Title:
Building a participatory archive with a suburb - the case study of Kambah, known as a bogan suburb
Abstract:
Participatory appraisal has been discussed amongst archivists for decades. There is literature reporting on experiences in the United Kingdom and the United States but there is limited reportage of the practice of building archives with communities in Australia. In January 2023 a project focused on a low-social capital suburb in Canberra was exhibited. This paper reports back with some insights.
A challenge for participatory appraisal identified through this project was scale – if successful, the volume of content quickly becomes overwhelming. Another challenge is the responsibility that goes with accepting content from contributors. Expectations are set up that the content will be used or shared. And crucially, participation means everyone. Strategies are needed to connect with contributors that goes beyond relationships in easy reach for the archivist based on existing connections. Recognising who is likely to be overlooked and thinking about how the project might connect with the aspirations of those community groups offered a starting point in this project. Demonstrating that those voices are wanted and welcome is another part of the puzzle. Some strategies include partnerships and focusing on community events where there has been broad community participation.
A final lesson comes from social engaged art, a practice that focuses on community participation. This calls on the archivist to recognise their standpoint, the worldview they bring. Our sector has recognised that collections and building them is not neutral. For archivists, there remains much to do to work out how to meaningfully share that power and authority as collections are built.
The paper describes the project and explains these points using examples from the project. 
The scene for this article is set by literature on participatory appraisal from Cook (2011), Bastian and Flinn (2020), Flinn and Sexton (2019) and Huvila (2015) for example, as well as reportage on practice by Caswell  and Mallick (2014), Rolan (2016) and Gibbons (2020) for example. The discussion of standpoint draws on the work of Phillips (2019) on Indigenist standpoint theory and the discussion of socially engaged art draws on the work of Ihlein and Williams (2020), Bourgault (2022) and Thompson (2012).

Blatantly Partisan Party Review XVIII (federal 2022): Kim for Canberra
Running where: ACT
Prior reviews: none, this is a new party
There are two prominent independent campaigns in the ACT seeking a seat in the Senate. One is David Pocock; in my earlier review of his campaign I described the distinctive characteristics of the ACT’s representation and of this contest. The other indie is law professor Kim Rubenstein, who has registered her party with the name Kim for Canberra.
I work in academia, and although I do not know Rubenstein personally, some of my colleagues do. The volume of favourable material on my timeline suggested that Rubenstein was the more popular of the indies, but this was a false impression. Redbridge polling—with the disclaimers that Senate polling is generally unreliable and that this polling was done for Climate 200, who gave the indies seed funding—has Rubenstein around 6–7%, while their most recent poll today puts Pocock’s vote as high as 21% after earlier reports of 11–13%. If, and this is a big if, he gets around 21%, that might be enough to be a chance at winning a seat. Both Rubenstein and Pocock recommend their voters preference the other second, but are otherwise not recommending specific preferences.
Rubenstein has four policy priorities. First is accountability and integrity in politics—yep, she wants a federal ICAC, one of the most popular demands this election across the political spectrum, and to my relief she says “an effective federal ICAC” rather than the cliché about “a federal ICAC with teeth”. Second is urgent climate action, proposing a “Climate Compact” to bring together stakeholders and legislate for emissions reductions as part of the May 2023 budget. Third is a “standing up for Canberra” policy that sounds generic, but she fleshes it out with a notable specific policy: legislation, which she has already drafted, to boost the ACT’s representation from two to four senators. This, to me, is a bare minimum (but good) goal—and the same should be offered to the Northern Territory.
What perhaps distinguishes Rubenstein most from Pocock is her fourth priority: her focus on women’s safety. This is a huge part of her campaign, harnessing the anger of many woman that has been mobilised effectively by Brittany Higgins and Grace Tame. Rubenstein uses the example of parliament as an unsafe workplace for women as a launching pad for policies that seek gender equality and a safer society for women. She would also extend paid parental leave from 18 weeks to 26, which to me still isn’t enough—a year minimum—but it’s something.
It’s an appealing platform. Also, I love that this is actually Kims for Canberra: Rubenstein’s support candidate is Kim Huynh, an ANU politics and philosophy researcher and ABC Radio presenter.
My recommendation: Give Kim for Canberra a good preference.

