Olivier Marleix, député LR d’Eure-et-Loir, a écrit au procureur de la République de Paris pour lui demander l’ouverture d’une enquête concernant la vente du pôle énergie d’Alstom en 2014. Il nous explique pourquoi.
Que va décider la justice ? Dans une lettre au procureur de la République de Paris, révélée la semaine dernière, le député Olivier Marleix (LR) demande la mise en œuvre d’une enquête sur les circonstances de la vente en 2014 du pôle énergie d’Alstom à l’Américain General Electric (GE), qui vient d’annoncer qu’il envisageait de supprimer jusqu’à 470 postes en France.
À l’époque, l’entreprise française était poursuivie pour des faits de corruption en Indonésie, par la justice américaine. Dans son courrier, le député rappelle que le candidat Macron, qui était au moment de la vente ministre de l’Économie, a bénéficié d’un « montant de dons records pour sa campagne ». Dans une interview exclusive pour Le Parisien - Aujourd’hui en France, il s’interroge sur le lien de cette vente avec le financement de la campagne présidentielle d’Emmanuel Macron.
Qu’attendez-vous de la justice ?
OLIVIER MARLEIX. Déjà, qu’elle vérifie les faits qui sont signalés. De quoi parle-t-on ? De personnes qui avaient intérêt à obtenir du ministre de l’Économie de l’époque (NDLR : Emmanuel Macron) des décisions d’autorisation de vente d’entreprises stratégiques, et qui se seraient par la suite mobilisées pour financer sa campagne électorale. Or je rappelle que notre droit pénal réprime le fait qu’une autorité publique puisse recevoir des avantages, sous quelque forme que ce soit. J’ai donc fait un signalement, dans le cadre de l’article 40 du code de procédure pénale. Il ne m’appartient ensuite ni de les vérifier, ni de les qualifier. C’est le travail de la justice.
Pourquoi mettez en cause Emmanuel Macron ?
Il agissait à l’époque en tant que secrétaire général adjoint de l’Élysée de François Hollande, puis comme ministre de l’Économie. Et c’est en tant que tel qu’il a pris des décisions administratives, et au final signé les autorisations de vente d’Alstom, Alcatel, Technip, etc. Des entreprises dont l’avenir est parfois mal engagé. Or il faut bien comprendre que toutes ces affaires s’inscrivaient dans un régime juridique spécifique du code du commerce, dicté par la protection des intérêts nationaux. Toutes nécessitaient des autorisations du ministre de l’Économie.
Dans la Commission d’enquête créée en 2017 sur « les décisions de l’État en matière de politique industrielle », que j’ai présidée, nous n’étions pas forcément unanimes sur l’interprétation du rôle joué par Emmanuel Macron dans la vente d’Alstom. En revanche, nous l’étions pour dire que le processus manquait de transparence. Quant à la fusion Alstom-Siemens, elle semble de son côté tourner au fiasco.
Ces ventes ont-elles pu servir à des intérêts personnels ?
Elles n’ont en tout cas servi ni les intérêts nationaux, ni ceux des salariés. Je m’interroge donc sur ces ventes. Ont-elles pu aider au financement de la campagne présidentielle d’Emmanuel Macron ? Aucune promesse de l’époque n’a été tenue. À commencer par l’emploi. Rien que pour Alstom Power, on nous annonçait une création nette de 1000 emplois. Or c’est tout le contraire qui est arrivé. General Electric se trouve dans une situation de déconfiture, avec un endettement colossal.
Que faudrait-il faire ?
Alstom Power doit redevenir français. Je ne parle pas d’une nationalisation, qui constituerait une prise de contrôle. Il n’est pas nécessaire d’aller jusque-là. Mais l’État pourrait participer à un tour de table, via par exemple la BPI (NDLR : la Banque publique d’investissement). J’ai donc proposé au gouvernement de lancer une offre de rachat, notamment de la branche nucléaire, par exemple avec EDF. Cela permettrait ainsi de retrouver une souveraineté sur l’atome, que nous avons perdue depuis la vente. Je rappelle l’enjeu, à savoir l’entretien de nos 58 réacteurs nucléaires et la capacité de la France à vendre des centrales 100 % clé en main.
