Salah satu perkara yang menjerat ekonomi dunia kita saban hari adalah adanya aktiviti money laundering atau lebih dikenali sebagai cuci duit.  Dalam bahasa baku, ia juga dikenali dengan istilah pengubahan wang haram. PENGUBAHAN. Bukan penggubahan wang hantaran. Wang haram dikaitkan dengan aktiviti haram di mana perniagaan atau aktiviti yang dilakukan adalah secara tidak sah dan salah di sisi undang-undang serta merupakan perkara yang tidak bermoral. Contoh aktiviti haram adalah aktiviti pelacuran, rasuah, jual beli dadah, pemerdagangan manusia dan lain-lain lagi. Jadi, macam mana nak bawa duit tunai berjuta-juta tu? Maka di sinilah bermulanya proses cuci duit atau money laundering. Analogi paling senang adalah kita masukkan duit yang ‘kotor’ ke dalam mesin basuh. Selepas dicuci, keluarlah duit yang ‘bersih’. Definisi Cuci Duit Secara umum, cuci duit bermaksud membersih atau menyembunyikan sumber wang sebenar yang tidak elok dengan cara memperlihatkan duit tersebut kelihatan seperti berasal dari sumber yang sah. 5 Ciri-Ciri Pengubahan Wang Atau Money Laundering: Transaksi melibatkan aktiviti haram atau tidak sah Hasil yang diterima adalah daripada aktiviti tidak sah Tidak mempunyai pendaftaran perniagaan dan syarikat tidak sah Terpaksa merahsiakan aktiviti atau dilakukan secara sembunyi-sembunyi Melibatkan penipuan data dan mengaburi mata orang ramai Kenapa Wujudnya Cuci Duit? Apabila seseorang menjana pendapatan daripada sumber yang tidak sah seperti aktiviti jenayah, penyeludupan senjata, dadah, pelacuran, perjudian haram, pemalsuan pasport serta penyeludupan manusia dan sebagainya; wang tersebut akan menimbulkan keraguan bagi pihak bank yang menguruskan transaksi kewangan. Sebagai contoh, pendapatan menjual dadah dalam sebulan boleh mencecah sehingga RM150,000, tetapi mengikut rekod individu terbabit hanyalah bekerja makan gaji sebanyak RM1,500 sebulan. Pihak bank akan menyiasat dari manakah datangnya wang ratusan ribu yang masuk ke dalam akaun setiap bulan.  Penjenayah tahu institusi kewangan seperti bank atau pengurup wang akan membuat laporan (Suspicious Transaction Report – STR) kepada Bank Negara Malaysia jika ada transaksi keluar masuk duit yang meragukan. Bagi mengaburi mata pihak berkuasa, di sinilah aktiviti cuci duit akan dibuat.  Bagaimana Penjenayah Cuci Duit? Mereka akan membuka perniagaan yang sesuai dengan jumlah income yang mereka terima daripada aktiviti haram. Sebolehnya mereka juga tidak akan menggunakan transaksi perbankan dalam rutin harian mereka, semuanya akan menggunakan wang tunai.  Sebagai contoh, kartel yang terlibat dalam aktiviti jualan dadah mengambil langkah untuk membuka syarikat pemaju hartanah sebagai inisiatif bagi menutup sumber wang haramnya itu (atau paling mudah beri saja modal dan acah-acah JV dengan syarikat pemaju yang lain). Teringat seorang banker pernah buka cerita yang ada pelanggan mereka akan memohon pinjaman tetapi lepas sebulan akan bayar balik pinjaman itu secara full payment. Logiknya bila pihak berkuasa tanya dari mana sumber modal, bolehlah tunjuk dokumen dan cakap pinjam dari bank. Oleh itu, pihak berkuasa akan juga melihat bahawa segala keuntungan dan wang keluar masuk ke akaun bank syarikat tersebut datangnya dari perniagaan hartanah, sedangkan sumbernya adalah wang haram dari aktiviti jenayah tadi. Begitulah konsep mudahnya. Mengapa duit tu boleh jadi suci pula? Sebab, transaksi perniagaan itu dibuat melalui cara yang sah. Logiknya kalau semak akaun syarikat mesti akan lapor rugi. Yelah, buat apa nak lapor untung dan bayar pula cukai dekat LHDN? Tiba-tiba teringat dekat hotel-hotel 3 bintang yang bersepah di ibu kota yang nampak sendu tetapi masih bertahan sampai sekarang. Terdapat banyak lagi cara cuci duit. Salah satunya adalah dengan mencuci duit di kasino. Cuci Duit Dengan ‘Berjudi’ Di Kasino Teknik cuci wang di kasino ini dengarnya popular juga. Salah satu kasino terbesar di Asia Tenggara amat terkenal dengan aktiviti money laundering. Cuci duit berlaku di kasino dengan cara manipulasi cip. Wang haram akan ditukar dengan cip secara rahsia (beli dari penjudi-penjudi lain) dan menukarkan semula cip tadi kepada bentuk cek di kaunter. Cek tersebut pula digunakan untuk ditunjukkan kepada pihak berkuasa atas alasan menang judi, sedangkan dia tak berjudi pun! Paling mudah untuk cuci wang di kasino kerana ia akan berjalan lancar jika melibatkan ramai pemain. Sebagai contoh, mereka menggunakan akaun bank isteri, anak-anak, adik-beradik dan pihak yang terdekat (proksi). Ada juga yang membeli rumah atau hartanah sebagai aset malah ada yang beli rumah atas nama orang lain. Fikirlah banyak kali sebelum dengan mudah nak beri kebenaran kepada orang lain atau syarikat di luar sana untuk menggunakan nama kita dalam sebarang transaksi kewangan / urusan pembelian. Kepada peminjam-peminjam Ah Long, fikirlah juga banyak kali sebelum nak beri kad ATM beserta nombor pin kita kepada mereka. Realitinya, aktiviti cuci duit yang berkait rapat dengan pengubahan wang haram ini masih berleluasa. Ia melibatkan Akta Pencegahan Pengubahan Wang Haram (Akta 613) Elakkan perkara yang berkaitan cuci duit dan segera laporkan kepada pihak berkuasa jika anda ada maklumat. NEW DELHI: The government on Thursday appointed senior IAS officer Rajiv Bansal as the chairman and managing director (CMD) of Air India. Bansal, currently additional secretary in petroleum ministry, had held additional charge of Air India (AI) chief in August 2017 for about four months when the then chairman Ashwani Lohani was moved to Railway Board. Bansal will take charge as AI chairman from Lohani — who was appointed to the post after retiring from Railway last year — at a time when the divestment process of the airline is on and bids have been invited. Rajiv Bansal, an IAS officer of Nagaland cadre, is a civil engineer from IIT Delhi. In his long career, he has served as secretary, Central Electricity Regulatory Commission; joint secretary in the department of heavy industries and director in aviation ministry. He has earlier been on the boards of BHEL, National Aviation Company of India Ltd — the short-lived name of Air India and Indian Airlines after the two were merged in 2007 — and Alliance Air, among other organistions. Last month, government rolled out its second attempt to sell Air India by inviting bids to sell its 100% stake in AI and AI Express and its 50% stake in the ground handling JV AI-SATS. Interested parties will have to submit their expression of interest (EOI) by 5 pm on March 17, 2020, and qualified bidders will be notified on March 31. However, the preliminary information memorandum (PIM) for this key strategic divestment says these dates may be subject to change. Air India’s finances are in severe doldrums and the airline is yet to pay January salary to employees. Payment of December 2019 salary was also made after much delay last month.