Fishlock, Wales’ all-time leading appearance-maker with 113 caps to her name to date, links up with Kelly Chambers’ side ahead of the Royals’ FA WSL restart – which comes in the shape of a trip to Arsenal on Saturday 5th September.
After breaking through to the Cardiff City ranks as a 16-year-old – where she made her debut against Reading – she made her first move to foreign shores in 2008 to join Dutch side AZ Alkmaar, and helped the club to consecutive Eredivisie titles in each of her two full seasons with the club.
Jess returned to the UK to join Bristol Academy in 2011, and played an eye-catching role in a side which reached the FA Women’s Cup final and finished fifth and fourth in the FA WSL during her two years – as well as a host of personal honours.
Her intercontinental travels began in 2012, when she became an instant hit as a Melbourne Victory player and scored some vital goals – including a 94th minute winner against Canberra United – as Victory reached the W-League Grand Final.
She was snapped up by Seattle Reign – the former name of OL Reign – for the inaugural NWSL season in 2013. After an eye-catching first season in the USA, she spent the off-season with a couple of productive loan spells… firstly by helping Glasgow City to win a league and cup double and making her Champions League debut, before then returning to Melbourne as a loanee at the end of her first season – this time helping Victory go one better and beat Brisbane Roar in the final.
And that has been a theme of her career: alongside representing Reign since 2013, where she won the NWSL Shield alongside the likes of Megan Rapinoe and Kim Little in both 2014 and 2015, she has also continued making major impacts during loan spells, too.
Her loan spells in Europe have twice harvested UEFA Champions League winners’ medals – firstly for FFC Frankfurt in 2015, and then starting in a 4-1 win for Lyon over Barcelona in 2019 as the French side completed the treble.
Between those forays back to Europe, she spent three hugely productive stints back in Australia, representing Victory’s near-neighbours Melbourne City. Not only did she win the W-League Grand Final in each of her three seasons, but she also used the opportunity to embark on her coaching career at a senior level. The highlight came in 2017 – scoring in a 2-0 win in the final against Perth Glory, as well as managing the team!
And now it is Reading FC Women who will benefit from her service when the 2020-21 season kicks off.

"Not only does Jess have incredible experience behind her, she also possesses a fantastic understanding of the game that will only help the players around her on the pitch and our team to progress. 'Tình nồng' Australia - Trung Quốc nguội lạnh

Đã hơn một tháng kể từ khi Trung Quốc khơi mào xung đột thương mại với Australia bằng cách thông báo áp thuế 80,5% với lúa mạch và cấm nhập khẩu thịt bò từ từ 4 công ty chế biến thịt lớn ở bang Queensland và New South Wales. Bộ trưởng Thương mại Trung Quốc Chung Sơn chưa trả lời bất kỳ cuộc gọi nào từ người đồng cấp Australia Simon Birmingham.