La France pourrait-elle en supporter le coût ?
Ce n’est pas à moi de le dire. Mais Alstom Power ne vaut plus les 13 milliards d’euros auxquelles elle a été vendue. D’autant qu’il ne s’agit que d’une partie des activités. À mon sens, c’est tout à fait réalisable.
Souhaitez-vous que la justice se penche sur le rôle de l’ancien PDG d’Alstom, Patrick Kron, dans cette affaire ?
Je souhaite surtout qu’elle étudie le décalage entre le gouvernement am��ricain, qui se vante d’avoir mis un terme à la plus importante opération de corruption qu’ils ont eu à traiter, avec un certain nombre de contrats pour lesquels Alstom a plaidé coupable (NDLR : et soldé les poursuites en acceptant de payer une amende record de 772 millions de dollars, soit 680 millions d’euros). Et de l’autre, une justice française qui n’a mené aucune investigation. Pourquoi ? Parce que les faits se sont déroulés hors de France ? Certes, mais je note quand même une grande injustice dans le sort réservé aux uns et aux autres. Il y a quand même un cadre d’Alstom qui a fait près de deux ans de prison aux États-Unis, quand d’autres n’ont jamais été inquiétés.
Croyez-vous à la théorie selon laquelle Alstom Power a été vendu pour éviter la prison à plusieurs de ses cadres ?
On peut raisonnablement estimer que ça a pu jouer.
Les entreprises françaises sont-elles suffisamment protégées contre les procédures judiciaires américaines ?
Depuis le traumatisme Alstom, nous avons fait des progrès. Sur le renseignement tout d’abord, qui nous permet aujourd’hui d’être plus attentifs et plus protecteurs vis-à-vis de nos entreprises. Le gouvernement a également commandé un rapport parlementaire au député de Saône-et-Loire Raphaël Gauvain (LREM). Cela montre qu’une vraie réflexion est menée dans ce sens, avec la possibilité dans certains cas d’invoquer une loi de blocage qui permettrait de ne pas transmettre des éléments estimés stratégiques demandés par une autorité judiciaire étrangère.
Est-ce suffisant ?
Non. Il faut une réponse européenne. La culture américaine est extrêmement patriotique. J’ai halluciné d’entendre le patron des affaires internationales, au ministère de la justice américaine, déclarer : dans l’affaire de corruption qui concerne Alstom, nous défendons les intérêts des actionnaires américains. En clair, cela voulait dire qu’il défendait les entreprises américaines concurrentes d’Alstom qui avaient été flouées. Et pour cela, ils ne lésinent pas sur les moyens. Même la NSA (NDLR : l’Agence nationale de la sécurité, rattachée au département de la Défense, et en charge du renseignement dans les systèmes informatiques) traque des informations sur nos entreprises françaises pour les transmettre à la justice. Les Américains chassent en meute quand de notre côté, nos administrations travaillent chacune de leur côté.
LA RÉPONSE DE L’ÉLYSEE
Pas question à l’Élysée de prêter un quelconque intérêt à toute cette histoire. « C’est de la pure communication politique, s’insurge-t-on rue du Faubourg-Saint-Honoré. Le député Olivier Marleix essaye de faire du buzz et ne montre que peu de considération pour le rôle de parlementaire. » Et le cabinet du président de la République de rappeler que la Commission nationale des comptes de campagne et des financements politiques (CNCCFP) a « tout épluché » et considéré que « tout était transparent et conforme ».
« Une enquête judiciaire menée sur une partie des comptes de campagne d’Emmanuel Macron a rendu ses conclusions et classé le dossier en septembre 2018. » Les règles sont effectivement strictes. Si les noms des donateurs sont couverts par le secret fiscal, le nombre de donateurs ainsi que le montant total des dons sont en revanche connus : 74 702 personnes, pour un pactole de 14 millions d’euros, pour la campagne de l’actuel président de la République. « Pour chaque donateur, la limite légale d’un don est de 7000 €, précise-t-on encore à l’Élysée. Comment voulez-vous que quiconque ait une influence sur une campagne ou sur le candidat avec des sommes aussi limitées ? »

