devaluation of the Iraqi dinar. As a result, Iraqis have turned to the US dollar for a wide range of transactions.

A prison sentence on corruption charges for a former director of an Iraqi payment card company, linked to the Popular Mobilization Forces

News: After a months-long investigation, the Iraqi judiciary issued a prison sentence against the former director of Qi Card, Bahaa Abdul Hussein, who was arrested in September 2020 and remained in the custody of the authorities until he was convicted on corruption charges, and a fine of more than 10 million was imposed on him. Millions of Iraqi dinars (6,846 US dollars). Qi Card is considered a pioneer in providing electronic payment services in the country, as it facilitates the payment of salaries and pensions for more than a million Iraqis.
Coverage: The official Iraqi News Agency (INA) reported on January 24 that the Iraqi Anti-Corruption Court issued a four-year prison sentence against the director of Qi Card for bribing the former head of the National Retirement Authority, Ahmed Abdel Jalil Al-Saadi. The agency added that the sentence against Abdul Hussein came based on the investigations of the Corruption and Important Crimes Committee that was established by the Prime Minister, Mustafa Al-Kadhimi , last August. It should be noted that the Iraqi journalist, Mazen Al-Zaidi, had published a tweet  on January 13, attaching it to a television interview by the politician Faiq Sheikh Ali, in which he claimed that the former director of Qi Card, Abdul Hussein, had made his confessions under torture.
Most Iraqi and regional media covered this news with coverage similar to that of the official Iraqi News Agency (INA), including the Iraqi National News Agency (NINA) , Baghdad Al-Youm , The National website , and the Ultra Iraq website .
The independent Iraqi media outlet, Nas, also published a report on January 24 focusing on the charges against the former head of the National Retirement Authority, Al-Saadi, against whom the court issued a six-year prison sentence and a fine of 10 million Iraqi dinars (US$6,846). ) for receiving bribes from Abdul Hussein. A special security force, SWAT , arrested Al -Saadi at his home, and six other officials, as part of an anti-corruption campaign.
The arrest of Abdul Hussein and Al-Saadi last fall generated shock waves on social media in Iraq, as reactions varied among users on the Yalla page , a Facebook page that is very popular in Iraq. While some considered that the sentences were intended to sacrifice scapegoats in order to protect prominent figures, others expected that pardons would be issued for the convicted corrupt people in the end.
Context/Analysis: Qi Card was established as a joint project between the private sector, represented by the Iraqi Electronic Payment Systems Company, and the government sector, represented by Rafidain Bank. This project established the International Smart Card Company (ISC) in Baghdad in 2007, which manages the Qi card.
According to a report reported by the Financial Times (FT) in 2019, the International Smart Card Company (ISC) had transferred salaries, benefits, and pensions to seven million Iraqis through the Qi Card prepaid card service. Reports issued in 2017 indicated that only 23 percent of Iraqis over the age of 15 have accounts in financial institutions.
Several media outlets claimed that the Popular Mobilization Forces had misused Qi Card services. Last July , the New York Times made strong allegations accusing the Popular Mobilization Forces of registering 70,000 “alien” elements in the Qi Card electronic payment system.
According to the Times, the goal was to embezzle approximately $800 million annually. In a recent report published on January 2 of this year, the Middle East Eye website claimed that the slain deputy head of the Popular Mobilization Forces, Abu Mahdi al-Muhandis, was personally involved in the alleged plot.
The dispute over Qi Card is likely to have political dimensions. Given the existing tension between Al-Kadhimi and the Popular Mobilization Forces, the Prime Minister may attempt to put pressure on the Mobilization Forces or on its leaders who may be involved in suspicious transactions alongside the former Key Card director, Abdul Hussein. According to the Middle East Eye report , Abdul Hussein’s arrest affected the payment of the salaries of tens of thousands of Popular Mobilization Forces fighters and retirees.
The Future: Corruption issues are likely to increase, before the Iraqi parliamentary elections scheduled to be held next fall, as the opposing forces, in the political and security spheres, are expected to attempt to settle scores and mobilize voter support.
 If the sentences against Abdul Hussein and Al-Saadi do not spark an anti-Kadhimi political backlash, the latter will likely be emboldened to take bolder steps to target corrupt (and rival) figures with stronger political support from influential parties and paramilitary groups.
The more Al-Kadhimi takes such measures - even if they are extremely dangerous - the more likely he is to remain in office after the elections. However, Al-Kadhimi has significantly announced that he is determined to step down after the end of his current term later this year.