Hai biện pháp này đã tác động mạnh mẽ tới ngành nông nghiệp Australia và là một tín hiệu đáng báo động, khi kim ngạch thương mại giữa hai nước lên tới 161 tỷ USD, tính từ tháng 7/2018 đến tháng 6/2019. Quan hệ song phương cũng đang chứng kiến đà xuống dốc trong ít nhất 5 năm qua.
Lãnh đạo chính phủ Australia chưa có chuyến thăm cấp nhà nước nào tới Trung Quốc kể từ tháng 4/2016 đến nay. Đương kim Thủ tướng Australia Scott Morrison chưa đến Trung Quốc kể từ sau khi lên nắm quyền thay người tiền nhiệm Malcolm Turnbull hồi tháng 8/2018.
Mối quan hệ Bắc Kinh - Canberra được ví như "mối tình nồng" vào năm 2007, khi Trung Quốc trở thành đối tác thương mại lớn nhất của Australia, đặc biệt trong lĩnh vực xuất khẩu khoáng sản.
Một xung đột xảy ra vào năm 2008 khi Thủ tướng Australia lúc bấy giờ Kevin Rudd nói Australia có thể là "tranh hữu" của Trung Quốc, hay "một người bạn luôn chỉ ra những điều sai trái bằng những ý kiến gây khó chịu", khi phát biểu tại Đại học Bắc Kinh, đề cập tới vấn đề nhân quyền ở Tây Tạng.
Dù bình luận của ông Rudd khiến Trung Quốc giận dữ, hai nước cuối cùng cũng dàn xếp được bất đồng vào năm 2009 và thương mại song phương tiếp tục tăng trở lại, dẫn tới một hiệp định thương mại tự do hồi năm 2015.
Canberra thời kỳ đó có một số động thái nghiêng về phía Bắc Kinh, như việc họ gia nhập Ngân hàng Đầu tư và Hạ tầng châu Á do Trung Quốc điều hành, được thành lập tháng 12/2015 để hỗ trợ tài chính cho các dự án xây dựng cơ sở hạ tầng ở châu Á. Australia còn cho công ty Trung Quốc Landbridge thuê cảng Darwin trong 99 năm và không tham gia các cuộc tuần tra tự do hàng hải của Mỹ ở Biển Đông, theo Tom Switzer, giám đốc Trung tâm Nghiên cứu Độc lập, trụ sở ở Sydney.
"Từ giữa thập niên 1990 đến giữa thập niên 2010, chính phủ Australia, c�� Công đảng lẫn đảng Bảo thủ, đều giữ được cân bằng trong mối quan hệ với đối tác thương mại quan trọng nhất, Trung Quốc, và đồng minh an ninh quan trọng nhất, Mỹ. Tôi thường ví von rằng Canberra đã khéo léo cưỡi hai con ngựa cùng lúc", Switzer nói. "Năm 2014, Australia và Trung Quốc đồng ý nâng tầm mối quan hệ song phương lên 'đối tác chiến lược toàn diện'. Tất nhiên, điều này gây khó chịu cho Washington".
Dù vậy, Mỹ khi đó không có bất kỳ tác động nào nhằm làm suy giảm mối quan hệ Trung Quốc - Australia, giới chuyên gia đánh giá.
Năm 2015, sau khi thủ tướng Malcolm Turnbull lên nắm quyền, thông tin chấn động được tiết lộ rằng cựu thượng nghị sĩ Australia Sam Dastyari đã nhận tiền từ tập đoàn Yuhu do Trung Quốc hậu thuẫn để thúc đẩy một dự luật pháp lý.
Yuhu được thành lập bởi tỷ phú Hoàng Tương Mạc, công dân Trung Quốc sống tại Australia nhưng đã bị thu hồi quyền thường trú hồi tháng 2/2019 vì các cáo buộc can thiệp nước ngoài.
Sự việc xảy ra trong lúc Trung Quốc tăng cường ảnh hưởng về kinh tế với Australia và nhiều quốc gia phương Tây khác, cả về đầu tư tài sản lẫn phát triển bất động sản.
Tiền từ Trung Quốc nhanh chóng chảy vào các dự án bất động sản Australia vào khoảng năm 2013 và tiếp tục tăng lên trong khoảng thời gian bùng nổ từ 2014 đến 2018. Tuy nhiên, điều này lại khiến các chủ sở hữu bất động sản địa phương cảm thấy lo lắng về việc để mất dự án vào tay người mua đến từ Trung Quốc. Ngoài ra, việc giá nhà tăng vọt cũng có nguy cơ khiến họ bị gạt khỏi thị trường.
Yuhu đóng góp không nhỏ trong cơn sốt bất động sản ở Australia, khi liên tục thu mua đất và khởi xướng các dự án bất động sản thương mại.
Cáo buộc liên quan đến cựu thượng nghị sĩ Dastyari và những hoài nghi về Trung Quốc trên truyền thông Australia đã dẫn tới việc chính phủ Australia thông qua một bộ luật mới vào năm 2018 nhằm ngăn chặn những hành vi can thiệp từ nước ngoài. Dù vậy, thủ tướng Turnbull khẳng định bộ luật mới không nhằm vào Trung Quốc.
Chính quyền Turnbull, từ tháng 9/2015 đến tháng 8/2018, chứng kiến mối quan hệ giữa Trung Quốc và Australia trở nên băng giá chưa từng thấy suốt nhiều thập kỷ, theo Switzer và James Laurenceson, giám đốc Viện Quan hệ Australia - Trung Quốc.
"Rất khó để chỉ ra thời điểm chính xác mối quan hệ Trung Quốc - Australia bắt đầu xói mòn, nhưng tôi cho rằng vào khoảng năm 2017", Switzer nói.
Không chỉ chính phủ Australia thay đổi giọng điệu và chính sách, Trung Quốc cũng ngày càng có lập trường cứng rắn hơn, Laurenceson nhận định.
Năm 2017, ngoại trưởng Australia Julie Bishop trong một bài phát biểu ở Singapore cũng cảnh báo Bắc Kinh sẽ không bao giờ phát huy hết tiềm năng nếu không tôn trọng dân chủ.
Tập đoàn viễn thông Trung Quốc Huawei sau đó vào năm 2018 bị cấm cung cấp dịch vụ 5G tại Australia.

