Schweninger came from a Viennese family of artists, he was the son of the painter Carl Schweninger the Elder and brother of the painter Rosa Schweninger. He first studied painting with his father, then studied from 1871 to 1873 with Karl Mayer at the General School of Painting of the Academy of Fine Arts Vienna. After graduating, he went on a trip to Germany, where he continued his studies at the Academy of Fine Arts in Munich.

Schweninger Jr., a genre painter, is a son of the eminent German painter Carl Schweninger. The elder Schweninger was one of the most esteemed painters in his line at the time.
