香港與戰爭不只有「香港保衛戰」，因為香港曾是一座《東方堡壘》

研究或書寫香港發生過的戰役的書籍不少，而《東方堡壘》是較少數地縱觀地研究以軍事角度研究香港從開埠到70年代的歷史。《東方堡壘》除了集中研究香港內部的軍事防務外，亦同時研究19到20世紀的香港在整個英帝國戰略部署的角色。

「香港初期並不是一個成功的商港，它是英國在東亞的軍事前哨，是英國向亞太地區展開軍事行動的起點、補給點和後勤基地，故此不得不加以保護」

英國剛取得香港作為殖民地時，英國內部爭議不斷。不少人認為香港島只是個多山少地的不毛之地，且氣候濕熱，英國人難以適應。在當時的商業角度上，香港並無可取之處。不過在軍事和海事角度中，香港的地理位置處於華南的咽喉位置，對英國在亞洲的防衛和航運，甚至對約束中國有頗大作用。而香港隨著時間過去，也慢慢地有所發展。在短短二十年間，香港的軍事設施水準也追得上英國本土。

「1841-1861年間，英國在華南擁有絕對制海權，陸軍面對唯一可派兵威脅香港的清帝國亦佔優勢。英國在當時的力量投射（Powerprojection）能力可謂空前絕後，除佔有新加坡與香港等地外，更可輕易派兵前往華北甚至日本。香港是英國在此期間得以把軍事力量投射至東北亞和日本的重要跳板」

英國佔領香港時正值其國力巔峰，海軍尤其無可匹敵。因此英國對於香港殖民地安全未有太多憂慮，防衛政策主張以皇家海軍保住制海權，並不重視陸上防務。此政策就算至1860年英國取得九龍半島後，開始與中國有陸地國界的情況下仍然持續。直至英國租借新界，在中國大陸取得較大片土地，才令英國不得不思考香港的陸上防衛。

1880年代以後，帝國主義風潮急速澎漲，各列國不斷擴張勢力，英國在亞洲殖民勢力再非一枝獨秀，在亞洲開始面對四方八面的威脅，例如法國在中南半島獲得大片殖民地；俄國在中國取得旅順不凍港；日本作為新興列國也開始擴張勢力。英國開始重新關注香港的防衛部署，包括在海岸﹑山嶺設置炮臺協助海軍防守，並開始討論陸上防衛。

1901年的《防衛計劃》提到九龍山脊對於防衛香港的危與機，並建議應在九龍山脊建立防線。這是英國多年討論香港防衛中，首次提到建立香港陸上防線：

「(九龍山脊和九龍半島）就像喜瑪拉瓦山脈與印度半島的縮小版⋯⋯除非我們搶先防守，（山脊）給予從大陸（新界）登陸的敵軍一個非常強固的據點。站穩腳跟後，敵軍即可運送重砲至山上，危及香港島⋯⋯」

在一戰至二戰開打前的幾十年，國際形勢急速轉變，英帝國雖然國力仍然強大，但已被一戰重創。加上其他國家如日本的崛起，令英國不得不重新計劃其亞洲殖民地的防務政策和期望。英日同盟結束後，英國開始視日本為假想敵，香港防衛的計劃有一大部份是透過想像日本侵略香港而作出部署。

「1920-1939年間，英、日由盟友變為潛在敵人，加上在全球同時面對數個強敵而只有有限的資源，英國軍事計劃者難以滿足香港的防務需要。香港由港督軒尼詩所指的『東方堡壘』，變成1930年代未期的『孤獨前哨』。這個轉變，顯示英國國防計劃者們對帝國能否再有力地在有限的資源限制下顧全其全球利益的信心日減」 

進入1930年代中期，國際形勢再次惡化，英國政府認為香港已在「日軍有效作戰」範圍內，香港赫然處於前線。1939年二戰歐洲戰線開打後，英國對香港防衛目標轉為悲觀。英國開始只將香港定位成「前哨」，透過新界和九龍減慢日軍的攻擊，死守香港島，以保障英國的聲譽，期望在香港島被攻陷之前能夠削弱日軍南下的軍力。香港再次建立更多防務，其中一項便是建立「醉酒灣防線」。