The downfall had been cushioned by just fall in stock markets as it put a stop intended for wealth creation, which leads to shortage of capital within investors to invest in real estate activities. Apart from this in order to counteract their share losses many investors have no choice, and yet sell their real estate properties. Other factors which have contributed for this slowdown are raising interest rates leading to higher costs. Therefore almost all the developers are facing serious liquidity recession and facing difficulties in completing their ongoing ventures. Situation seems to be so disastrous that most of the companies experience reported 50-70% cash shortfall. The grade A makers which are facing cash crunch include DLF, MGF, Emmar, Shobha developers, Unitech, Omaxe, Parsvnath Developers, Hiranandani Team, Ansal API, BPTP Developers and TDI Group. As a result there may be delays during completion of the project leading finical constraints. At the same time THE SOFTWARE industry which accounts for 70% of the total commercial is certainly facing a slowdown. Many residential buyers are awaiting price correction before buying any property, which can impression development plans of the builder. Aftermath of reality great shock to other sectors Cement industry hit by real truth slowdown The turbulence in the real estate sectors is death on pains in cement industry also. But today negative impact is highly visible as lot of advanced projects are still lying unsold. In such a scenario, there may be benefit in disguise as high profile speculators will be out building way for the actual users. But here also sector fronts trouble as correction in prices has been accompanied by strengthen in home loan rates by the banks which have led to erosion of purchasing power of middle and upper middle style majority of whom are covered in the category of end users or perhaps actual users. Therefore for future of real estate area analyst call for a wait and watch method to grab the best occasion with the hope of reduction in loan rates.

There are many types of fun and for some reason, I keep having to push the limits of this “fun”.

I was asked to be part of the Mont Adventure Racing team for Wildside Adventure race as unfortunately, Dane had to pull out due to injury so we got bumped into the mixed category.  Now I’d done Wildside back in 2014 at short notice and after vowing to never do one of these types of races again (for at least 5 years), I was now saying yes to my third.
So the fun I was looking for came in a 400km race on bikes, foot, abseiling, kayaks and packrafts to get to the often elusive finish line in as little time as possible. Easy right?
Here’s the course break down:
Leg 1 – 55km Trek Leg 2 – 107km MTB Leg 3 – 50km Trek & Abseil Leg 4 – 45km MTB Leg 5 – 33km Packraft Leg 6 – 10km Trek Leg 7 – 45km MTB Leg 8 – 14 km Paddle Leg 9 – 10km Trek Leg 10 – 26k MTB
Leg 1 was basically the ultra-marathon I hadn’t planned to run in many years. The boys set a cracking pace and I could only put my head down and keep my feet moving. Starting at Lake Eucumbene we made our way along the shoreline for 3/4’s of the trek till we went up over the hills and hit the first TA at the big, beautiful Trout. We were also rewarded with a cold lemonade and iced coffee from the servo.
After building our bikes up and making a quick transition we started on the 107k MTB which took us towards Orroral Valley. This leg was great. Mostly for the fact that I could keep up with the boys and that it was all very rideable. There were some big bloody hills, but nothing too outrageous. Morale was high, we got to the TA in Orroral to pack up bikes and start the 3rd leg which was a 50km trek & abseil.
It’s a weird thing racing on your home turf, good – because you know parts of the course, bad – because you know parts of the course. For example, the first part of the trek went through the AMRA Deep Space Mountain Marathon course (from which the mug I won in the race a few years ago I am currently drinking coffee from) and up to Booroomba Rocks.  There are some big ass hills to get up and down. Once we got to the trailhead for Booroomba though, we knew there was only a short walk up to meet up with the Abseiling crew to get harnessed and ready to go. Not that I was nervous to do the abseil but I was kind of glad we were doing it at night. After a short and sweet abseil, we reached what i’m going to rank as an equal first worst experience of my life, the other being hike a bike up a mountain in China with 1 billion mosquitos trying to bite me.
We’d estimated it would take us 16 hours (which was the long estimate given to us at the start) and it took almost 24. Paul and Tom had planned for us to go a different way to the river but once we got to the bottom of the rocks, decided it was “easier” via the river. We took bush bashing to a whole new level on this leg. I tried to keep up with the boys but would literally get stuck and have to play Marco polo to find them a whole 5 metres away. Expending a lot of energy to go a whopping 1 km/ph is well… there were words said about Richard (the race director) that would make you blush.

The rock hopping up the river was fun-ish, and there were some really beautiful waterfalls along the way, often accompanied by some really extreme farts thanks to Paul.

