Roxie keeps all of her Pokemon in Dusk Balls, as she tends to be out very late at night - for consistency's sake, she even transferred the Pokemon she didn't originally catch in Dusk Balls (for instance, she caught Gyarados with a Net Ball) into them.

On the other hand, while there are several types of balls she's never used in her life, the Heal Ball is the only one she finds actively pointless, considering it's almost impossible to go five miles in Unova without coming across three or four Pokemon Centers.