時任港督羅富國更主張在敵軍入侵時直接棄守香港。他認為當時的香港已無險可守，勉強抵抗只會造成大量平民傷亡。而且放棄香港，投入更多資源到其他殖民地反而有利英帝國在亞洲的防衛力量。但當時的駐港司令賈乃錫卻認為英國應增兵守住香港，並在卸任後花不少功夫在加拿大和其他場合中遊說增兵香港。

邱吉爾一直不認同在歐洲戰線失利的情況下仍增兵香港，主張保留更多兵力在亞洲其他殖民地。這個情況直至美國於1941年改變放棄菲律賓的戰略，並大量派兵至菲律賓而有所轉變。美國在亞洲戰線的參與度增加，令英國對防守香港和其他亞洲殖民地重拾信心，最終同意加拿大增兵防衛香港。增兵與否，直至現在也是一個大爭議。最終香港抵抗了日軍18日，比起當日英國預計防守130日落差甚大。但在日本的角度，他們亦未有預計須以18日的時間才能攻陷香港。

「第二次世界大戰後，英帝國解體，其全球駐軍亦不斷收縮，直至1997年撤出香港為止。香港位於冷戰最前線，英國政府雖然希望削減駐軍，但仍在1990年代以前維持一定數量的海陸軍，一方面為維持境內治安，另一方面以維繫本地居民的信心。冷戰期間，為保護香港，英國拉攏美國���防，最後於1950—1960年間成功使美國決定協助英國防守」

二戰後的英國國力衰退，加上中國大陸換上了共產政權。英國深知已無力抵抗中國，駐軍最大目的為維持治安和維繫居民信心。而英國對香港的政策一直模菱兩可，不願參與太多香港的事務。轉淚點在於韓戰爆發後，香港成為美軍的一個重要補給港，自此美國對香港的興趣大大提升，將香港納入其軍事活動的範圍內。

香港被人討論得最多的都是其經濟和文化發展。這本書讓我們以一個較少有的角度去認識香港。

Hindustan Powerprojects plan Rs 32,000 cr investment

Bullish on the domestic sector, Hindustan Powerprojects plans to invest about Rs 32,000 crore for setting up electricity generation capacity of more than 5,000 MW.

The company, earlier known as Moser Baer Projects, would be making the investments across solar, thermal and hydro projects in three years.

Hindustan Powerprojects Chairman Ratul Puri said the cumulative investment in the projects would be "about Rs 31,000 to 32,000 crore".

"This (investments) would be for little over 5,000 MW generation capacity, may be 5,200 or 5,300 MW," he told PTI in an interview here.

Two thermal projects - in Madhya Pradesh and Chattisgarh - with a total capacity of nearly 4,000 MW, are already in the works.

Ratul Puri said the company aims to have 1,000 MW solar power capacity, he added.

Currently, the company has an operational capacity of about 350 MW and 77.5 MW of solar power is expected to be commissioned by June.

Of the total existing capacity, around 120 MW of solar assets are outside the country. These projects are in Germany, Italy and the United Kingdom.

Ratul Puri said the company has invested about Rs 14,500 crore in three years.

"Our asset base in 2010 was about Rs 500 to 600 crore. Today the balance sheet size is around Rs 14,500 crore," he added.

The company has built a balanced portfolio across renewables, coal, coal mining and hydro, Ratul Puri said, adding, "we didn't overstretch ourselves… We raised about Rs 3,600 crore equity".

He said: "It is important for businesses to see free cash. We have invested about Rs 5,500 crore into solar (projects) and that is generating a significant amount of free cash flows."

The domestic power sector has been facing challenging times of late, especially on account of fuel shortages and poor financial health of electricity distribution companies.