After getting out to near Corin road my feet were pretty wet and sore so I asked if we could take 15 min in the sun to dry them out. I think it took about 20 minutes to discuss this possibility, along with our sleep strategy. In the end, much to our time guardian Lee’s displeasure, we took the 15 which would probably prevent problems in the long run. (Or so we convinced ourselves).
  Scott met us for a photo op near Woods reserve which was lucky because not long after I got an epic nosebleed which dripped on Lee’s walking poles (sorry Lee!).
Leg 4 was a ride started at Pierces creek and travelled through all the 4wd tracks in the pine forest. After collecting a CP at the cave, in what turned out to be an excellent navigation move, we decided to ride around to the Deep Space Observatory removing a disgusting part of Bullen Range. After doing a lot of down, up, walk, repeat we got to the descent of the range just as the sun was rising which was pretty speccy.
We arrived at the TA at around 6:30am and after packing the pack horse aka Paul with all the paddles and packrafts, we walked the 12kms from Point Hut crossing to Kambah pools to start on the water. Mel met us a little along the way on her commute to work which was really nice too!d
I always knew there was a nudist beach just down from Kambah pools but only go to experience this first hand literally 20 metres into our raft. It was a sore sight for eyes, I tell you what. After some full frontal nudity, and not because we were changing at a TA, the packraft was really enjoyable. We’d been worried at the start of the race that we might have to do this leg during the night, which meant we were either going to have to sleep before it or risk hypothermia. Somehow the stars aligned and although the river was pretty low, we got through it without a problem during the day.  (Except for flooding our dry bags and giving the people watching at home small heart attacks because our tracker stopped working, sorry!). Also, huge shout out to Kim for the Riverview cafe, those brownies were epic!
Leg 6 was a 10km loop around the Cotter to some really cool lookout spots. We passed Stromlonauts as they were starting and they looked in pretty good spirits (although Tom says Clare’s eyes told another story). Then, because it was too easy, the last CP on the leg was 500 metres up a gully. You know, to keep it real again. We saw a few teams at the TA but don’t ask me what they were doing or where they were going.
With morale high, Leg 7 took us back on the bikes up the road to Stromlo to climb the steep fire road to the top. Having not slept for 48 hours + at this point, I decided to take a nodoz just before the climb. Holy. Moly. My eyeballs returned to their sockets, knees stopped aching and, clicking down into my granniest granny gear, I charged all the way up to the top without getting off. I even managed some primal whoop. I think everyone should get to experience a caffeine high after two days of sleep deprivation. Like, I’m pretty sure you haven’t lived until that moment.
Being locals to the area, the boys put away the maps and from Stromlo we sped on fire trails around the Arboretum and Black Mountain to the peninsula where we started the paddle leg.
Paul says this was the highlight for him because it was so trippy. We started this leg at 1am and there was no wind so the lake looked like glass.  Everything on the bank had a reflection and everything was morphing into weird shapes. We were all feeling pretty tired by now and I couldn’t get my bearings for the life of me. Sleep monsters were everywhere we looked and while we made some good time collecting the first two CP’s after the third around Kingston Foreshore we slowed down considerably. I was having what felt like 5-minute dreams to jolt awake and find I was still paddling. Lee was also having trouble keeping himself awake because when I managed to keep my eyes open for more than a few minutes, I’d have to make sure he steered us clear of the trees and other debris around the edges. We finally made it to the TA and got ourselves a bit warmer around the gas heater.
Leg 8 was basically a huge hike around the Parliamentary Triangle to answer questions about buildings in Canberra. I would have prefered this be done on bike but as Tom pointed out, it was probably safer on foot. After passing the War Memorial, we decided to pop into Campbell shops around 5:30am to see if something was open. Lee knocked on the bakery door because there were lights on. Miraculously, someone came out and opened the door for us, we asked if we could buy something to eat and get coffee, she said she was just a baker and couldn’t make coffee for us but would let us buy food. I  asked if I could make the coffees, as I knew how to use the machine and SHE AGREED. (Although I’m sure if she knew we hadn’t showered in a while it might have been a different story). So I made everyone a coffee, we scoffed some pies outside and marched onto the TA and our FINAL LEG.
Two climbs is what stood between us and the finish. We took the run-up fire trail to the top of Ainslie, which was mostly a hike a bike, then through the saddle to hike a bike up Majura. Close to the top, we came across a supporter’s sign for us, which had been vandalised and defaced by the BMX bandits and their grubby zinc. Soon after we met Ollie about halfway down the descent where he followed us along the wind tunnel of Majura parkway before wishing us well.

We crossed over the finish line after 3.25 days (78 hours) of racing with only 1 and a half hours sleep. To say our sleep strategy was aggressive is probably an understatement but got us through in the end.

