Community ART Officer  – 2 Posts Kagera, Geita MDH Management and Development for Health POSITION: COMMUNITY ART OFFICER (CAO) (2 POSTS) PROJECT: AFYA KWANZA LOCATION: KAGERA AND GEITA REPORTS TO: DISTRICT COMMUNITY SERVICES MANAGER Position Summary: The Community ART Officer (CAO) is responsible for the day-to-day field implementation of MDH’s community ART program and services. She/He will work with the Council Health Management Teams (CHMTs), Community Volunteers, Civil Society Organizations (CSOs), Health Facilities (HFs)/ Health Care Providers (HCPs) and other stakeholders to support provision of recommended community ART services, tracking and continuum of care for patients on ART care. Duties and Responsibilities: 1. Support provision and scaling up of community ART services as well as patient tracking and continuum of care of ART patients in line with the program workplan and national guidelines. 2. Work with HCPs/ HFs to efficiently organize community ART delivery services including enrolment of eligible clients, working with WEO/VEO to secure preferred community locations and ensure effective scheduling and communication. 3. Support comprehensive community ART outreach services which integrate other essential services including viral load testing, early infant diagnosis, clinical ART monitoring and others. 4. Work with the Retention team, HFs/ HCPs to support community/home based tracking and returning to care, patients who have dropped out of care and ensure timely feedback. 5. Support engagement, capacity building and supervision of community outreach volunteers (COVs), expert clients (CECs), HCPs, community-based Health services providers (CBHS) and other stakeholders in the provision of community ART and tracking services. 6. Ensure efficient linkages and continuum of care between community ART and HF services. 7. Support dissemination and operationalization of national guidelines, SOPs, job aids, IECs, training manuals, M&E and others tools on the community ART services. 8. Support efforts to identify gaps in community HIV and KVP program, implementation of continuous quality improvement (CQI) initiatives and operational research to address gaps. 9. Support monitoring, evaluation and learning (MEL) of community HIV prevention and KVP services including data collection, entry, quality assurance, analysis, reporting and utilization. 10. Support analysis, documentation and dissemination of MDHs’ community program outcomes and best practices via abstracts, posters, manuscripts, policy briefs, presentations, and others. 11. Perform any other related duties as may be assigned by the supervisor. Required Education, Work experience and Skills: 1. Degree in Medicine, Diploma in Nursing or related field. 2. Postgraduate in related public health field is an added advantage. 3. At least three years’ experience working in Health-related project 4. Experience working in project related organization serving public health issues 5. Demonstrated self-starter and motivated 6. Ability to deal with work related pressure and adaptable. 7. Computer skills such as Microsoft word, power point and excel with data collection, processing and analysis. 8. Excellent command of both English and Kiswahili with strong writing and presentation skills. Job Title: Laboratory Technician (1 Post) Location: Bukoba DC  Reports to: Facility In-charge Duties and Responsibilities: - Reading, understanding, and implementing SOPs for molecular analysis of HIV drug resistance and viral load. - Performing daily QC checks on all laboratory processes and procedures for accurate and reliable test results. - Performing pre-analytical procedures on all specimens received including but limited to inspections, registration, separation, and storage. - Performing testing in molecular biology to determine level of HIV drug resistance and amount of HIV virus. - Performing results analysis and interpretation and indicate in case of critical/panic results - Preparing samples for shipping according to SOPs. - Documenting daily operation, recalibration, preventive maintenance services, repair of machines/analyzers using operation, reagents, calibration, maintenance and corrective action logs. - Troubleshooting minor technical faults in machines using operation manual, document the action, and report to laboratory supervisor. - Analyzing PT samples/panels received for external quality control program and submit them within deadline. - Checking and completing all the laboratory results in the Laboratory Information System or register book before validation/verification by a laboratory supervisor. - Archiving all the source documents after testing in the appropriate files. - Preparing summary reports of the machines/analyzers at the end of every week and month. - Performing duty deemed necessary by the lab supervisor including but not limited to training of junior technicians and students. - Observing all the quality requirements to fully support the laboratory towards accreditation. Requirements: Education, Work experience and Skills: - Diploma in Health Laboratory Technician, - Certificate of registration with Health Laboratory Council - Minimum of two years’ experience of working in the HIV drug resistance laboratory settings. - Laboratory quality management training is an added advantage. - Ability to communicate fluently in both English and Kiswahili. - Ability to work both individually and as part of a team with minimal supervision.