20 Bulgarian Rangers, 34 Polish Sappers and a unit of the Iraqi Police defend a government building; regarded as the center of Iraqi politics in Karbala. A brutal 3 day onslaught ensued as the Mahdi Army, a pro-Saddam militia, set their eyes on what they considered outsider occupiers.
Snipers, riflemen and army mortarmen locked their sights on the Mahdi Army; and as they fired rockets at their stronghold, they were met back with heavy machinegun fire. The sky lit up with tracers, which reminded many citizens of the first days of the invasion; night became day and day became night before the contingent could get any sort of rest...the battle was continuous in nature.
The Iraq War, especially from the years 2003-2004, were very uncovered; many countries joined the "coalition of the willing", of a term coined by George W Bush, where the main hope was to make a statement about 9/11 through any means and eliminate of Al-Qaeda and pro-Saddam militias "haunting" the Iraqi population.
The truth about the true intentions of politicians during the aftermath can be considered questionable, where people started to speculate whether the government started the war deliberately; with a plan to set up an event in which would cause fear and despair.
Also, it is good to take into fact that the Iraq War had its controversies; such as those of the death toll of Iraqi civilians in collateral to those of actual threats, and the way in which some soldiers were accused of war crimes charges based off rules-of-engagement disputes. The Gulf War, in 1991, showed that the ways of traditional warfare were phasing out, and that computer-aided methods took their place in prevalence. During the initial invasion, it is stated that when the US undertook the first set of sorties they aimed to dispose of nuclear weapons (in various documents relating to weapons of mass destruction, and Saddam's position in the trading, proliferation and manufacture of nuclear devices release to WikiLeaks); Saddam's properties were thoroughly searched, including his palace where US personal encountered gold-plated weapons, gold bullion and stacks upon stacks of US dollars and Iraqi Dinars.
In relativity to the Battle for Karbala City Hall, and the events that occurred when the Bulgarian FOB "India", the war took a toll on countries that had only just started to adapt to the NATO/EU "climate"; making relations with former partners difficult, and amounting stress upon the governments of such nations to regulate themselves with NATO standards. Alternatively, it could be said that these countries only went to war not to participate with the American coalition but as independents wanting to free the world from the shadow that is terror...a probable cause for this could be the influx in propaganda released by certain terror groups in the Middle East during the early to mid 2000's, showing civilians, military personal, pilots and politicians in situations indescribable.
The "fools-gold" scenario for this is that the objective was clear, but the actual situations weren't; this could be classified as a blanketed lie. As countries were affected by the war both relations-wise and politically, the hidden influence of certain countries took their grip.

ومن وقتها أصبح الزيّ العربي «العباءة» هو لباس التخرج في كل جامعات العالم، ولليوم وقبعة التخرج مسطّحة، لأنه كان يتم وضع القرآن فوقها في احتفال التخرج.
أم قصدك لما كانت القاهرة أجمل مدينة بالعالم؟
أم عندما كان الدينار العراقي يساوي 483 دولاراً؟

Or do you mean when Muslims established the first university known to Europe in Spain? Since then, the Arab dress, the “abaya,” has become the graduation dress at all universities in the world. To this day, the graduation cap is flat, because the Qur’an was placed on top of it during the graduation ceremony. Or do you mean when Cairo was the most beautiful city in the world? Or when the Iraqi dinar was worth 483 dollars? Or when those fleeing poor Europe headed to Alexandria? Or when America asked Egypt to save Europe from famine? Exotic foreign currency banknotes dealer Egan Store (aka: “Egan Shop”) has announced that effective immediately, purchases of any and all core products will not be eligible for a certificate of authenticity to be included with the order for no additional charge.

Egan Store co-founder and proprietor Peter Egan Jr. observed that his business’ best-selling products were those which advertised a certificate of authenticity in the main listing photo, like the dinar dealer’s listing for a quarter-million Iraqi dinar in the form of ten uncirculated 25,000 IQD banknotes. While Egan Store has included a CoA by default for sales of the listing linked to in the previous sentence for the entirety of the company’s existence, it only recently began making certificates available for no additional charge for all of the company’s most popular product lines and listings.
The move came in the wake of a two week period during which the number of buyers requesting certificates for orders of Vietnamese Dong, Indonesian Rupiah, Venezuelan Bolivar and 2008 Zimbabwe dollar, particularly the trillion-dollar denominations in the case of the latter.

Said CEO Peter Egan Jr. of the move, “We inspect every note valued at more than a few dollars under UV lighting among other methods of establishing authenticity anyway, and inspect a random sampling of notes from each purchase that we make before we make them available to our customers. We take our responsibility to be bona fide experts in these respective currencies very seriously, and certificate or no certificate, our longstanding policy has always been that if any note we sell is determined to be fake, we will replace it or issue a full refund to the buyer who purchased it. The CoA is really just here for new customers’ peace of mind. Not that we’ve ever sold a counterfeit note, although we have purchased a few over the years. Thankfully, we were able to identify those as fakes within minutes of opening the package they arrived in, so the notes never made it into circulation, and we have zero intention of ever selling them, even with a disclaimer denoting that they’re fake. The fact is, if we were to sell a note we know to be fake, even if we state that it’s not an authentic banknote, we have no control over what the buyer does with the note, so if we were to attempt to recoup a portion of the losses we incurred on those purchases by reselling the fake notes as fakes, there’s a distinct possibility that they’d eventually wind up in circulation, and I would personally rather absorb the loss myself than do something that could potentially result in some unwitting person unknowingly purchasing a fake note and not learning that the note is fake until it’s too late, leaving them with only the option to resell it under the same false pretenses under which they purchased it as a means of recouping their loss. We’ve been very blessed. and the Lord has given me the wherewithal to absorb those losses, so that’s what we’ve done.”
“From this point forward, any customer who requests a certificate of authenticity for any listings involving any of our five primary currency offerings, and frankly nearly all of our other products as well not counting the novelty banknotes like the Ripple/XRP novelty banknote, our Antarctica polymer note and all of the notes that will make up a yet-to-be-launched category which I plan to entitle, ‘The Breast Banknote Collection Ever Assembled.' While I won’t spoil the surprise with that particular collection, suffice it to say I’m very excited about it, and I would encourage everyone to check back with us in a week or so, by which time the category should be live.”

I've never been to any country that uses the dinar, but first on my list is Tunisia. They beautiful beaches and the houses are a striking white and what I call "Tunisian blue". I'll most definitely be buying decorative pottery and cookware when I eventually travel there.