On reflection we had a pretty good race partially due to the navigation of the boys being spot on, thanks to Richard Old and his crew for putting on a well organised expedition race in Canberra. We loved the course (even the hard parts) and really enjoyed racing around home.

I love dogs they are so cute AND We all had a fabulous time, and especially snickers. He is going to miss socialising with his fury mates. I’m going to do the 11 facts about yourself meme even though nobody tagged me. I’m being the change I want to see in the world.
1. I played recorder all through my teens, and I will fight anyone who calls it a children's toy or not really a musical instrument.
2. I don't want to fight anyone and I cry when people insult me. But I'm really opinionated and think making fun of things is hilarious. But I don't want to upset anyone and I try not to judge people unless I'm sure they mean harm. I'm very confused.
3. The earliest obsession (special interest, but I don't like that phrase) I can remember having was Care Bears. I remember almost nothing about it now.
4. I started writing a retelling of the Subtle Knife by Phillip Pullman with Kim Possible characters when I was fourteen or fifteen, and I still think what I put down looks okay.
5. There was a period when I'd assign myself crushes on fictional characters, because I thought that was what you had to do when you were a fan of something.
6. Apparently I was very reserved when I was little, and I rarely told people what I was thinking or what I wanted. Since I seem to be naturally inclined to blurt out whatever random thought comes into my head (see: my Twitter), I think I must have thought expressing yourself at all was wrong and bad. I have no idea where I got that from.
7. It somehow took me up to 26 years to notice that I was in constant, mind-crippling pain. I say up to because I have no idea when it started. Because I didn't know it was there.
8. I lived on the coast until I was three, and when we moved I missed the ocean so much that I pretended the mountains were water. They're blue here so it was slightly less of a leap than it might sound. Slightly.
9. My mum's from Sydney and my dad's from Hobart. They met because my aunt moved to Tasmania to get away from an ex, my mum flew down to visit her, and she liked Tasmania so much she moved there and mooched off my aunt for a while. Later on she got a job, and only moved to Canberra, where I live now, because my dad really, really hates Hobart.
10. Once I'm done with the game I'm currently working on, and I will finish it; it's a lot easier now that I'm managing the pain somewhat; I'd like to make an RPG. I decided this because I had a spooky dream about a spooky Easter egg in Homestuck, which in the dream was an RPG, for some reason. I want to tell everyone about how spooky it was, but I don't think it'd come across very well with a description, so clearly making an entire game in order to add a similar Easter egg is the superior option.
11. I have never met any online acquaintance offline who didn't already live in my city.

Tư bản Úc bán “xiềng” cho Trung cộng “xích” nước Úc.