Diabetes is a long-term condition that can have a major impact on the life of a child or young persons, as well as their family or caregivers. In addition to insulin therapy, diabetes management should include education, support and access to need for psychological services. To study the awareness and diabetes care practice among parents of type 1 diabetic children and adolescents. This is a cross sectional study which included 101 participants who attended in Changing Diabetes in Children (CDIC), BIRDEM, from March 2019 to June 2019. Participants are parents of type 1 Diabetic children and adolescents between 07-18 years of age. Both open ended and close ended question was used. Data were compiled and analyzed using Statistical (SPSS) version 24. Parents of total 101 patients were interviewed over the study period. Among them Eighty-four (84.2%) respondents were aware about sign and symptoms of Diabetes, 60.4% respondents gave their children balanced diet, 78.2% parents practiced checking blood glucose level by glucometer regularly and 95% parents checked HbA1C level three monthly. HbA1c level was significantly lower among the urban population (p= 0.003). Those who completed secondary education had well control than those completing primary education (p= 0.002).

Survey data showed that women with urinary incontinence were more likely to experience depression and low self-esteem than those who did not.
Daisies tame, a urologist from the Hospital Center of the University of São João in Portugal, presented the results at this year’s congress of the European Association for Urology. Based on the results, Manso encouraged doctors to ask women with the condition about their mental health.

Researchers in a 2019 study estimated that the prevalence of urinary incontinence is between 25 and 45% and is likely to increase in the future. They also noted that the condition usually occurs during menopause.

Overall, according to Manso, 9.9% of women had urinary incontinence. In women aged 75 to 85, the prevalence rose to 40.8%.
Those with urinary incontinence had a higher prevalence of the diagnosis of depression (adjusted prevalence ratio = 1.66; 95% CI 1.43-1.92) and used psychiatric services more frequently (adjusted prevalence ratio = 1.41; 95% CI 1.03 – 1.93), according to Manso. Women with urinary incontinence also reported more often that they felt bad (adjusted prevalence ratio = 1.65; 95% CI 1.46-1.88), difficulty concentrating (adjusted prevalence ratio = 1.58; 95% CI 1.38- 1.82) and the feeling of worthlessness or feelings of guilt in the 2 weeks prior to the survey (adjusted prevalence ratio = 1.49; 95% CI 1.33-1.67).
Manso said the results suggest the conversation between women with urinary incontinence and doctors should be changed.
“There are no hard and fast questions for clinicians to ask,” she said. “Doctors need to look out for signs of depression and low self-esteem in their patients. We trust that your individual judgment will ask the right questions when you have concerns. “
Patients whose urinary incontinence is detected early have a good chance of an improvement in quality of life and successful treatment, Christopher Reginald Chapple BSc, MD, FRCS, FEBU, a consultative urological surgeon with the Sheffield Teaching Hospitals National Health Services Foundation Trust in the UK and Secretary General of the European Association of Urology in a press release.

In an interview with Healio Primary Care, he said clinicians should be aware of the European Association of Urology’s guidelines for the proper assessment and management of urinary incontinence, which recommend:
acknowledge that overactive bladder is a non-specific diagnosis;
Provide patient with appropriate tools to manage the condition;
conduct a “careful” medical history and examination, including a urinalysis, to ensure that the patient has no retention;
Use a urination diary with all patients to assess the extent of their condition; and
Patients receiving anticholinergics for urinary incontinence should advise that this drug may be titratable and that “alternative first-line therapy” – mirabegron – is only contraindicated in patients with blood pressure 180/110 mm Hg or higher.
A combination of these two therapies can also help with a patient’s urinary incontinence when neither treatment works alone, Chapple said.

It is undeniable that open source technology is widely use in business. Companies who lead the trend in IT field, such as Google and Microsoft, accept and promote using open source software. Partnerships with companies such as MongoDB, Redis Labs, Neo4j, and Confluent of Google Cloud are good examples of this.
Red Hat, the originator of linux, the open source company, firstly launched an investigation into the “The State of Enterprise Open Source” and released the investigation report on April 16, 2019. This report is a result of interviews with 950 IT pioneers around the world. The survey areas include the United States, the United Kingdom, Latin America, and the Asia-Pacific region, aiming to understand corporate open source profiles in different geographic regions.
Does the company believe that open source is of strategic significance? This is the question that Red Hat first raised and most wanted to understand. The survey results show that the vast majority of 950 respondents believe that open source is of strategic importance to the company's overall infrastructure software strategy. Red Hat CEO Jim Whitehurst said at the beginning of the survey report, “The most exciting technological innovation that has occurred in this era is taking shape in the open source community.”
Up to now, the investigation has continued to the third round, and the results have been published on February 24, 2021.
Some of the most open source projects favored by IT companies. These are mainly enterprise-oriented application software projects, covering several categories such as web servers, big data and cloud computing, cloud storage, operating systems, and databases.