 “Tư bản sẽ bán cho chúng ta sợi dây thòng lọng để treo cổ chúng”, chủ bút Peter Hartcher của tờ The Sydney morning herald hôm 1/5/2020 trích câu nói của Lenin mở đầu bài bình luận “Tiền hay chủ quyền của chúng ta: Trung cộng không cho chúng ta sự chọn lựa”.
Ông Hartcher áp dụng lời nói của Lenin vào trường hợp của nhà tư bản hầm mỏ Úc Andrew Forrest, đang nối giáo cho Trung cộng bán đứng chủ quyền nước Úc: “Tư bản bán cho chúng ta quặng sắt để chúng ta rèn xiềng xích chúng lại”.
Điều tra nguồn gốc virus corona
Virus corona giết chết hàng trăm người Úc và hơn 250 ngàn người trên thế giới, vì thế chính phủ Úc mới kêu gọi mở cuộc điều tra độc lập để hiểu rõ nguồn gốc của virus corona và nguyên nhân căn bệnh này bùng phát trên toàn thế giới.
Cuộc điều tra sẽ giúp nhân loại rút ra bài học, giúp tránh được những thảm họa có thể xảy ra trong tương lai, nhưng lại bị Trung cộng phản đối, và hăm dọa trừng phạt kinh tế Úc.
Đại sứ Trung cộng tại Úc ông Cheng Jingye đe dọa nếu Úc tiếp tục muốn điều tra, thì “nhân dân” Trung cộng sẽ không xem Úc là bạn hàng tốt, sẽ không uống rượu vang Úc, sẽ không ăn thịt bò Úc, sẽ không du lịch nước Úc và sẽ không cho con cái đến Úc du học.
Nói trắng ra, nếu Úc tiếp tục muốn điều tra thì nhà cầm quyền cộng sản Bắc Kinh sẽ cấm dân uống rượu vang Úc, cấm dân ăn thịt bò Úc, cấm dân đi du lịch Úc và cấm dân cho con cái sang Úc du học.
Đáp lại, bộ trưởng ngoại giao Úc, bà Marise Payne tuyên bố việc Trung cộng đe dọa kinh tế sẽ không ngăn cản được cộng đồng quốc tế điều tra về nguồn gốc và sự lan tỏa của virus corona:
“… đây là nguy cơ toàn cầu mà trước đây chưa từng có, nó gây ảnh hưởng nghiêm trọng đến sức khỏe, kinh tế, và xã hội”.
Vì tiền bán chủ quyền đất nước…
Ngày 29/4/2020, tổng trưởng y tế Greg Hunt và tỷ phú hầm mỏ Andrew Forrest cùng tổ chức một cuộc họp báo công bố việc ông Forrest làm trung gian mua giúp chính phủ Úc 10 triệu bộ xét nghiệm virus Corona do Trung cộng sản xuất với giá 320 triệu Úc kim.
Ông Andrew Forrest lợi dụng cơ hội, đưa tổng lãnh sự Trung cộng tại Melbourne ông Long Zhou lên diễn đàn ca ngợi Trung cộng đã thành công trong cuộc chiến chống lại bệnh dịch, kể công bán 10 triệu bộ xét nghiệm cho Úc, và công kích nỗ lực vận động điều tra dịch bệnh của chính phủ Úc.
Chủ bút Peter Hartcher nhận xét việc ông Forrest “phục kích” bộ trưởng y tế Greg Hunt, để tổng lãnh sự Trung cộng lên diễn đàn đối chọi với ông Hunt và với chính sách của chính phủ Úc, ông Forrest đặt lợi ích cá nhân bên trên quyền lợi nước Úc.
Ông Forrest cũng đã làm thế tại Tây Úc, ngày 31/3/2020, ông cho tổ chức họp báo để công bố việc mua giúp cho tiểu bang Tây Úc thiết bị y tế, rồi âm thầm mời tổng lãnh sự Trung cộng tại Perth, bà Dong Zhihua đến họp báo với bộ trưởng y tế Tây Úc ông Roger Cook, mà không hề thông báo cho chính quyền Tây Úc.
Corona xuất xứ từ Úc…
Tỷ phú Andrew Forrest luôn theo quan điểm của Trung cộng, ông chống lại lời kêu gọi của chính phủ Úc điều tra về nguồn gốc của virus corona, thậm chí ông còn cho rằng siêu vi khuẩn này có thể xuất phát từ Úc: “Cho đến giờ này không ai biết được siêu vi khuẩn này xuất phát từ đâu, bởi vì nó có thể từ Úc, hoặc Anh quốc, hoặc Trung cộng”.
Thủ tướng Úc Scott Morrison phải lên tiếng phản đối ông Forrest ăn nói bậy bạ vì: “… ai cũng biết nguồn gốc vi khuẩn corona xuất phát từ Trung cộng”.
Ông Morrison kêu gọi tỷ phú Andrew Forrest ngưng xen vào việc đối ngoại của chính phủ Úc và ngưng đưa những tin giả, nhằm tuyên truyền cho Trung cộng.
Nước Úc trên hết…
Bị chính giới và dư luận công kích, trên đài truyền hình số 9 tỷ phú Andrew Forrest chụp mũ cho những người không đồng ý với ông là theo Mỹ, ông nói: “Bất cứ ai muốn đặt nước Mỹ lên trên, thì họ đang đặt nước Úc vào hàng số hai, còn tôi thì đặt nước Úc lên trên hết”.
Theo tỷ phú Andrew Forrest nên hoãn cuộc điều tra cho đến sau cuộc bầu cử ở Hoa Kỳ vào tháng 11 năm nay, còn quan điểm của chủ bút Peter Hartcher là Bắc Kinh đã không đồng ý với cuộc điều tra độc lập thì việc trì hoãn nghĩa là cuộc điều tra sẽ không bao giờ xảy ra.
Ở Úc ông Andrew Forrest có quyền tự do phát biểu, chuyện không hề có tại Trung cộng, nhưng điều cần nói là ông Forrest đã sử dụng quyền tự do ngôn luận tạo ra một chiến dịch giúp cho Trung cộng buộc nước Úc phải đầu hàng.
Ông Forrest ngụ ý nói điều tra là làm theo lệnh của tòa Bạch ốc, như thế là ông đã tiếp tay với Trung cộng hạ thấp uy tín chính phủ Morrison, xem chính phủ Úc làm bù nhìn cho Mỹ, và toàn bộ ý tưởng điều tra là làm theo lệnh của Mỹ.
Trong thực tế, đề xuất điều tra virus corona đến từ Canberra, từ chính thủ tướng Morrison cùng với Ủy ban an ninh quốc gia.
Ông Forrest cho rằng cuộc điều tra do Úc khởi xướng có động cơ chính trị, trong khi Trung cộng thì không, điều đó hết sức vô lý, vì mục đích cuối cùng của Trung cộng là củng cố quyền lực chính trị của đảng cộng sản Trung Hoa.
Không chỉ riêng Andrew Forrest, tuần rồi tỷ phú Kerry Stokes chủ nhân công ty truyền thông Seven West media, chủ đài truyền hình số 7 và tờ The West Australian phát hành tại Tây Úc, và luật sư David Olsson, chủ tịch quốc gia của Hội đồng doanh nghiệp Úc-Trung cộng cũng lên tiếng phản đối cuộc điều tra do chính phủ Úc đề nghị.
Cựu thủ tướng Malcolm Turnbull cho biết nếu có cuộc tranh luận giữa Úc và Trung cộng, thì đừng bao giờ trông mong vào sự hỗ trợ của những nhà tư bản Úc, vì quyền lợi kinh tế họ sẽ luôn đứng về phía Trung cộng.
Chính sách lưỡng đảng
Lãnh tụ đối lập Anthony Albanese đã đứng về phía chính phủ ủng hộ cuộc điều tra, nên cuộc điều tra không chỉ đơn thuần là của chính phủ, nó đã trở thành chính sách quốc gia, đồng thuận lưỡng đảng là sức mạnh quốc gia.
Chủ bút Peter Hartcher cho rằng nước Úc thật may mắn có được những người lãnh đạo sáng suốt như thủ tướng Scott Morrison, cựu thủ tướng Malcolm Turnbull hay lãnh tụ đối lập Anthony Albanese, những người sẵn sàng đặt chủ quyền quốc gia bên trên đồng tiền và không để những tư bản Úc nối giáo cho Trung cộng xâm phạm quyền lợi quốc gia.
Nước Úc cần được bảo vệ…
Chủ bút Peter Hartcher tin rằng nước Úc phải bảo vệ quyền lợi của mình trong việc giao dịch với Trung cộng, điều tiên quyết là phải bảo vệ chủ quyền của mình.
Thứ nhất, nếu Úc lùi bước, Bắc Kinh sẽ tiếp tục sử dụng kinh tế làm áp lực, cứ thế họ tiếp tục lấn tới cho đến khi nước Úc trở thành một chư hầu cho Trung cộng.
Thứ hai, sự hài hòa xã hội, Úc có cộng đồng gốc Hoa lên đến 1,2 triệu người, đây là một vốn quý của quốc gia chứ không phải gánh nợ, cộng đồng này phải được bảo vệ khỏi ảnh hưởng của đảng cộng sản Trung Hoa bằng chính những giá trị dân chủ của Úc.
Thứ ba là nền kinh tế Úc chỉ được bảo vệ tốt nhất khi chủ quyền quốc gia còn được bảo toàn, mất chủ quyền quốc gia thì quyền điều khiển kinh tế, quyền đưa ra các quyết định thương mại sớm muộn gì cũng mất theo.
Chủ quyền, hòa hợp xã hội và kinh tế là ba lợi ích cốt lõi, là các lợi ích gắn bó với nhau, chủ quyền quốc gia là trên hết, là chìa khóa để giữ cả ba, cùng vì lợi ích của Úc.
Chừng nào điều này còn tồn tại, các nhà tư bản Úc sẽ không được phép bán lợi ích quốc gia để theo đuổi lợi ích tư nhân.
Kinh tế và chính trị…
Từ giữa thập niên 1980, giới khoa bảng, giới báo chí, giới chính trị, giới doanh nhân có chung một ảo tưởng là thay đổi kinh tế các quốc gia cộng sản sẽ dẫn đến thay đổi chính trị.
Giờ đây khi kinh tế mạnh lên, chính trị Trung cộng đã không thay đổi, nhưng quân sự đã thực sự mạnh hơn đe dọa an ninh trong vùng, về ngoại giao Trung cộng xem Úc như một quốc gia lệ thuộc vào kinh tế Trung cộng, nên họ mới dám đe dọa tẩy chay thương mãi với Úc.
Đại dịch 2020 trong cái rủi biết đâu có điều may, thế giới đã nhận ra điều cần thiết là phải biến đổi thể chế cộng sản thành thể thể chế tự do dân chủ, mới tránh được những đại họa cho nhân loại và cuộc sống nhân loại mới được bình yên.
